Measuring entrepreneurial activity in low-teledensity countries

In 2009, a team of 38 researchers carried out the Global Entrepreneurship Monitor (GEM) survey of social and business entrepreneurial activity in the Kingdom of Tonga. The GEM survey estimates the proportion of the population involved in business and social start-ups and new firm creation. This paper describes not the results of the survey but rather the methodology employed. Because Tonga is spread out over a swath of the Pacific Ocean, the team faced challenges in terms of survey design, field work, logistics, and quality control. To meet the standards of rigour, we designed a 'ruggedised method' for measuring entrepreneurial activity. Countries with a teledensity threshold of less than 30% (fixed lines per 100 inhabitants) present serious challenges to survey designers. The study discusses questionnaire preparation, recruitment and training of interviewers as well as survey design issues such as sample size, response rate, sampling weights, and lessons learned. The report will assist other teams in measuring entrepreneurial activity in low-teledensity countries and provides guidelines when the study is repeated elsewhere. The study also proposes a way forward to incorporate new technologies such as tablet PCs, GPS, and GIS to address the dilemmas of measuring entrepreneurial activity in low-teledensity countries.

Ethical tensions and academic leaders

Internationally universities have been characterized by shrinking government funding, fierce competition for student enrolments, and greater pressures to become commercially viable. It is against this complex background that academic leaders have been required to confront and resolve a magnitude of conflicting interests as they seek to balance a variety of values in their decision-making processes. In this article we put forward a model of ethical decision-making developed from empirical research and literature. To test the efficacy of the model, a case scenario is posed. The article concludes by raising a number of implications for academic leaders regarding ongoing professional learning needed in this area.

Ethical issues for internet use policy : balancing employer and employee perspectives

An organisational internet use policy (IUP) is a recognised deterrent to manage insider internet misuse. However, IUPs have proven ineffective against this threat, perhaps because of their neglect of the ethical issues involved. An important part of setting an IUP involves the resolution of key ethical dilemmas when employer and employee perspectives conflict. This paper explores the ethical issues that must be addressed when developing an organisational IUP. It draws on a conceptual analysis and an interpretive study of five medium-size and large organisations in Australia and North America. The paper provides a set of key ethical issues for an IUP and compares and contrasts the employer and employee perspectives. It highlights the need to balance the employer and employee perspectives when setting an IUP. Other implications for theory and practice are discussed.

Today's university : mimicry versus creativity

There are significant dilemmas associated with the contemporary way in which convergence to neo-liberal ideology and norms coheres to support an economic view of ‘development’ and ‘modernization’ that seriously threatens values integrity in what Samir Amin refers to as ‘peripheral’ societies. Recognizing this issue leads us to look more deeply at the problems of convergence and divergence from neo-liberal hegemony and norms when we engage issues of institutional reform and to what extent we can map out an alternative way of engaging globalization that allows the maintenance of creative values integrity and dignity. The core argument of this paper is that the problem of creativity in higher education is related to our struggle against isomorphic mimicry. If we are to challenge or ameliorate the influences of convergent isomorphism in higher education, upon what theoretical basis can we begin our discussion?

Pedagogy of connections : findings of a collaborative action research project in outdoor and environmental education

Improving human-nature relationships is often a stated aim of outdoor education, yet this aim is not always made explicit in practice. This paper reflects on a pedagogical intervention which aims to find ways to explicitly develop students' connections with natural places through a tertiary outdoor and environmental education program. It describes the intervention process, which is guided by principles of collaborative action research. Furthermore, the intervention uses a multi-pronged teaching approach incorporating repeated visits to natural places utilizing different 'ways of knowing', weekly readings, journal writing, collaborative discussions, and others. We summarize the key findings of the research project and report that repeated visits to a natural place using different ways of knowing (e.g., historical, scientific, ecological, artistic, experiential, etc.) are influential in improving connections. We conclude with a discussion of the opportunities and dilemmas of using action research as a form of pedagogy.

‘No one will ever know...’ : the Holocaust, ‘privileged’ Jews, and the ‘grey zone’

This paper explores the problems of judgement and representation in relation to Jewish victims of the Holocaust who occupied so-called privileged positions in the camps and ghettos. Such figures, forced to act in ways that have proven controversial both during and after the war, faced unprecedented ethical dilemmas under Nazi persecution. Taking Auschwitz survivor Primo Levi’s highly influential essay on the ‘grey zone’ as a point of departure, I examine the extreme situations confronted by prisoner doctors, an important – though little discussed – category of ‘privileged’ Jews. Investigating the synergies between history, memory and film, I focus particularly on the case of Gisella Perl, a prisoner doctor whose experiences in Auschwitz-Birkenau are represented in her memoir and a recent fiction film. The emotionally and morally fraught circumstances of prisoner doctors can never be fully understood, yet reflecting on the double binds they faced, and acknowledging the inherent problems involved in representing and judging them, enables a nuanced approach to the moral complexities of the Holocaust.

Teaching ethics in organisational behaviour : a Humean viewpoint

Problem Statement: Concepts of ethics have rarely been easy to teach in the organizational behaviour curriculum. The philosophical bases of ethics are often abstract and prone to multiple interpretations and dilemmas. The changing global environment of organisations adds complexity to the interacting values that people bring into the workplace. To redress the situation, this articlerepresents the stance of David Hume on human morality and proposes an original nexus of his concepts for application in the teaching and learning of ethics in the field of organizational behaviour.

