Based on the latest round of difficulties to emerge from the Greek financial assistance programme, this commentary concludes that there are serious flaws in the design of the eurozone’s crisis management system that periodically push the members to the brink of financial meltdown. He warns that the same is bound to happen again with Ireland and Portugal, and each time with higher risks that the fabric of cooperation within the eurozone will tear irreparably. In order to fix them, he proposes three basic changes to the crisis management arrangements and the design of the European Stabilty Mechanism (ESM) decided in March by the European Council.

The anisotropy of magnetic susceptibility (AMS) has been measured with low- and high-field methods, in deformed carbonate rocks along the Morcles nappe shear zone (Helvetic Alps). High-field measurements at room temperature and 77 K enable the separation of the ferrimagnetic, paramagnetic and diamagnetic anisotropy. The ferrimagnetic sub-fabric is generally insignificant in these rocks, contributing less than 10% to the total AMS. AMS results for both the separated diamagnetic and paramagnetic subfabrics are consistent with the regional shear movement in the late-stage formation of the Helvetic nappes, as seen in the Morcles nappe, whose inverted limb indicate shear displacement towards the northwest. The diamagnetic anisotropy correlates well quantitatively with the calculated magnetic anisotropy based on the calcite texture. There is a gradational change in the degree of anisotropy related to the strain gradient along the shear zone. A more complex magnetic fabric, resulting from partial overprinting due to displacement along the Simplon–Rhône fault, is evident at one site near the root zone of the nappe. Partial overprinting of the magnetic fabric appears to have taken place in two locations farther up the shear zone as well. This late phase deformation is associated with recent exhumation of the Mont Blanc and Belledonne external massifs and orogen parallel extension, and is reflected by the AMS. Rocks with bulk susceptibility ∼0 SI, and simple mineral compositions are ideal for low temperature high-field torque, as this method helps to enhance the paramagnetic susceptibility and anisotropy, which may otherwise be masked by the mixed magnetic contributions of the composite magnetic fabric.

Cette thèse traite de quelques moments clés dans l’histoire urbaine et architecturale moderne de la ville de Tunis. Elle les aborde conjointement à la problématique du percement de son noyau historique : la médina, née d’un projet de modernisation urbaine lancé par les beys de Tunis à la fin du XIXe siècle, poursuivi par le protectorat français de 1881 à 1956, puis par le gouvernement indépendant de 1956 à 1987. Partant, la recherche est répartie sur trois temps avec, au centre, le projet de la percée dite de la Casbah adopté par le Président Bourguiba à la fin de 1959. Pour plusieurs raisons, ce moment est cité rapidement dans la littérature malgré son importance dans la compréhension du visage actuel de la capitale tunisienne. Pour le saisir, on a dû retourner aux premières tentatives de percement de la médina de Tunis par le colonisateur français en 1887. Puis, on s’est progressivement approché de l’ancêtre direct de la percée bourguibienne paru sur le Plan directeur de Tunis en 1948. De ce premier temps, on a mis en valeur les stratégies coloniales dans leur gestion du territoire et leur rapport au processus de valorisation/dévalorisation du patrimoine issu de la civilisation arabo-islamique. Le second temps, qui correspond au plan de décolonisation mené par l’État indépendant dès 1955, est marqué par le lancement d’un « concours international ouvert pour une étude d’aménagement de la ville de Tunis » organisé par le Secrétariat d’État aux travaux publics en collaboration avec l’Union internationale des architectes. L’étude de cet événement et du colloque qui l’a suivi a ôté le voile sur ses raisons d’être politico-économiques que dissimulaient les usuels soucis de l’hygiène, de la circulation et de l’embellissement du Grand Tunis. Pour appuyer davantage ces constats, un troisième et dernier temps a été dédié au chantier de Tunis au lendemain du concours. L’accent mis sur les lieux symboliques du pouvoir et le désir obsessif des autorités à se les approprier ont réduit ce chantier à une redistribution concertée des symboles de la souveraineté nationale dans le but de centraliser et de personnifier le pouvoir en place. Le présent travail se situe dans le cadre des études postcoloniales et projette un regard critique sur la décolonisation en rapport avec ce qu’on a taxé d’urbanisme d’État. Propulsé par une certaine perception de la modernité, cet urbanisme est indissociable d’une instrumentalisation politique qui met l’accent sur les questions identitaires et patrimoniales, insiste sur la rupture avec le passé et tend à écarter l’opinion publique des questions inhérentes à l’aménagement du territoire et à la sauvegarde de la mémoire collective. En procédant par une analyse contextuelle de faits historiques et une lecture typomorphologique de la percée de la Casbah, cette recherche attire l’attention sur l’ampleur de certaines décisions gouvernementales concernant l’aménagement de l’espace urbain et la conservation de l’héritage architectural à court, moyen et long termes. Elle renseigne aussi sur le rôle des collectivités, de l’élite et des professionnels dans la canalisation de ces décisions pour ou contre leur droit à la ville.

