Maritime and port security in South America: implementation costs

This edition of the Bulletin is based on a document prepared by ECLAC and the Technical Coordination Committee of the presidential initiative for Regional Infrastructure Integration in South America (IIRSA), which is composed of the Inter-American Development Bank (IDB), the Andean Development Corporation (ADC) and the Financial Fund for the Development of the River Plate Basin (FONPLATA). The document was prepared as a joint activity on maritime and port security in South America in the context of the IIRSA sectoral integration process in relation to operational systems for maritime transport. It served as an input for the meeting on that subject held by representatives of the authorities of the South American countries in Montevideo, Uruguay, on 22 June 2004.This edition presents the results of the implementation cost assessment for the new compulsory regulations for maritime and port security of the International Maritime Organization (IMO) and also considers the costs of the voluntary measures.

Latin America and the Caribbean in the World Economy: 2005 Trends

The study recently published by the Division of International Trade and Integration of ECLAC considers that 2005 will be a good year for trade in the countries of the region. Despite a favourable international context, there are still serious problems of competitiveness. The region needs to increase productivity, promote technological innovation and take a proactive part in worldwide networks. The conclusions of the study include the need to update integration; to take a strategic view of the links to be constructed with China and the countries of the Pacific; to manage free-trade agreements so as to increase and diversify exports; to step up the pace of work and improve coordination with the developing countries on the Doha Round, and to gradually incorporate the demands of security into competitiveness policies, ensuring that they do not become protectionist barriers (traceability, food safety and maritime and port security).

Rules of origin and trade facilitation

The contents of this article complement those of the recently published FAL Bulletin No. 201, which referred to the rules of origin included in economic integration agreements signed by members of the Latin American Integration Association (LAIA). On this occasion the relationship between rules of origin and facilitation of international trade in goods is examined. The contents of both this issue and of FAL Bulletin No. 201 have been taken from a more extensive document written by the same author, which is publication No. 28 of the ECLAC Comercio Internacional Series, Normas de origen y procedimientos para su administración en América Latina, of May 2003.

The impact of China’s incursion into the North American Free Trade Agreement (NAFTA) on intra-industry trade

China has become a major player in world trade. Although it has not signed any trade agreements with the countries of the North American Free Trade Agreement (NAFTA), China has been gaining ground as a supplier of goods, making vigorous inroads into this area. One of the dominant trends in economic integration has been the development of intra-industry trade, which has flourished in the nafta signatory countries. This paper focuses on the analysis of intra-industry trade in the context of this free trade area, where the production structure of the countries involved has changed significantly since trade liberalization, revealing the internationalization of production chains. Lastly, changes in the trade structure induced by the growing presence of China in the nafta region are captured. Trade within this area works like a radiated wheel, with the United States acting as the axis, while China, Canada and Mexico operate as the spokes.

Climate change in Central América: Potential impacts and public policy options

Since 2008 we have supported the collaborative initiative "Economics of Climate Change in Central America" aimed at demonstrating the impacts of climate variability and change and fostering a discussion on public policies in key sectors. The initiative has been led by the Ministries of Environment and Treasury or Finance of Central America, with the support of their ministerial councils, CCAD, COSEFIN, and Economic Integration Secretariat, SIECA. The Ministries of Agriculture and of Health, with their councils, CAC and COMISCA, have also joined the effort; and the Dominican Republic came on board in 2015.

Perspectivas económicas de América Latina 2016: hacia una nueva asociación con China

La edición 2016 de Perspectivas económicas de América Latina explora los lazos cambiantes entre la región y China. A lo largo de la última década, China se ha posicionado como uno de sus socios comerciales más importantes. Esta relación está adquiriendo hoy una nueva dimensión, y ofrece a América Latina la oportunidad de construir una asociación mutuamente benéfica. En la medida en que China se transforme gradualmente de una economía basada en las exportaciones y la inversión hacia una basada en el consumo y los servicios, entre otros factores, América Latina tiene mucho que ganar participando más allá de un simple rol de proveedor de materias primas. Basados en el análisis de diferentes canales a través de los cuales el nuevo modelo de China impactará la región, incluyendo el comercio, el financiamiento y la estrategia de competencias, el informe identifica respuestas de política de largo plazo para contribuir a que América Latina fortalezca su asociación con China. El reporte destaca experiencias valiosas y mejores prácticas en estas áreas y propone estrategias para permitir a la región consolidar un crecimiento de largo plazo mientras asegura continuidad en su agenda social.

Transporte marítimo y puertos: desafíos y oportunidades en busca de un desarrollo sostenible en América Latina y el Caribe

La evolución del paradigma de desarrollo sostenible hacia la enumeración integrada de las áreas económicas, sociales y ambientales, las cuales en su conjunto impactan sobre la calidad de la vida humana, facilita una mejor articulación entre el desempeño económico, social y ambiental del sector transporte y el progreso hacia el desarrollo sostenible. En la actualidad, más que continuar a sostener y justificar el vínculo general entre transporte y desarrollo, hace falta identificar cómo y bajo cuáles condiciones el sector de transporte puede brindar una contribución necesaria al logro de los objetivos post-2015. En este contexto, el presente documento busca ofrecer una visión del transporte marítimo basada en el contexto y los requerimientos del nuevo paradigma de desarrollo sostenible. Desde esta perspectiva, el documento evalúa los retos para los puertos de la región de América Latina, enfocándose en el desafío de la sostenibilidad en su sentido más amplio, y plantea la necesidad de cambios profundos de las políticas portuarias —cambios paradigmáticos que requieren una nueva gobernanza portuaria en la región.
