L’objectif de ce mémoire est de réaliser une étude descriptive et évaluative de la vulnérabilité du wilayat Bawshar (district du gouvernorat Mascate, capitale du Sultanat d’Oman), face au risque cyclonique et ce, dans le but de promouvoir la prévention et l’adaptation. À partir des diverses méthodes d’analyse de la vulnérabilité, présentées dans le cadre théorique, nous souhaitons développer une méthode basée sur la prémisse que la vulnérabilité est un système composé de plusieurs facteurs. Cette méthode sera ensuite adaptée au contexte du wilayat Bawshar en lien avec le risque cyclonique. Cette approche est réalisée autour de trois dimensions de la vulnérabilité : physique, sociale et institutionnelle. À la suite de l’application à notre cas d'étude des différentes théories et méthodes analytiques, réalisée grâce à une analyse qualitative et quantitative, générée par une recherche documentaire, des entrevues semi-dirigées, des données statistiques et géomatiques, une observation directe du terrain d’étude ainsi qu’un sondage, voici les importants résultats que nous avons obtenus : les cyclones affectant le gouvernorat de Mascate génèrent d’importants dommages tels que les pertes de vies humaines, la destruction des maisons et des principaux réseaux de transport, ainsi que d’autres perturbations, ceci dû principalement aux inondations émanant des cyclones. Cet endommagement s’explique par la combinaison et l’interaction de plusieurs facteurs tels que les changements océanographiques et atmosphériques affectant le pays ainsi que la topographie et l’hydrologie du site. Les facteurs tels que l’étalement urbain, l’urbanisation de zones à risques, l’explosion démographique, la non diversification de l’économie ainsi que les conditions socio-économiques amplifient la vulnérabilité face au risque cyclonique. Toutefois d’autres facteurs et changements réalisés par le Sultanat d’Oman dans les dernières années diminuent la vulnérabilité de sa population et réduisent l’endommagement à la suite de tels aléas. Parmi eux, nous retrouvons le développement que le pays a soutenu depuis 1970 dans plusieurs secteurs tels que la santé, l’éducation, les infrastructures et l’instauration de politiques de développement durable visant à diversifier l’économie. Depuis le passage des cyclones Gonu et Phet au Sultanat d’Oman, la gestion des risques est au centre même des priorités gouvernementales.

Ce mémoire est une étude sur le développement local comme stratégie de lutte contre la pauvreté en Haïti. C'est une étude de cas sur une stratégie qui a été implantée par la WVI dans plusieurs communautés pauvres en Haïti, le Programme de Développement de zone (PDZ). Nous avons cherché à savoir comment le PDZ a permis de mettre en place un projet de développement local de lutte contre la pauvreté dans ces communautés. Plus spécifiquement, nous avons analysé, à l'aide de la perspective de Klein et al. (2011), le type de stratégie de développement local auquel le PDZ correspond et vu comment il implique les communautés visées. En effet, plusieurs dimensions, dont la majorité proposée par Klein et al. ont été analysées : le transfert de la stratégie aux leaders locaux ; le processus de leadership local (individuel, organisationnel et socio-territorial) ; la mobilisation des ressources endogènes et exogène ; l'utilisation créative des programmes publics ; la gestion locale des conflits et apprentissage collectif ; et la construction d'une identité positive et d'un sentiment d'appartenance. Ce mémoire fait ressortir une critique souvent adressée à l'endroit des interventions des ONGI, à savoir que la situation de dépendance qu'elles engendrent compte tenu de l'approche assistentialiste sur laquelle elles sont souvent échafaudées. Particulièrement, l'étude du PDZ, nous renseigne que dans un contexte de grande pauvreté, de cumulation de désavantages (en termes de ressources humaines, économiques, politiques), ou d'obstacles objectifs, le développement par initiatives locales soulève des défis et enjeux majeurs. Les données montrent que la stratégie du PDZ __ bien qu'elle soit parvenue à développer un leadership local ; à favoriser une circulation limité de ressources économiques ; à permettre la construction d'une identité positive chez certaines personnes ; __ ne permet pas une mobilisation locale co-construite qui viendrait maintenir les actions mises de l'avant en faveur des priorités dégagées par les communautés elles-mêmes. Enfin, à travers l'analyse nous avons pu conclure qu'elle correspond à un modèle top-down.

