Six mandates were identified by the Committee as high-impact and worthy of the General Assembly's immediate attention. These recommendations include the elimination or modification of three mandates that would result in an estimated $55.1 million in annual savings for public universities. The other three recommendations, if implemented, will provide long-term indirect savings by reducing administrative work and promoting efficiencies at public universities. Two additional mandates are included in this report as areas of concern. The Committee asks the General Assembly to also review these two concerns during the upcoming fiscal year.

Background: Previous work has shown that medical problems can be diagnosed by practitioners using Google. The aim of this study was to determine whether optometry students would benefit from using Google when diagnosing eye diseases. Methods: Participants were given symptoms and signs and instructed to list three key words and use them to search Aston University e-Library and Google UK. Results: Aston University e-Library only search resulted in correct diagnosis in 16 of 60 simulated cases. Aston e-Library plus Google search resulted in correct diagnosis in 31 of 60 simulated cases. Conclusion: Google is a useful aid to help optometry students improve their success rate when diagnosing eye conditions.

Degenerative aortic valve disease (DAVD), a common finding in the elderly, is associated with an increased risk of death due to cardiovascular causes. Taking advantage of its longitudinal design, this study evaluates the prevalence of DAVD and its temporal associations with long-term exposure to cardiovascular risk factors in the general population. We studied 953 subjects (aged 25-74 years) from a random sample of German residents. Risk factors had been determined at a baseline investigation in 1994/95. At a follow-up investigation, 10 years later, standardized echocardiography determined aortic valve morphology and aortic valve area (AVA) as well as left ventricular geometry and function. At the follow-up study, the overall prevalence of DAVD was 28%. In logistic regression models adjusting for traditional cardiovascular risk factors at baseline age (OR 2.0 [1.7-2.3] per 10 years, P < 0.001), active smoking (OR 1.7 [1.1-2.4], P = 0.009) and elevated total cholesterol levels (OR 1.2 [1.1-1.3] per increase of 20 mg/dL, P < 0.001) were significantly related to DAVD at follow-up. Furthermore, age, baseline status of smoking, and total cholesterol level were significant predictors of a smaller AVA at follow-up study. In contrast, hypertension and obesity had no detectable relationship with long-term changes of aortic valve structure. In the general population we observed a high prevalence of DAVD that is associated with long-term exposure to elevated cholesterol levels and active smoking. These findings strengthen the notion that smoking cessation and cholesterol lowering are promising treatment targets for prevention of DAVD.

Gender equity: A framework for Australian schools is the most recent policy dealing with gender in schools at the national level in Australia. This paper provides a critical discourse analysis of the policy document, tracking two themes: 'the construction of gender', and 'equity: a discourse of education for all boys and girls'. Through this analysis the authors argue that the policy signals a substantial shift in focus-from girls and boys in relation to girls, to both girls and boys-within a framework of presumptive equality. It is also argued that the policy shuts down federal involvement in policy for girls' schooling. In the process, responsibility is devolved to the states and territories where, in many cases, gender equity programs will be struggled over at a local, school-based level. At the same time, however, spaces have been created which potentially enable new strategies for gender equity policies in Australian schools.

Crop modelling has evolved over the last 30 or so years in concert with advances in crop physiology, crop ecology and computing technology. Having reached a respectable degree of acceptance, it is appropriate to review briefly the course of developments in crop modelling and to project what might be major contributions of crop modelling in the future. Two major opportunities are envisioned for increased modelling activity in the future. One opportunity is in a continuing central, heuristic role to support scientific investigation, to facilitate decision making by crop managers, and to aid in education. Heuristic activities will also extend to the broader system-level issues of environmental and ecological aspects of crop production. The second opportunity is projected as a prime contributor in understanding and advancing the genetic regulation of plant performance and plant improvement. Physiological dissection and modelling of traits provides an avenue by which crop modelling could contribute to enhancing integration of molecular genetic technologies in crop improvement. Esta dissertação tem como objetivo abordar a relação entre justiça e educação, mais especificadamente, entre a teoria da justiça como equidade que foi desenvolvida por John Rawls, na obra Uma Teoria da Justiça, e a Constituição Federal de 1988 e a Lei de Diretrizes e Bases da Educação Nacional – LDBEN que regem o direito à educação no Brasil. O trabalho foi desenvolvido por meio de pesquisa bibliográfica e documental, em que analisamos as duas principais legislações que dirigem a educação nacional e os escritos da teoria rawlsiana. Com este processo analítico percebemos que a teoria da justiça de Rawls foi fundamentada pela teoria do contrato social e, buscava estabelecer-se como alternativa à doutrina utilitarista. E, por ser uma teoria de grande amplitude, que buscava intervir nas sociedades democráticas, foi possível encontrar ideais educacionais nos escritos de John Rawls. Além disso, conseguimos estabelecer a relação entre os estágios de aplicação dos princípios da justiça e a importância das leis para os Estados democráticos. Por fim, percebemos que há relação direta entre diversas partes das duas legislações estudadas e os ideais de John Rawls, o que demonstra a influência que o liberalismo político anglo-saxão exerce sobre nossas normativas educacionais.

A pesquisa apresentada nesta dissertação buscou analisar um programa governamental de educação profissional, o Programa Nacional de Acesso ao Ensino Técnico e Emprego (Pronatec), priorizando uma de suas ações: o Pronatec Bolsa-Formação, na sua execução em um campus do Instituto Federal do Espírito Santo. Tecemos aliança com Foucault para compreender as artes de governar. Junto com autoras/es do campo da educação profissional, realçamos aspectos do Pronatec que, em nossa análise, compõem a governamentalidade neoliberal configurando-se como procedimento de gestão da pobreza, de fragilização do direito à educação para jovens e adultas/os e de fortalecimento do mercado de formação. Dedicamo-nos também a perceber como tal programa se efetiva e os efeitos que produz no cotidiano da escola, bem como as práticas produzidas nos processos de formação por servidoras/es e estudantes que estão ou não nele envolvidas/os. Se para nós é de fundamental importância compreender a racionalidade que opera em tal política de qualificação profissional e inclusão de jovens e adultas/os trabalhadoras/es, produzindo efeitos sobre nossas vidas, igualmente importante é pensar as práticas que estamos produzindo na relação com ela. Assim, ao localizarmos nossa análise no cruzamento entre a formulação governamental e a vida dos sujeitos, pretendemos estar atentas/os à multiplicidade e heterogeneidade que compõem a realidade na qual estamos decisivamente implicadas/os.
