Abstract: Currently the importance of using alternative strategies for biodiversity conservation is emphasized and since the establishment of germplasm bank is an alternative to the conservation of endangered species. This is a technique of great importance for the maintenance of Brazilian fauna. Since the early70'sthere was a growing concern about the need to preserve essential genetic resources for food and agriculture, mainly for conservation of genetic material from farm animals. Thus was created the Brasilia Zoo, in July 2010, the first Germplasm Bank of Wild Animals in Latin America, as an alternative strategy for the conservation of threatened or endangered species, using both gametes and somatic cells and stem cells. Then we argue to create new banks or research networks among different regions with aimed to tissue preservation.

In 1903, the Canadian Association of Amateur Oarsmen had their request granted to make the Old Welland Canal at Port Dalhousie the permanent site of the Royal Canadian Henley Regatta. That same year organized rowing was established in St. Catharines when the St. Catharines Rowing and Canoe Club was formed. The Henley course was completed in July of 1903 after rowing was well underway. Although the Henley course served as an athletic and social event, rowing itself was slow to grow in the St. Catharines area. In 1915 the Regatta was cancelled for the duration of WWI and reinstated in 1919 when an increased public interest in the sport began to grow. Two years later, the Henley Aquatic Association was formed in order to control, maintain and improve the rowing facilities. This association was responsible for building a new clubhouse at Ann Street in 1921 and in 1931 completing the grandstands. Also in the 1930s the association had the Federal Government approve their appeal to have the Henley waters dredged for the first time. The St. Catharines Rowing Club re-located its headquarters to the Lakeport Road site. The 1940s brought more support from local groups and with that more events. In 1945, the St. Catharines Junior Chamber of Commerce began helping to organize and promote rowing locally. One of the new events at the Henley course was the "Schoolboy Championships". The growth of both rowing and the Henley continued growing through the 1950s. The Henley Aquatic Association acquired Reid's Island, now Henley Island, mainly through the efforts of Ted Nelson. In the 1960s, rowing really took off in St. Catharines. Women began to become recognized in the sport when Brock University created a women's rowing team. The second dredging was completed in 1964, leading to the creation of a world class rowing course. The facilities were upgraded to international standards and the Henley rowing course became Canada's first Class A FISA (Fédération Internationale des Sociétés d’Aviron or International Federation of Rowing Associations) rowing course. The first North American Rowing Championship was held at the Henley course in 1967 and again in 1970 for the third championship. The Canadian Henley Rowing Corporation formed in 1972, along with the St. Catharines, Parks and Recreation Department created the first rowing school for youth. Since 1960, St. Catharines has been at a competitive level with other International rowing courses. The city continues to produce Olympic level athletes today.

A certificate of initiation and acceptance to the Canadian Order Chosen Friends, Thomas Cowan. The certificate reads "This certifies that evidence has been received that Thomas Cowan has been accepted and initiated by the Council name below, and has thus become a member of the Canadian Order of Chosen Friends, and entitled to all the rights and privileges of membership and a benefit of not exceeding one thousand dollars from the relief fund of said order, which shall in case of death be paid to Annie Cowan his wife in the manner and subject to the conditions set forth in the laws governing said relief fund and in the application for membership. This certificate to be in force and binding when accepted in writing by the said member, with the acceptance attested by the Councilor and Recorder and the seal of the Subordinate Council affixed, so long as said member shall comply with the requirements of the Constitution, Laws and Regulations now in force or hereafter adopted for the government of the Order: otherwise, and also in the case of granting of a new certificate, to be null and void. In witness whereof, we have hereunto attached our signatures, and affixed the seal of the Grand Council of the Canadian Order of Chosen Friends. Dated the Twenty Seventh day of July, A.D. 1891." Avec le développement exponentiel de l'Internet et son corollaire l'expansion du commerce en ligne, le sort de la protection du cyberconsommateur devient un sujet préoccupant en ce 21ième siècle. En effet, dans ce monde virtuel où l'on emploie des méthodes et technologies nouvelles et plus encore des clauses abusives dans les contrats unilatéraux, s'installe indubitablement un sentiment de méfiance entre le cyberconsommateur et le cybercommerçant. Pour rétablir cette confiance et favoriser le commerce par Internet, des lois nationales, internationales et des normes communautaires ont été adoptées aux fins de l'encadrement rigoureux du processus contractuel. Toutefois, en raison de la présence fréquente d'éléments d'extranéité dans les contrats de consommation en ligne, la question fondamentale qui vient tout naturellement à l'esprit de tous ceux qui entreprennent des études aujourd'hui, en la matière, est celle de savoir si les règles classiques de droit international privé sont dépassées par le développement trop rapide de ce type de commerce ou si au contraire elles y sont adaptées. On pourrait en outre se demander si l'encadrement juridique offert au cyberconsommateur est à même de lui procurer le même niveau de protection dont il bénéficie dans le commerce traditionnel. La présente étude tente d'apporter certains éléments de réponse en analysant dans un premier temps, le droit substantiel interne de protection du consommateur dans les systèmes juridiques européen, français, canadien et québécois en vu de scruter des zones de conflits susceptibles d'exister dans le cycle de vie de ce contrat. Dans la seconde partie, elle démontre que les méthodes classiques de résolution des conflits de juridiction et des conflits de lois en droit international privé, bien que nécessitant des adaptations, sont effectivement applicables au contexte de l'internet et ce, dans l'objectif privilégié de la protection du cyberconsommateur. Le bilan de l'analyse et de l'appréciation des critères de ces règles de conflits nous conduiront à l'examen des nouvelles mesures qui s'imposent.

