We present a conceptual architecture for a Group Support System (GSS) to facilitate Multi-Organisational Collaborative Groups (MOCGs) initiated by local government and including external organisations of various types. Multi-Organisational Collaborative Groups (MOCGs) consist of individuals from several organisations which have agreed to work together to solve a problem. The expectation is that more can be achieved working in harmony than separately. Work is done interdependently, rather than independently in diverse directions. Local government, faced with solving complex social problems, deploy MOCGs to enable solutions across organisational, functional, professional and juridical boundaries, by involving statutory, voluntary, community, not-for-profit and private organisations. This is not a silver bullet as it introduces new pressures. Each member organisation has its own goals, operating context and particular approaches, which can be expressed as their norms and business processes. Organisations working together must find ways of eliminating differences or mitigating their impact in order to reduce the risks of collaborative inertia and conflict. A GSS is an electronic collaboration system that facilitates group working and can offer assistance to MOCGs. Since many existing GSSs have been primarily developed for single organisation collaborative groups, even though there are some common issues, there are some difficulties peculiar to MOCGs, and others that they experience to a greater extent: a diversity of primary organisational goals among members; different funding models and other pressures; more significant differences in other information systems both technologically and in their use than single organisations; greater variation in acceptable approaches to solve problems. In this paper, we analyse the requirements of MOCGs led by local government agencies, leading to a conceptual architecture for an e-government GSS that captures the relationships between 'goal', 'context', 'norm', and 'business process'. Our models capture the dynamics of the circumstances surrounding each individual representing an organisation in a MOCG along with the dynamics of the MOCG itself as a separate community.

Background: Children with cleft lip are known to be at raised risk for socio-emotional difficulties, but the nature of these problems and their causes are incompletely understood; longitudinal studies are required that include comprehensive assessment of child functioning, and consideration of developmental mechanisms. Method: Children with cleft lip (with and without cleft palate) (N = 93) and controls (N = 77), previously studied through infancy, were followed up at 7 years, and their socio-emotional functioning assessed using teacher and maternal reports, observations of social interactions, and child social representations (doll play). Direct and moderating effects of infant attachment and current parenting were investigated, as was the role of child communication difficulties and attractiveness. Results: Children with clefts had raised rates of teacher-reported social problems, and anxious and withdrawn-depressed behaviour; direct observations and child representations also revealed difficulties in social relationships. Child communication problems largely accounted for these effects, especially in children with cleft palate as well as cleft lip. Insecure attachment contributed to risk in both index and control groups, and a poorer current parenting environment exacerbated the difficulties of those with clefts. Conclusions: Children with clefts are at raised risk for socio-emotional difficulties in the school years; clinical interventions should focus on communication problems and supporting parenting; specific interventions around the transition to school may be required. More generally, the findings reflect the importance of communication skills for children’s peer relations.

In the early 2000s the threat of Highly Pathogenic Avian Influenza captured the attention of the world's media. While China is often considered the epicentre of the panzootic, few studies have explored coverage of this variant of avian flu in China. To address this issue, the authors examined the portrayal of Highly Pathogenic Avian Influenza across four Chinese newspapers at the local and national level. A textual analysis was performed on 160 articles across an eight-year period from 2001–2008. The study approach drew from Critical Discourse Analysis and Social Representation Theory. The headline analysis showed the extent that risk of the disease was subverted by the depiction of a strong and efficient ‘China’ that was a global leader in the fight against the disease. Ideological referents were called upon to stress teamwork in confronting the crisis. The diachronic analysis illustrated how the relationship between commercial interests, science and public health risks played out within the Chinese media.

In this article, we make two important contributions to the literature on clusters. First, we provide a broader theory of cluster connectivity that has hitherto focused on organization-based pipelines and MNE subsidiaries, by including linkages in the form of personal relationships. Second, we use the lens of social network theory to derive a number of testable propositions. We propose that global linkages with decentralized network structures have the highest potential for local spillovers. In the emerging economy context, our theory implies that clusters linked to the global economy by decentralized pipelines have potential for in-depth catch-up, focused in industry and technology scope. In contrast, clusters linked through decentralized personal relationships have potential for in-breadth catch-up over a range of related industries and technologies. We illustrate our theoretical propositions by contrasting two emerging economy case studies: Bollywood, the Indian filmed entertainment cluster in Mumbai and the Indian software cluster in Bangalore.

The critical behavior of the stochastic susceptible-infected-recovered model on a square lattice is obtained by numerical simulations and finite-size scaling. The order parameter as well as the distribution in the number of recovered individuals is determined as a function of the infection rate for several values of the system size. The analysis around criticality is obtained by exploring the close relationship between the present model and standard percolation theory. The quantity UP, equal to the ratio U between the second moment and the squared first moment of the size distribution multiplied by the order parameter P, is shown to have, for a square system, a universal value 1.0167(1) that is the same for site and bond percolation, confirming further that the SIR model is also in the percolation class.

