The purpose of the Statement of Investment Objectives and Policies is to establish investment and performance objectives, policies and guidelines, roles, responsibilities, and delegation of authority for the management of assets of the Retirement System. At least annually, the Commission will review the SIOP to determine its continued applicability.

The South Carolina Commission for Minority Affairs hosted a Hispanic Forum for Berkeley, Charleston, and Dorchester counties. The forum served as a tool to obtain valuable information about the challenges faced by the Hispanic community. Discussions provided insight on some of the challenges faced by each topic area. Among commonalities were the need for outreach and information on the availability of resources. Suggestions were made for potential/action solutions.

During the 117th General Assembly of South Carolina, the Commission for Minority Affairs introduced the Student Achievement and Vision Education (SAVE) Proviso. The Proviso was so named to emphasize the importance of addressing student achievement by closing the gap that exists between majority and minority student performance and visioning students toward educational success through the implementation of the Education and Economic Development Act. This report documents the progress to date on the study; the impact of budget cuts on the CMA and complying agencies; the CMA's ability to complete the comprehensive study document using most current information; and the need for further study beyond February 2009.

This gives the rules and guidelines for investigators that agree to adhere to investigator policies and rates established by SCCID. In order to receive payment from SCCID an investigator must be on the list of approved investigators maintained by SCCID and adhere to certain policies and regulations.

Federal and state laws impose a range of collateral consequences that affect the opportunities available to youth involved in the juvenile and criminal justice systems. Children who have pled or have been found guilty of juvenile delinquency offenses face challenges in gaining employment finding housing and accessing educational opportunities. This publication provides a community resource containing the most current information on the short-term and long-term consequences of delinquency adjudications in South Carolina.

Juvenile delinquency proceedings in the South Carolina Family Court are fundamentally different than adult criminal cases. Judges are charged by the South Carolina Code of Laws with acting in the “best interests of the child,” this emphasis on the rehabilitation of the child contrasts with the more punitive model used by the adult criminal justice system. The standards listed in the document aim to provide guidance to appointed counsel in juvenile matters with particular emphasis on the distinctive requirements of the South Carolina juvenile justice system.

The 2007 Indigent Defense Act provides that each county must elect its representative(s) from the active licensed attorneys who reside within each county to serve on its Circuit Public Defender Selection Panel. The procedures included in this document have been adopted by the Commission on Indigent Defense for the Election of the Circuit Public Defender Selection Panels and the Nomination of Circuit Public Defenders.

Currently, at the SC Commission for the Blind, there is no opportunity for computer training for adults in the Older Blind Program. The Older Blind Program has to look for outside partners to make this service viable again. This project proposes that the OB Program partner with regional senior and recreation centers to establish a community-based training program that is both effective and is of minimal cost to the agency and to the partnering centers.