Abstract Discussions of conflict of interest (COI) in the university have tended to focus on financial interests in the context of medical research; much less attention has been given to COI in general or to the policies that seek to manage COI. Are university COI policies accessible and understandable? To whom are these policies addressed (faculty, staff, students)? Is COI clearly defined in these policies and are procedures laid out for avoiding or remedying such situations? To begin tackling these important ethical and governance questions, our study examines the COI policies at the Group of Thirteen (G13) leading Canadian research universities. Using automated readability analysis tools and an ethical content analysis, we begin the task of comparing the strengths and weaknesses of these documents, paying particular attention to their clarity, readability, and utility in explaining and managing COI.

"La liberté de religion, souvent reconnue comme étant la « première liberté » dans de nombreuses traditions juridiques, reflète également les différentes conceptions de la place de l'individu et de la communauté dans la société. Cet article examinera la liberté de religion dans le contexte constitutionnel canadien. Nous avons choisi d'étudier la liberté de religion dans trois vagues successives : avant l'entrée en vigueur de la Déclaration canadienne des droits, sous la Déclaration canadienne des droits; et enfin, après l'entrée en vigueur de la Charte canadienne des droits et libertés. De plus, l'accommodement ainsi que de la proportionnalité de la liberté de religion d'un individu sera également traité. Ainsi que nous le démontrerons, la liberté de religion a engendré un repositionnement de l'individu face aux intérêts de la communauté ainsi qu'une réinterprétation des justifications menant à la sauvegarde de ces croyances."

Pendant les années 1950 et 1960, Montréal se modernise sur plusieurs aspects. L’influence de l’administration de la ville sur cette modernisation est bien connue. Toutefois, les perspectives des acteurs extérieurs sont souvent ignorées. Ce mémoire examine donc les opinions de la Chambre de commerce de Montréal sur la modernisation de la métropole québécoise lors de ces deux décennies. La source principale utilisée pour effectuer cette étude a été la revue hebdomadaire de la Chambre, Commerce-Montréal. Dans le premier chapitre, les opinions de la Chambre de commerce sur la gouvernance municipale sont examinées. Celles-ci montrent que la Chambre percevait l’assainissement des moeurs politiques et l’amélioration de l’efficacité administrative comme intrinsèques à la modernisation de Montréal. Le deuxième chapitre porte sur la circulation automobile et le transport en commun. La Chambre proposait des moyens d’accélérer le débit de la circulation qu’elle jugeait crucial pour la modernisation de la métropole. Le troisième chapitre traite du développement urbain. D’après la Chambre, la modernisation de Montréal exigeait le renouvellement du cadre bâti de la ville, tant résidentiel que commercial. L’étude de ces trois thèmes confirme que, pendant la période 1950-1970, la Chambre de commerce a contribué de manière significative aux débats concernant la modernisation de Montréal. Nous relevons aussi que l’organisme, malgré son désir de paraître apolitique, a été influencé par sa fonction de représentant de la communauté d’affaires francophone. L’importance accordée à la rentabilité de la modernisation, ainsi que la hiérarchisation sociale attribuée à certains sujets, confirment notamment les orientations conservatrices de l’organisme.