Ce document s’inscrit dans la foulée des préoccupations mondiales sur le devenir des villes au XXIe siècle. Il questionne les façons de faire qui contribuent à un développement de qualité des cadres de vie des citoyens. Les processus d’idéation de type atelier et charrette sont retenus en regard de leurs valeurs mobilisatrices et consensuelles qui répondent aux principes du développement durable. La problématique posée concerne l’adaptation de leur structure de fonctionnement au contexte local dans lequel il s’applique et de leur performance à induire les résultats escomptés. Une analyse comparative de trois études de cas révèle que le processus d’idéation se singularise en fonction des modalités de communication nécessaires pour progresser dans la démarche de planification des projets et conjointement à ceci, confirme que leur performance réside en leur capacité de rassembler l’ensemble des acteurs du projet en un même lieu. À l’issue de notre étude, nous fournissons un procédurier préliminaire pour diriger la mise en œuvre de processus d’idéation localement.

Lorsqu’un site ou un bien est protégé par un statut patrimonial, tant national que local, les règlements d’urbanisme sont un des principaux outils d’encadrement des modifications de l’environnement bâti. Comment ces règlements participent-ils à la conservation des valeurs patrimoniales ? Pour explorer cette question, nous avons choisi le cas de l’arrondissement historique et naturel du Mont-Royal (AHNMR, renommé en 2012 site patrimonial du Mont-Royal), un site majeur pour l’identité de Montréal. Nous avons recensé les valeurs patrimoniales attribuées au site et analysé le processus de gestion des projets dans les quatre arrondissements qui se répartissent la partie montréalaise du territoire de l’AHNMR; nous avons également analysé quelques demandes de permis. Le processus est complexe, d’autant plus que l’évaluation est en bonne partie discrétionnaire, incluant des analyses de fonctionnaires et de comités consultatifs de même que des exercices de consultation publique. La recherche a permis de mettre en lumière que les règlements d’urbanisme ont tendance à se concentrer sur les valeurs dont la matérialité est connue (valeurs architecturales et paysagères notamment) et à délaisser les valeurs immatérielles (valeurs d’usage, valeurs identitaires et emblématiques). La juxtaposition des valeurs peut atténuer ce déséquilibre en protégeant une valeur immatérielle par l’entremise d’une valeur matérielle. La documentation des valeurs patrimoniales et de leur incarnation dans l’aménagement d’un site revêt une importance majeure pour l’application des critères d’évaluation. De plus, l’évaluation discrétionnaire apporte de multiple points de vue sur un projet, des opinions d’acteurs, experts en patrimoine ou non, généralement absents de l’évaluation des projets, ce qui contribue à l’évolution de ces derniers. Les consultations publiques donnent lieu à la réévaluation des valeurs patrimoniales ainsi qu’à l’approfondissement des connaissances.

In a global context of climate change and energy transition, Quebec seems to be privileged, producing a large amount of cheap hydroelectricity. But aside from the established popular belief that Quebec’s energy is abundant, clean and inexpensive, Quebec’s energy future is still precarious. Within a few decades, Quebec will have to import a significant amount of electricity at a higher price than it actually produces it; the cheap exploitable hydro resources will not only get scarcer if not nonexistent; and the national hydroelectric ``cultural`` heritage even seems to quell the development of alternative energies, letting few space for local innovation coming from municipalities. While in many countries, municipalities are recognised as key figures in the energy sector, here, in Quebec, their role in the national energy system seems marginal. As main actors responsible for territorial planning, it seams that municipalities could play a more important role on Quebec’s energy scene. So they can densify their territory, develop active and collective solutions to transportation issues, they can adopt exemplary energetic habits, they can produce their own energy with wind, solar or even district heating systems. District heating and heat networks being less well know and documented in Quebec, the present study aims at explaining their low penetration level in the Quebec energy landscape. The study also attempts to understand what are the main hurdles to the implementation of district heating in Quebec’s particular energetic context. Finally, the research tries to open a discussion on the motives that could incite municipalities to adopt district heating as an energy alternative. Based on some twenty interviews with key actors of the energy and municipal sectors, the findings give some indications that the low penetration level of district heating in the Quebec municipalities could explain itself in part by : the low priced hydroelectricity, the presence of a comfortable, sufficient and pervasive Hydro-Quebec(er) culture, and also by organizational dynamic and a certain political inertia which limit the appropriation of an energy competence by local governments. In turn, the study shows that district heating solutions are more likely to develop in contexts in which : there are minimum urban or energy density levels; the development of district heating coincides with the local or regional economic structure; and where exist a mobilising local leader or local visions from a community in favor of the implementation of alternative energy systems.

