BACKGROUND The uncontrolled presence of African swine fever (ASF) in Russian Federation (RF) poses a serious risk to the whole European Union (EU) pig industry. Although trade of pigs and their products is banned since the official notification in June 2007, the potential introduction of ASF virus (ASFV) may occur by other routes, which are very frequent in ASF, and more difficult to control, such as contaminated waste or infected vehicles. This study was intended to estimate the risk of ASFV introduction into the EU through three types of transport routes: returning trucks, waste from international ships and waste from international planes, which will be referred here as transport-associated routes (TAR). Since no detailed and official information was available for these routes, a semi-quantitative model based on the weighted combination of risk factors was developed to estimate the risk of ASFV introduction by TAR. Relative weights for combination of different risk factors as well as validation of the model results were obtained by an expert opinion elicitation. RESULTS Model results indicate that the relative risk for ASFV introduction through TAR in most of the EU countries (16) is low, although some countries, specifically Poland and Lithuania, concentrate high levels of risk, the returning trucks route being the analyzed TAR that currently poses the highest risk for ASFV introduction into the EU. The spatial distribution of the risk of ASFV introduction varies importantly between the analyzed introduction routes. Results also highlight the need to increase the awareness and precautions for ASF prevention, particularly ensuring truck disinfection, to minimize the potential risk of entrance into the EU. CONCLUSIONS This study presents the first assessment of ASF introduction into the EU through TAR. The innovative model developed here could be used in data scarce situations for estimating the relative risk associated to each EU country. This simple methodology provides a rapid and easy to interpret results on risk that may be used for a target and cost-effective allocation of resources to prevent disease introduction.

El universo de las aulas actualmente está sometido a un sin número de factores que ponen en duda la pertinencia de los conocimientos adquiridos durante la formación de un profesional. La influencia de factores como la globalización del conocimiento dada por las nuevas tecnologías de la información, la diversificación de los sistemas de comercialización y producción, la participación activa de los actores involucrados en la vida ciudadana, así como, la modificación de la política, economía y sociedad que se manifiesta en Ecuador, en Latinoamérica y el mundo evidencian la necesidad de revisar las capacidades y logros de aprendizaje que deben poseer los futuros gestores del desarrollo de los pueblos. El objetivo del presente trabajo es identificar las funciones que debe desempeñar un ingeniero en Alimentos para satisfacer las actuales necesidades de la sociedad. Así como, los logros de aprendizaje que permitirán a la universidad monitorear el avance de la formación académica del estudiante. Para lo cual esta investigación se ha enfocado en el análisis del contexto que envuelve el desempeño de los profesionales “Iniciales” (Hawes y Corvalán, 2005) encargados de generar alimentos sanos, inocuos y no perecederos para una sociedad diversa de regímenes comunes y especiales que necesitan cubrir sus necesidades básicas, alimentarse correctamente, disponer del alimento económicamente accesible y asegurar la disponibilidad de alimentos para las futuras generaciones. La calidad de la educación y su contribución para el desarrollo de una sociedad ha sido estudiada y continuamente mejorada en todo el mundo; esta investigación aporta en este contexto. A continuación se sintetiza los contenidos de esta tesis. En el capítulo I, se analiza la evolución de la Educación Superior en Ecuador, la cual a lo largo de la historia presenta un comportamiento cíclico incluso en aspectos como investigación y desarrollo de la ciencia. In this work, fabrication processes for daylight guiding systems based on micromirror arrays are developed, evaluated and optimized.Two different approaches are used: At first, nanoimprint lithography is used to fabricate large area micromirrors by means of Substrate Conformal Imprint Lithography (SCIL).Secondly,a new lithography technique is developed using a novel bi-layered photomask to fabricate large area micromirror arrays. The experimental results showing a reproducible stable process, high yield, and is consuming less material, time, cost and effort.

