A partir da segunda metade da década de 1990, com o avanço da informática, passou-se a integrar Tecnologia da Informação (TI) em vários processos de gestão das cidades. A partir desta integração, nasce o conceito genérico de Smart City, traduzido – não literalmente – para o português como Cidade inteligente. O conceito está sendo disseminado rapidamente, mas destaca-se que não há consenso em sua definição, o que faz com que os projetos desta natureza sejam bastante heterogêneos. A concessionária de energia elétrica Ampla S.A., que atende 66 municípios no estado do Rio de Janeiro, está desenvolvendo um projeto que tem como premissa transformar a cidade de Armação dos Búzios na primeira cidade inteligente da América Latina. Iniciado em 2011, o projeto da concessionária é basicamente pautado em melhorias da rede elétrica, o que seria apenas um dos elementos de um projeto de cidade inteligente. A presente dissertação está dividida em duas partes. Na primeira, o objetivo é apresentar um panorama atualizado das pesquisas sobre cidades inteligentes e projetos que estão sendo desenvolvidos, buscando compreender as interpretações que pode-se ter do conceito. A segunda parte aproxima-se do cotidiano de Búzios a partir de entrevistas realizadas com alguns moradores em novembro de 2013. As entrevistas propõem debater questões relacionadas a qualidade de vida na cidade, incluindo as transformações promovidas pelo projeto Cidade inteligente Búzios. O resultado deste trabalho é uma reflexão acerca dos limites e possibilidades do conceito cidade inteligente, considerando, em primeira instância, os impactos no cotidiano da população.

A pesquisa tem como objetivo avaliar a relação dos movimentos sociais de junho de 2013 com a Câmara Municipal do Rio de Janeiro, quando da ruptura dos diálogos e a ocupação desta em dois momentos distintos: a discussão e votação do plano de cargos, carreiras e salários dos professores da rede pública municipal, e a composição e instalação da Comissão Parlamentar de Inquérito dos ônibus. Para tanto, foram criadas 5 categorias de análise: 1. Política e Participação; 2. Manifestações, Mobilizações e Movimentos; 3. Ocupa Câmara; 4. CPI dos Ônibus e Plano de Cargos e Salários dos Professores; 5. Diálogos. O trabalho também apresenta recomendações que visam a elaboração de um plano de trabalho para o exercício de mandato parlamentar que aperfeiçoe os mecanismos de participação, transparência, democracia direta e interativa na Câmara Municipal do Rio de Janeiro e, desta forma, conecte.

A presente dissertação trata da estruturação de um cluster de economia criativa no centro da cidade de São Paulo, voltado à área de tecnologia. A escolha da região central, assim como da economia criativa como impulso para a requalificação econômica e reocupação social da área, tem como objetivo enfrentar o problema do esvaziamento do centro da cidade, impulsionando o empreendedorismo e o posicionamento da região como local de convivência. Para análise da viabilidade e adequabilidade dessa proposta optou-se por uma pesquisa aplicada, cujos procedimentos englobaram uma breve revisão da literatura e também entrevistas com profissionais do setor criativo. Foram realizados estudos de casos internacionais e nacionais; estudo da legislação brasileira; avaliação do nível de desenvolvimento dos setores criativos em São Paulo e reflexão sobre as vocações da cidade. Com essa bagagem, iniciou-se a modelagem do cluster de tecnologia do Distrito Criativo da Sé/República, por meio da qual se objetivou traçar propostas de ações que pudessem ser desenvolvidas em curto, médio e longo prazos. Foram apresentadas ações mais imediatas, como a realização de um branding das atividades já em andamento, medidas realizáveis no médio prazo, como a concretização de parcerias, e outras um tanto mais estruturantes, como a requalificação de espaços e de projetos. Todas essas medidas almejam otimizar a ação municipal na busca pela reocupação da região e, consequentemente, na atração de investimentos para o local, de modo a frear o processo de degradação e alavancar o processo de reposicionamento do centro da cidade de São Paulo como valioso núcleo econômico e cultural para o Município. Com o presente trabalho, chega-se à conclusão de que há exemplos no Brasil e no mundo que podem servir de inspiração para o desenvolvimento da ação proposta e que a possibilidade de se gerar um impacto positivo, mesmo em épocas de dificuldades orçamentárias, é bastante plausível.