The loess sediment embedding the main Gravettian layer at the Krems-Wachtberg archaeological site facilitates exceptional preservation. To gain insight in the sedimentation process before and after the Paleolithic settlement, the magnetic fabric (preferential orientation of magnetic particles) of loess of the Krems-Wachtberg site is investigated. Magnetic fabric properties clearly show an eolian origin of the loess, but may indicate some relocation in the meter above the cultural layer. The magnetic fabric properties can be divided into three intervals, the top interval shows lowest foliation and inconsistent magnetic fabric directions. The middle interval around the main cultural layer shows low foliation, but a clear preferential NW - SE direction of the lineation. This lineation is interpreted as preferential direction of the eolian loess accumulation from the South-East. The interval below ca. 0.5 m underneath the main find horizon shows a northeast-southwest lineation, but an imbrication suggesting that sediment accumulation occurred perpendicular to this direction, similar to the interval around the find horizon.

From the upper 300 m of CRP-2/2A, twenty-six samples of diamicts and deformation structures have been thin sectioned. These have been analysed for texture, structure, diagenesis and plasmic fabric. The combination of certain microstructures (e.g. turbate and linear) and plasmic fabric development is indicative of grounded ice. Clear evidence for two grounded ice events (three samples) was found in the upper Oligocene part of the core. The interpretation of ten more samples is less certain, but as for CRP-1, is taken to point to grounded ice as well. There is a strong correlation between these indications for grounded ice and the basal part of cycles in the sequence stratigraphy.

Soupy and mousse-like fabrics are disturbance sedimentary features that result from the dissociation of gas hydrate, a process that releases water. During the core retrieval process, soupy and mousse-like fabrics are produced in the gas hydrate-bearing sediments due to changes in pressure and temperature conditions. Therefore, the identification of soupy and mousse-like fabrics can be used as a proxy for the presence of gas hydrate in addition to other evidence, such as pore water freshening or anomalously cool temperature. We present here grain-size results, mineralogical composition and magnetic susceptibility data of soupy and mousse-like samples from the southern Hydrate Ridge (Cascadia accretionary complex) acquired during Leg 204 of the Ocean Drilling Program. In order to study the relationship between sedimentary texture and the presence of gas hydrates, we have compared these results with the main textural and compositional data available from the same area. Most of the disturbed analyzed samples from the summit and the western flank of southern Hydrate Ridge show a mean grain size coarser than the average mean grain size of the hemipelagic samples from the same area. The depositional features of the sediments are not recognised due to disturbance. However, their granulometric statistical parameters and distribution curves, and magnetic susceptibility logs indicate that they correspond to a turbidite facies. These results suggest that gas hydrates in the southern Hydrate Ridge could form preferentially in coarser grain-size layers that could act as conduits feeding gas from below the BSR. Two samples from the uppermost metres near the seafloor at the summit of the southern Hydrate Ridge show a finer mean grain-size value than the average of hemipelagic samples. They were located where the highest amount of gas hydrates was detected, suggesting that in this area the availability of methane gas was high enough to generate gas hydrates, even within low-permeability layers. The mineralogical composition of the soupy and mousse-like sediments does not show any specific characteristic with respect to the other samples from the southern Hydrate Ridge.

Forty indurated sediment samples from Site 516 were studied to determine the cause of acoustic anisotropy in carbonate- bearing deep-sea sediments. Recovered from sub-bottom depths between 388 and 1222 m, the samples have properties exhibiting the following ranges: wet-bulk density, 1.90-2.49 g/cm3; fractional porosity, 0.45-0.14; carbonate content, 33-88%; compressional-wave velocity (at 0.1 kbar pressure), 1.87-4.87 km/s; and anisotropy, 1-13%. Velocities were measured in three mutually perpendicular directions through the same specimen in 29 of the 40 samples studied. Calcite fabric has been estimated by X-ray pole figure goniometry. The major findings of this study are: 1) Carbonate-bearing deep-sea sediments may be regarded as transversely isotropic media with symmetry axes normal to bedding. 2) Calcite c-axes are weakly concentrated in a direction perpendicular to bedding, but the preferred orientation of calcite does not contribute significantly to velocity anisotropy. 3) The properties of bedded and unbedded samples are distinctly different. Unbedded sediments exhibit low degrees of acoustic anisotropy (1-5%). By contrast, bedded samples show higher degrees of anisotropy (to 13%), and anisotropy increases markedly with depth of burial. Thus, bedding must be regarded as the principal cause of acoustic anisotropy in calcareous, deep-sea sediments.

