The paper explores the biomass based power generation potential of Africa. Access to electricity in sub-Saharan Africa (SSA) is about 26% and falls to less than 1% in the rural areas. On the basis of the agricultural and forest produce of this region, the residues generated after processing are estimated for all the countries. The paper also addresses the use of gasification technology - an efficient thermo-chemical process for distributed power generation - either to replace fossil fuel in an existing diesel engine based power generation system or to generate electricity using a gas engine. This approach enables the implementation of electrification programs in the rural sector and gives access to grid quality power. This study estimates power generation potential at about 5000 MW and 10,000 MW by using 30% of residues generated during agro processing and 10% of forest residues from the wood processing industry, respectively. A power generation potential of 15000 MW could generate 100 terawatt-hours (TWh), about 15% of current generation in SSA. The paper also summarizes some of the experience in using the biomass gasification technology for power generation in Africa and India. The paper also highlights the techno economics and key barriers to promotion of biomass energy in sub-Saharan Africa. (C) 2011 International Energy Initiative. Published by Elsevier Inc. This paper deals with reducing the waiting times of vehicles at the traffic junctions by synchronizing the traffic signals. Strategies are suggested for betterment of the situation at different time intervals of the day, thus ensuring smooth flow of traffic. The concept of single way systems are also analyzed. The situation is simulated in Witness 2003 Simulation package using various conventions. The average waiting times are reduced by providing an optimal combination for the traffic signal timer. Different signal times are provided for different times of the day, thereby further reducing the average waiting times at specific junctions/roads according to the experienced demands.

How the brain maintains perceptual continuity across eye movements that yield discontinuous snapshots of the world is still poorly understood. In this study, we adapted a framework from the dual-task paradigm, well suited to reveal bottlenecks in mental processing, to study how information is processed across sequential saccades. The pattern of RTs allowed us to distinguish among three forms of trans-saccadic processing (no trans-saccadic processing, trans-saccadic visual processing and trans-saccadic visual processing and saccade planning models). Using a cued double-step saccade task, we show that even though saccade execution is a processing bottleneck, limiting access to incoming visual information, partial visual and motor processing that occur prior to saccade execution is used to guide the next eye movement. These results provide insights into how the oculomotor system is designed to process information across multiple fixations that occur during natural scanning.

A theoretical framework to analyse the interaction of planning and governance on the extent of outgrowth and level of services is proposed. An indicator framework for quantifying sprawl is also proposed and the same is operationalised for Bangalore. The indicators comprise spatial metrics (derived from temporal satellite remote sensing data) and other metrics obtained from a house-hold survey. The interaction of different indicators with respect to the core city and the outgrowth is determined by multi-dimensional scaling. The analysis reveals the underlying similarities (and dissimilarities) that relate with the different governance structures that prevail here. The paper concludes outlining the challenges in addressing urban sprawl while ensuring adequate level of services that planning and governance have to ensure towards achieving sustainable urbanisation.

Location area planning problem is to partition the cellular/mobile network into location areas with the objective of minimizing the total cost. This partitioning problem is a difficult combinatorial optimization problem. In this paper, we use the simulated annealing with a new solution representation. In our method, we can automatically generate different number of location areas using Compact Index (CI) to obtain the optimal/best partitions. We compare the results obtained in our method with the earlier results available in literature. We show that our methodology is able to perform better than earlier methods.