Um dos problemas mais graves identificados na implantação do Programa de Saúde da Família no Brasil é a rotatividade do médico generalista. Já que o modelo se fundamenta no vínculo entre profissionais da equipe e população, a alta rotatividade dos médicos pode comprometer a efetividade do modelo. Pesquisa realizada no município de São Paulo para verificar a existência de correlação entre satisfação no trabalho dos médicos do programa e a rotatividade desses profissionais confirmou a hipótese da existência de correlação negativa. O prestígio da instituição parceira do município na implantação do programa foi o fator mais importante na determinação da rotatividade dos médicos. Outros fatores de satisfação no trabalho que apresentaram correlação com a rotatividade foram: capacitação, distância das unidades de saúde e disponibilidade de materiais e equipamentos para realização das atividades profissionais.

Apesar de sua complementariedade, as práticas de planejamento estratégico e de busca pela qualidade do serviço e da gestão pública tem recebido ênfase alternada ao longo da história política brasileira, acompanhando percepções acerca do papel do Estado. Na administração municipal adquirem especial relevância e complexidade dado histórico de expansão urbana pouco planejada, grande concentração populacional nessas áreas e necessidade de integração de uma série de instrumentos e diretrizes propostos pela Constituição de 1988 e pelo Estatuto da Cidade. O presente trabalho visa sistematizar o histórico desses debates no Brasil, sem pretensão de aprofundamento, e apresentar breves contribuições sobre a situação atual do planejamento e gestão nos municípios.

This study addresses the question of attraction and retention of talent in companies that produce engineering projects in the area of oil and natural gas in the city of Natal. The objectives were to identify the mechanisms that these companies use to attract and retain talented professionals and what the relationship between these practices and performance of these organizations in the market. This is a case study of a qualitative nature which were included in the fullness of companies that work in that class in the capital Potiguar. Have been applied to the managers of these companies structured questionnaires with eleven issues orientativas based on theoretical reference adopted. The research finds that managers understand the word "talent", recognize the importance of the appreciation of its employees and the development of their innate abilities to better organizational performance, much due to the fact they are acting in a market of fierce competition. His companies - though not submit the formal procedures related to the subject in question - have mechanisms that can be characterized as the attraction and retention of talent. The relationships identified in this study are consistent with the results found in other studies and put the information here can serve as the basis for that other managers, including other areas, to reach excellence in their respective industries