This study deals with immigrants’ political participation in Sweden and the Netherlands. Scholars have recognized low level of political participation of immigrants in Sweden compared to the Netherlands. The main goal of this study is to analyze the institutional influence, mainly from political parties over immigrants’ motivation for active electoral participation. The modified actor-context model uses here as the main theoretical framework. In addition, social capital theory employs to analyze immigrants’ voluntary organizational membership. This study confirms that, Swedish immigrants have the lower participation rate in the political sphere, at lest to a certain extent, than its counterparts the Dutch immigrants. This study also confirms the argument that contextual factors can influence actor’s motivations in integration-oriented action, and similarly it validates the necessity of enlargement of the actor-context model.

The significance of inhibition: a contribution to the agency-structure debate A central problem in social theory today is how to integrate agency and structure. The vital question is how to explain social reality by proceeding from both the notion of people doing things which affect the social relationships in which they are embedded (agency) and the idea of the social context moulding social activity (structure). Sociologists as Pierre Bourdieu, Anthony Giddens and Jürgen Habermas call attention to social practices as the ”missing link” between agency and structure. In accentuating social practices, the aim is to explain how people in their daily encounters actively contribute to the production and reproduction of social structures. This article puts forth the posthumous contribution of George Herbert Mead to the agency-structure debate. I argue that his social pragmatist theory gives us a compound and thorough– but not fully recognized – explanation of the dynamics and the course of events in structurally framed encounters. By especially emphasizing the importance Mead ascribes to the inhibited social act, I examine how his theory deepens the understanding of social practices as a bridge between agency and structure.

I denna kvalitativa studie har vi valt att undersöka hur man på enheten för ekonomiskt bistånd arbetar förebyggande för att motverka att det långvariga biståndstagandet går i socialt arv mellan föräldrar och barn. För att ta reda på detta har vi intervjuat socialsekreterare med erfarenhet och kompetens inom området. Det insamlade materialet har analyserats utifrån den sociala inlärningsteorin som ett försök till att förstå hur det sociala arvet kan föras vidare mellan generationer. Som ett komplement till teorin används även barnperspektivet i analysen då barnen har stor del i studien. Denna studie visar och bekräftar att långvarigt ekonomiskt biståndstagande kan komma att gå i socialt arv mellan föräldrar och barn. Studien visar även på vilket sätt förebyggande arbete för dessa familjer sker på enheten för ekonomiskt bistånd.

The launching and establishment of a social problem: An analysis of the debate on Swedish national level gymnastics in Dagens Nyheter 2012-2013 In 2012 Sweden’s largest daily newspaper, Dagens Nyheter, published a number of articles on the state of affairs in Swedish national level gymnastics. In these articles, ex-gymnasts, coaches, parents and physicians stepped forward and testified about recurrent wrongdoings and abuse against young (particularly) female gymnasts. In response to the criticism, the accused coaches and representatives of the Swedish Gymnastics Federation downsized or dismissed the criticism as inaccurate. This being said, and using discursive psychology and a qualitative design, this article sheds light upon this debate – by viewing it as a struggle between a hegemonic discourse of ”the goodness” of sports, on the one hand, a number of unfavorable and negative testimonies of the state of affairs in Swedish national level gymnastics on the other. More concretely, this struggle has been analyzed with regard to the discursive and rhetoric resources the involved parties’ used to pursue their claims about the state of affairs in Swedish national level gymnastics and the impact these resources had for their credibility and legitimacy. Questions were: Who is entitled ”to spell out” their view on the state of affairs within Swedish national level gymnastics? What is mediated and how? How are descriptions and accounts about reality constructed as credible and factual? It is concluded that social problems are launched via co-production; in this process, the gymnastics community, the research community, single individuals, and the media – were co-actors.

The following study was conducted at an upper secondary school in Sweden and attempts to explore the question of what influences male pupils’ reading habits. Many quantitative international studies, including PISA, PIRLS and IEA Reading Literacy, have sought to answer this question, but only partially succeeded due to the limitations of their methods. Therefore, this study seeks to explore this question in more depth using qualitative methods, including interviews and classroom observations, but also minor tests. Two facts which the previously mentioned international studies have found is that boys and particularly immigrant boys tend to have worse reading results than their counterparts. It is therefore the aim of this study to study four male students in upper secondary school; of which two are native Swedes and the other two are unaccompanied refugee children; one from Afghanistan and the other from Morocco. The findings of this study are as follows. Firstly, necessity was found to be the single most important factor for the reading habits of these four pupils; especially the two refugees. Both refugees learnt to read under harsh circumstances in madrassas in their respective home countries. Moreover, the Moroccan pupil learnt to speak and read Spanish fluently during his seven years as a homeless child. Furthermore, in the absence of necessity, interest was found to be decisive in determining the pupils’ reading habits. In addition to this, the study theorizes that an interest in reading generally arises before the ability to read and not vice versa. However, teachers can in fact affect their pupils’ reading habits even in upper secondary school.

