This work seeks to address those questions and evaluate other international experiences and experiments designed to achieve the same ends. The book is based on a study of two particular cases where parliamentary bodies designed and implemented participatory digital processes, namely, the e-Democracy Program developed by the Brazilian House of Representatives, and the Virtual Senator Program developed by the Chilean Senate. The text unfolds in the form of a systematic analysis of institutional aspects embracing political and organizational elements as well as the social aspects associated to the application of digital democracy in parliaments. The investigation shows that at the stage they found themselves in 2010 those projects had only brought in very incipient results in regard to the aspects of enhancing representativity in decision making processes, aggregating collective intelligence to the legislative process or transparency to parliamentary performances, even though all of those are precious components of any democracy that deems itself to be participatory and deliberative. Nevertheless, such experiences have had the merit of contributing towards the gradual construction of more effective participatory mechanisms, complementary to the political representation system in place.

[EN]In the course of a sondage dug in the rock shelter of J3, in the Jaizkibel mountains (at the north-western tip of Guipúzcoa), the body of a adult man was located buried inside a shell midden. This shell midden had not been disturbed and presented internal stratigraphy features. In any case, the outer edge of the shell midden does show some interesting interdigitation with the adjacent habitational layers, with evidence of different stages of occupation. Within the shell midden itself, under the individual buried there, it was possible to observe layers without any ceramics, whereas the layers covering said individual included ceramic fragments. This individual has been dated to 8,300 BP and therefore corresponds to a Mesolithic context.

In October 2010, PBD introduced its eQual Learning VLE (virtual learning environment) to provide an online knowledge resource for its students. During the project, the company learnt many lessons about how to deliver learning effectively. In the course of a year researching VLE platforms, looking for material, and remapping NVQ courses for new QCF qualifications, the company realised that it was more important to deliver engaging and relevant content, rather than boasting the most innovative technology.

Executive Summary: The Connectivity Colloquium evolved from an exhortation by Dan Basta, Director of the National Marine Sanctuary Program, to come together and assess what we know about the condition of our natural resources, identify information gaps and how to fill them, and transform science and management from an emphasis on documentation to a nexus for action. This purpose in some ways reflects the initiation of the Florida Keys National Marine Sanctuary itself, which was designated by an act of the U.S. Congress in 1990 in the aftermath of the 1989 Exxon Valdez oil spill in Alaska and three major ship groundings of the Florida Reef Tract in late 1989. Over the next seven years NOAA worked with federal, state, and local partners to develop a comprehensive management plan for the Sanctuary implemented under a co-trustee partnership between NOAA and the State of Florida. This report seeks to discuss a variety of approaches to poverty in order to illustrate the diversity of poor people, and the range of ways in which people are poor, facilitating a broader understanding of poverty and the significance of aquatic resources in poor people’s livelihoods. This is intended to provide a balance to the general neglect of the poor in the pursuit of aquaculture development within the Fisheries sector. It is also intended that this approach to poverty will assist in the planning and targeting of aquatic resource interventions that aim to promote poverty alleviation. In its many different forms, poverty remains a persistent problem with a great number of people facing deprivation and vulnerable livelihoods. Rates of poverty alleviation also differ; whereas the Red River Delta has achieved the greatest reductions in poverty, the Mekong Delta has achieved the smallest improvements, with possible indications that inequality has increased (see 2.4).