Informe final de investigación en el que se define el contenido y se delimita el alcance de la autonomía financiera en los entes municipales en Colombia. Lo anterior, partiendo del premisa del artículo 311 de la C.N., en donde el Municipio es concebido como la “entidad fundamental de la división político-administrativa del Estado (…)”, al cual se le arrogó autonomía como derecho y como garantía institucional, para destinarlo a ser la piedra angular de la organización territorial del Estado, autonomía para la gestión de sus intereses que se manifiesta en la facultad de administrar sus recursos, establecer tributos y participar en las rentas nacionales; indicando que es éste el objeto de análisis del presente documento. La autonomía financiera en los municipios será analizada desde el punto de vista constitucional, normativo, jurisprudencial y doctrinal. Se demostrará que ésta es el resultado de la evolución en la forma en la cual se ha hecho y se hace el gasto público en Colombia, una transición que de manera simultánea al proceso político administrativo, ha demostrado que sólo a través del empoderamiento de los municipios puede concretarse la eficiencia como principio orientador del gasto público. Además, se examinará la autonomía financiera municipal en sus dos manifestaciones esenciales, es decir, revisando la forma en que los municipios obtienen sus recursos y la forma en que posteriormente los ejecutan.

Esta presentación tiene como objetivo sintetizar la experiencia de la participación de la ECG en las propuestas de ordenamiento territorial y la planificación urbana.Se trata es de evaluar la experiencia vista en su conjunto, es decir, nos interesa mas que las cuestiones técnicas, especificas, exponer cómo se ha desarrollado nuestra práctica frente a un objeto general que llamaremos “ordenamiento del territorio” desde la perspectiva de una geografía aplicada que opera en una formación socio política particular, es decir, en Costa Rica.Palabras Claves: Ordenamiento territorial. En este artículo se plantean los elementos fundamentales que deben contener un plan de transporte, dentro del contexto de los Planes Reguladores en Costa RicaSe pretende que este documento sirva de guía metodológica en la elaboración de los planes reguladores, en la sección correspondiente al transporte y la vialidad. Actualmente existe un vacío teórico metodológico que se refleja en una ambigüedad conceptual y en una falta de rigurosidad metodológica, provocada por la interpretación que cada uno hace de las diferentes leyes de la planificación urbana que existen en nuestro país. Con el traspaso de los recursos obtenidos de la ley de bienes inmuebles a las municipalidades, se hace imperativo que la mayoría de las municipalidades, que no han elaborado un plan regulador, se aboquen a hacerlo y que numerosos consultores privados e institutos y escuelas universitarias ofrezcan esos servicios.El trabajo recoge la experiencia de varios años de investigación en ese campo y la participación en numerosos congresos y conferencias a nivel nacional e internacional.ABSTRACT:This article dcals with the principal elements which a transportation plan should contain, within the context of regulatory plan in Costa Rica.It is hoped that thís document wilI gcncrally serve as a methological guide for the design of thosc rcgulatory plans, and particulary with regard to the scction dealing with transportation and roadways.There exists at prcsent a theoretical and methodological vacuum in this area which is reflected in a conceptual ambiguity and lack of methodological discipline, due to the various individual interpretations applied to ihose urban planning laws which do exist in this country.Statutory revisions now prov ide for the allocation of proceeds from real property taxes to the municipalities, thus making it emperative that those local governments which have not done so, promptly design their own regulatory plan, and that public and private consultants, as well as institutions of learning and research, offer their specialized expertise to this effort.Morever, this anide presents the results of many years of research in Ihis area in addition to the lessons learned from a continuing participation in conferences, seminars and events of a similar nature, heid at both national and international leveis.

Este artículo es parte de una tesis de maestría sobre el riesgo sísmico. Analiza para el caso de Puerto Rico los contenidos del modelo de intervención, la zonificación sísmica, el impacto sísmico y la mitigación de daños a estructuras existentes. Todo ello se relaciona con los planes del uso del terreno y los reglamentos de zonificación necesarios.

En este artículo se realizan algunas consideraciones relacionadas con los antecedentes históricos que han contribuido al nacimiento de la geomorfología como ciencia. Los enfoques y perspectivas de autores representativos se insertan a manera de proveer un hilo conductor que sitúa y analiza estos aportes, de forma que se observen las etapas más relevantes tanto en su construcción episte-mológica como en el abordaje de los peligros naturales y su aplicación en los planes reguladores.

