Escolas públicas no campo: retrospectiva e perspectivas em um contexto de projetos políticos em disputa

In present article, we present reflections on the process of closing public schools in the countryside in Brazil. Through bibliographical survey, as well as documental research, we carried out a retrospective analysis of the historical moment in which the implementation of policies of mass education directed to people living in rural areas occurs. We have also sought to raise socio-political-economic aspects of the moment in which the process of closing these schools is intensified. The results obtained suggest possible implications of this closure policy, in addition to indicating some of the challenges posed to the public policy of education in the country; for example, the Brazilian federal context and the budget limitations imposed to subnational governments with regard to the funding of school education, particularly in relation to small municipalities and/or municipalities with low tax revenues. This situation quite often occurs because these municipalities present reduced budgets, depending largely on transfers of financial resources from other spheres of the Government, either federal or state, the so-called intergovernmental budgetary transfers; namely, the Municipalities Participation Fund. Such issues demand the resumption of debates about the federative pact, in particular with regard to fiscal federalism, given that the financial capacity of each subnational government is crucial to the implementation of educational policies.

Estudo da presença e importância atribuída aos animais nos artigos apresentados nos anais do Encontro Pesquisa em Educação Ambiental (EPEA)

Together with the increase of environmental degradation in the past few decades, the environmental education (EE) has emerged and grown all around the world. It is worrying the frequent assigning of stereotypes to the animals and the cases of disrespect to them. For these matters it was studied the presence and importance attributed to animals in the annals of six editions of an event of great significance in the field of Environmental Education, the meetings Pesquisa em Educação Ambiental (EPEAs). The animals were chosen for deserving more attention in the preservationist context, besides allowing the use of a great extent of activities in EE, regarding scholar and non-scholar organizations. The articles that presented descriptors related to animals in the title, keywords or abstract were analyzed in depth and characteristics such as segmentation of the studied population, locations where jobs tend to be performed, prevailing aspects and didactic material production, among others, were investigated and compared. It was also verified which current trends on Environmental Education currents are more frequently presented in the EPEAs articles, in order to map the Environmental Education in Brazil in the past few years, using as a basis an important theoretical framework in the area. Through the use of descriptors it was possible to define the articles that would be analyzed in depth, which is less than 6% of the total work published and represents that, until the sixth edition, the EPEAs have a minor amount of works concerning animal matters. In many of these articles animals were superficially worked, which demonstrates the necessity of approaches not only involving more the animals, but also addressing the complex environmental matter. Dossiê campo de públicas no Brasil: definição, movimento constitutivo e desafios atuais

This article introduces the Public’s Field, which brings together teachers and students of undergraduate courses in Public Administration, Public Management, Public Policy, Public Management and Social Policy in Brazil, around the republican and democratic ethos as values, and multidisciplinary approach as proposed construction of knowledge. Based on a literature review, documental analysis, and especially in participant observation of the authors as actors in the construction Field, the article is per se a dossier. It starts with the definition of the Field and describes - in detail - their constituent movement in the last 12 years, culminating in the approval of the National Curriculum Guidelines of Public Administration in 2013. The text shows the achievement and growth of Field in the country before the growing supply of undergraduate courses, stimulated by upgrading and expansion of the public sector. Finally, we list some challenges, concerning the process of institutionalization and identity.

Os valores políticos da democracia nas opiniões dos vereadores de São Bernardo do Campo, Santo André e São Caetano do Sul

The objective of this paper is to analyze the values of democracy in the opinions of the councillors of the cities of São Bernardo do Campo, Santo André and São Caetano do Sul. This paper analyzes the period of 2010 and the technique of collection and analysis data were based on the main research methods in the Social Sciences. The results were: i) democracy is stable, ii) it is superior to any other type of regime, iii) content support in some public policy and the use of voting and iv) democracy has the support of the various ideological options.

Inclusão de alunos com deficiência em escolas do campo: desafios da docência em contextos multisseriados

The challenges of dealing with diversity in the school, in a society that values standards, which homogenizes subjects, have been one of the main issues raised, both by researchers in the field of education as the segments that produce the policies in our country. The teatchers transformations, in the new needs prevailing in the era of postmodernity have inspired improvements in the teaching- -learning process and provide conditions to seek training professionals aware and critical in the process of being on social diversity. The present study aimed to investigate the challenges of teaching practice in the process of inclusion of students with disabilities in public schools in the Field of Concordia-SC. Such institutions have structures in their multigrade classes and organizations – with one teatcher for all. The methodological approach was qualitative in nature, with the instruments to collect data, semi-structured interviews and non-participant observation. We research subjects, two teachers of multigrade classes, Azucena and Dalia, which have enrollment of disabled students and the schools that comprise the Concordia Field. It was observed that as a result the main themes emerged from the interviews were: 1) Valuing and respecting the characteristics and capabilities of each student, 2) Design of classroom space as heterogeneous, rich in human diversity, 3) Cooperative work as a potentiator rhythms and different styles of learning, 4) continuing training of teachers: ensuring a “know-how”. It is hoped that the results of this study contribute to the formation and performance of the teacher in the process of inclusion of students with disabilities in school areas, especially in schools field.

Políticas participativas e a nova literatura de análise de políticas públicas: novos horizontes para agenda de pesquisa

From the organization of social movements in the late 1960s to the institutionalization of participatory politics in the Brazilian Federal Constitution in 1998 , the research agenda on participatory institutions in Brazil was not only consolidated in the academic setting as been growing and diversifying in the past decades. The main objective of this paper is to put the most recent literature of policy process applied to studies of participatory institutions. This paper assumes that the public policy are multidisciplinary epistemological field of knowledge. Thus, it is through the explanation of some of his theories and models of the policy process analysis that we aims to show new perspectives for the research agenda on participatory institutions.

Introdução à pesquisa com sequências didáticas na formação continuada online de professores de ciências

The integration of research in teaching practices assumes increasing importance and complexity in education. One aspect involved in this issue and poorly investigated is the training of teachers for the development of research linked with their practices. In this context, we present a training for research developed on a distance-learning course in the Science Teaching, which involves the design, implementation and analysis of didactic sequences: the Study Guide to the Initiation of the Term Paper (SGITP). Our research goal is to present a training proposal produced from the results collected from a survey of the literature of the area, and to investigate its application and its results in the teachers' continuing education program. Using data extracted from the production of students and tutors, we concluded that SGITP had a good acceptance among them and it was positively evaluated by teachers, in addition to promoting a greater understanding of research.
