This paper sheds light on an unusual political influence mechanism, i.e. the influence of a non-EU member state on agendas and policies at the level of the EU and EU members states. Borrowing both from the literatures on policy diffusion as well as on the influence of small member states in EU decision-making, we argue that such an influence is fostered by both structural and agency-related factors. We illustrate this potential influence with a case study on the regulation of micropollutants in waterbodies. Adopting a mixed-method approach, we show that the upstream location of Switzerland, its integration into transnational networks as well as joint water basin institutions provides the country with structural opportunities to diffuse policy innovation to the EU’s policy agenda and member states’ policies. In addition, agency-related factors matter as the EU or member states can point to Switzerland as a successful example or pioneer, especially since the Swiss policy is in line with an overall EU strategy on reducing negative impacts of chemicals on humans and the environment.

Three well-dated pollen diagrams from 1985 m, 2050 m, and at the tree line at 2150 m asl show the vegetational succession in the central Altai Mountains since 16 cal ka BP. Pioneer vegetation after deglaciation was recorded first at the lowest site. Subsequently, dense dry steppe vegetation developed coincident with the change from silt to organic sediments at the two lower sites, but silt lasted longer at the highest site, indicating the persistence of bare ground there. Forests of Pinus sibirica, Pinus sylvestris, Picea obovata, Larix sibirica, Abies sibirica, and Betula pendula started to develop about 12 cal ka BP with the change to a warmer and wetter climate at the beginning of the Holocene. Results indicate that the timberline did not rise above the highest site. Mesophilous dark-coniferous forests were fully developed by 9.5 cal ka BP. The role of Abies and Picea decreased by about 7.5 cal ka BP suggesting cooler climate, after which the forests changed little until today. The vegetational development in this portion of the central Altai Mountains is compatible with that described in neighbouring areas of the Altai, southern Siberia, Mongolia, and Kazakhstan.

The European larch (Larix decidua Mill.) is a pioneer, very long-lived, fast-growing coniferous tree, which occurs in the central and eastern mountains of Europe, forming open forests or pasture woods at the upper tree limits. Larch is the only deciduous conifer in Europe as an adaptation to continental alpine climates. In fact, it is able to tolerate very cold temperatures during winter and, by losing its needles, avoids foliage desiccation. It is a transitional species, colonising open terrain after natural disturbances. It forms pure stands but more often it is found with other alpine tree species, which tend to replace it if no other disturbances occur. Thanks to its adaptability and the durability of its wood, the European larch represents an important silvicultural tree species in the alpine regions, planted even outside its natural ranges. Its wood is largely used for carpentry, furniture and pulp for paper. In lower altitudes or with high precipitation rates, larch is more susceptible to fungal diseases. Outbreaks of insect defoliators, principally caused by the larch bud moth (Zeiraphera diniana), can limit tree development, with economic losses in plantations, but they rarely lead to the death of the trees.

Measurements of the natural background radiation have been made at numerous places throughout the world. Very little work in this field has been done in developing countries. In Mexico the natural radiation to which the population is exposed has not been assessed. This dissertation represents a pioneer study in this environmental area. The radiation exposure which occupants within buildings receive as a result of naturally occurring radionuclides present in construction materials is the principal focus.^ Data were collected between August 1979 and November 1980. Continuous monitoring was done with TLDs placed on site for periods of 3 to 6 months. The instrumentation used for "real-time" measurements was a portable NaI (Tl) scintillation detector. In addition, radiometric measurements were performed on construction materials commonly used in Mexican homes.^ Based on TLD readings taken within 75 dwellings, the typical indoor exposure for a resident of the study area is 9.2 (mu)Rh('-1). The average reading of the 152 indoor scintillometer surveys was 9.5 (mu)Rh('-1), the outdoor reading 7.5 (mu)Rh('-1). Results of one-way and multi-way analyses of the exposure data to determine the effect due to building materials type, geologic subsoil, age of dwelling, and elevation are also presented. The results of 152 indoor scintillometer surveys are described. ^