La gestion des villes d’Afrique de l’Ouest pose problème à la période contemporaine : extension urbaine non maitrisée, services de base insuffisants, insécurité foncière. À travers l’aide internationale, d’importantes réformes visant à améliorer son efficacité ont pourtant été mises en place, mais elles semblent avoir été inefficaces. Dépassant ce constat d’échec, la thèse vise à comprendre comment se déroule l’acte de gérer la ville dans les circonstances particulières des villes d’Afrique de l’Ouest. La mise en œuvre du Registre foncier urbain (RFU), système d’information foncière municipal multi-fonctions introduit au Bénin à travers des programmes de développement au début des années 1990, constitue le prisme à travers lequel la gestion urbaine est analysée. Celle-ci est ainsi approchée par les actes plutôt que par les discours. S’appuyant sur une démarche socio-anthropologique, la mise en œuvre de l’instrument est analysée depuis le point de vue des acteurs locaux et selon une double grille de lecture : d’une part, il s’agit de saisir les logiques de l’appropriation locale dont le RFU a fait l’objet au sein des administrations; d’autre part, il s’agit de comprendre son interaction avec le territoire, notamment avec les dynamiques complexes d’accès au sol et de sécurisation foncière. Une étude de cas multiple a été menée dans trois communes : Cotonou, Porto-Novo et Bohicon. Deux ensembles de conclusions en découlent. Tout d’abord, le RFU s’est imposé comme l’instrument pivot de la fiscalité locale, mais est mis en œuvre de manière minimale. Ce fonctionnement particulier est une adaptation optimale à un contexte fait de rivalités professionnelles au sein d’administrations cloisonnées, d’enjeux politico-financiers liés aux différentes sources de revenus communaux et de tensions politico-institutionnelles liées à une décentralisation tardive. Les impacts du RFU en termes de développement des compétences professionnelles nationales sont insuffisants pour réformer la gestion urbaine depuis l’intérieur de l’administration municipale. Ensuite, alors qu’il vise à centraliser l’information sur les propriétaires présumés de la terre, le RFU se heurte à la marchandisation de cette information et à la territorialisation de la régulation foncière. La mise en œuvre du RFU s’en trouve affectée de deux manières : d’une part, elle s’insère dans ces circuits marchands de l’information foncière, avec cependant peu de succès ; d’autre part, elle a un impact différencié selon les territoires de la régulation foncière. En définitive, l’acte de gérer la ville au Bénin n’est pas devenu automatique avec l’introduction d’instruments comme le RFU. La municipalité se repose plutôt sur les piliers classiques de l’action publique, l’administration et le politique, pour gérer la ville plurielle de manière différenciée. À l’endroit des concepteurs d’action publique, cette thèse plaide pour une prise en compte des modes de régulation existant dans les sociétés africaines, fussent-ils pluriels, reconnaissant les voies originales que prend la construction des institutions en Afrique.

