The aim of this study was to investigate educators relational moral voices in urban schools and to listen to what they told about moral professionalism and moral practices in challenging urban schools. Their relational moral voices were investigated through the following three questions: 1. What are the educators moral voices in relation to themselves and other people? 2. What are the educators moral voices in relation to their work and society? 3. What kind of interaction process lies between the educators moral voices and the urban school context? The research data of this study were gathered in four urban schools in Jyväskylä and Helsinki. The research schools were chosen for this study according to the criteria of the international Socrates Comenius project called Leading Schools Successfully in Challenging Urban Context: Strategies for Improvement. This study formed part of this project, which investigated successful urban schools as challenging learning environments in nine European countries and explored the principals success in leadership in particular. The data, which included 37 narratively constructed interviews with four principals and key informants selected by the principals, were gathered in interviews conducted in 2006. In other words, the data comprised three interviews with each of four principals, and interviews with two teachers, two parents, and two pupils from each school. In addition, the school deacon from one school was also interviewed. Furthermore, part of the data from one of the research schools included a medium report of the school deacon s work. This study combined the case study method, the narrative approach and the critical incident technique as the methodological framework. In addition, all of these methods served as practical tools for both analyzing and reporting the data. The educators' narrations and the results of the study appear in the original articles (Hanhimäki & Tirri 2008; Hanhimäki 2008b; Hanhimäki & Tirri 2009; Hanhimäki 2008a). The educators moral voices in relation to themselves and other people emerged through the main themes of moral leadership, the development and evaluation process, moral sensitivity, gender, values, and student well-being. The educators moral voices in relation to their work and society emerged through the main themes of multiprofessional cooperation, families and parental involvement, and moral school culture. The idea of moral interaction connected moral professionalism and the methodological combination of this study, which together emphasized social interaction and the creation of understanding and meaning in this interaction. The main point of this study was to state that the educators moral voices emerged in the interaction between the educators themselves and the urban school context. In this interaction, the educators moral professionalism was constructed and shaped in relation to themselves, other people, their work and society. The loudest relational moral voices heard through the main themes were those of caring, cooperation, respect, commitment, and professionalism. When the results were compared to the codes of ethics which guided these educators moral professional work, the ethical principles and values of the codes were clearly visible in their moral practices. The loudest message from the educators narration could be summarized in the words caring, respect and cooperation: at its best, there is just a human being and a human being with caring, respect and cooperation between them. The results of this study emphasize the need for practical approaches such as case studies and the narrative approach in teacher education to encourage educators to become moral professionals capable of meeting the needs of people of varied backgrounds. In addition, opportunities for moral, religious and spiritual education should be noticed and utilized in the plural interaction of urban schools when nurturing pupils and creating a moral school culture. Furthermore, multiprofessional cooperation and parents as the school s primary cooperation partner are needed to carry out the shared duty of moral education in urban schools. Within the field of philosophy, animals have traditionally been studied from two perspectives: that of self-knowledge and that of ethics. The analysis of the differences between humans and animals has served our desire to understand our own specificity, whereas ethical discussions have ultimately aimed at finding the right way to treat animals. This dissertation proposes a different way of looking at non-human animals: it investigates the question of how non-human animals appear to us humans in our perceptual experience. The analysis focuses on the empathetic, embodied understanding of animals diverse movements and other expressions. The theoretical point of departure for the research is phenomenological philosophy, in particular Maurice Merleau-Ponty s phenomenology of the body. Edmund Husserl s and Edith Stein s analyses of empathy and embodiment are also crucial to the work. In this tradition, empathy means understanding the other s experience through her bodily expressions and seeing the other body as living, as well as motivated and directed towards the surrounding world. The dissertation both explicates and criticizes the earlier phenomenological notions of empathy and human specificity. In order to elucidate the fundamental structures of our experience of non-human animals, it also applies the phenomenological method, which consists of a phenomenological reduction and a free variation of the different aspects of experience. It is shown that our experiences of non-human animals involve a recognition of both similarities and differences. This recognition, however, is not primarily based on intellectual comparisons but is lived as an embodied relationship to another body, and its manifestations vary from one instant to the next. The analysis also reveals that the object of empathy is not the other s experience as such, not even as it is manifested by the other s movements, but rather the other s embodied situation, enriched by elements that remain outside the scope of the other s experience. The dissertation shows that human existence is intertwined with the existence of non-human animals on four levels: those of empathetic sensations, reciprocal communication, experience of the surrounding world and self-definitions. The animals different modes of perception prove to expand our understanding of what is perceivable and how things can be perceived. The presence of non-human animals in our perceptual world is revealed as something that both shows us the limits of our own embodiment and enables us to overcome these limits in empathetic acts. Finally, it is demonstrated that the life of non-human animals is intertwined with ours in a far more complex way than has been presupposed in traditional descriptions of human-animal differences.