Transcription factors must be able to access their DNA binding sites to either activate or repress transcription. However, DNA wrapping and compaction into chromatin occludes most binding sites from ready access by proteins. Pioneer transcription factors are capable of binding their DNA elements within a condensed chromatin context and then reducing the level of nucleosome occupancy so that the chromatin structure is more accessible. This altered accessibility increases the probability of other transcription factors binding to their own DNA binding elements. My hypothesis is that Foxa1, a ‘pioneer’ transcription factor, activates alpha-fetoprotein (AFP) expression by binding DNA in a chromatinized environment, reducing the nucleosome occupancy and facilitating binding of additional transcription factors.^ Using retinoic-acid differentiated mouse embryonic stem cells, we illustrate a mechanism for activation of the tumor marker AFP by the pioneer transcription factor Foxa1 and TGF-β downstream effector transcription factors Smad2 and Smad4. In differentiating embryonic stem cells, binding of the Foxa1 forkhead box transcription factor to chromatin reduces nucleosome occupancy and levels of linker histone H1 at the AFP distal promoter. The more accessible DNA is subsequently bound by the Smad2 and Smad4 transcription factors, concurrent with activation of transcription. Chromatin immunoprecipitation analyses combined with siRNA-mediated knockdown indicate that Smad protein binding and the reduction of nucleosome occupancy at the AFP distal promoter is dependent on Foxa1. In addition to facilitating transcription factor binding, Foxa1 is also associated with histone modifications related to active gene expression. Acetylation of lysine 9 on histone H3, a mark that is associated active transcription, is dependent on Foxa1, while methylation of H3K4, also associated with active transcription, is independent of Foxa1. I propose that Foxa1 potentiates a region of chromatin to respond to Smad proteins, leading to active expression of AFP.^ These studies demonstrate one mechanism whereby a transcription factor can alter the accessibility of additional transcription factors to chromatin, by altering nucleosome positions. Specifically, Foxa1 exposes DNA so that Smad4 can bind to its regulatory element and activate transcription of the tumor-marker gene AFP.^

Studies have shown that rare genetic variants have stronger effects in predisposing common diseases, and several statistical methods have been developed for association studies involving rare variants. In order to better understand how these statistical methods perform, we seek to compare two recently developed rare variant statistical methods (VT and C-alpha) on 10,000 simulated re-sequencing data sets with disease status and the corresponding 10,000 simulated null data sets. The SLC1A1 gene has been suggested to be associated with diastolic blood pressure (DBP) in previous studies. In the current study, we applied VT and C-alpha methods to the empirical re-sequencing data for the SLC1A1 gene from 300 whites and 200 blacks. We found that VT method obtains higher power and performs better than C-alpha method with the simulated data we used. The type I errors were well-controlled for both methods. In addition, both VT and C-alpha methods suggested no statistical evidence for the association between the SLC1A1 gene and DBP. Overall, our findings provided an important comparison of the two statistical methods for future reference and provided preliminary and pioneer findings on the association between the SLC1A1 gene and blood pressure.^

The author George (Georgia?) Plunkett Red was the wife of Samuel Clark Red (1861-1940). Dr. Red was the son of Texas pioneer physician Dr. George Clark Red. Dr. Samuel Clark Red was “the county physician of Harris County, one of the organizers of the Harris County Medical Society, a fellow of the American College of Surgeons, and president of the Texas Medical Association.” Not much is known about the author, but given her husband’s position and family history, it can be surmised that she was interested in history and had access to some of the children of other pioneer medical families. There is a brief bibliography for each of the chapters. Part Two of the book consists of biographies of physicians from Texas Counties. Linton Kwesi Johnson, poeta jamaiquino, fue el pionero de la poesía dub con su obra Dread Beat and Blood, su primer LP. En su búsqueda estética, la calle adquiere una relevancia primordial pues la poesía dub ha comunicado todo el resentimiento que desemboca en el disturbio. De allí que haya inspirado a las minorías a enfrentarse con las fuerzas del orden en las calles. Emparentada con el reggae, la poesía dub se yergue como estrategia de liberación. Esta investigación explora los orígenes y el desarrollo de esta poesía dentro y fuera de las Antillas, analizando algunos ejemplos concretos.

La textualidad que proporcionan los testimonios permite un acercamiento a la reconstrucción y explicación del discurso deportivo y el entendimiento del uso del cuerpo en actividades inapropiadas para una sociedad de inicios del siglo XX

La investigación en educación histórica, de naturaleza esencialmente cualitativa en la línea de los trabajos pioneros de Peter Lee y Denis Shemilt en el Reino Unido, ha sido especialmente fructífera para una enseñanza de calidad. Actualmente, uno de sus enfoques más relevantes ha sido la prospección de indicadores de conciencia histórica de los jóvenes, en la perspectiva del filósofo Jörn Rüsen. Dentro de este marco teórico, se desarrolló un estudio con alumnos portugueses del 9° año de escolaridad con el fin de explorar, a través de las narrativas que construyen sobre la Historia del país y del mundo contemporáneo, las relaciones implícitas entre comprensión del pasado y formación de identidades a nivel nacional y global, en conexión con las concepciones acerca de cambio histórico y orientación temporal. Los resultados que se presentan son discutidos como diagnóstico de la construcción de la conciencia histórica de los jóvenes, constituyéndose como una base de reflexión para prácticas consistentes en el área de Enseñanza de la Historia