The study has wider policy implications as it identifies the possible variables which influence the sustainability of participatory productive sector projects. The method which is developed to study the sustainability of projects under People’s Planning in Chempu Panchayat could be used for studying the same in other panchayats also. Unlike the case of the standard features of sustainability identified, the independent variables vary according to the nature of the project. Hence, this needs to be modified accordingly while applying the method in a dissimilar domain. Selection of a single panchayat for the present study is relevant on the basis of a common package of inputs for decentralised planning which is forwarded by the State Planning Board respectively for the three-tier panchayat system in Kerala. The dynamic filed realities could be brought out in view of a comprehensive planning approach through an in depth study of specific cases.The assessment of the nature and pattern of productive sector projects in the selected Village Panchayat puts the projects under close scrutiny. The analysis has depended largely on secondary sources of information, especially from panchayat level plan documents, and also on the primary information obtained using direct observation and on-site inspection of project sites. An analysis of the nature and pattem of productive sector projects is important as it gives all necessary information regarding follow-up, monitoring/evaluation and even termination of a particular project. It has also revealed the tendencies of including infrastructure and service sector projects under ‘productive’ category, especially for maintaining the stipulated ratio (40:30:30) of grant-in-aid distribution. The study regarding the allocation and expenditure pattern of plan funds is vital in policy level as it reveals the under-noticed allocation and expenditure pattern of plan funds other than grant-in-aid. One major limitation of the study has been the limited availability of secondary data, especially regarding project-wise expenditure and monitoring/evaluation reports of various project committees.

Production Planning and Control (PPC) systems have grown and changed because of the developments in planning tools and models as well as the use of computers and information systems in this area. Though so much is available in research journals, practice of PPC is lagging behind and does not use much from published research. The practices of PPC in SMEs lag behind because of many reasons, which need to be explored This research work deals with the effect of identified variables such as forecasting, planning and control methods adopted, demographics of the key person, standardization practices followed, effect of training, learning and IT usage on firm performance. A model and framework has been developed based on literature. Empirical testing of the model has been done after collecting data using a questionnaire schedule administered among the selected respondents from Small and Medium Enterprises (SMEs) in India. Final data included 382 responses. Hypotheses linking SME performance with the use of forecasting, planning and controlling were formed and tested. Exploratory factor analysis was used for data reduction and for identifying the factor structure. High and low performing firms were classified using a Logistic Regression model. A confirmatory factor analysis was used to study the structural relationship between firm performance and dependent variables.