Two new line clipping algorithms, the opposite-corner algorithm and the perpendicular-distance algorithm, that are based on simple geometric observations are presented. These algorithms do not require computation of outcodes nor do they depend on the parametric representations of the lines. It is shown that the opposite-corner algorithm perform consistently better than an algorithm due to Nicholl, Lee, and Nicholl which is claimed to be better than the classic algorithm due to Cohen-Sutherland and the more recent Liang-Barsky algorithm. The pseudo-code of the opposite-corner algorithm is provided in the Appendix.

A low complexity, essentially-ML decoding technique for the Golden code and the three antenna Perfect code was introduced by Sirianunpiboon, Howard and Calderbank. Though no theoretical analysis of the decoder was given, the simulations showed that this decoding technique has almost maximum-likelihood (ML) performance. Inspired by this technique, in this paper we introduce two new low complexity decoders for Space-Time Block Codes (STBCs)-the Adaptive Conditional Zero-Forcing (ACZF) decoder and the ACZF decoder with successive interference cancellation (ACZF-SIC), which include as a special case the decoding technique of Sirianunpiboon et al. We show that both ACZF and ACZF-SIC decoders are capable of achieving full-diversity, and we give a set of sufficient conditions for an STBC to give full-diversity with these decoders. We then show that the Golden code, the three and four antenna Perfect codes, the three antenna Threaded Algebraic Space-Time code and the four antenna rate 2 code of Srinath and Rajan are all full-diversity ACZF/ACZF-SIC decodable with complexity strictly less than that of their ML decoders. Simulations show that the proposed decoding method performs identical to ML decoding for all these five codes. These STBCs along with the proposed decoding algorithm have the least decoding complexity and best error performance among all known codes for transmit antennas. We further provide a lower bound on the complexity of full-diversity ACZF/ACZF-SIC decoding. All the five codes listed above achieve this lower bound and hence are optimal in terms of minimizing the ACZF/ACZF-SIC decoding complexity. Both ACZF and ACZF-SIC decoders are amenable to sphere decoding implementation.

Propõe reflexão sobre a atuação do Conselho de Ética e Decoro Parlamentar da Câmara dos Deputados, instituído pela Resolução nº 25 de 2001. São enumeradas e caracterizadas algumas de suas deficiências operacionais, especialmente a ausência de poder coercitivo específico para convocar testemunhas. São apresentados os conceitos de ética, moral e decoro, tanto no sentido que se aplica às relações pessoais de indivíduos em sociedade, como nas implicações inerentes à atividade política, no interior do Parlamento. São focalizados os episódios recentes da política brasileira que demandaram a primeira grande atuação do Conselho de Ética, como órgão recém-instituído no âmbito do Poder Legislativo. Como problema específico de pesquisa, destaca-se o poder testemunhal nos processos judiciais para ressaltar a importância da testemunha no processo de julgamento político, conduzido pelo Conselho de Ética. Discutem-se, finalmente, a necessidade e algumas possibilidades de aprimoramento da estrutura normativa que forma a base para o funcionamento do Conselho de Ética e Decoro Parlamentar da Câmara dos Deputados.