Method: Based on the literature, we develop a conceptual model from a thread drawn between Hume’s influence on the Scottish Enlightenment and accordingly the current complex business environment which was fostered in part by the economic models espoused by his Enlightenment associates. The concepts are presented as a matrix and relevant examples are explained in this context.

Results: Pointing out the challenge of the global rifts in organisational morality, we relate the fable of the traveller from Hume’s writings and make the point that the Humean nexus, now distilled from the elaborate reasoning of Hume, provides educators and managers alike with a helpful centre of gravity around which to develop analyses of decisions and actions in order to gain moral perspective that transcends time and place.

Conclusions: Business ethics lessons have sometimes been abstract and emotive in organisational Behavior education but the empirical concepts of Hume in this new form have the potential to be useful and agreeable for many.

Professional ethics for UK construction professionals

The construction industry has a number of unique characteristics, including a temporary organisational structure, and it is one of the most dangerous of all industries. Therefore, it is important for construction professionals to have a high level of professional ethics. However, the public standing of construction professional ethics may not be high and it attracts a lot of attention.

This paper investigates UK construction professionals' view on professional ethics. The issues which are investigated for quantity surveyors include their view on ethical behaviours, their ranking and rating of parties and constituencies when they face ethical dilemmas and their opinion on whether they think the ethical standards have declined over the last decade. The paper also outlined the UK construction managers' view on the ethical perception of other construction managers. In addition, the factors influencing the ethical decision making of the UK quantity surveyors and construction managers are also identified. Furthermore, the background of influence on the views of professional ethics is also outlined.

The research method of the project is through questionnaire survey, one set of questionnaires was sent to quantity surveyor and the other was sent to construction managers. The questions in the questionnaires are developed from the previous literature.

Is this a meaningful learning experience? Interactive critical self-inquiry as investigation

What conditions enable educators to engage in meaningful learning experiences with peers and beginning practitioners? This article documents a self-study on our actions-in-practice in a peer mentoring project. The investigation involved an iterative process to improve our knowledge as teacher educators, reflective practitioners, and researchers. Data sets included: video-stimulated reflections; audiotaped reflexive dialogue; individual and shared reflective writings. Data analyzed through the iterative process revealed competing tensions that were not addressed by the triad, leading to a less than meaningful learning experience. We sought to name the dilemmas and document how they impeded meaningful learning; identifying tensions proved useful in data interpretation. The research led us to focus on the tension between collegiality and criticality. Managing this tension requires being authentic with and accepting of the other and working with cognitive dissonances. Collegiality and criticality together promote reflexivity and increase growth, leading to new professional knowledge.

Color, champagne, and trademark secondary meaning surveys : devilish detail

This article first outlines the requirements for trademarking color and describes the VEUVE CLICQUOT brand. It then describes possible designs for testing whether the color orange serves as a trademark. For each element of the survey, the design dilemmas that must be resolved prior to implementation are described, and specific solutions to these design dilemmas are suggested. As a final contribution, the article looks at arguments that may be raised against the design elements and suggests ways that these arguments may be anticipated and minimized by using a specific design logic. In this way, this article will help expert researchers produce specific, defensible designs that will be of use to courts and tribunals.

An ethnography of housing : public housing work in Victoria

This thesis examines the everyday practices of housing officers working in the Victorian Office of Housing, a large public sector statutory authority providing rental housing to low–income households. Housing officer work has changed substantially associated with the shift from the provision of ‘public housing’ in the post–WWII period to the provision of ‘welfare housing’ from the early 1980s. These changes are evident in both the formal organisation of work and day–to–day practices. The principal research question addressed is ‘How has the work of staff in the Victorian Office of Housing changed as a consequence of the shift from the provision of ‘public housing’ in the post–WWII period to the provision of ‘welfare housing’ from the early 1980s?’

This question is addressed by presenting an historically informed ethnography of the Office of Housing. Research was undertaken over a twelve–month period through interviews, participant observation and the collection of documents. The data collected through the use of these methods provided the basis for the presentation of ‘thick descriptions’ of the work of staff employed to provide rental housing to low–income households.

The research into this large hierarchical formal organisation was undertaken in three offices: a local suburban office, a regional office and head office. This enabled connections and tensions in direct service delivery work and policy work to be identified and analysed. It revealed that the experience of the shift from the provision of public housing to the provision of welfare housing has not been uniform and underscores the importance of understanding organisations as socially constructed.

Staff work was analysed by distinguishing four overarching problems consistently referred to by staff and highlighted in formal reviews. First, ‘problems with tenants’ refers to the changing profile of tenants and staff responses and interactions. Second, the ‘problem with rent’ centres on setting and collecting rents from very low–income tenants. Third, the ‘problem with housing standards and assets’ focuses on housing quality, maintaining properties and the tenant use of properties. Fourth, the ‘problems with the organisation’ are found in the constant searching for the best ways of defining roles, leading and communicating within a large and geographically distributed organisation. These are the features of work which present dilemmas for those who seek to produce better services for households who live in public housing.
