DCEO's Office of Coal Development OCD provides technical and financial support to the Illinois coal industry. OCD awards funding for basic research and development on coal and its utilization, as well as commercial-scale demonstration of promising coal utilization technologies. Investment within the Illinois energy sector is stimulated through financial incentives provided by some OCD programs. Education and marketing programs are conducted to develop and convey appropriate messages about the importance of Illinois coal in the state's job development efforts and in meeting domestic and international energy needs.

Opportunity Returns is Governor Blagojevich's comprehensive plan for restoring economic opportunity to Illinois -- an approach designed to create jobs and spur growth. This is a new approach to economic development in Illinois that focuses the state's resources on the specific strengths and needs of each region -- recognizing that local communities understand their strengths and needs the best. Ten regional plans have been developed to fit each of the regions. This plan outlines economic goals for the Southern region, which consists of Alexander, Edwards, Franklin, Gallatin, Hamilton, Hardin, Jackson, Jefferson, Johnson, Massac, Perry, Pope, Pulaski, Saline, Union, Wabash, Wayne, White, and Williamson counties.

State government purchases a wide array of goods and services, ranging from office supplies to motor vehicles to energy. While purchasing officials are working to get the maximum value out of each dollar they spend, products with reduced environmental impacts are becoming increasingly available in the marketplace to help state agencies meet the challenge of operating more efficiently. Known as environmentally preferable or "green," these products can save energy and water, reduce waste generation and improve the workplace environment. ... This report provides recommendations on steps Illinois state government can take to expand the purchase of products that have a reduced impact on human health and the environment, while maintaining fiscal responsibility. The report was prepared by the Interagency Working Group on Environmentally Preferable Purchasing, which was created by Governor Rod Blagojevich in response to House Resolution 797. The Working Group included representatives of the Capital Development Board; Department of Central Management Services; Department of Natural Resources, Department of Commerce and Economic Opportunity; Environmental Protection Agency; and Governor's Office of Management and Budget.

The plan outlines the economic development priorities for the Central region, which consists of Cass, Christian, Greene, Logan, Macon, Macoupin, Menard, Montgomery, Morgan, Sangamon, Scott, and Shelby Counties. Governor Blagojevich understands that no one knows a community better than the people who live and work in it. This plan is the result of extensive community input from business, community and government leaders throughout the Central region.
