Competition between public and private firms exists in a range of industries like telecommunications, electricity, natural gas, airlines industries, as weel as services including hospitals, banking and education. Some authors studied mixed oligopolies under Cournot competition (firms move simultaneously) and some others considered Stackelberg models (firms move sequentially). Tomaru [1] analyzed, in a Cournot model, how decision-making upon cost-reducing R&D investment by a domestic public firm is affected by privatization when competing in the domestic market with a foreign firm. He shows that privatization of the domestic public firm lowers productive efficiency and deteriorates domestic social welfare. In this paper, we examine the same question but in a Stackelberg formulation instead of Cournot. The model is a three-stage game. In the first stage, the domestic firm chooses the amount of cost-reducing R&D investment. Then, the firms compete à la Stackelberg. Two cases are considered: (i) The domestic firm is the leader; (ii) The foreign firm is the leader. We show that the results obtained in [1] for Cournot competition are robust in the sence that they are also true when firms move sequentially.

We study the effects of entry of a foreign firm on domestic welfare in the presence of licensing, when the entrant is technologically inferior to the incumbent. We show that foreign entry increases domestic welfare for intermediate (respectively, sufficiently large) technological differences between the firms under licensing with fixed fee (respectively, output royalty).

RESUMO - A temática da contratualização no contexto da reforma dos cuidados de saúde primários tem suscitado grande controvérsia, sendo certo, porém, que se tornou também uma questão incontornável na organização dos serviços de saúde. Por outro lado, o aperfeiçoamento dos processos de contratualização e o desenvolvimento de ferramentas adequadas ao bom desempenho das unidades prestadoras constituem, nos dias de hoje, um assunto prioritário nas organizações de saúde de todo o mundo. Através de uma revisão bibliográfica extensiva, pretendeu-se conhecer as experiências de contratualização, em contexto de cuidados de saúde primários, desenvolvidas e/ou em curso em alguns países, tendo em vista, em última análise, contribuir para uma reflexão sobre os modelos implementados ou sustentar a adopção de novas abordagens para este nível de cuidados em Portugal, tendo por base a evidência internacional. ------------- -------------ABSTRACT – The contracting of health services in the context of primary health care reform has aroused heated debate, however, it became definitively a key element in the organization of health services. BACKGROUND: Metabolic syndrome (MS) is associated with increased incidence of diabetes and atherosclerotic complications. The new definition of the International Diabetes Federation (IDF) increases the population with this entity, compared to the NCEP ATP III definition. OBJECTIVES: To study the prevalence of coronary artery disease (CAD) and carotid intima-media thickness (IMT) in patients with and without MS, according to the NCEP ATP III and IDF definitions, and the predictive ability of carotid IMT for CAD. METHODS: We studied 270 consecutive patients admitted for elective coronary angiography due to suspicion of CAD. All patients underwent ultrasound study of the carotid arteries to measure IMT (the highest value between the right and left common carotid arteries was used in the analysis). Coronary stenosis of > or =70% (or 50% for the left main coronary artery) was considered significant. RESULTS: By the ATP III definition, 14% of the patients had MS, and these patients had a higher prevalence of CAD (87% vs. 63%, p = 0.004), but no significant difference was found for carotid IMT (1.03 +/- 0.36 mm vs. 0.95 +/- 0.35 mm, p=NS). With the IDF definition, 61% of the patients had MS; this group was slightly older and included more women. There were no differences in terms of CAD (68% vs. 63%) or carotid IMT (0.97 +/- 0.34 vs. 0.96 +/- 0.39 mm). On multivariate analysis, the ATP III definition of MS predicts CAD (OR 4.76, 95% CI 1.71-13.25, p = 0.003), but the IDF definition does not (OR 1.29, 95% CI 0.74-2.27, p = 0.37). On ROC curve analysis, an IMT of > or = 0.95 mm predicts CAD (AUC 0.66, p < 0.001), with a sensitivity of 52% and specificity of 75%. CONCLUSIONS: The new IDF definition increases the population with MS, decreasing the capacity to predict the presence of CAD. In our population, neither the ATP III nor the IDF definition showed differences in terms of carotid IMT. Carotid IMT can predict CAD, but with only modest sensitivity.

We consider two Cournot firms, one located in the home country and the other in the foreign country, producing substitute goods for consumption in a third country. We suppose that neither the home government nor the foreign firm know the costs of the home firm, while the foreign firm cost is common knowledge. We determine the separating sequential equilibrium outputs.

We consider two firms, located in different countries, selling the same homogeneous good in both countries. In each country there is a non negative tariff on imports of the good produced in the other country. We suppose that each firm has two different technologies, and uses one of them according to a certain probability distribution. The use of either one or the other technology affects the unitary production cost. We analyse the effect of the production costs uncertainty on the profits of the firms and also on the welfare of the governments.

