We cross match the GALEX and Kepler surveys to create a unique dataset with both ultraviolet (UV) measurements and highly precise photometric variability measurements in the visible light spectrum. As stellar activity is driven by magnetic field modulations, we have used UV emission from the magnetically heated gas in the stellar atmosphere to serve as our proxy for the more well-known stellar activity indicator, R' HK . The R' HK approximations were in turn used to estimate the level of astrophysical noise expected in radial velocity (RV) measurements and these were then searched for correlations with photometric variability. We find significant scatter in our attempts to estimate RV noise for magnetically active stars, which we attribute to variations in the phase and strength of the stellar magnetic cycle that drives the activity of these targets. However, for stars we deem to be magnetically quiet, we do find a clear correlation between photometric variability and estimated levels of RV noise (with variability up to ~10 m s–1). We conclude that for these quiet stars, we can use photometric measurements as a proxy to estimate the RV noise expected. As a result, the procedure outlined in this paper may help select targets best-suited for RV follow-up necessary for planet confirmation.

Prevalence rates of autism spectrum disorder have risen dramatically over the past few decades (now estimated at 1:50 children). The estimated total annual cost to the public purse in the United States is US$137 billion, with an individual lifetime cost in the United Kingdom estimated at between £0.8 million and £1.23 million depending on the level of functioning. The United Nations Convention for the Rights of Persons with Disabilities has enshrined full and equal human rights—for example, for inclusion, education and employment—and there is ample evidence that much can be achieved through adequate support and early intensive behavioural interventions. Not surprisingly, most governments worldwide have devised laws, policies, and strategies to improve services related to autism spectrum disorder, yet intriguingly the approaches differ considerably across the globe. Using Northern Ireland as a case in point, we look at relevant governmental documents and offer international comparisons that illustrate inconsistencies akin to a “postcode lottery” of services.

This study explored the processes, background information, and perceived reasons why children and young people returned home while remaining in care, in the five HSC Trusts in Northern Ireland. The research also focused on understanding the functions the Care Order had for social services, the birth parents, and young people involved.
It was found that on 31st March 2009, there were 193 children/young people living with their birth parents on a Care Order in Northern Ireland. This is eight per cent of the total population of Looked After children, and is lower than had been anticipated from governmental statistics. In total, the case files of 47 of these young people (24% of them) were reviewed, and interviews were conducted with ten of them and their birth parent/s.
The analysis revealed that the majority of them had in common a parental background history of alcohol abuse and domestic violence, and most return breakdowns in the study were related to continuing parental alcohol and/or drugs misuse. While some children had a planned return home after parents had engaged in supports and completed assessments, many young people had returns that were not planned, as they initiated the move themselves, or previous foster placements had broken down and there were no alternative placements identified for them. Many of these young people essentially ‘voted with their feet’, and social services were required to ensure that they remained safe in often less than optimal circumstances.
After returning home, for many, Care Orders remained for initially unintended lengthy periods because of the risks posed by parents’ intermittent alcohol abuse and their lifestyle, contact issues, and parents’ desire to ensure that their children were able to access the supports that they needed. Thus, Care Orders at home tended to serve two main functions: to either monitor and/or support the placement.

The detection and assessment of pain in animals is crucial to improving their welfare in a variety of contexts in which humans are ethically or legally bound to do so. Thus clear standards to judge whether pain is likely to occur in any animal species is vital to inform whether to alleviate pain or to drive the refinement of procedures to reduce invasiveness, thereby minimizing pain. We define two key concepts that can be used to evaluate the potential for pain in both invertebrate and vertebrate taxa. First, responses to noxious, potentially painful events should affect neurobiology, physiology and behaviour in a different manner to innocuous stimuli and subsequent behaviour should be modified including avoidance learning and protective responses. Second, animals should show a change in motivational state after experiencing a painful event such that future behavioural decision making is altered and can be measured as a change in conditioned place preference, self-administration of analgesia, paying a cost to access analgesia or avoidance of painful stimuli and reduced performance in concurrent events. The extent to which vertebrate and selected invertebrate groups fulfil these criteria is discussed in light of the empirical evidence and where there are gaps in our knowledge we propose future studies are vital to improve our assessment of pain. This review highlights arguments regarding animal pain and defines criteria that demonstrate, beyond a reasonable doubt, whether animals of a given species experience pain.

