Empleo de la diplomacia preventiva por parte de la Organización de Naciones Unidas en el conflicto de Kosovo de 1998-1999

En el interés de alcanzar la estabilidad y promover el mantenimiento de la paz internacional, la diplomacia preventiva nace como un concepto generador de estrategias encaminadas a actuar antes, durante y después del conflicto. El siguiente documento busca analizar el funcionamiento de los instrumentos de diplomacia preventiva empleados por las Naciones Unidas en la crisis de Kosovo de 1998 y 1999. Esta crisis surgida a raíz del conflicto entre el gobierno serbio y un movimiento disidente, conocido como el Ejército de Liberación Albano-Kosovar, que pretendía darle un perfil más autónomo al territorio y a la población albano-kosovar, reveló una serie de debilidades estructurales que sigue enfrentando este mecanismo en la resolución de conflictos étnicos al interior de los Estados.

Condiciones dignas de la labor docente del siglo XXI, un derecho inalienable, no una opción

El objetivo recae en realizar una contextualización de la sociedad emergente en el siglo XXI, en general; así como plantear una revisión, en América Latina, del contexto educativo y de las mismas condiciones laborales del profesional de la educación. Otro objetivo es revisar las condiciones laborales en que se encuentran los educadores en distintos sistemas educativos, incluyendo realidades de Europa y América Latina, entre otras. En las principales ideas que se abordan, se define el perfil del educador de siglo XXI en comparación con el educador de la sociedad tradicional y se desarrollan algunos indicadores de consenso en distintas realidades educativas, así como su integración en tres grandes dimensiones: cognitivas, operativas e institucionales. Sobresale, entre las principales conclusiones, la determinación de políticas públicas que respalden las condiciones laborales en las que se desempeñe el docente de manera digna, lo cual se considera fundamental para una educación inclusiva de calidad, en armonía con las exigencias de la desafiante sociedad emergente. Concluye la autora que este tema es inacabado y debe ser una constante en las agendas educativas de las distintas sociedades.

Greening the city: an ecosystem-based framework to support planning towards urban sustainability and resilience

Cities are small-scale complex socio-ecological systems, that host around 60% of world population. Ecosystem Services (ES) provided by urban ecosystems offer multiple benefits necessary to cope with present and future urban challenges. These ES include microclimate regulation, runoff control, as well as opportunities for mental and physical recreation, affecting citizen’s health and wellbeing. Creating a balance between urban development, land take containment, climate adaptation and availability of Urban Green Areas and their related benefits, can improve the quality of the lives of the inhabitants, the economic performance of the city and the social justice and cohesion aspects. This work starts analysing current literature around the topic of Ecosystem Services (ES), Green and Blue Infrastructure (GBI) and Nature-based Solutions (NBS) and their integration within current European and International sustainability policies. Then, the thesis focuses on the role of ES, GBI and NBS towards urban sustainability and resilience setting the basis to build the core methodological and conceptual approach of this work. The developed ES-based conceptual approach provides guidance on how to map and assess ES, to better inform policy making and to give the proper value to ES within urban context. The proposed interdisciplinary approach navigates the topic of mapping and assessing ES benefits in terms of regulatory services, with a focus on climate mitigation and adaptation, and cultural services, to enhance wellbeing and justice in urban areas. Last, this thesis proposes a trans-disciplinary and participatory approach to build resilience over time around all relevant urban ES. The two case studies that will be presented in this dissertation, the city of Bologna and the city of Barcelona, have been used to implement, tailor and test the proposed conceptual framework, raising valuable inputs for planning, policies and science.

Risk-based decision making method for maintenance policy selection of thermal power plant equipment

This study presents a decision-making method for maintenance policy selection of power plants equipment. The method is based on risk analysis concepts. The method first step consists in identifying critical equipment both for power plant operational performance and availability based on risk concepts. The second step involves the proposal of a potential maintenance policy that could be applied to critical equipment in order to increase its availability. The costs associated with each potential maintenance policy must be estimated, including the maintenance costs and the cost of failure that measures the critical equipment failure consequences for the power plant operation. Once the failure probabilities and the costs of failures are estimated, a decision-making procedure is applied to select the best maintenance policy. The decision criterion is to minimize the equipment cost of failure, considering the costs and likelihood of occurrence of failure scenarios. The method is applied to the analysis of a lubrication oil system used in gas turbines journal bearings. The turbine has more than 150 MW nominal output, installed in an open cycle thermoelectric power plant. A design modification with the installation of a redundant oil pump is proposed for lubricating oil system availability improvement. (C) 2009 Elsevier Ltd. All rights reserved.