Sediments from Sites 1057 and 1061 of Ocean Drilling Program Leg 172 on the Blake Outer Ridge exhibit nearly isotropic magnetic susceptibility. Resolving the degree of anisotropy of magnetic susceptibility proved difficult in many samples because of the generally weak magnetic susceptibility of the sediments relative to the noise level of the susceptibility meters used. Lineation varies from 1.0 to 1.013 and foliation varies from 1.0 to 1.08 in the samples that pass rejection criteria. In general the foliation is better resolved than the lineation, particularly at Site 1061, where the foliation exhibits long-term trends that mimic the mean susceptibility. The changes in the foliation at this site are likely the result of changes in the magnetic mineralogy of the sediment. The poorly developed or absent magnetic fabric in the sediments overall can be attributed to high carbonate concentrations and to a circulation regime that was diffuse or with currents too weak to effectively align magnetic particles.

Bentonites (i.e., smectite-dominated, altered volcanic ash layers) were recovered in Berriasian to Valanginian hemipelagic sediments of the Wombat Plateau (Site 761) and southern Exmouth Plateau (Site 763). They are compared to coeval bentonites in eupelagic sediments of the adjacent Argo Abyssal Plain (Sites 261 and 765) and Gascoyne Abyssal Plain (Site 766). A volcaniclastic origin with dacitic to rhyolitic ash as parent material is suggested by the abundance of well-ordered montmorillonite, fresh to altered silicic glass shards, volcanogenic minerals (euhedral sanidine, apatite, and long-prismatic zircon), and volcanic rock fragments, and by a vitroclastic ultrafabric (smectitized glass shards). We distinguish (1) pure smectite bentonites with a white, pink, or light gray color, a waxy appearance, and a very homogeneous, cryptocrystalline smectite matrix (water-free composition at Site 761: 68.5% SiO2, 0.27% TiO2, 19.1% Al2O3, 3.3% Fe2O3, 0.4%-1.1% Na2O, and 0.6% K2O) and (2) impure bentonitic claystones containing mixtures of volcanogenic smectite and pyroclastic grains with terrigenous and pelagic components. The ash layers were progressively altered during diagenesis. Silicic glass was first hydrated, then slightly altered (etched with incipient smectite authigenesis), then moderately smectitized (with shard shape still intact), and finally completely homogenized to a pure smectite matrix without obvious relict structures. Euhedral clinoptilolite is the latest pore-filling or glass-replacing mineral, postdating smectite authigenesis. Volcanic activity was associated with continental breakup and rapid subsidence during the "juvenile ocean phase." Potential source areas for a Neocomian post-breakup volcanism include the Wombat Plateau, Joey and Roo rises, Scott Plateau, and Wallaby Plateau/Cape Range Fracture Zone. Westward-directed trade winds transported silicic ash from these volcanic source areas to the Exmouth Plateau into the adjacent abyssal plains. The Wombat Plateau bentonites are interpreted as proximal ash turbidites.

The state of consolidation of outer Bengal Fan deposits is closely related to their depositional history. Early Pleistocene sediments are underconsolidated, i.e., fabric strength is lower than under equilibrium with the present overburden stress, at depths greater than 60-80 mbsf. This may be due to rapid accumulation (>15-20 cm/k.y.) and overlying low-permeability (<10**-7 cm/s) deposits. The underlying Pliocene sediments are overconsolidated, i.e., fabric strength is higher than in equilibrium with the present overburden stress; at Sites 717 and 719 the sediments are slightly overconsolidated, whereas at Site 718 the overconsolidation is significant. Overconsolidation is explained by erosion that occurred during the early Pleistocene for which a stratigraphic gap was recorded in the drilled cores. The eroded section is estimated to be in the range of 10-40 m at Sites 717 and 719, respectively, and 130-150 m at Site 718. Below 250-300 mbsf the most sediments are normally consolidated. The amount of erosion seems to be related to block rotation and uplift due to intraplate deformation.

Possible genetic relationships between syn- and post-depositional processes and sediment microstructure were investigated. Samples from cores at Sites 646 and 647 of Ocean Drilling Program (ODP) Leg 105 included examples of bottom current deposition (contourites), turbidity current deposition, consolidation, and diagenesis. Examination of nearly 200 micrographs of 14 samples from Site 646 and 13 samples from Site 647 leads to the conclusion that sedimentation processes do not appear to have an obvious influence on fabric. The effects of post-depositional processes, such as bioturbation, coring disturbance, and even remolding, appear to be less significant than one might expect as a result of the relatively coarse grain size of the sediments studied. Consolidation resulting from increased overburden stress results in increased particle alignment and compression of fabric elements with depth. The transition from open, random fabric in shallow samples to preferred orientation at depth represents the only change in these sediments that can be ascribed directly to a specific depositional or post-depositional process. Mineralogical variations, owing to changes in weathering processes and growth of authigenic/diagenetic minerals, also have a pronounced effect on sediment fabric.