Although the Democratic Unionist Party (DUP) does not conform to the model of Europeanization outlined by Ladrech (2002), there is some evidence of change along the lines identified by De Winter and Gomez-Reino (2002) with reference to other European ethnoregionalist parties. For example, the DUP has certainly adapted its behaviour and policies at both local and European levels with a view to exploiting new political opportunities offered by Europeanization. However, De Winter and Gomez-Reino's argument that participation in European institutions has made formerly-Eurosceptic ethnoregionalist parties 'moderate Eurocritics' does not fully apply to the DUP. The DUP continues to demonstrate a number of Eurosceptic characteristics, including ones grounded in extreme religious interpretations of the purpose and process of European integration. Nevertheless, the party's Eurosceptic outlook does not prevent it from being willing to 'battle in Brussels' (as put in its 2009 manifesto for the European elections) in order to serve domestic (party) interests - a tactic not dissimilar to the DUP's approach to Northern Ireland politics in general.

This paper addresses the problem of infinite time performance of model predictive controllers applied to constrained nonlinear systems. The total performance is compared with a finite horizon optimal cost to reveal performance limits of closed-loop model predictive control systems. Based on the Principle of Optimality, an upper and a lower bound of the ratio between the total performance and the finite horizon optimal cost are obtained explicitly expressed by the optimization horizon. The results also illustrate, from viewpoint of performance, how model predictive controllers approaches to infinite optimal controllers as the optimization horizon increases.

Despite recent therapeutic advances, the response rates to chemotherapy for patients with metastatic colon cancer remain at approximately 50% with the fluoropyrimidine, 5-fluorouracil (5-FU), continuing to serve as the foundation chemotherapeutic agent for the treatment of this disease. Previous studies have demonstrated that overexpression of thymidylate synthase (TS) is a key determinant of resistance to 5-FU-based chemotherapy. Therefore, there is a significant need to develop alternative therapeutic strategies to overcome TS-mediated resistance. In this study, we demonstrate that the histone deacetylase inhibitors (HDACi) vorinostat and LBH589 significantly downregulate TS gene expression in a panel of colon cancer cell lines. Downregulation of TS was independent of p53, p21 and HDAC2 expression and was achievable in vivo as demonstrated by mouse xenograft models. We provide evidence that HDACi treatment leads to a potent transcriptional repression of the TS gene. Combination of the fluoropyrimidines 5-FU or FUdR with both vorinostat and LBH589 enhanced cell cycle arrest and growth inhibition. Importantly, the downstream effects of TS inhibition were significantly enhanced by this combination including the inhibition of acute TS induction and the enhanced accumulation of the cytotoxic nucleotide intermediate dUTP. These data demonstrate that HDACi repress TS expression at the level of transcription and provides the first evidence suggesting a direct mechanistic link between TS downregulation and the synergistic interaction observed between HDACi and 5-FU. This study provides rationale for the continued clinical evaluation of HDACi in combination with 5-FU-based therapies as a strategy to overcome TS-mediated resistance.

Quantitative point-of-care (POC) devices are the next generation for serological disease diagnosis. Whilst pathogen serology is typically performed by centralized laboratories using Enzyme-Linked ImmunoSorbent Assay (ELISA), faster on-site diagnosis would infer improved disease management and treatment decisions. Using the model pathogen Bovine Herpes Virus-1 (BHV-1) this study employs an extended-gate field-effect transistor (FET) for direct potentiometric serological diagnosis. BHV-1 is a major viral pathogen of Bovine Respiratory Disease (BRD), the leading cause of economic loss ($2 billion annually in the US only) to the cattle and dairy industry. To demonstrate the sensor capabilities as a diagnostic tool, BHV-1 viral protein gE was expressed and immobilized on the sensor surface to serve as a capture antigen for a BHV-1-specific antibody (anti-gE), produced in cattle in response to viral infection. The gE-coated immunosensor was shown to be highly sensitive and selective to anti-gE present in commercially available anti-BHV-1 antiserum and in real serum samples from cattle with results being in excellent agreement with Surface Plasmon Resonance (SPR) and ELISA. The FET sensor is significantly faster than ELISA (<10 min), a crucial factor for successful disease intervention. This sensor technology is versatile, amenable to multiplexing, easily integrated to POC devices, and has the potential to impact a wide range of human and animal diseases.

From March 1999 to August 2000, the authors were involved in simultaneous internal and external evaluations of the social civic and political education (SCaPE) project in Northern Ireland. This project was a major initiative established by the Citizenship Foundation, the Northern Ireland Council for the Curriculum, Examination and Assessment (CCEA), and the School of Education at the University of Ulster at Coleraine. It was a 2-year project in 25 secondary schools established to design, develop, pilot and evaluate a new programme of social, civic and political education for Northern Ireland. It also aimed to serve as a model for future Citizenship curriculum developments throughout Northern Ireland and elsewhere. This paper describes the background to the project, the design and conduct of the two evaluations, and the links between them. It outlines the main conclusions of each evaluation and describes the way SCaPE has since evolved into a mainstream curriculum development project. The final part of the paper analyses the key opportunities, tensions and challenges involved in running such evaluations at a critical time in the history of Northern Ireland – a time when innovation is both necessary and controversial. It argues that, especially in such circumstances, evaluation cannot be conducted from a neutral, objective standpoint, and that it is incumbent on evaluators to recognise the emotional, personal and political commitment they make to the projects in which they are engaged.

