This paper aims to consolidate a sample of existing academic literature on the modes, trends, risks and challenges of the internationalization of higher education in Latin America published over the last 15 years -- Following a systematic literature review methodology, it was seeking to analyze and synthesize a sample of 25 published academic articles on the specifically chosen topic -- As a consequence of this review, it was found that progress has been made on the subject and there is an awareness of the impact it has on quality, international indicators still lag far behind those of more developed regions -- The creation and implementation of accreditation and evaluations processes, the commodification of higher education and the presence of new providers and regionalization efforts were perceived as trending topics in the publications -- Risks and challenges such as lack of governmental support and brain drain, are respectively perceived by researchers as the most concerning -- Finally, an emphasis is made on the comprehensiveness that must characterize this process in order to be successful, meaning that it should “embrace all the educational processes” (Gacel-Ávila, 2007, 406)

Writing instruction in Canadian universities takes a variety of forms. While there are few formal departments for writing studies, many institutions do have a writing centre – a place that offers writing instruction to varying degrees. The writing centre may be housed within a department, a library, or within a student services unit. Its position within a university may indicate the degree to which writing is valued by the administrative body. The goal of our paper is to share insights into the ways that writing professionals perceive, work in, and adapt to current demands for writing instruction in higher education. Using a collaborative ethnographic approach, three scholars at different career stages explore their experiences with writing centre work. Using data consisting of individually written reflections, our analysis revealed four major themes: (a) initial experience with writing centres, (b) community, (c) frustrations and tensions at work, and (d) mentorship. In this paper, we discuss our findings within the framework of positioning theory in order to understand how we position ourselves as scholars, mentors, and educators, and how we are positioned by others within the fields of writing studies and higher education. This study raises awareness about the value of writing centre professionals’ contributions, the place of mentorship within higher education, and the support required for continued writing centre work.

A dependência energética das grandes economias mundiais alertou o mundo para a necessidade de mudar o comportamento relativo ao consumo de energia. O aumento dos custos energéticos tem induzido ao uso racional da energia por parte das organizações, implicando uma monitorização permanente nas instalações. A eficiência energética é um tema que tem vindo a assumir grande importância nos dias de hoje na nossa sociedade, não só pelos compromissos internacionais assumidos, como também pelo combate ao desperdício energético. Esta dissertação relata o estágio curricular na Agência de Energia do Ave, que inclui uma auditoria energética à escola Padre Benjamim Salgado. O estágio visou essencialmente a contribuição para um modelo de desenvolvimento sustentável, na procura de alternativas com menor impacto ambiental, introduzindo conceitos de eficiência energética e ambiental nos processos de planeamento. Acções de sensibilização e auditorias energéticas foram os projetos que, durante o período curricular, tiveram maior intervenção por parte do autor desta dissertação, tendo em vista a mudança de hábitos de consumo energético na sociedade. A auditoria energética à escola Padre Benjamim Salgado, Joane Vila Nova de Famalicão, apresenta uma abordagem para a determinação da redução dos custos de energia, mantendo o conforto para os seus ocupantes. A escola em análise configura um Grande Edifício de Serviços (GES) à luz de uma análise térmica feita ao edifício escolar, com os valores de eferência atualizados, com entrada em vigor a 31 de dezembro de 2015, ao abrigo da nova regulamentação (decreto-lei n.º118/2013, 20 de Agosto) verificando-se o cumprimento dos requisitos mínimos definidos na Portaria n.º 349/2013 do atual decreto. Foi ainda efetuada, após um levantamento exaustivo, uma análise detalhada das faturas de energia, gás e água, e de todos os equipamentos consumidores de energia que se encontram instalados na instituição.

This chapter will start by providing an overview of current knowledge about young people with learning disabilities who sexually abuse. Research cited will, unless otherwise indicated, be limited to UK studies since international variations in the definitions of both learning disability and sexual abuse make the use of a wider literature base problematic – particularly that relating to prevalence and incidence. It will then go on to report key findings from a recent study (Fyson et al, 2003; Fyson, 2005) which examined how special schools and statutory child protection and youth offending services in four English local authorities responded to sexually inappropriate or abusive behaviours exhibited by young people with learning disabilities. It will conclude by highlighting areas of current practice which give cause for concern, and suggest some pointers for future best practice.