Sugere medidas para o aperfeiçoamento da transparência do sistema orçamentário federal brasileiro. A partir de pesquisa exploratória busca relacionar o instituto do orçamento público aos conceitos de planejamento, participação popular, controle social, cidadania, accountability e democracia - relações que fundamentam a defesa da transparência orçamentária. Examina se são emitidos dez documentos orçamentários e avalia seus conteúdos. São eles: Declaração Pré-Orçamentária, Proposta de Orçamento do Executivo, Orçamento, Relatórios Mensais, Relatório Semestral, Relatório Anual, Relatório do Auditor, Relatório Pré-Eleitoral, Relatório Plurianual e Orçamento-Cidadão.

[ES]La sustitución de los millones por el crecimiento en el precio de la sal que Felipe IV estableció en 1631 provocó reacciones generalizadas en toda Castilla, y en particular entre las provincias que se hallaban exentas de pagarlos. Son conocidos los violentos disturbios de Vizcaya. En cambio, poco se sabe acerca de lo sucedido en las otras dos Provincias Exentas. El presente artículo analiza, en conjunto, la actitud que tanto Vizcaya como Guipúzcoa y Álava adoptaron ante el nuevo impuesto. Aunque las tres coincidieron en rechazarlo, lo hicieron mediante discursos y métodos bien diferentes. No en vano, lejos de lo que suele pensarse no gozaban de una plena equiparación fiscal ni jurídica.

The Guidelines provide a special focus on information and knowledge sharing and its current and potential role in supporting implementation of the Code of Conduct for Responsible Fisheries. They expand on relevant principles and standards set forth in the Code and make practical suggestions about ways to ensure that this role can be enhanced. The issues involved in the flow of information between different stakeholder groups include topics as diverse as information policy frameworks and information and communication technology infrastructure, hence coverage is introductory. Some of the constraints involved in the cycle from the creation, production, dissemination and availability of information and knowledge to its effective use and sharing by the present generation as well as its preservation for the future are presented. The special circumstances and requirements of stakeholders in developing countries are recognized in accordance with Article 5 of the Code. A separate chapter on small-scale fisheries and aquaculture looks in more detail at the special situation and information needs of the sub-sector. The Guidelines aim to foster a better understanding of the issues involved to ensure that stakeholders obtain the essential information that they need and that they make available their own information and knowledge for the public good. In accordance with the recommendations of the Committee on Fisheries (COFI), FAO prepared the first draft of the technical guidelines in relation to Fishing Operations, which were submitted to the Technical Consultation on the Code of Conduct for Responsible Fishing, Rome, 26 September to 5 October 1994. The draft was prepared taking into account the Declaration of Cancún, Agenda 21 of United Nations Conference on Environment and Development (UNCED) and the Report of the Expert Consultation on Responsible Fishing Operations, Sidney, British Colombia, Canada, 6 -11 June 1994. Thereafter, the draft was revised taking into account, the negotiations at the UN Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, the elaboration of the Code as well as developments at the International Maritime Organization (IMO) with regard to the Protocol to the Torremolinos International Convention on Fishing Vessel Safety and the new International Convention on Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995. Technical Guidelines are given in support of the implementation of the Code in relation to fishing operations. These are addressed to States, international organizations, fisheries management bodies, owners, managers and charterers of fishing vessels as well as fishers and their organizations. These Guidelines have been produced to support the implementation of Article 7 of the Code of Conduct for Responsible Fisheries, with some reference to Article 12. They are addressed primarily to the decision-makers within fisheries management authorities and other interest groups, including fishing companies, fishers' organizations, concerned non-governmental organizations and others. The Guidelines provide a background to the need for fisheries management and an introduction to the activities encompassed by fisheries management. They introduce the major constraints experienced in fisheries and fisheries management and some of the fundamental concepts related to these. Biological, environmental, technological, socio-cultural and economic constraints and concepts are examined. Information is fundamental to responsible fisheries management and these Guidelines put emphasis on the range of data required for informed decisionmaking and examine aspects of the collection and interpretation of these data. Data are discussed in terms of three suggested scales in fisheries management: fisheries policy and development planning, formulation of management plans and implementation of management action. The range of possible management actions is outlined. This includes technical measures, such as gear restrictions, and more direct approaches in the form of direct catch limitation or effort limitation. The problems associated with open access fisheries are explained and comments made on the means to limit access and obstacles which may be encountered in this process. Finally, the Guidelines examine the management process. This section covers the process of agreeing on a management plan for a fishery, including the need for consultation and, where appropriate, cooperative decision-making. The need for periodic review of management plans is stressed. The importance of an effective legal framework, institutional and administrative structures and monitoring control and surveillance are described. (PDF contains 91 pages)

