The year 1949 saw the Iowa General Assembly’s establishment of the Iowa Secondary Road Research Fund, which led to the creation of a supervisory board within what was then the Iowa State Highway Commission to oversee the expenditure of that fund. The purpose of the fund and the board was to research road construction topics likely to be beneficial to the working of Iowas secondary, or local, road system. The supervisory board—called the Iowa Highway Research Board (the “Board”)—was organized by the highway commission in December 1949 and first met in May 1950. The creation of the fund and of the Iowa Highway Research Board marked the first organized effort in the United States to investigate local road construction problems and placed Iowa in the forefront of this field of engineering research. That Iowa should be a leader in such an effort is not surprising, given the early and sustained emphasis of the Iowa State Highway Commission on both research and the dissemination of information to county authorities. Now, 50 years later, a retrospective is in order. To that end, the Iowa Highway Research Board commissioned the preparation of a commemorative history. This work is the result of that project. Throughout its existence, the Board has funded nearly 450 projects, several of national significance. Many new construction and maintenance techniques have been developed, some of which have evolved into standard practices in highway construction. Innovative new materials and equipment have been tested. Still other projects have considered a wide variety of subjects related to the efficient operation of the highway system. Highway safety, conservation, and law have all come under research scrutiny. While it will not be possible, given the short space available, to consider all the projects financed by the Iowa Highway Research Board, it is well worthwhile to examine the Board’s principal projects and its resulting contributions to the field of highway research.

The 2010-2011 (FY11) edition of Iowa Public Library Statistics includes information on income, expenditures, collections, circulation, and other measures, including staff. Each section is arranged by size code, then alphabetically by city. The totals and percentiles for each size code grouping are given immediately following the alphabetical listings. Totals and medians for all reporting libraries are given at the end of each section. There are 543 libraries included in this publication; 525 submitted a report. The table of size codes (page 5) lists the libraries alphabetically. The following table lists the size code designations, the population range in each size code, the number of libraries reporting in each size code, and the total population of the reporting libraries in each size code. The total population served by the 543 libraries is 2,339,070. Population data is used to determine per capita figures throughout the publication.

The present research project was designed to determine thermal properties, such as coefficient of thermal expansion (CTE) and thermal conductivity, of Iowa concrete pavement materials. These properties are required as input values by the Mechanistic-Empirical Pavement Design Guide (MEPDG). In this project, a literature review was conducted to determine the factors that affect thermal properties of concrete and the existing prediction equations for CTE and thermal conductivity of concrete. CTE tests were performed on various lab and field samples of portland cement concrete (PCC) at the Iowa Department of Transportation and Iowa State University. The variations due to the test procedure, the equipment used, and the consistency of field batch materials were evaluated. The test results showed that the CTE variations due to test procedure and batch consistency were less than 5%, and the variation due to the different equipment was less than 15%. Concrete CTE values were significantly affected by different types of coarse aggregate. The CTE values of Iowa concrete made with limestone+graval, quartzite, dolomite, limestone+dolomite, and limestone were 7.27, 6.86, 6.68, 5.83, and 5.69 microstrain/oF (13.08, 12.35, 12.03, 10.50, and 10.25 microstrain/oC), respectively, which were all higher than the default value of 5.50 microstrain/oF in the MEPDG program. The thermal conductivity of a typical Iowa PCC mix and an asphalt cement concrete (ACC) mix (both with limestone as coarse aggregate) were tested at Concrete Technology Laboratory in Skokie, Illinois. The thermal conductivity was 0.77 Btu/hr•ft•oF (1.33 W/m•K) for PCC and 1.21 Btu/hr•ft•oF (2.09 W/m•K) for ACC, which are different from the default values (1.25 Btu/hr•ft•oF or 2.16 W/m•K for PCC and 0.67 Btu/hr•ft•oF or 1.16 W/m•K for ACC) in the MEPDG program. The investigations onto the CTE of ACC and the effects of concrete materials (such as cementitious material and aggregate types) and mix proportions on concrete thermal conductivity are recommended to be considered in future studies.

The Iowa Conservation and Preservation Consortium, Iowa Museum Association, the State Historical Society of Iowa and the State Library requested the IMLS CTC grant funds so we could develop a statewide plan to help the stewards of cultural property plan for protection and disaster recovery of collections. We are very pleased with the results of our grant activities. Thanks to the IMLS CTC grant over 200 Iowa collection care takers have received basic training in disaster preparedness and response, 24 care takers have signed up to become cultural collection first responders, a dozen disaster planning/response trainers are available upon request, and over 40 institutions have ReAct Paks. We have created a variety of training tools ranging from basic awareness to in-depth training, established a website of disaster resources, and geo-referenced hundreds of cultural collection sites around Iowa. In addition, the IMLS grant was just the motivator we needed to participate in other national/international efforts which in turn strengthened our IMLS grant project.