Abstract
Publicly available, outdoor webcams continuously view the world and share images. These cameras include traffic cams, campus cams, ski-resort cams, etc. The Archive of Many Outdoor Scenes (AMOS) is a project aiming to geolocate, annotate, archive, and visualize these cameras and images to serve as a resource for a wide variety of scientific applications. The AMOS dataset has archived over 750 million images of outdoor environments from 27,000 webcams since 2006. Our goal is to utilize the AMOS image dataset and crowdsourcing to develop reliable and valid tools to improve physical activity assessment via online, outdoor webcam capture of global physical activity patterns and urban built environment characteristics.
This project’s grand scale-up of capturing physical activity patterns and built environments is a methodological step forward in advancing a real-time, non-labor intensive assessment using webcams, crowdsourcing, and eventually machine learning. The combined use of webcams capturing outdoor scenes every 30 min and crowdsources providing the labor of annotating the scenes allows for accelerated public health surveillance related to physical activity across numerous built environments. The ultimate goal of this public health and computer vision collaboration is to develop machine learning algorithms that will automatically identify and calculate physical activity patterns.

OBJECTIVE: The present study aimed to evaluate the precision, ease of use and likelihood of future use of portion size estimation aids (PSEA).

DESIGN: A range of PSEA were used to estimate the serving sizes of a range of commonly eaten foods and rated for ease of use and likelihood of future usage.

SETTING: For each food, participants selected their preferred PSEA from a range of options including: quantities and measures; reference objects; measuring; and indicators on food packets. These PSEA were used to serve out various foods (e.g. liquid, amorphous, and composite dishes). Ease of use and likelihood of future use were noted. The foods were weighed to determine the precision of each PSEA.

SUBJECTS: Males and females aged 18-64 years (n 120).

RESULTS: The quantities and measures were the most precise PSEA (lowest range of weights for estimated portion sizes). However, participants preferred household measures (e.g. 200 ml disposable cup) - deemed easy to use (median rating of 5), likely to use again in future (all scored either 4 or 5 on a scale from 1='not very likely' to 5='very likely to use again') and precise (narrow range of weights for estimated portion sizes). The majority indicated they would most likely use the PSEA preparing a meal (94 %), particularly dinner (86 %) in the home (89 %; all P<0·001) for amorphous grain foods.

CONCLUSIONS: Household measures may be precise, easy to use and acceptable aids for estimating the appropriate portion size of amorphous grain foods.

O trabalho apresentado nesta dissertação teve por objectivo principal a concepção, modelação e desenvolvimento de uma plataforma de middleware que permitisse a integração de sistemas de informação, em todos os seus níveis (dados, lógico e apresentação), perfazendo uma federação de bibliotecas digitais distribuídas e ecléticas. Para este fim, foram estudadas as várias abordagens de modelação e organização das bibliotecas digitais, assim como os diversos sistemas e tecnologias de suporte existentes no momento inicial do trabalho. Compreendendo a existência de muitas lacunas ainda neste domínio, nomeadamente ao nível da interoperabilidade de sistemas heterogéneos e integração da semântica de metadados, decidiu-se proceder a um trabalho de investigação e desenvolvimento que pudesse apresentar eventuais soluções para o preenchimento de tais lacunas. Desta forma, surgem neste trabalho duas tecnologias, o XML e o Dublin Core, que servem de base a todas as restantes tecnologias usadas para a interoperabilidade e para a integração. Ainda utilizando estas tecnologias base, foram estudados e desenvolvidos meios simples, mas eficientes, de salvaguarda, indexação e pesquisa de informação, tentando manter a independência face aos grandes produtores de bases de dados, que só por si não resolvem alguns dos problemas mais críticos da investigação no domínio das bibliotecas digitais. ABSTRACT: The main objective of the work presented in this dissertation is the design, modulation and development of a middleware framework to allow information systems interoperability, in all their scope (data, logic and presentation), to accomplish a distributed and eclectic digital libraries federation. Several modulations and organizations were approached, and several support systems and technologies were studied. Understanding the existence of many gaps in this domain, namely in heterogeneous information systems interoperation and metadata semantic integration, it was decided to conduct a research and development work, which, eventually, could present some solutions to fill in these gaps. In this way, two technologies, XML and Dublin Core, appear to serve as the basis of all remaining technologies, to interoperate and to achieve semantic integration. Using yet these technologies, it was also studied and developed simple means, but efficient ones, to save, index and query information, preserving the independence from major data base producers, which by their selves don’t solve critical problems in the digital libraries research domain.