The object of this work is a fellowship of São Sebastião e Nossa Senhora do Rosário in the city of Jardim do Seridó (RN), that is, a black catholic fellowship on the sertão potiguar. The devotion to Nossa Senhora do Rosário, in colonial Brazil, organizes itself through black catholic men as fellowships. They blossomed in Brazil until the abolition, getting support from the Catholic church, from owners of slaves and from the population in general − unlike others afro-Brazilian religious expression. Today, these fellowships remain active, against the sentimental pessimism of the folklore studies, and they also have a highlight position in the calendar of many cities in Brazil, and in particular in Seridó. The research s foothold is the apparent valorization of the fellowship by the local elite, attitude that hides asymmetric relationships between the group of negros do Rosário and the local authorities, having as its consequence that the members occupy a subaltern position inside their own fellowship. This subalternity take place, mainly, in the public area, where the negros do Rosário cannot represent themselves neither political nor discursively. To discuss this idea, it s done a brief historical of these catholic institutions as well as a description of the relationship between the negros do Rosário and the elites of the city. Then, the phenomenon is analyzed as folklore and/or religion , under the perspective of many agents that participate in this process. In other moment, it is going to be presented how the group formulates their own representation of the history, of the devotional forms and of their own political-religious experiences. In this sense, an ethnography of the subalternity is understood as an analysis of the process that leads the negros do Rosário to become a subaltern group. It s also outlined the perception that the group has of its own position, through an ethnography essay of the subaltern subject. The research, focused in the group of Rosário, was done between August 2010 and January 2012 and includes other agents (like treasurers, priests and intellectuals). Some protected special spaces on behalf of fundamental rights to the environment and the housing at the city of Natal are fragile by facing actions and attempts to suppress and changing (or omission in the implementation) of standards in furtherance of those rights at the local level, which seems to reflect a situation that goes beyond the context of the city. Based on integrated approach of the housing rights and the environment and its protection of special spaces on the field of fundamental rights, the thesis seeks to understand the weaknesses that affect the legal state duty under the realization/implementation of fundamental rights to the environment and housing in cities, focusing on the issues of flexibility of the founding legislation of special spaces to the detriment of the attributes they protected and the lack of implementation of the legal system that allows their effectiveness. So, it looks initially to understand the environment and housing rights and their special protected areas in the brazilian legal system, looking forward the evolution of its legal protection, as well as the weaknesses that emerge in the field of their effectiveness. Analyzing the trajectory of the environment and housing rights and their special protected areas in Natal, considering its standards, attributes, protection indicators, weaknesses and negative evidence within its legal protections and their enforcement by state entity, this thesis proposes to verify the existence of forms to confronting the weaknesses founded in the maintenance of legal protection and its implementation. At this point it discusses the legal basis and safeguard instruments of protection, especially within the juridical field, as part of a (re)discussion about issues of legislative and administrative discretion in the face of objective legal state duty to realization/implementation of fundamental rights in the urban space. With all these issues together the thesis does not ignore the scenario where the dividing line between public and private (economic) are becoming ever more tenuous in the field of state action and where the city stands as a special commodity to the reproduction of real estate, according to the interests of capitalist logic

This thesis concerns the study of the city and impacts that will be caused in its structure due to the aging process of the human society, mainly in Brazil. The most important focus will be those related to problems of accessibility, leisure, housing, health and labor, issues that most affect people over 60 years of age. Beyond the analysis of inherent problems to the subject, proposals will be made for urban intervention that the cities become more suitable for the living of the elderly. To support this study, a review of different theories about the city was carried out, then a panel about the presence of the elderly in society, including Brazil, and in the cities, aiming at a vision, as broad as possible, on how the elderly were treated throughout history. In order to establish paradigms and parameters in the approach to the subject, a series of systematic observations on the urban space in different cities proceeded, in Brazil and abroad, with works aiming the inclusion of the elderly in urban areas, such as Amsterdam, Barcelona, Brasilia, Luanda and Rio de Janeiro, a city considered by the UN as physical and territorial urban laboratory suitable for the elderly. From there we tried to obtain, in addition to literature and observation of other countries experiences, the conduct of field research and official standards analysis, the theoretical basis for establishing guidelines on how to plan and design a more appropriate urban space for the elderly

This research studies the relation between city and nature in the urbanity s plans from Natal RN, Brazil, during the 20th century. Investigates and analyses the main documents that bring environmental s ideas inside from the urbanity s plans of Natal; gives the historical and economical situation from the city in each period studied; features the urbanity s plans, using categories of analyses to comprehension of this instruments. Try to contribute in the bigger process of historical rescue of Natal, and stimulates new studies. It was used documental s research, and bibliographic material. It was identified four (04) kinds of plans: the ones that focus in health and aesthetic (1901, 1929, 1935) technology and science (1968), zoning and control (1974, 1984) and environment. The hints founded shows that environmental ideas were put inside of the plans by government demands, especially in 1994 s plan, almost always without popular contribution and without this population get understands its meanings and implications