Carbon footprint (CF) refers to the total amount of carbon dioxide and its equivalents emitted due to various anthropogenic activities. Carbon emission and sequestration inventories have been reviewed sector-wise for all federal states in India to identify the sectors and regions responsible for carbon imbalances. This would help in implementing appropriate climate change mitigation and management strategies at disaggregated levels. Major sectors of carbon emissions in India are through electricity generation, transport, domestic energy consumption, industries and agriculture. A majority of carbon storage occurs in forest biomass and soil. This paper focuses on the statewise carbon emissions (CO2. CO and CH4), using region specific emission factors and statewise carbon sequestration capacity. The estimate shows that CO2, CO and CH4 emissions from India are 965.9, 22.5 and 16.9 Tg per year, respectively. Electricity generation contributes 35.5% of total CO2 emission, which is followed by the contribution from transport. Vehicular transport exclusively contributes 25.5% of total emission. The analysis shows that Maharashtra emits higher CO2, followed by Andhra Pradesh, Uttar Pradesh, Gujarat, Tamil Nadu and West Bengal. The carbon status, which is the ratio of annual carbon storage against carbon emission, for each federal state is computed. This shows that small states and union territories (UT) like Arunachal Pradesh, Mizoram and Andaman and Nicobar Islands, where carbon sequestration is higher due to good vegetation cover, have carbon status > 1. Annually, 7.35% of total carbon emissions get stored either in forest biomass or soil, out of which 34% is in Arunachal Pradesh, Madhya Pradesh, Chhattisgarh and Orissa. (C) 2012 Elsevier Ltd. First published September 26, 2012; doi:10.1152/jn.00344.2012.-Saccadic averaging that causes subjects' gaze to land between the location of two targets when faced with simultaneously or sequentially presented stimuli has been often used as a probe to investigate the nature of computations that transform sensory representations into an oculomotor plan. Since saccadic movements involve at least two processing stages-a visual stage that selects a target and a movement stage that prepares the response-saccade averaging can either occur due to interference in visual processing or movement planning. By having human subjects perform two versions of a saccadic double-step task, in which the stimuli remained the same, but different instructions were provided (REDIRECT gaze to the later-appearing target vs. FOLLOW the sequence of targets in their order of appearance), we tested two alternative hypotheses. If saccade averaging were due to visual processing alone, the pattern of saccade averaging is expected to remain the same across task conditions. However, whereas subjects produced averaged saccades between two targets in the FOLLOW condition, they produced hypometric saccades in the direction of the initial target in the REDIRECT condition, suggesting that the interaction between competing movement plans produces saccade averaging.

In this paper we consider the downlink of an OFDM cellular system. The objective is to maximise the system utility by means of fractional frequency reuse and interference planning. The problem is a joint scheduling and power allocation problem. Using gradient scheduling scheme, the above problem is transformed to a problem of maximising weighted sum-rate at each time slot. At each slot, an iterative scheduling and power allocation algorithm is employed to address the weighted sum-rate maximisation problem. The power allocation problem in the above algorithm is a nonconvex optimisation problem. We study several algorithms that can tackle this part of the problem. We propose two modifications to the above algorithms to address practical and computational feasibility. Finally, we compare the performance of our algorithm with some existing algorithms based on certain achieved system utility metrics. We show that the practical considerations do not affect the system performance adversely.

Multiobjective fuzzy methodology is applied to a case study of Khadakwasla complex irrigation project located near Pune city of Maharashtra State, India. Three objectives, namely, maximization of net benefits, crop production and labour employment are considered. Effect of reuse of wastewater on the planning scenario is also studied. Three membership functions, namely, nonlinear, hyperbolic and exponential are analyzed for multiobjective fuzzy optimization. In the present study, objective functions are considered as fuzzy in nature whereas inflows are considered as dependable. It is concluded that exponential and hyperbolic membership functions provided similar cropping pattern for most of the situations whereas nonlinear membership functions provided different cropping pattern. However, in all the three cases, irrigation intensities are more than the existing irrigation intensity.

This article addresses the problem of determining the shortest path that connects a given initial configuration (position, heading angle, and flight path angle) to a given rectilinear or a circular path in three-dimensional space for a constant speed and turn-rate constrained aerial vehicle. The final path is assumed to be located relatively far from the starting point. Due to its simplicity and low computational requirements the algorithm can be implemented on a fixed-wing type unmanned air vehicle in real time in missions where the final path may change dynamically. As wind has a very significant effect on the flight of small aerial vehicles, the method of optimal path planning is extended to meet the same objective in the presence of wind comparable to the speed of the aerial vehicles. But, if the path to be followed is closer to the initial point, an off-line method based on multiple shooting, in combination with a direct transcription technique, is used to obtain the optimal solution. Optimal paths are generated for a variety of cases to show the efficiency of the algorithm. Simulations are presented to demonstrate tracking results using a 6-degrees-of-freedom model of an unmanned air vehicle.