A prepayment scheme for health through the National Health Insurance Scheme (NHIS) was commenced in Nigeria about ten years ago. Nigeria operates a federal system of government. Sub- national levels possess a high degree of autonomy in a number of sectors including health. It is important to assess the level of coverage of the scheme among the formal sector workers in Nigeria as a proxy to gauge the extent of coverage of the scheme and derive suitable lessons that could be used in its expansion. This is a cross-sectional, descriptive survey carried out among formal sector workers in Ilorin Kwara State, Nigeria. A stratified sampling technique was used to select study participants. A self-administered questionnaire was used to collect data from respondents. Data was analysed with the SPSS. Ethical approval to conduct the study was obtained from the Bowen University Teaching Hospital Research Ethics Committee. A total of 370 people participated in the study. Majority, (78.9%) of the respondents were aware of the NHIS, however only 13.5 % paid for health care services through the NHIS. Logistic regression analysis shows that respondents with post-secondary education (OR = 9.032, CI = 2.562 – 31.847, p = 0.001) and in federal civil service (OR = 2.679, CI = 1.036 – 6.929, p = 0.042) were over nine and three times more likely to be aware of the scheme than others. Coverage of the scheme among the respondents was unimpressive. A lot still need to be done to fast-track the expansion of the scheme among this sector of the population.

Se le dará una educación que promueva su cultura general y lo capacita sobre una base de oportunidad equitativa para desarrollar sus habilidades su juicio individual y su sentido de responsabilidad moral y social, y para llegar a ser un miembro útil de la sociedad". Yo les expongo a Uds. que la biblioteca escolar centro de recursos es el instrumento general esencial para cumplir este derecho del niño.Dentro del alcance comprehensivo de materiales y la adquisición objetiva de sus materiales, la biblioteca escolar complementa y apoya todos los aspectos del programa educacional.Las bibliotecas escolares centros de recursos tal como se están desarrollándose hoy en día alrededor del mundo, están convirtiéndose en centros de un reto excitante. Son un reto para el maestro bibliotecario o especialista en centros de recursos o cualquier denominación que se use para identificar al bibliotecario escolar. Ellos retan la ingenuidad y creatividad de uno, las aptitudes gerenciales, financieras, la comprensión educativa y conciencia comunitaria, aceptación tecnológica y facilidad de utilización del mismo. Pero, más que todo, ellos retan nuestra habilidad para proveer servicios para estudiantes y maestros con tantas clases de medios como podamos traer nuestros programas.

Background: The increased prevalence of foot and ankle pathologies in Rheumatic and Musculoskeletal diseases (RMDs) is well documented1, however the provision of foot & ankle (F&A) healthcare services for people with RMDs in Europe has not been evaluated. Objectives: To assess the current healthcare systems for providing foot & ankle healthcare services for people with RMDs in Europe. Methods: A survey was undertaken to evaluate current provision of F&A health care services for people with RMDs across Europe. A questionnaire was distributed to all 22 country presidents representing HP associations within EULAR. The questionnaire used was developed and piloted (in 7 countries) by the EULAR F&A Study Group, and structured to capture the provision and type of F&A services for people with RMDs. When the HP presidents felt unable to answer specific questions they were encouraged to consult a colleague who may be better placed to provide the answers. Results: Sixteen questionnaires were completed (Norway, Ireland, Sweden, Hungary, Netherlands, UK, Denmark, Portugal, Italy, Switzerland, Austria, France, Czech Republic, Spain, Belgium, Malta). Of the 16, 13 respondents indicated provision of F&A health care services in their country, but only three countries had services specialising in RMD-related F&A problems (Netherlands, UK, Malta). The professions providing the care for patients with RMD-related F&A problems were different depending on the pathology and the country (Table1). Podiatrists provided care for F&A pain and deformity problems in 11 countries, but provided F&A ulcer care in only 8 countriesConclusions: Only 3 countries have F&A health care services specialised to the needs of people with RMDs. The professions providing the care varied between countries, and also depended on the F&A pathology. Interestingly, F&A healthcare services were provided by professions that do not solely specialised in F&A care. Further research is needed to assess the variation of F&A healthcare services between and within European countries and the impact on healthcare of various F&A healthcare service designs. Paper presented by Charlotte Sieber-Gasser at the 5th Annual TRAPCA Conference, Arusha (Tanzania), 25-26 November 2010. Despite the increasing volume of trade between China and African countries, not one single conventional free trade agreement (FTA) or economic partnership agreement (EPA) has yet been signed between an African country and China. Initially, Sino-African trade relations were to a very large extent centred on investments secured through bilateral investment agreements (BITs). The more recent Chinese investments on the African continent, however, are more informally based on FDI contracts with the state at the receiving end and a government-owned private company as the investor, or loosely attached to loans commonly known under term ‘the Angola-Model’. This rather unusual basis for economic integration and development assistance, outside the trodden path of free trade agreements and ODA, requires further analysis in order to understand how the current legal framework between China and the African continent impacts economic development and national sovereignty, and what kind of distributive consequences it may have.