This dissertation is an attempt to understand how families with an income of up to three minimum wages and living in different Areas of Demographic Expansion (AEDs) of Natal municipality specifically in the districts of Igapó and Salinas (North Administrative Zone of the city), Ponta Negra (South Administrative Zone), Santos Reis, Praia do Meio, Areia Preta and Mãe Luíza (East Administrative Zone) and Felipe Camarão (West Administrative Zone) solve their problems of urban mobility. It is, therefore, a reflection upon the mobility needs of poor urban households as expressed in terms of origin-destiny displacements for specific movements (house-work, house-school, house-shopping, house-healthcare and house-leisure), all of which being analyzed within the relationship between public transportation and poverty spaces of the city. In order to develop the study, theoretical aspects and themes related to the production of the urban space, to social and spatial segregation, to urban mobility and to transportation were confronted with the collected data referring to the urban population previously selected. One of the research main findings is the crucial role mobility plays in the social differentiation of such people living in Natal and that any policy for the improvement of their living conditions must take mobility issues into account

The necessity of the insertion of the capital of Rio Grande do Norte in the world-wide commercial scene and its claim as the seat of political power, in ends of nineteenth and beginning of twentieth century, determined the direction of urban interventions undertaken by government to restructure the city. In that matter, there were several actions of improvements and embellishment in Natal, which had, as a starting point, the adequacy works of the port, located in the Ribeira quarter, with the aim of ending the physical isolation that reinforced its economic stagnation. Besides the problems faced in the opening bar of the Potengi River, and would complement the required improvements, other barriers demonstrate the tension established between the physic-geographic field and the man: the flooded and slope which connected Cidade Alta and Ribeira the first two quarters of the city.The execution of these works demanded knowledge whose domain and application it was for engineering. But, how the actions done for the engineers, in sense to transform natural areas into constructed spaces made possible the intentional conformation of the quarter of the Ribeira in a commercial and politician-administrative center, in the middle of the XIX century and beginning of the XX? Understand, therefore, the employment effects of technology on the physical-geographical Ribeira, is the objective of this work that uses theoretical and methodological procedures of Urban Environmental History, by analyzing the relationship between the environment and the man, mediated by knowledge and use of technologies. The documental research was used, as primary sources, the Messages of the Provincial Assembly Government that later became the Legislative Assembly of Rio Grande do Norte reports and articles on specialized publications, in addition to local newspapers. The work is structured in five chapters. First, some comments about Urban Environmental History (Chapter 1) supplemented with analysis of the conceptual construction of nature in the Contemporary Era and its application in the city (chapter 02), the following chapters (03 and 04) deal with the rise of engineers as a active group in the Brazilian government frameworks and their vision about the nature inside the urban environment and it is studied how the professional technicians dealt with the improvement work of the harbor and in the shock with the natural forces. Other works that would complement this "project" of modernization and had had natural obstacles to be removed the Ribeira flood and slope constitute the subject of the fifth chapter. Finally, some final considerations retake the initial discussions aiming an association between the technique and the nature as junction elements inside the process of constitution of a Modern Natal

This research presents a study investigating the correlation between the environmental-physycal charcateristics of cities and the formation of its micro-climates. The study was conducted in the central area of Fortaleza characterized as a stable and consolidated area, where the city originated and currently faces serious problems in its urban dynamics. The points of measurements were determined by the elaboration and analysis of topography maps, height of buildings, land use, type of surface coating and vegetation, following the methodology of Katzschner (1997). A zoning map was then determined, according to common morphological characteristics of the 12 measurement points, which were based on a set of Romero s (2001) bioclimatic criteria. Air measurements, temperature, humidity, intensity and direction of winds were made in transect form in two different circuits in the study area, with six points of data collection in each area, in three different times: 6:00 am, 1:00pm and 7:00pm, during two periods of the year: August 2008 and March 2009. The results verified the influence of different environmental-physical types in the behavior of the climatic variables that were collected. The highest average air temperature and lower humidity were recorded at the point I at all times. This situation may have been in result of the high density, poor vegetation and extended paving of the ground. According to the results, it s clear the positive influence vegetation has on easing air temperature. Another indicator observed that areas with a greater variation in building heights tend to present decreased average air temperature. High rise structure, planned in accordance to urban air quality parameters, can reduce air temperatures by the shading of urban spaces and the possibility of greater penetration of natural ventilation