Vaccination is a useful option to control infection with porcine reproductive and respiratory syndrome virus (PRRSV), and several modified live-PRRSV vaccines have been developed. These vaccines have shown some efficacy in reducing the incidence and severity of clinical disease as well as the duration of viremia and virus shedding but have failed to provide sterilizing immunity. The efficacy of modified live-virus (MLV) vaccines is greater against a homologous strain compared with heterologous PRRSV strains. The objective of this study was to evaluate the efficacy of Fostera PRRS MLV vaccine in protecting against challenge with a heterologous field strain widely circulating in the swine herds of eastern Canada. Forty-six piglets were divided into 4 groups: nonvaccinated-nonchallenged; nonvaccinated-challenged; vaccinated-challenged; and vaccinated-nonchallenged. The animals were vaccinated at 23 d of age with Fostera PRRS and challenged 23 d later with a heterologous field strain of PRRSV (FMV12-1425619). Overall, the vaccine showed some beneficial effects in the challenged animals by reducing the severity of clinical signs and the viral load. A significant difference between nonvaccinated and vaccinated animals was detected for some parameters starting 11 to 13 d after challenge, which suggested that the cell-mediated immune response or other delayed responses could be more important than pre-existing PRRSV antibodies in vaccinated animals within the context of protection against heterologous strains.

This paper proposes a simple Ordered Probit model to analyse the monetary policy reaction function of the Colombian Central Bank. There is evidence that the reaction function is asymmetric, in the sense that the Bank increases the Bank rate when the gap between observed inflation and the inflation target (lagged once) is positive, but it does not reduce the Bank rate when the gap is negative. This behaviour suggests that the Bank is more interested in fulfilling the announced inflation target rather than in reducing inflation excessively. The forecasting performance of the model, both within and beyond the estimation period, appears to be particularly good.

One of the most significant sources of greenhouse gas (GHG) emissions in Canada is the buildings sector, with over 30% of national energy end-use occurring in buildings. Energy use must be addressed to reduce emissions from the buildings sector, as nearly 70% of all Canada’s energy used in the residential sector comes from fossil sources. An analysis of GHG emissions from the existing residential building stock for the year 2010 has been conducted for six Canadian cities with different climates and development histories: Vancouver, Edmonton, Winnipeg, Toronto, Montreal, and Halifax. Variation across these cities is seen in their 2010 GHG emissions, due to climate, characteristics of the building stock, and energy conversion technologies, with Halifax having the highest per capita emissions at 5.55 tCO2e/capita and Montreal having the lowest at 0.32 tCO2e/capita. The importance of the provincial electricity grid’s carbon intensity is emphasized, along with era of construction, occupancy, floor area, and climate. Approaches to achieving deep emissions reductions include innovative retrofit financing and city level residential energy conservation by-laws; each region should seek location-appropriate measures to reduce energy demand within its residential housing stock, as well as associated GHG emissions.

We describe a novel behavior, termed “tail-up,” observed in humpback whales (Megaptera novaeangliae) on wintering grounds on Abrolhos Bank, Brazil. The behavior involves the whale positioned vertically in the water column with its tail in the air. Wirh the exception of calves, tail-up was observed in all social classes, and its frequency increased through the end of the season. Tail-ups were recorded in 144 (5.8%) of 2,465 groups of whales observed from a shore station, and in 297 (14.9%) of 1,996 groups observed from vessel surveys; biases in each method suggest that the true frequency lies between these sources. One hundred and fifty-two hours of continuous sampling showed that the duration of tail-up events lasted from a few seconds to 12 min and was longest in groups comprised of a single adult. The maximum duration of a recorded period that consistently included tail-up was 10 h; however, some individuals were observed to engage in the behavior at night and for four consecutive days. Tail-up movement speed did not vary by social class; however, it varied according to wind direction and speed. The characteristics of tail-up that we observed showed that it differed from the descriptions of similar behaviors in other cetacean species. The function of tail-up is unknown, but we suggest that it may be a multifunctional behavior.

Background Floating-Harbor syndrome (FHS) is a rare condition characterized by short stature, delays in expressive language, and a distinctive facial appearance. Recently, heterozygous truncating mutations in SRCAP were determined to be disease-causing. With the availability of a DNA based confirmatory test, we set forth to define the clinical features of this syndrome. Methods and results Clinical information on fifty-two individuals with SRCAP mutations was collected using standardized questionnaires. Twenty-four males and twenty-eight females were studied with ages ranging from 2 to 52 years. The facial phenotype and expressive language impairments were defining features within the group. Height measurements were typically between minus two and minus four standard deviations, with occipitofrontal circumferences usually within the average range. Thirty-three of the subjects (63%) had at least one major anomaly requiring medical intervention. We did not observe any specific phenotype-genotype correlations. Conclusions This large cohort of individuals with molecularly confirmed FHS has allowed us to better delineate the clinical features of this rare but classic genetic syndrome, thereby facilitating the development of management protocols.