A necessidade de se educar para o desenvolvimento sustentável é um ponto assente nas atuais políticas educativas internacionais. Considera-se fulcral desenvolver nos alunos as competências necessárias para analisar criticamente e tomar de decisão frente às atuais problemáticas relacionadas com as dimensões ambiental, social e económica, sob uma perspetiva sistémica. No entanto, a literatura de referência aponta a escassez de recursos intencionalmente concebidos para apoiar práticas didático-pedagógicas dos professores mais coerentes com estas diretrizes. Assim, o presente estudo tem por finalidade desenvolver estratégias, conceber e explorar recursos didáticos multimédia para promover a Educação para o Desenvolvimento Sustentável (EDS), no contexto da Educação em Ciência com orientação Ciência-Tecnologia-Sociedade (CTS), através da integração das Tecnologias da Informação e Comunicação (TIC) e do envolvimento familiar (EF) nos primeiros anos de escolaridade, assim como compreender os impactes dos mesmos na alteração das práticas dos professores tornando-as mais coerentes com as orientações EDS/CTS. Face a esta finalidade, adotámos uma metodologia de natureza qualitativa, nomeadamente o Estudo de Caso na vertente multicasos, ao longo da investigação. O estudo envolveu o 1º Ciclo do Ensino Básico de um Agrupamento de Escolas de Aveiro (Portugal), nomeadamente professores, alunos e respetivos familiares. Por entender serem os professores um elemento-chave de mudança do processo educativo, o estudo envolveu a conceção e implementação de uma Oficina de Formação de professores e uma comunidade online, a servir de plataforma de comunicação entre as escolas e as famílias. Assim, para a recolha de dados recorremos às técnicas de inquérito, observação e análise documental. Os respetivos instrumentos utilizados para cada técnica foram questionários, diário da investigadora, e-portefólios reflexivos e registos de interação na comunidade online. Os dados qualitativos e quantitativos foram analisados através da técnica de análise de conteúdo e análise estatística descritiva, respetivamente. Os resultados apontam que a integração das TIC e o incentivo ao envolvimento familiar contribuem positivamente para a promoção da EDS nos primeiros anos de escolaridade. Contudo, considerando o contexto em estudo onde as escolas atendem muitas famílias provenientes de meios socioeconómicos menos favorecidos, é preciso repensar a integração das TIC, para que estas não se configurem como mais uma barreira para o envolvimento familiar. Assim, trabalhar a EDS/CTS para além dos muros da escola, envolvendo as famílias dos alunos e colocando as TIC como uma ponte de comunicação é apresentado nesta investigação como o principal contributo para a consecução da EDS.

A participação na área Euro e a atual crise financeira têm condicionado substancialmente o setor bancário português, para o qual se prevê a continuação de quebras significativas nos rendimentos e uma crescente pressão competitiva, sendo a eficiência um fator imprescindível para a sobrevivência. Foram avaliados diversos indicadores de eficiência dos principais bancos a operar em Portugal, através da metodologia DEA. As principais contribuições deste estudo consistem (1) na incorporação de novas variáveis nos modelos DEA, que refletem, para além da rendibilidade, a criação de valor e o custo de oportunidade do capital; (2) na exploração de indicadores e modelos complementares de eficiência mais exigentes que os tradicionais e (3) na aplicação de regressões fracionais aos índices DEA complementares. Os principais resultados revelam que o modelo de rendibilidade apresenta os níveis de eficiência média padrão mais elevados e o modelo de intermediação os mais baixos. Registam-se muitas ineficiências de escala e de gestão de recursos na maioria dos bancos. A aplicação de modelos bietápicos permitiu contornar a habitual problemática inerente à coexistência das abordagens de produção e intermediação. A aplicação de modelos de eficiência composta permitiu a identificação dos bancos falso-eficientes nos modelos de eficiência padrão. A aplicação de regressões para proporções, mais apropriadas que as tradicionais regressões lineares ou que o modelo Tobit, para lidar com a natureza fracionaria dos índices DEA, permitiu a identificação dos fatores determinantes da eficiência dos principais bancos a operar em Portugal. Os modelos de regressão fracional mostram evidências de melhor especificação relativamente aos modelos de regressão tradicionais. As variáveis que parecem exercer maior influência sobre os níveis de eficiência bietápica global são as variáveis internacionalização, dimensão e tipo de propriedade do capital e sobre os níveis de eficiência composta de rendibilidade são as variáveis cost-to-income, número de empregados por balcão e rendibilidade do ativo.