The purpose of this dissertation is to analyse the importance of the huts of Praia do Futuro to their users and to the city of Fortaleza in Ceará through the comprehension of relations between morphological categories - in urban and edified contexts - of the establishments and their use patterns. This place is one of the main recreation and leisure areas of the city, formed by six kilometres of waterfront, corresponding to a differentiated area through the coast. This space has beach huts with varied profiles: while some more simple huts persist, great complexes are being developed, building even water parks on the beach area. This study analyses relations between:i) spatial configuration (in geometric and mainly topological terms) based on the Social Logic of Space; ii) edified typology (analysing capacity, landscap treatment and program of the huts); and iii) use and environmental perception of the beach by its frequenters. There are consistent relations between the type of hut and their localization in the urban grid, of which were identified groups with different patterns: segregated (north, central and south) and integrated (north: more integrated. and south: less integrated). Such relations also reflect, in varied patterns of use and environmental perception. In spite of their strong economy, the beach huts find themselves in a fragile legal situation because they occupy the beach area, so that this study may come to assist the decision-making for the future of the region. For a sustainable development of the area by those responsible and managers it is necessary to evaluate the cultural importance of the huts at Praia do Futuro, understanding their occupation and uses.

The railroad, from 1870 and on, becomes an usual complaining in the press s and politician elite s speeches, especially because of Natal s geographic isolation. The implantation of two railroads in the capital territory Estrada de Ferro de Natal a Nova Cruz, afterwards part of Great Western Railway Company network, and Estrada de Ferro Central do Rio Grande do Norte had serious implications in the urban environment. While railroad s structures were already consolidated, other transportation mechanisms were being implanted in the first decades of the 20th century, such as trams lines, which, by the way, was a transport modal that also used rails as a dislocation meaning. Considering these questions, we may ask: how come railroads and tramways demands, roads and buildings had influenced the internal organization of Natal? We work with the general hypothesis that the influence of technical networks, composed by tramways and railroads, over Natal s urban space happened in a diversified way, sometimes consolidating social aspects in certain areas, sometimes improving the occupation of others. The impact over the city s territory also happens in a diversified way between the buildings/railroad s complexes and the pathways. The different scale of the train in comparison to the trams velocity, size, noise level, flow, among others is also a cause to the different consequences in urban environment. The main objective of this work is to understand the role of circulation technical networks in the construction process of urban space in Natal, as a way to contribute to the urban historiography about the subject. The time frame adopted, between 1881 and 1937, marks the time path of railroads and tramways in Rio Grande do Norte: 1881 is the year of railroad s first section inauguration from Natal to São José do Mipibu as well of the railroad complex in the Republic Square in Natal; the year of 1937 marks the beginning of tramways declination process in the city. At this time railroads and tramways had to face more intensively the competition of motor vehicles. The theory reference adopted is based on concepts and analysis of authors, such as Flávio Villaça and Roberto Lobato Corrêa references to the concepts of urban structure , localization and accessibility and Gabriel Dupuy to explain the concept of urban technical networks . These references reveal the conflict of different realities in the urban universe interests and values which is an important factor about the construction of urban space. The information sources used were from two distinctive natures: primary, journals of the time studied and official government reports, and secondary, based on other works about the subject. It was also used by this study iconographic source, especially images from the data base of the research group História da Cidade, do Território e do Urbanismo .