These guidelines have been produced to support the implementation of the Code of Conduct for Responsible Fisheries particularly with regard to the need for responsibility in the post– harvest sector of the fish producing industry. The industry that produces fish for food has three major areas of responsibility: to the consumer of the food to ensure that it is safe to eat, is of expected quality and nutritional value, to the resource to ensure that it is not wasted and to the environment to ensure that negative impacts are minimized. In addition the industry has a responsibility to itself to ensure the continued ability of many millions of people throughout the world to earn a gainful living from working within the industry. Article 11.1 of the Code of Conduct for Responsible Fisheries and other related parts of the Code are concerned particularly with these responsibilities. This publication provides annotation to and guidance on these articles to assist those charged with implementation of the Code to identify possible courses of action necessary to ensure that the industry is conducted in a sustainable manner. Die 28. Sitzung des Codex-Alimentarius-Komitees für Fische und Fischereierzeugnisse fand in Peking, China, vom 18. bis 22. September 2006 statt. Das Komitee folgte damit der in der letzten Sitzung ausgesprochenen Einladung der chinesischen Regierung und dem Ziel, die Codex-Sitzungen in verschiedenen Teilen der Welt abzuhalten. Geleitet wurde die Sitzung von Dr. Bjørn Røthe Knudsen, Regionaldirektor der norwegischen Behörde für Lebensmittelsicherheit. Professor Li Xiaochuan von der chinesischen Akademie für Fischforschung nahm die Rolle des Co-Chairman ein. Insgesamt 140 Delegierte, die 44 Mitgliedstaaten, die EU und eine internationale Organisation vertraten, nahmen an dieser Sitzung teil. Folgende Punkte wurden auf der diesjährigen Codex-Komitee-Sitzung diskutiert: 1. Erweiterung des Standards für Sardinen und sardinenähn-liche Erzeugnisse 2. Bearbeitung des Entwurfs eines Standards für Störkaviar 3. Überarbeitung des Entwurfs eines Standards für lebende und rohe Muscheln 4. Verhandlung über den Entwurf des Standards für geräu-cherten Fisch 5. Code of Practice für Fische und Fischereierzeugnisse 6. Zukünftige Arbeiten

