The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964. In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include: Increased communication and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. The purpose of the project is to develop sustained small-scale cage fish culture in inland and coastal waters through improved understanding of the social, institutional and resource environment of resource poor groups. Two Asian countries, Bangladesh (inland systems) and Vietnam (marine), were studied with this workshop bringing together both sides of the project together with representatives of collaborative institutions, government departments and universities. Addressing the overall aim of producing guidelines for the planning and extension of cage aquaculture in Asia a combination of group work and plenary discussion was conducted producing the following outputs. 1) An assessment of cage aquaculture potential, 2) Development options for small-scale cage culture, 3) A review of tools and methodologies and 4) Policy initiatives for sustainable cage culture development. Key issues raised were the use of outputs as a guide to be adapted to regional circumstances to facilitate farmer and extension worker discussion and not as a rigid methodology. The degree of linkage between development, research and government institutions was also considered a crucial factor in benefiting the research and development of cage culture at the local, regional and national level and vital in affecting the future policies by both development and government institutions. Background: Patients with chronic obstructive pulmonary disease (COPD) often experience exacerbations of the disease that require hospitalization. Current guidelines offer little guidance for identifying patients whose clinical situation is appropriate for admission to the hospital, and properly developed and validated severity scores for COPD exacerbations are lacking. To address these important gaps in clinical care, we created the IRYSS-COPD Appropriateness Study. Methods/Design: The RAND/UCLA Appropriateness Methodology was used to identify appropriate and inappropriate scenarios for hospital admission for patients experiencing COPD exacerbations. These scenarios were then applied to a prospective cohort of patients attending the emergency departments (ED) of 16 participating hospitals. Information was recorded during the time the patient was evaluated in the ED, at the time a decision was made to admit the patient to the hospital or discharge home, and during follow-up after admission or discharge home. While complete data were generally available at the time of ED admission, data were often missing at the time of decision making. Predefined assumptions were used to impute much of the missing data. Discussion: The IRYSS-COPD Appropriateness Study will validate the appropriateness criteria developed by the RAND/UCLA Appropriateness Methodology and thus better delineate the requirements for admission or discharge of patients experiencing exacerbations of COPD. The study will also provide a better understanding of the determinants of outcomes of COPD exacerbations, and evaluate the equity and variability in access and outcomes in these patients.

[ES] Tras dos décadas dedicadas a la promoción de los espacios rurales las Asociaciones de Desarrollo Rural de Gipuzkoa se han convertido en el vehículo prioritario para el progreso de este tipo de espacios. Su trayectoria ha estado marcada por toda una sucesión de programas con objetivos diversos y directrices políticas y presupuestarias diferentes. Como consecuencia se ha creado un modelo de dinamización rural centrado en la comarca y caracterizado por la diversidad de acciones que aborda y por su capacidad para incorporar nuevos campos, por su alto grado de implicación en la coordinación, ejecución e incluso gestión de servicios y por su capacidad de incorporar actores al desarrollo de los espacios rurales. A pesar de lo acertado del modelo éste aún tiene asignaturas pendientes, especialmente su dependencia de la decisiones políticas que en cada momento se toman y como consecuencia su falta de autonomía, la excesiva ligazón que aún presenta con el que fue el objeto inicial de estas Asociaciones, la realización de infraestructuras y especialmente el estrépito fracaso que ha tenido su pretensión de incorporar a otras instituciones y departamentos además de los propiamente agrarios.

Distribution of the genus Anodontites (Mollusca: Bivalvia: Mycetopodidae) in Uruguay. Seven species of the freshwater mussel genus Anodontites were recorded from Uruguay. The populations of these bivalves suffer the negative effects of invasive bivalves, damming, industrial and urban discharges, and agrotoxic runoff. The distribution of these species is generally characterized at the level of basin or politic divisions, and precise geographic records are scarce. In order to detail the distribution of those species, the most representative collections of Uruguay were examined, the material of Anodontites was identified (612 records) and geographic coordenates were assigned at each locality (213 localities), using Geographic Information System (GIS) to obtain a distribution map for each species. Most of the localities with Anodontites were located in the left margin of Uruguay River and southwest of Uruguay, mainly in Soriano, Artigas, Salto and Colonia departments. The Salto Grande basin presented the highest species richness. The species with a highest number of records was A. patagonicus, which was also recorded in all basins. A. trapesialis and A. tenebricosus had a wide distribution and a high number of records. A. lucidus and A. ferrarisii, had a wide distribution (more than 6 basins) but comparatively lower number of records. Finally A. trapezeus and A. trigonus showed a limited distribution. There is a critical lack of samples in Merín Lagoon, Atlantic and Upper Negro River basins. It is necessary to carry out new sampling considering many variables in order to evaluate the current distribution and the ecologic preferences for each species.

In order to make a sound proposal to the Kainji Lake Fisheries Management and Conservation Unit regarding the amendment of the existing Fisheries Laws and Regulations, including the raise of fishing license fees, the Fisheries Departments of 21 Nigerian States were visited in August-September 2000. In that occasion the staff was interviewed, existing documents were revised, and the results were compared with those of Kebbi and Niger State

For a long time, the Tanzanian Fisheries Department has managed Tanzanian fisheries without incorporating other stakeholders within its management framework. On lake Victoria, the persistent use of illegal fishing gear and declining catches have led the government to realize that this system of fisheries management may no longer be viable, and have sought to incorporate fishing communities into the management structure. Through the creation of beach management units (BMUs), the Fisheries Departments have sought to persuade fishing communities to implement and enforce Tanzania's fishing regulations and to monitor the fishery. In this paper we explore a recently gathered data set that yields information on, amongst others, how Tanzanian fishing communities perceive the state of their resource base, how they view their relationship with the Fisheries Department, the efficacy of fishing regulations and other variables. We draw on a series of criteria developed by Ostron (1990) for institutional 'robustness' to explore various areas of institutional development on Lake Victoria, and to try and anticipate how the BMUs will fare. We argue there are many socio-political and economic factors that will determine how communities will receive and perceive their responsibilities towards government-imposed administrative structures at the local level, these will become 'socialized' such that they will vary from place to place. While this may bode well for problems of heterogeneity, it does not necessarily mean that fisheries management objective on Lake Victoria will be met

This paper provides an overview of fisheries legislation in Kenya, Uganda and Tanzania as far it concerns the administration of Lake Victoria's fishery. It also provides brief comment on the structure of these nations' fisheries departments and how they have evolved in recent years. The administration of Kenya's Lake Victoria fishery has changed very little since the introduction of the 1988 Fisheries Act. In Tanzania and Uganda, however, government policies of decentralization have had a profound impact on fisheries administration at a local level. This paper examines these changes and speculates about possible future management scenarios for these two countries

Co-management is typically known to be a resource management system that shares managerial responsibility between the state and other stakeholders of a resource. In the case of Lake Victoria, one would expect the state to be represented by the fisheries departments of Kenya, Uganda and Tanzania, while stakeholder groups may comprise fishing communities, fish processing factories and municipalities. Taking that into account, the survey's objectives were defined as: (a) To identify the difficulties and impracticalities inherent in implementing state-based regulations via a "top-down" management strategy. (b) To assess the prevalence of community-based institutions that either seek to regulate the fishery or have the potential to be used to regulate it. (c) To identify ways in which community-based regulatory and monitory systems may be established, and how these will fare over time. (d) To identify roles for national Fisheries Departments, industrial fish processors and other stakeholders. (e) To develop well-founded policy suggestions for the establishment of a co-management framework to manage the fisheries of Lake Victoria.