The basic idea behind improving local food security consists of two paths; first, accessibility (price, stock) and second, availability (quantity and biodiversity); both are perquisites to the provision of nutrients and a continuous food supply with locally available resources. The objectives of this thesis are to investigate if indigenous knowledge still plays an important role in traditional farming in the Minangkabau`s culture, thus supporting local food security. If the indigenous knowledge still plays a role in food culture in the Minangkabau`s culture which is linked to the matrilineal role and leads to a sound nutrition. Further, it should be tested if marantau influences traditional farming and food culture in Minangkabau`s, and if the local government plays a role in changing of traditional farming systems and food culture. Furthermore this thesis wants to prove if education and gender are playing a role in changing traditional farming system and food culture, and if the mass media affects traditional farming systems and food culture for the Minangkabau. The study was completed at four locations in West Sumatera; Nagari Ulakan (NU) (coastal area), Nagari Aia Batumbuak (NAB) (hilly area), Nagari Padang Laweh Malalo (NPLM) (lake area), Nagari Pandai Sikek (NPS) (hilly area). The rainfall ranged from 1400- 4800 mm annually with fertile soils. Data was collected by using PRA (Participatory Rural Appraisal) to investigate indigenous knowledge (IK) and its interactions, which is also combining with in depth-interview, life history, a survey using semi-structured-questionnaire, pictures, mapping, and expert interview. The data was collected from June - September 2009 and June 2010. The materials are; map of area, list of names, questionnaires, voices recorder, note book, and digital camera. The sampling method was snowball sampling which resulted in the qualitative and quantitative data taken. For qualitative data, ethnography and life history was used. For quantitative, a statistical survey with a semi-structured questionnaire was used. 50 respondents per each site participated voluntarily. Data was analyzed by performing MAXQDA 10, and F4 audio analysis software (created and developed by Philip-University Marburg). The data is clustered based on causality. The results show that; the role of IK on TFS (traditional farming system) shown on NPLM which has higher food crop biodiversity in comparison to the other three places even though it has relatively similar temperature and rainfall. This high food crop biodiversity is due to the awareness of local people who realized that they lived in unfavourable climate and topography; therefore they are more prepared for any changes that may occur. Carbohydrate intake is 100 % through rice even though they are growing different staple crops. Whereas most of the people said in the interviews that not eating rice is like not really eating for them. In addition to that, mothers still play an important role in kitchen activities. But when the agriculture income is low, mothers have to decide whether to change the meals or to feel insecure about their food supply. Marantau yields positive impact through the remittances it provides to invest on the farm. On the other hand, it results in fewer workers for agriculture, and therefore a negative impact on the transfer of IK. The investigation showed that the local government has a PTS (Padi Tanam Sabatang) programme which still does not guarantee that the farmers are getting sufficient revenue from their land. The low agricultural income leads to situation of potential food insecurity. It is evident that education is equal among men and women, but in some cases women tend to leave school earlier because of arranged marriages or the distances of school from their homes. Men predominantly work in agriculture and fishing, while women work in the kitchen. In NAB, even though women work on farmland they earn less then men. Weaving (NPS) and kitchen activity is recognized as women’s work, which also supports the household income. Mass media is not yielding any changes in TFS and food culture in these days. The traditional farming system has changed because of intensive agricultural extension which has introduced new methods of agriculture for the last three decades (since the 1980’s). There is no evidence that they want to change any of their food habits because of the mass media despite the lapau activity which allows them to get more food choices, instead preparing traditional meal at home. The recommendations of this thesis are: 1) The empowerment of farmers. It is regarding the self sufficient supply of manure, cooperative seed, and sustainable farm management. Farmers should know – where are they in their state of knowledge – so they can use their local wisdom and still collaborate with new sources of knowledge. Farmers should learn the prognosis of supply and demand next prior to harvest. There is a need for farm management guidelines; that can be adopted from both their local wisdom and modern knowledge. 2) Increase of non-agricultural income Increasing the non-agricultural income is strongly recommended. The remittances can be invested on non-agricultural jobs. 3) The empowerment of the mother. The mother plays an important role in farm to fork activities; the mother can be an initiator and promoter of cultivating spices in the backyard. Improvement of nutritional knowledge through information and informal public education can be done through arisan ibu-ibu and lapau activity. The challenges to apply these recommendations are: 1) The gap between institutions and organizations of local governments. There is more than one institution involved in food security policy. 2) Training and facilities for field extension agriculture (FEA) is needed because the rapid change of interaction between local government and farmer’s dependent on this agency.