Este trabalho enfoca a promoção da vida através de comportamentos saudáveis, tendo como objetivos: delinear o perfil sociodemográfico e institucional/profissional dos docentes de enfermagem e analisar seus hábitos de vida, segundo os modos adaptativos de Roy. Foi utilizada a Teoria de Sister Callista Roy, destacando-se os modos de adaptação: fisiológico, autoconceito e interdependência. Implementou-se o método descritivo, quantitativo, transversal através da técnica de autorelato em amostra de 101 docentes. Para investigar esses aspectos, utilizou-se dois questionários, um deles com a escala de Likert, adaptado para a pesquisa. A produção de dados transcorreu de janeiro a março de 2009, após aprovação do Comitê de Ética em Pesquisa, Protocolo 2187, e concordância das quatro instituições públicas de ensino universitário, do Estado do Rio de Janeiro-Brasil, selecionadas. Os dados obtidos foram submetidos á estatística, aplicando-se medidas de tendência central. Quanto ao perfil docente: predomina a faixa etária de 40 a 59 anos, com 69,3%, de união estável. Relacionando cor e crença religiosa, constatou-se 37,6% de católicos brancos. Dos 50 docentes, 5% têm residência própria, na zona norte. Possuem renda individual acima de 8 salários mínimos, 67,32%, a maioria com vínculo trabalhista. No tempo de serviço, 22,94% situam-se entre 11 a 15 anos, com carga horária de 20 a 40 horas. Quanto à titulação, 42,56% são doutores e 80,2% possuem um tipo de regime estatutário. Concernente aos Modos Adaptativos de Roy foi atribuído, predominantemente, o conceito A- hábitos de vida saudável, aos modos Fisiológicos e de Autoconceito, seguindo-se o de Interdependência, que apresentou quatro conceitos B- em busca de hábitos de vida saudável, sendo o mais homogêneo dos três modos. Identificou-se que o Modo Fisiológico foi heterogêneo, pois os valores das medidas de tendência central se distanciam entre si. Concluindo-se que o pressuposto formulado atendeu parcialmente às expectativas dos docentes por utilizarem, em benefício próprio, seus saberes sobre o cuidar promovendo o bem-estar com qualidade. Considerou-se que a interdependência pode ser conquistada pelos sujeitos, visto que o enfrentamento das suas atividades profissionais, paralelamente ao viver pessoal, pode ser motivo de satisfação com o trabalho docente, remuneração recebida, ambiente institucional, relações de poder/saber no trabalho, além da possibilidade de atender sua necessidade gregária promovendo o convívio com a família e amigos. Lembra-se que lidar com pessoas cujas subjetividades devem ser objetivadas, visando sua compreensão para o atendimento de saúde, exige equilíbrio e progresso das dimensões corporais física, mental e espiritual do profissional.

O cálculo da área de poligonais geodésicas é um desafio matemático instigante. Como calcular a área de uma poligonal sobre o elipsóide, se seus lados não possuem parametrização conhecida? Alguns trabalhos já foram desenvolvidos no intuito de solucionar este problema, empregando, em sua maioria, sistemas projetivos equivalentes ou aproximações sobre esferas autálicas. Tais métodos aproximam a superfície de referência elipsoidal por outras de mais fácil tratamento matemático, porém apresentam limitação de emprego, pois uma única superfície não poderia ser empregada para todo o planeta, sem comprometer os cálculos realizados sobre ela. No Código de Processo Civil, Livro IV, Título I, Capítulo VIII, Seção III artigo 971 diz, em seu parágrafo único, que não havendo impugnação, o juiz determinará a divisão geodésica do imóvel. Além deste, existe ainda a Lei 10.267/2001, que regula a obrigatoriedade, para efetivação de registro, dos vértices definidores dos limites dos imóveis rurais terem suas coordenadas georreferenciadas ao Sistema Geodésico Brasileiro (SGB), sendo que áreas de imóveis menores que quatro módulos fiscais terão garantida isenção de custos financeiros.Este trabalho visa fornecer uma metodologia de cálculo de áreas para poligonais geodésicas, ou loxodrômicas, diretamente sobre o elipsóide, bem como fornecer um programa que execute as rotinas elaboradas nesta dissertação. Como a maioria dos levantamentos geodésicos é realizada usando rastreadores GPS, a carga dos dados é pautada em coordenadas (X, Y, Z), empregando o Sistema Geodésico WGS-84, fornecendo a área geodésica sem a necessidade de um produto tipo SIG. Para alcançar o objetivo deste trabalho, foi desenvolvida parametrização diferente da abordagem clássica da Geodésia geométrica, para transformar as coordenadas (X, Y, Z) em geodésicas.
