The Fourth Amendment prohibits unreasonable searches and seizures in criminal investigations. The Supreme Court has interpreted this to require that police obtain a warrant prior to search and that illegally seized evidence be excluded from trial. A consensus has developed in the law and economics literature that tort liability for police officers is a superior means of deterring unreasonable searches. We argue that this conclusion depends on the assumption of truth-seeking police, and develop a game-theoretic model to compare the two remedies when some police officers (the bad type) are willing to plant evidence in order to obtain convictions, even though other police (the good type) are not (where this type is private information). We characterize the perfect Bayesian equilibria of the asymmetric-information game between the police and a court that seeks to minimize error costs in deciding whether to convict or acquit suspects. In this framework, we show that the exclusionary rule with a warrant requirement leads to superior outcomes (relative to tort liability) in terms of truth-finding function of courts, because the warrant requirement can reduce the scope for bad types of police to plant evidence

False-positive and false-negative values were calculated for five different designs of the trend test and it was demonstrated that a design suggested by Portier and Hoel in 1984 for a different problem produced the lowest false-positive and false-negative rates when applied to historical spontaneous tumor rate data for Fischer Rats. ^

En este artículo se analiza el ensayo El laberinto de la soledad de Octavio Paz. Se interpreta dicha obra a partir de la crisis de los valores culturales latinoamericanos, agudizada desde dentro por la tradición macondista y, desde fuera, por las presiones de la globalización. La actual crisis de América Latina nos obliga a revisar radicalmente los valores culturales y los conceptos macondistas de la identidad propuestos por el pensamiento latinoamericano del siglo XX. Estos valores falsos no sólo han reflejado las frustraciones de la modernidad en el continente, sino que han contribuido a su fracaso.

A fines de los años 40’, el filósofo norteamericano Arthur Lovejoy y el en ese momento Presidente del Pontifical Institute of Mediaeval Studies, Anton Pegis, sostuvieron una interesante discusión sobre la existencia de libertad o necesidad eficiente en el acto divino de crear conforme a la filosofía de Tomás de Aquino. Lovejoy denunciaba una supuesta incoherencia fundamental en las enseñanzas de Tomás al respecto. Según él, en el concepto tomásico de creación se encuentran implicados al mismo tiempo los conceptos de necesidad agente y libre albedrío aplicados al Creador. Esta supuesta contradicción era para Pegis no sólo falsa sino imposible. Aquí repensaremos dos puntos centrales de dicha discusión: en primer lugar, si, como piensa Lovejoy, para Santo Tomás efectivamente existe una contraposición entre la autosuficiencia de Dios y su capacidad para amar otras cosas distintas de Él. Luego, el significado de la frase: “condice a la bondad divina que también otras cosas participen de la misma". (S.th., I, q.19, a.2).

Escalator and moving walkway are multibody systems with a design of more than a century. Developed methodology allows studying and improving any subsystem of both systems. In addition, new concepts can be developed and tested without the necessity and cost of a real construction. CITEF (Railway Technologies Research Centre) has been modelling escalators for more than four years. Several complex and innovative models has been developed to characterize static, kinematic and dynamic escalator behaviour. The high number of mechanical elements that are part of escalators complicate modelling task. In this way, methodologies and tools have been developed in order to automate these task and saving computational and time costs. Developed methodologies have been validated with the results of comparing real measurements and simulated outputs from a dynamic model.

The problem of recurring concepts in data stream classification is a special case of concept drift where concepts may reappear. Although several existing methods are able to learn in the presence of concept drift, few consider contextual information when tracking recurring concepts. Nevertheless, in many real-world scenarios context information is available and can be exploited to improve existing approaches in the detection or even anticipation of recurring concepts. In this work, we propose the extension of existing approaches to deal with the problem of recurring concepts by reusing previously learned decision models in situations where concepts reappear. The different underlying concepts are identified using an existing drift detection method, based on the error-rate of the learning process. A method to associate context information and learned decision models is proposed to improve the adaptation to recurring concepts. The method also addresses the challenge of retrieving the most appropriate concept for a particular context. Finally, to deal with situations of memory scarcity, an intelligent strategy to discard models is proposed. The experiments conducted so far, using synthetic and real datasets, show promising results and make it possible to analyze the trade-off between the accuracy gains and the learned models storage cost.

Most data stream classification techniques assume that the underlying feature space is static. However, in real-world applications the set of features and their relevance to the target concept may change over time. In addition, when the underlying concepts reappear, reusing previously learnt models can enhance the learning process in terms of accuracy and processing time at the expense of manageable memory consumption. In this paper, we propose mining recurring concepts in a dynamic feature space (MReC-DFS), a data stream classification system to address the challenges of learning recurring concepts in a dynamic feature space while simultaneously reducing the memory cost associated with storing past models. MReC-DFS is able to detect and adapt to concept changes using the performance of the learning process and contextual information. To handle recurring concepts, stored models are combined in a dynamically weighted ensemble. Incremental feature selection is performed to reduce the combined feature space. This contribution allows MReC-DFS to store only the features most relevant to the learnt concepts, which in turn increases the memory efficiency of the technique. In addition, an incremental feature selection method is proposed that dynamically determines the threshold between relevant and irrelevant features. Experimental results demonstrating the high accuracy of MReC-DFS compared with state-of-the-art techniques on a variety of real datasets are presented. The results also show the superior memory efficiency of MReC-DFS.

The application of impedance control strategies to modern legged locomotion is analyzed, paying special attention to the concepts behind its implementation which is not straightforward. In order to implement a functional impedance controller for a walking mechanism, the concepts of contact, impact, friction, and impedance have to be merged together. A literature review and a comprehensive analysis are presented compiling all these concepts along with a discussion on position-based versus force-based impedance control approaches, and a theoretical model of a robotic leg in contact with its environment is introduced. A theoretical control scheme for the legs of a general legged robot is also introduced, and some simulations results are presented.

A chaotic output was obtained previously by us, from an Optical Programmable Logic Cell when a feedback is added. Some time delay is given to the feedback in order to obtain the non-linear behavior. The working conditions of such a cell is obtained from a simple diagram with fractal properties. We analyze its properties as well as the influence of time delay on the characteristics of the working diagram. A further study of the chaotic obtained signal is presented.

After a brief review of some old concepts getting application when new technologies have been developed, this paper offers a short review to some optical bistability concepts. It is shown how different concepts can be employed today in many fields, after being considered as inconvenient when they were found. Some practical applications and some proposals will be reported.

Innovation studies have been interest of not only the scholars from various fields such as economics, management and sociology but also industrial practitioners and policy makers. In this vast and fruitful field, the theory of diffusion of innovations, which has been driven by a sociological approach, has played a vital role in our understanding of the mechanisms behind industrial change. In this paper, our aim is to give a state of art review of diffusion of innovation models in a structural and conceptual way with special reference to photovoltaic. We argue firstly, as an underlying background, how diffusion of innovations theory differs from other innovation studies. Secondly we give a brief taxonomical review of modelling methodologies together with comparative discussions. And finally we put the wealth of modelling in the context of photovoltaic diffusion and suggest some future directions.