The main objective of this PhD research study is to provide a perspective on the urban growth management and sustainable development in Palestine, and more specifically in Hebron district as a case study. Hebron is located 36 km south of Jerusalem, with an overall population size of around 600,000 people living in a total area around1246km2. Hebron is the biggest Palestinian district that has 16 municipalities and 154 localities. The research discusses and analyzes the urban planning system, economical and environmental policies and the solution required to manage and integrate the development elements to develop a sustainable development plan for Hebron. The research provides answers for fundamental questions such as what kind and definition of sustainable development are applicable to the Palestinian case?. What are the sustainability problems there and how the Israeli occupation and unstable political condition affect the sustainable development in Palestine? What are the urban growth management and sustainability policies and actions required from government, public and privets sector in Palestine? The fast urban growth in Palestine is facing many problems and challenges due to the increase in the population size and the resulting impact of this increase including, but not limited to, the demand of new houses, need for more infrastructure services, demands on new industrial, commercial, educational and health projects, which in turn reduces the area of agricultural lands and threatens the natural resources and environment. There are also other associated sustainability problems like the absence of effective plans or regulations that control urban expansion, the absence of sufficient sustainable development plans at the national levels for the district, new job requirements, Israeli restrictions and occupation for more than 60 years, existence of construction factories near residential areas, poor public awareness and poor governmental funds for service projects and development plans. The study consists of nine chapters. Chapter One includes an introduction, study objectives, problems and justifications, while Chapter Two has a theoretical background on sustainability topic and definitions of sustainability. The Palestinian urban planning laws and local government systems are discussed in Chapter Three and the methodology of research is detailed in Chapter Four. As for Chapter Five, it provides a general background on Hebron District including demographical and economical profiles, along with recommendations related to sustainable development for each profile Chapter Six addresses the urban environment, sustainability priorities and policies required. Chapter Seven discusses and analyzes infrastructure services including transportation, water and wastewater. As for Chapter Eight, it addresses the land use, housing and urban expansion beside the cultural heritage, natural heritage with relevant sustainable development polices and recommendations. Finally, Chapter Nine includes a conclusion and comprehensive recommendations integrating all of urban and sustainability event in one map. Hebron has a deep history including a rich cultural heritage aged by thousands of years, with 47% of Hebron district population under 14 years old. Being the biggest Palestinian district, Hebron has thousands of industrial and economical organizations beside a large agricultural sector at Palestine level. This gives Hebron a potential to play major roles in developing a national sustainability plan, as the current urban planning system in Palestine needs urgent reform and development to fulfill the sustainability requirement. The municipalities and ministers should find permanent financial aid for urban planning and development studies so as to face future challenges. The Palestinian government can benefit from available local human resources in development projects; hence Palestinian people have sufficient qualifications in most sectors. The Palestinian people also can invest in the privet sector in Palestine in case businessmen have been encouraged and clear investment laws and plans have been developed. The study provides recommendations associated to the sustainable development in Palestine in general and Hebron, as a case study, in specific. Recommendations include increasing the privet sector as well as the public involvement in urban growth management, and stopping unplanned urban expansion, subjecting granting building permits of new projects to the no-harm environmental impact assessment, increasing the coordination and cooperation between localities and central bodies, protection and renovation of old cites and green areas, increasing the quality and quantity of infrastructure services, establishing district urban planning department to coordinate and organize urban planning and sustainable development activities. Also, among recommendations come dividing Hebron into three planning and administrative areas (north, central and south), and dividing the sustainable development and implementation period (2010 to 2025) into three main phases. Finally, the study strongly recommends benefiting from the same urban development plans in similar districts at national and international levels, also to use new technologies and information systems in urban planning process.

The paper deals with some relevant and contradictory aspects of urban and peri-urban agriculture in Italy: the traditional exclusion of agricultural areas from the goals of territorial planning; the separation between top-down policies and bottom-up practices; the lack of agricultural policies at local scale. In the first part the paper summarises the weak relation between urban planning and agriculture, showing how in Italy this gap has been only partially overcome by new laws and plans. Moreover the paper focuses on how, due to the lack of suitable solutions coming from regional and local planning, a large number of vibrant initiatives were started by local stakeholders. In order to show the limitations and the potentialities of these various approaches, three peculiar experiences based on Milan, Turin and Pisa are presented. They give a cross-section of the variegated Italian situation, demonstrating that a major challenge in Italian context affects the fields of governance and inclusiveness.

El propósito principal del presente trabajo de análisis de la empresa REDCOM, es identificar las fortalezas y determinar las debilidades de la empresa, las cuales serán el punto de estudio para establecer un plan de mejoramiento, con metas a alcanzar en todos los departamentos: Mercadeo, Recursos Humanos, Finanzas, Aseguramiento de la Calidad y Tecnología, consolidadas en un análisis de inversión para llevar a la compañía a un nivel de competencia internacional. Estudios previos indican que REDCOM tiene excelente potencial de exportación, aunque en la actualidad, la empresa carece de la experiencia real de exportación. La meta de este cuerpo de trabajo no solo es demostrar que REDCOM puede lograr expandir su mercado y ser un competidor internacional sino también describir los beneficios que este tipo de expansión le traerá a la compañía. Si REDCOM toma la decisión de aventurarse a expandirse e internacionalizarse, el presente trabajo es una guía importante. La herramienta de diagnóstico que fue creada en la línea de investigación y aplicada en éste proyecto, arrojó un puntaje en cada una de las áreas y en sus sub-ítems a fin de que la compañía pueda medir su efectividad. Además, ésta herramienta de diagnóstico es un gran potencial de ayuda a aquellas compañías locales, nacionales y regionales para ampliar su visión en el mercado mundial.
