Mucho ofthe towns of Mendoza have been working for years with a methodology built with traditional zoningand code of permitted uses,not permitted or conditional. With these instrument sexpectthe presentation of private enter prisesto assess whether it complies with these regulationsto authorize the works.These agencies have a plan with zoning and code application shave already considered planning. This form of work, shows clearly the lack of actions to drive urban developmentsin the department, initiatives on the issue only limited to astatic situation, waiting for proposal sand external actions,not being able to see the advantagesand /or contribution saccom panying the Land Use Plan. Une of the important elements to considerin the Plan process, is the incorporation of participatory stage allows, consensus and guidanceto policy makers, community in territorial actions. For this way are designed and constructed public works, to address concerns of the population and in some cases,works that will produce community supportat election time. A look at the performance of Cities hall suchas Granada City Council, Churriana de la Vega and Jun, you can observe that the planning can be done other wise, as articulated action from the same organism. In principle determining zoning and uses of spaceis integral to the Land Use Planand that it further comprises the development proposals,the lines of action and prioritization of programs and projects. These local governants, which manage a municipality, working withdy namic planning councilasit implements the proposed urban development, agricultural, commercial and industrialin its territory and build public work saccording to plan. Since 2009,the province has a Law of Zoningand Land Use demanded Municipal Land Management Plans, but three years after the enactmentof the 18 only has aplan.Thisis due to two reasons:the policy makersdo not understand the multiplicity of elements and facets of a plan covering the other,the plans are perceived as a limitation on their actions , a fact not willing to accept. La educación ambiental es una disciplina formada por componentes naturales y socioculturales del ambiente. Los estudiantes del Profesorado, desarrollan su comprensión conceptual y aprenden más acerca de la naturaleza de la ciencia participando en investigaciones científicas, generando conocimientos que ellos mismos impartirán a sus futuros alumnos. Además, se apropian del método científico a través de la práctica del mismo y no simplemente de la teoría, que suele crear conceptualmente una barrera entre la acción y los resultados alcanzados. Por su parte, las bioinvasiones constituyen una de las amenazas de mayor crecimiento y más significativas para la conservación de la biodiversidad global. La inconciencia del hombre determina el traslado voluntario o accidental de especies desde su hábitat nativo hacia sitios que no habrían podido alcanzar en forma natural. El desafío reside, entonces, en que hay que prevenir las bioinvasiones y, es en este sentido, un rol determinante el de la educación a la sociedad. En el año 2005, se detecta, en Monte Caseros, Corrientes, el comienzo de una bioinvasión (el mejillón dorado, causante de "macrofouling"). A partir de esta invasión, a través de un Acuerdo entre UNLP, IFD de Monte Caseros y la ONG Asociación Ecologista Río Mocoretá, se desarrolla un trabajo que tiene como propósito que los alumnos logren una construcción significativa del conocimiento, afianzando la interacción entre ciencia, educación y sociedad, a fin de lograr la acción directa de la enseñanza, generando conciencia ante este reciente y preocupante problema económico-ambiental en la región Neotropical.

Planned to be a process of early evaluation of Politics, Plans and Programs (PPPs), which interfere in the environment; the Strategic Environmental Assessment (SEA) suggests a methodology for planning and managing the land, which overcomes the limitations of the traditional plans that try to mitigate the environmental impacts of Projects, assuming a pro-active conception that incorporates the social and environmental aspects in the planning stage of the PPPs. This kind of Evaluation surpasses the existing limitations of the Environmental Impact Assessment (EIA), once the EIA happens after the planning process, when lots of decisions have been made and carried out. In order to overcome the limitations of EIA, the SEA is a strategic tool in the process of planning and managing the land. When we focus on the PPPs and not on the Projects, the SEA, which is more political than technical, priorizes the strategies that assure the integration of the environmental, social, economic and institutional aspects into the planning process, in private or public organizations. In this context, this work aims to establish the concept basis of the Strategic Environmental Evaluation as a tool for land planning and managing. The methodology procedures used here lie in the literature review concerning the SEA, analyzing how this tool can be introduced as an alternative for sustainable development. Although the SEA is a tool that introduces the sustainable development theme as a guiding principle of planning, it is seldom used by managers and decision makers, locally and nationally