This paper highlights the struggle Nigerian playwright 'Zulu Sofola underwent to impart her message. She attempted to confront gender oppression through tradition without contradicting herself in her play, 'Wedlock of the Gods.' ‘Zulu Sofola wrote commentaries about social problems and the influence of Western culture. Her goal was to maintain a traditional framework in the face of encroaching Western perspectives. She advocated enacting change through tradition, irrespective of Western ideologies about change. Sofola focused on gender oppression as a social problem. She intended to address gender oppression rooted in tradition by teaching traditional customs to her audience in order for audiences to make informed and progressive decisions about what to change within traditional practices. Thus, her traditionalist approach to change requires cognizance and recognition of tradition as an initial step. Sofola argued against the influences of Westernization that shift the focus of change from confronting customs through tradition to confronting customs through Western ideology.

Estudos já feitos nos Estados Unidos mostram que propaganda é mais efetiva, geralmente, quando a raça do modelo é a mesma do que a raça do consumidor. Este estudo mostrou que os consumidores brasileiros não fizeram questão de raça do modelo. Embora, a mais aceito era o modelo mulato. Também nenhuma raça dd consumidor mostrou reação negativo contra dos modelos mulatos ou negros. O Teoria de Identidade Social fornece uma explicação possível. No EUA, a raça é uma característica fixa. No Brasil, a fronteira entre as raças é permeável. Por causa desta flexibilidade, consumidores brasileiros usam estratégias de mobilidade social, e escolham o grupo de referencia preferido dentro de todos as raças, não só de raça deles mesmo.

O objetivo deste trabalho é refletir sobre os desafios colocados para os bancos de desenvolvimento para que estes consigam viabilizar um desenvolvimento sócio-econômico sustentável, considerando que estas instituições são importante instrumento do governo para minimizar os problemas sociais existentes. O grande desafio para uma gestão integrada do desenvolvimento do país parte do reconhecimento das instituições públicas de que isoladamente não conseguirão solucionar os problemas sociais, há necessidade de efetuar parcerias e mudanças na forma de atuação e gestão destas instituições.

Esse trabalho busca identificar as principais características assumidas pelas organizações não-governamentais (ONGs) brasileiras e os fatores que têm contribuído para o expressivo crescimento dessas organizações observado nas duas últimas décadas. A tese aqui defendida é de que elas foram legitimadas pela sociedade, à despeito da nebulosidade que envolve suas práticas. Partindo da constatação de que o termo é polissêmico e de que não há um marco legal consolidado para delimitar claramente o que é uma ONG, a pesquisa adotou um universo bem específico: as ONGs filiadas à Associação Brasileira de Organizações Não-Governamentais (ABONG), sediadas no município do Rio de Janeiro. As características assumidas pelas organizações pesquisadas foram levantadas em entrevistas com seus dirigentes, visitas às suas sedes e nos documentos institucionais disponibilizados. Também foram entrevistados formadores de opinião da sociedade carioca. O levantamento de dados contou ainda com uma revisão da literatura disponível. Foi utilizada a Teoria das Representações Sociais para um melhor entendimento da relação que a sociedade estabeleceu com as ONGs. A tese revela que as características assumidas pelas ONGs são bastante diferenciadas. Sobre os fatores que têm induzido o crescimento dessas organizações, verifica-se uma significativa relação com a redução da atuação do Estado. São também apontados a existência de uma legislação inadequada, as facilidades oferecidas pelas parcerias estabelecidas, a imagem predominantemente positiva na sociedade, a falta de fiscalização e as crescentes demandas sociais do país destacam-se como possíveis indutores da expansão dessas organizações.

O trabalho analisa a viabilidade de implementação de uma política pública na Cidade do Rio de Janeiro que leve em conta a descentralização municipal na área de Cultura O Brasil entra no Terceiro Milênio realizando a Reforma do Estado com reflexões de ações que estão sendo veiculadas no mundo inteiro. O fortalecimento do poder local apresenta-se como facilitador para a implementação de políticas públicas. A dinamização de uma política na área de Cultura baseada na descentralização municipal, visando à geração de maior emprego e renda nos bairros cariocas contribuirá, significativamente, para a redução de problemas sociais no Rio de Janeiro. No que tange à área Cultural, são propostas iniciativas inovadores que contemplem a realidade brasileira, valorizem talentos, reduzam custos supérfluos, proporcionem o incremento contínuo de público e platéia, disseminem cultura e o acesso popular à mesma. Devem ser modelos que contemplem as demandas das categorias profissionais afetadas às áreas de Arte e Cultura porém, o direcionamento de recursos públicos deve visar ao aumento do nível das comunidades da Cidade do Rio de Janeiro. O desenvolvimento de novos talentos ¿ de cunho popular ou erudito ¿ conjugado com a valorização de produtos culturais do folclore brasileiro e da arte popular devem ser permanentes estratégias da Política Cultural na Cidade do Rio de Janeiro.