Our aim is to analyse the relationship between interactive media and its use in Education when applied to formal training for information literacy. Contextualizing the notion of literacy in an evolving framework and emphasizing the recognition of its importance, we highlight some desirable skills in the current information society, including, inevitably, technological competencies. When considering the notion of literacy within an evolving framework and emphasizing the acknowledgement of its significance some desirable skills stand out in the current information society including, inevitably, the technological skills. We emphasize media literacy and select some strategies for teaching and learning practices recommended for the development of new skills, highlighting the contribution of some international literacy standards and describing some of the good practices in Education. We also underline the need for training within an holistic perspective, integrating student’, teachers and staff cooperation in the educational process. In this process, the potential of the Web 2.0, which grants the new information users – the prosumers (consumers and producers) a new statute, new powers and obligations, is indeed worth mentioning. Regarding the situation, we shall quote the reports on the experiences of virtual learning communities that use the moodle platform and mention several activities and programs managed by the Portuguese government to increase the citizens’ literacy’s levels. In conclusion, we point out the need for lifelong learning and the ability of individuals to “learn to learn” who therefore provide literacy with a dynamic component.

This paper explores the relationship between the expatriates’ knowledge acquisition (KA) and their career development after an international assignment (IA). The purpose of this paper is to examine the role of expatriates in KA and transfer within International Portuguese multinational corporations. Furthermore, with this empirical study we try to analyse how the knowledge that is acquired and transferred translates into a basis for career development after the IA. This phenomenon has a special relevance in the Portuguese context, because this country is known a growing process of globalization in recent years. Furthermore, (a) there are no empirical studies concerning knowledge transfer and career development of repatriates from Portuguese companies; (b) little is known about the repatriates’ contributions to their home company after IA. This paper is one of the first to focus specifically on the repatriates’ role in KA and transfer from the host company to their Portuguese home company. A qualitative research methodology is used, specifically through an exploratory case study approach, which examines how knowledge management (KM) acquisition or transferring during IA are important for the repatriates’ career development in the Portuguese home company. Data were collected through semi-structured interviews to 42 Portuguese international assignees and 18 organizational representatives from nine Portuguese companies. Preliminary results show that KA and transfer made by Portuguese expatriates contributes directly to their career development. Moreover, evidence reveals that not all repatriates were promoted after their IA; rather some repatriates were even demoted after their IA. Furthermore, the results obtained suggest that the type of knowledge which acquired or transferred plays a central role in the career development after repatriation. According to these results, the paper discusses the major theoretical and practical implications. Suggestions for future research are also presented.

Every month we see to be published dozens of scientific papers about etiology and physiopathology of CP, imaging, treatment, survival, quality of life of patients and of mothers (just a few) and so on. Papers dealing with the feelings and the problems of siblings of children and adults with CP in the most important scientific journals are extremely rare. However in internet we can find the sites of the most important Cerebral Palsy Societies, like the British, the Australian and the American ones already devoting a special attention to the issue of siblings; we also can see several interesting blogs of parents sharing their experiences not only with the handicapped child but also with the siblings, even counseling some books written for children giving practical advices how to deal and live with a handicapped sibling. What was a surprise to me were the several sites of adults having a disabled sibling, frequently with CP, in a new situation: without parents to care them.

Este estudo apresenta uma comparação entre as experiências de famílias de acolhimento de Portugal e Espanha, avaliando-se a sua satisfação com a informação recebida antes do acolhimento; a preparação da criança para o acolhimento; os apoios técnico e fi nanceiro; e a evolução do processo de acolhimento. Pretende-se contribuir para melhorar e promover a medida de acolhimento familiar nos dois países. Os processos de acolhimento familiar dependem de fatores históricos e culturais que produzem diferenças importantes nos diversos contextos internacionais. Assim, foram realizadas entrevistas em duas amostras aleatórias constituídas por 52 famílias de acolhimento em Portugal e 46 na Espanha, cujos resultados foram comparados através de testes estatísticos paramétricos e não paramétricos. Os acolhedores, em ambos os países, mostraram um elevado grau de satisfação com o processo de acolhimento. No entanto, em Portugal, existe maior preocupação com o fraco apoio fi nanceiro, as informações não fornecidas pelos serviços de acolhimento ou a má preparação da criança para o acolhimento. Por fi m, são apresentadas sugestões para a melhoria da gestão e implementação desta resposta social. An overwhelming problem in Math Curriculums in Higher Education Institutions (HEI), we are daily facing in the last decade, is the substantial differences in Math background of our students. When you try to transmit, engage and teach subjects/contents that your “audience” is unable to respond to and/or even understand what we are trying to convey, it is somehow frustrating. In this sense, the Math projects and other didactic strategies, developed through Learning Management System Moodle, which include an array of activities that combine higher order thinking skills with math subjects and technology, for students of HE, appear as remedial but important, proactive and innovative measures in order to face and try to overcome these considerable problems. In this paper we will present some of these strategies, developed in some organic units of the Polytechnic Institute of Porto (IPP). But, how “fruitful” are the endless number of hours teachers spent in developing and implementing these platforms? Do students react to them as we would expect? Do they embrace this opportunity to overcome their difficulties? How do they use/interact individually with LMS platforms? Can this environment that provides the teacher with many interesting tools to improve the teaching – learning process, encourages students to reinforce their abilities and knowledge? In what way do they use each available material – videos, interactive tasks, texts, among others? What is the best way to assess student’s performance in these online learning environments? Learning Analytics tools provides us a huge amount of data, but how can we extract “good” and helpful information from them? These and many other questions still remain unanswered but we look forward to get some help in, at least, “get some drafts” for them because we feel that this “learning analysis”, that tackles the path from the objectives to the actual results, is perhaps the only way we have to move forward in the “best” learning and teaching direction.