For well over 100 years, the Working Stress Design (WSD) approach has been the traditional basis for geotechnical design with regard to settlements or failure conditions. However, considerable effort has been put forth over the past couple of decades in relation to the adoption of the Load and Resistance Factor Design (LRFD) approach into geotechnical design. With the goal of producing engineered designs with consistent levels of reliability, the Federal Highway Administration (FHWA) issued a policy memorandum on June 28, 2000, requiring all new bridges initiated after October 1, 2007, to be designed according to the LRFD approach. Likewise, regionally calibrated LRFD resistance factors were permitted by the American Association of State Highway and Transportation Officials (AASHTO) to improve the economy of bridge foundation elements. Thus, projects TR-573, TR-583 and TR-584 were undertaken by a research team at Iowa State University’s Bridge Engineering Center with the goal of developing resistance factors for pile design using available pile static load test data. To accomplish this goal, the available data were first analyzed for reliability and then placed in a newly designed relational database management system termed PIle LOad Tests (PILOT), to which this first volume of the final report for project TR-573 is dedicated. PILOT is an amalgamated, electronic source of information consisting of both static and dynamic data for pile load tests conducted in the State of Iowa. The database, which includes historical data on pile load tests dating back to 1966, is intended for use in the establishment of LRFD resistance factors for design and construction control of driven pile foundations in Iowa. Although a considerable amount of geotechnical and pile load test data is available in literature as well as in various State Department of Transportation files, PILOT is one of the first regional databases to be exclusively used in the development of LRFD resistance factors for the design and construction control of driven pile foundations. Currently providing an electronically organized assimilation of geotechnical and pile load test data for 274 piles of various types (e.g., steel H-shaped, timber, pipe, Monotube, and concrete), PILOT (http://srg.cce.iastate.edu/lrfd/) is on par with such familiar national databases used in the calibration of LRFD resistance factors for pile foundations as the FHWA’s Deep Foundation Load Test Database. By narrowing geographical boundaries while maintaining a high number of pile load tests, PILOT exemplifies a model for effective regional LRFD calibration procedures.

The need to construct bridges that last longer, are less expensive, and take less time to build has increased. The importance of accelerated bridge construction (ABC) technologies has been realized by the Federal Highway Administration (FHWA) and the Iowa Department of Transportation (DOT) Office of Bridges and Structures. This project is another in a series of ABC bridge projects undertaken by the Iowa DOT. Buena Vista County, Iowa, with the assistance of the Iowa Department of Transportation (DOT) and the Bridge Engineering Center (BEC) at Iowa State University, constructed a two-lane single-span precast box girder bridge, using rapid construction techniques. The design involved the use of precast, pretensioned components for the bridge superstructure, substructure, and backwalls. This application and demonstration represents an important step in the development and advancement of these techniques in Iowa as well as nationwide. Prior funding for the design and construction of this bridge (including materials) was obtained through the FHWA Innovative Bridge Research and Deployment (IBRD) Program. The Iowa Highway Research Board (IHRB) provided additional funding to test and evaluate the bridge. This project directly addresses the IBRD goal of demonstrating (and documenting) the effectiveness of innovative materials and construction techniques for the construction of new bridge structures. Evaluation of performance was formulated through comparisons with design assumptions and recognized codes and standards including American Association of State Highway and Transportation Officials (AASHTO) specifications.

This is a summary of some of the activities the Board was involved with in 2011. More information about the Board’s work is available in the agendas, minutes, reports and press releases on the website, www.medicalboard.iowa.gov, and the Board’s page on Facebook. Much has been accomplished in the past year, but much more remains to be done. The Board looks forward to the many challenges that lie ahead and will continue to strengthen and enhance services to the public and licensees. I am very proud of the staff and Board members and their commitment to excellent service to the citizens of Iowa.

The 2008 Biobased Industry Outlook Conference was held September 7-10 on the Iowa State University campus. Over 750 people attended the plenary sessions on the morning of September 8th; 580 people registered for the full conference. Sponsorships: $92,500 in sponsorships in addition to the IPF was secured for the conference (considered “match” to the IPF grant). Including the $11,250 IPF sponsorship ($12,500 minus overhead charges of $1,250), the total amount contributed for conference sponsorships was $103,750. A list of sponsors and the amount of sponsorship is listed in Appendix A. Sponsorship funds received from the Iowa Power Fund were used for supplies and materials. Please see Appendix B which documents the transfer of IPF grant funds internally at ISU and their use.

Phase II of Improving Traffic Safety Culture in Iowa focuses on producing actions that will improve the traffic safety culture across the state, and involves collaboration among the three large public universities in Iowa: Iowa State University, University of Northern Iowa, and University of Iowa. More specifically, this second phase synthesizes the expert opinions solicited in Phase I with prevailing public views and/or opinions gathered from a follow-up survey on Iowas 2000 public opinion survey, which the University of Northern Iowa, Center for Social and Behavioral Research, administered. More recent data on the opinions of Iowans and of people nationally contrasted with past data will help better define the public’s position on top safety culture issues. This, in turn, will provide a better basis for developing actionable, fundable, and ultimately successful strategies that will make a tangible difference in improving traffic safety in Iowa.