Paper prepared by Marion Panizzon and Charlotte Sieber-Gasser for the International Conference on the Political Economy of Liberalising Trade in Services, Hebrew University of Jerusalem, 14-15 June 2010 Recent literature has shed light on the economic potential of cross-border networks. These networks, consisting of expatriates and their acquaintances from abroad and at home, provide the basis for the creation of cross-border value added chains and therewith the means for turning brain drain into brain circulation. Both aspects are potentially valuable for economic growth in the developing world. Unilateral co-development policies operating through co-funding of expatriate business ventures, but also bilateral agreements liberalising circular migration for a limited set of per-sons testify to the increasing awareness of governments about the potential, which expatriate networks hold for economic growth in developing countries. Whereas such punctual efforts are valuable, viewed from a long term perspective, these top-down, government mandated Diaspora stimulation programs, will not replace, this paper argues, the market-driven liberalisation of infrastructure and other services in developing countries. Nor will they carry, in the case of circular labour migration, the political momentum to liberalise labour market admission for those non-nationals, who will eventually emerge as the future transnational entrepreneurs. It will take a combination of mode 4 and infrastructure services openings-cum regulation for countries at both sides of the spectrum to provide the basis and precondition for transnational business and entrepreneurial networks to emerge and translate into cross-border, value added production chains. Two key issues are of particular relevance in this context: (i) the services sector, especially in infrastructure, tends to suffer from inefficiencies, particularly in developing countries, and (ii) labour migration, a highly complex issue, still faces disproportionately rigid barriers despite well-documented global welfare gains. Both are hindrances for emerging markets to fully take advantage of the potential of these cross-border networks. Adapting the legal framework for enhancing the regulatory and institutional frameworks for services trade, especially in infrastructure services sectors (ISS) and labour migration could provide the incentives necessary for brain circulation and strengthen cross-border value added chains by lowering transaction costs. This paper analyses the shortfalls of the global legal framework – the shallow status quo of GATS commitments in ISS and mode 4 particular – in relation to stimulating brain circulation and the creation of cross-border value added chains in emerging markets. It highlights the necessity of adapting the legal framework, both on the global and the regional level, to stimulate broader and wider market access in the four key ISS sectors (telecommunications, transport, professional and financial services) in developing countries, as domestic supply capacity, global competitiveness and economic diversification in ISS sectors are necessary for mobilising expatriate re-turns, both physical and virtual. The paper argues that industrialised, labour receiving countries need to offer mode 4 market access to wider categories of persons, especially to students, graduate trainees and young professionals from abroad. Further-more, free trade in semi-finished products and mode 4 market access are crucial for the creation of cross-border value added chains across the developing world. Finally, the paper discusses on the basis of a case study on Jordan why the key features of trade agreements, which promote circular migration and the creation of cross-border value added chains, consist of trade liberalisation in services and liberal migration policies.

