Call & Response is the newsletter of the South Carolina African American Heritage Commission, whose mission is to identify and promote the preservation of historic sites, structures, buildings, and culture of the African American experience in South Carolina. This is volume X number 2 and includes a message from the chair, list of board members, spotlight on Vitoria A. Smalls and the agenda for the annual conference and awards ceremony.

Library, Archives and Museum Annual Assessment Report, 2004-2005

The Library, Archives and Museum are a major component of South Carolina’s only state-assisted military college, The Citadel. They participate in the teaching, research, and public service programs of The Citadel: by providing scholarly information; by the acquisition, organization, management, preservation, and arrangement of collections for access and use; by provision of supportive reference and instruction services; and by a variety of cooperative and reciprocal programs in the local area, the region and the state. This annual report discusses their activities for the year 2004/05.

FY 2014-15 & 2015-16 Evaluation of State-Funded Full-Day 4K, part I

This report documents the expansion of 4K and expenditure of funds in Fiscal Years 2014-15 and 2015-16; provides 2015-16 projections for the number of at-risk four-year-olds in each school district and the number of at-risk four-year-olds served in a publicly funded program using available information; details the results of the CIRCLE assessment, which was administered to children in publicly-funded four-year-old (4K) and five-year-old (5K) kindergarten during the 2014-15 school year; describes the four language and literacy assessments that measure 4K and 5K students’ abilities during the 2015-16 school year; and discusses how 4K quality can be defined and the important role of teacher-child instructional interactions in assessing quality of publicly-funded 4K.

Some topics covered are a message from the president of the South Carolina Board of Funeral Service, board meeting dates, information about new members, fines for inspection violations and continuing education.

State agency resource manual

Many state agencies provide beneficial services for minorities. However, many minorities and some agencies that serve minorities are not aware of these services. This Resource Manual provides a listing of programs and services various state agencies offer. These programs and services include alcohol and substance abuse treatment, victim assistance, financial services, educational services, disabilities and special needs, insurance services, youth programs, business enterprise development, etc.

State of minorities abstract

This document describes by category the plight or well-being of the State's minority population. It is intended to enlighten the members of minority communities, other citizens of South Carolina, public and private agencies, and policy makers regarding the socioeconomic conditions of minorities in the State and factors that contribute to those conditions. The abstract includes a historical perspective of the minority population, beginning with the State's colonial period. Additionally, it includes a section that discusses current and projected changes in the State's minority population and the implications of those changes for minority persons and the State of South Carolina.

Enhancement to the Mortgage Licensing Process

The Consumer Finance Division of the South Carolina State Board of Financial Institutions is responsible for the supervision, licensing and examination of all consumer finance companies, deferred presentment companies, check cashing companies, and non-depository mortgage lenders and their loan originators. This project specifically focuses on the licensing of Mortgage Lender/Servicer ( company), Mortgage Lender/Servicer Branch (branch) and Mortgage Loan Originator (loan originator) licenses. The problem statement is how the Division can handle increasing the number of mortgage loan originators in the state without delaying the time to process applications. The goal of this project is to make the current licensing process more efficient so that the Division can handle the increased workload without having to hire additional personnel.

South Carolina Office of the State Treasurer Department of Internal Audit Policies and Procedures Manual

The purpose of this project is to develop a Policy and Procedures Manual as a written guidance for applicable and required procedures to identify processes which will improve the effectiveness of risk management, control, and governance process through the Department of Internal Audit of the South Carolina Office of the State Treasurer's Internal Audit functions.
