Examina uma das dimensões dos mecanismos digitais de interação e participação política oferecidos por parlamentos para a sociedade - a gestão da informação. São mapeadas as formas de participação política empregadas nos portais legislativos da América Latina, com o objetivo de conhecer as informações que cercam as iniciativas e contextualizar o estudo de caso da Câmara dos Deputados do Brasil. Procura-se entender como a Câmara dos Deputados do Brasil realiza a coleta, a organização, a distribuição, o armazenamento e o uso da informação concernente aos mecanismos de interação e participação política, de caráter multilateral, empregados em seu Portal. Conclui-se que os parlamentos latino-americanos colocam à disposição da sociedade dezenas de canais digitais de interação e participação, como uma tendência irreversível das democracias modernas, mas a gestão da informação inerente às experiências ainda é um desafio a ser alcançado.

Este artículo estudia las demandas presentadas por empresas multinacionales contra estados latinoamericanos en instancias internacionales de arbitraje. Como esas demandas derivan de la suscripción de numerosos acuerdos internacionales sobre inversión, se plantean los límites que para la puesta en práctica de estrategias de desarrollo suponen dichos acuerdos. Luego se repasan las respuestas dadas por varios países de la región a fin de superar el obstáculo que esas demandas suponen, considerándolas insuficientes. Como alternativa, se propone retomar la doctrina Calvo, recuperando la soberanía jurisdiccional de cada estado.

Aristófanes nasceu em Atenas entre 450 e 445 a.C. e morreu por volta de 388 a.C. Considerado o principal representante da comédia antiga, em suas peças predominavam a sátira política e a social. Suas primeiras comédias foram assinadas sob pseudônimo e somente após ‘Os Acarnianos’ (ou ‘Acarnanos’) tornou-se conhecido. Da sua obra apenas onze peças conservaram-se integralmente. Esta coleção, em dois volumes, contém onze peças. O primeiro volume inclui ‘Os Plutos’ (publicada no ano de 388 a.C.), sua ultima comédia; ‘As Nuvens’ (423 a.C.); ‘As Rãs’ (405 a.C.); ‘Os Cavaleiros’ (424 a.C.); ‘Os Acarnianos’ (425 a.C.) e ‘As Vespas’ (422 a.C.). Using analytical and finite element modeling, we examine the relationships between initial unloading slope, contact depth, and mechanical properties for spherical indentation in viscoelastic solids with either displacement or load as the independent variable. We then investigate whether the Oliver-Pharr method for determining the contact depth and contact radius, originally proposed for indentation in elastic and elastic-plastic solids, is applicable to spherical indentation in viscoelastic solids. Finally, the analytical and numerical results are used to answer questions raised in recent literature about measuring viscoelastic properties from instrumented spherical indentation experiments.

We analyzed the relationships between the larval and juvenile abundances of selected estuarine-dependent fishes that spawn during the winter in continental shelf waters of the U.S. Atlantic coast. Six species were included in the analysis based on their ecological and economic importance and relative abundance in available surveys: spot Leiostomus xanthurus, pinfish Lagodon rhomboides, southern flounder Paralichthys lethostigma, summer flounder Paralichthys dentatus, Atlantic croaker Micropogonias undulatus, and Atlantic menhaden Brevoortia tyrannus. Cross-correlation analysis was used to examine the relationships between the larval and juvenile abundances within species. Tests of synchrony across species were used to find similarities in recruitment dynamics for species with similar winter shelf-spawning life-history strategies. Positive correlations were found between the larval and juvenile abundances for three of the six selected species (spot, pinfish, and southern flounder). These three species have similar geographic ranges that primarily lie south of Cape Hatteras. There were no significant correlations between the larval and juvenile abundances for the other three species (summer flounder, Atlantic croaker, and Atlantic menhaden); we suggest several factors that could account for the lack of a relationship. Synchrony was found among the three southern species within both the larval and juvenile abundance time series. These results provide support for using larval ingress measures as indices of abundance for these and other species with similar geographic ranges and winter shelf-spawning life-history strategies.

Recent emphasis on ecosystem approaches to fisheries management renews interest in, and the need for, trophic information about fish communities. A program was started in 1980 at the National Marine Fisheries Service Galveston Laboratory to develop a trophic database for continental shelf fishes. Collections were made during 1982-1983 that were processed but never published, yet the data remain valid today for historical purposes and for delimiting food web components within ecosystem assessments. I examined spring, summer, and fall foods in offshore populations of nine common species of trawl-susceptible fishes, with particular reference to predation on commercial penaeid shrimps (Farfantepenaeus and Litopenaeus). Diets were evaluated with the Index of Relative Importance (IRI) which combines the occurrence, number, and weight of each food item. Bank sea bass (Centropristis ocyurus) and bighead searobin (Prionotus tribulus) primarily consumed crabs, more so by larger than smaller fish. Inshore lizardfish (Synodus foetens) was almost entirely piscivorous. Ocellated flounder (Ancylopsetta ommata) consumed fishes, crabs, and stomatopods. Dwarf sand perch (Diplectrum bivittatum), blackwing searobin (Prionotus rubio), rock sea bass (Centropristis philadelphica), southern kingfish (Menticirrhus americanus), and red snapper (Lutjanus campechanus) fed mainly on shrimps. Most fish diets varied with respect to size (age), time of day, area sampled, depth, or season. Rimapenaeus and Sicyonia were the most frequently identified shrimp genera - only five Farfantepenaeus and no Litopenaeus were identified in almost 4,300 fish stomachs. I also examined gonadal development and documented fish length-weight relationships. Ripe gonads were most frequently found during summer in dwarf sand perch, during fall in ocellated flounder and bighead searobin, and during spring for other species, except no ripe red snapper or bank sea bass were collected. Rock sea bass was found to be a protogynous hermaphrodite, while dwarf sand perch is a synchronous hermaphrodite. Only ocellated flounder and southern kingfish exhibited sex-related differences in length-weight relationships. (PDF contains 40 pages.)

In this paper, the mechanical behavior of 30CrMnSiA steel after heating at a high rate are investigated experimentally and theoretically, including a detailed discussion of the effects of strain rate and temperature. Two constitutive models are presented to describe the mechanical response of this material after heating at a high rate, and verified by experimental results. (C) 2007 Elsevier B.V.