O presente relatório, intitulado “O Programa Idosos em Segurança: Estudo de Caso do Dter de Sintra”, baseia-se num estudo da análise do trabalho que é desenvolvido pelos militares do Destacamento Territorial de Sintra e tem a finalidade de avaliar o impacto e influência do Programa Idosos em Segurança na população adstrita a este Destacamento. O envelhecimento é uma realidade inevitável e que deve, cada vez mais ser preparada e antecipada, permitindo, a quem pretender participar na vida ativa da sua comunidade, que tal seja possível. Para aqueles que, não têm possibilidades de o fazer, deve garantir-se assegurada, em todas as situações a sua dignidade enquanto pessoa humana. O envelhecimento ativo é também uma temática abordada que carece de tratamento pela sua novidade e extrema relevância no contexto atual. Para que tais realidades sejam coincidentes é imperioso que o policiamento de proximidade se efetue e que se abram portas ao desenvolvimento das capacidades de resposta dos diferentes órgãos de apoio social e das Forças de Segurança. Para conseguirmos responder à Questão de Partida, formulámos quatro Questões Derivadas e consequentes Hipóteses que, através da sua verificação, validação ou refutação, nos permitiram responder às questões anteriormente levantadas. Foram realizadas Entrevistas e Questionários, que nos permitiram aceder às diferentes perspetivas que trabalham e são alvo deste Programa. A Guarda Nacional Republicana possui um grande reconhecimento junto das entidades externas e dos idosos com quem trabalha. Foram, no entanto, encontradas algumas falhas ao nível do efetivo, da formação, especialização e verificação do trabalho desenvolvido, a vários níveis. De salientar que muitas falhas são colmatadas pela boa capacidade de adaptação dos militares, o que evita que tais fragilidades afetem o serviço prestado e transpareçam para o exterior.

The financial and economic crisis which originated in 2008 has had a severe impact on the population of the Southern European countries. The economic policies of austerity and public deficit control, as well as the neo-liberal and conservative social policies are redefining the public social protection systems, in particular the Social Services. In order to get to understand the current situation, we shall explain how the Social Services were developed in Spain and analyse the causes and consequences of the economic crisis. The working hypothesis is that the greater the increase on the population’s needs, the more developed the Social Services should be. We carried out a descriptive analysis of the situation as far as the social impacts of the crisis per region are concerned. We tested the hypothesis through a parametric model of analysis of variance (one-way ANOVA) triangulating with the non-parametric Kruscal-Wallis test. The working hypothesis failed. The regions with better developed Social Services show a lower level of poverty and social exclusion. The challenges that the public Social Services system faces in times of crisis is three-fold: 1) re-modelling of local administration and transferring of the municipal Social Services responsibilities to the regional administration; 2) an increase of the population at risk of poverty and social exclusion 3) impact on social policies.

Mobile and wireless networks have long exploited mobility predictions, focused on predicting the future location of given users, to perform more efficient network resource management. In this paper, we present a new approach in which we provide predictions as a probability distribution of the likelihood of moving to a set of future locations. This approach provides wireless services a greater amount of knowledge and enables them to perform more effectively. We present a framework for the evaluation of this new type of predictor, and develop 2 new predictors, HEM and G-Stat. We evaluate our predictors accuracy in predicting future cells for mobile users, using two large geolocation data sets, from MDC [11], [12] and Crawdad [13]. We show that our predictors can successfully predict with as low as an average 2.2% inaccuracy in certain scenarios.

Es necesario que los gerentes sean líderes y establezcan relaciones sólidas con los empleados, para luego establecer las mismas con socios potenciales. Para lograr este objetivo, Con el fin de cumplir este objetivo, el uso de estrategias y técnicas de negociación es crucial, así como la importancia de la conciencia cultural y de la diversidad. La globalización no sólo ha movido a los mercados sino también a las personas, la inmigración es un fenómeno fuerte hoy en día y varios países, como Canadá, han sido inclusivos y han apoyado a estos nuevos ciudadanos. Las empresas de Canadá, sin importar la industria, han asumido el reto de integrar una fuerza laboral diversa con el propósito de adquirir nuevos conocimientos y crecer a nivel nacional, pero sobre todo en el ámbito internacional. Igualmente, es esencial tener en cuenta las ventajas y limitaciones del multiculturalismo dentro de la empresa y específicamente en las negociaciones interculturales.