The Centers for High Cost Medication (Centros de Medicação de Alto Custo, CEDMAC), Health Department, São Paulo were instituted by project in partnership with the Clinical Hospital of the Faculty of Medicine, USP, sponsored by the Foundation for Research Support of the State of São Paulo (Fundação de Amparo à Pesquisa do Estado de São Paulo, FAPESP) aimed at the formation of a statewide network for comprehensive care of patients referred for use of immunobiological agents in rheumatological diseases. The CEDMAC of Hospital de Clínicas, Universidade Estadual de Campinas (HC-Unicamp), implemented by the Division of Rheumatology, Faculty of Medical Sciences, identified the need for standardization of the multidisciplinary team conducts, in face of the specificity of care conducts, verifying the importance of describing, in manual format, their operational and technical processes. The aim of this study is to present the methodology applied to the elaboration of the CEDMAC/HC-Unicamp Manual as an institutional tool, with the aim of offering the best assistance and administrative quality. In the methodology for preparing the manuals at HC-Unicamp since 2008, the premise was to obtain a document that is participatory, multidisciplinary, focused on work processes integrated with institutional rules, with objective and didactic descriptions, in a standardized format and with electronic dissemination. The CEDMAC/HC-Unicamp Manual was elaborated in 10 months, with involvement of the entire multidisciplinary team, with 19 chapters on work processes and techniques, in addition to those concerning the organizational structure and its annexes. Published in the electronic portal of HC Manuals in July 2012 as an e-Book (ISBN 978-85-63274-17-5), the manual has been a valuable instrument in guiding professionals in healthcare, teaching and research activities.

The aim of this study was to evaluate whether altered occlusion affects both the condylar cartilage thickness and the cytokine levels of the TMJs of rats. Thirty adult-male rats (n=30) were randomly assigned to three experimental conditions: a control group that underwent sham operations with unaltered occlusion; an FPDM group that underwent functional posterior displacement of the mandible that was induced by an incisor guiding appliance; and an iOVD group in which the increased occlusal vertical dimension was induced in the molars. The rats were subjected to the FPDM or iOVD model for 14 days and then killed. Both the right and left TMJs were removed and randomly assigned to examination with staining or immunoassay techniques. Toluidine blue staining was used to measure the thicknesses of the four layers of the articular cartilage (i.e., the fibrous, proliferating, mature, and hypertrophic layers). ELISA assays were used to assess the concentrations of the pro-inflammatory cytokines IL-1α, IL-1β, IL-6, and tumour necrosis factor (TNF-α). The measurements of the articular cartilage layers and cytokine concentrations were analyzed with ANOVA and Tukey's tests and Kruskal-Wallis and Dunn tests, respectively (α=5%). The thickness of articular cartilage in the FPDM group (0.3±0.03mm) was significantly greater than those of the control (0.2±0.01mm) and iOVD (0.25±0.03mm) groups. No significant difference was observed between the control and iOVD groups. The four articular cartilage layers were thicker in the FPDM group than in the control and iOVD groups, and the latter two groups did not differ one from each other. Both the FPDM and iOVD groups exhibited higher cytokine levels than did the control (p<0.05) group. Compared to the FPDM group, the iOVD group exhibited significantly higher levels of IL-1β and TNF-α. Both models induced inflammation in the TMJ and caused significant structural changes in the TMJ and surrounding tissues.

The ethanol oxidation reaction (EOR) is investigated on Pt/Au(hkl) electrodes. The Au(hkl) single crystals used belong to the [n(111)x(110)] family of planes. Pt is deposited following the galvanic exchange of a previously deposited Cu monolayer using a Pt(2+) solution. Deposition is not epitaxial and the defects on the underlying Au(hkl) substrates are partially transferred to the Pt films. Moreover, an additional (100)-step-like defect is formed, probably as a result of the strain resulting from the Pt and Au lattice mismatch. Regarding the EOR, both vicinal Pt/Au(hkl) surfaces exhibit a behavior that differs from that expected for stepped Pt; for instance, the smaller the step density on the underlying Au substrate, the greater the ability to break the CC bond in the ethanol molecule, as determined by in situ Fourier transform infrared spectroscopy measurements. Also, we found that the acetic acid production is favored as the terrace width decreases, thus reflecting the inefficiency of the surface array to cleave the ethanol molecule.
