Esta dissertação descreve o processo de integração dos matemáticos portugueses na comunidade matemática internacional no final do século XIX e início do século XX, focando-se na vida e obra do matemático Francisco Gomes Teixeira (1851-1933). Tenciona a ser mais um contributo para o reconhecimento nacional e internacional do matemático Gomes Teixeira analisando a sua obra como matemático e organizador científico em Portugal através de fontes, parcialmente ainda não conhecidas. Para esse efeito analisou-se a evolução histórica que ocorreu no mundo científico daquela época, em particular a formação da comunidade matemática através de iniciativas individuais ou coletivas, muitas vezes acompanhadas pela fundação de revistas e elaboração de manuais que contribuíram para a internacionalização e, de certa forma, para uma estandardização do estudo universitário básico. Em particular foi estudada a situação em Portugal, onde o papel de liderança foi assumido por Gomes Teixeira. Mostra-se como Gomes Teixeira, graças ao seu trabalho, ao seu talento como matemático e à sua atividade como organizador académico, conseguiu reduzir significativamente o isolamento científico de Portugal na área da matemática. Estudou-se em extensão a fundação de revistas científicas em diferentes países, acompanhando a sua evolução desde de revistas nacionais até revistas internacionais. Focando-nos no Jornal de Sciencias Matemáticas e Astronómicas, fundado em 1877 por Gomes Teixeira (mais tarde conhecido internacionalmente como Teixeira’s Journal), acompanhamos detalhadamente a sua transformação de uma revista nacional numa revista internacional, sendo esta transformação comum naquela época à maioria de revistas científicas importantes de outros países como, por exemplo, no caso do Jornal de Crelle, do Jornal de Liouville, ou outros. Estudou-se igualmente o reconhecimento a nível internacional, através de referências estrangeiras, da abordagem original de Gomes Teixeira à Análise Infinitesimal patente nos seus manuais. O interesse de Gomes Teixeira pela teoria das funções analíticas e pelos seus diferentes desenvolvimentos em série manifestou-se no grande número de artigos publicados sobre este tema e encontrou reconhecimento justo pela designação de um teorema que completa resultados de Lagrange e de Laurent como Teorema de Teixeira. Na sua análise do mérito científico de Gomes Teixeira esta dissertação restringiu-se conscientemente nesta área da Análise Matemática, uma vez que um estudo abrangente de toda a obra ultrapassasse o nosso objetivo. Foi também discutido o intenso intercâmbio científico levado a cabo por Gomes Teixeira através de correspondência e troca de publicações ou permuta de revistas com os matemáticos de diferentes países. Esta análise permitiu verificar um aumento da popularidade dos matemáticos portugueses através do incremento do número de artigos publicados no estrangeiro durante quase 30 anos. Uma fonte imprescindível nesta análise foi o Jahrbuch über die Fortschritte der Mathematik, cujas referências (em geral na língua alemã e por isso até agora quase nunca usadas na literatura Portuguesa) documentaram as publicações em quase todas as revistas matemáticas durante os anos da sua existência entre 1868 e 1942. Descreve-se a colaboração de Gomes Teixeira com diferentes organizações internacionais e documenta-se o apreço internacional por parte do mundo académico. Novos documentos traçam o processo de eleição como membro da Academia das Ciências Alemã Leopoldina, sob proposta de Georg Cantor e outros matemáticos alemães. Finalmente, incluí-se uma breve descrição das atividades levadas a cabo na Rússia, em Espanha e na Grécia em prol do processo de internacionalização da comunidade matemática europeia tendo em vista uma melhor contextualização do contributo de Gomes Teixeira para a integração de Portugal neste processo.

Since its foundation, militant democratic arguments have underpinned an enforced secularism in Turkey. The 2002 election of the AKP, described as a “moderate Islamist party”, has challenged Turkey’s secular identity. In the more than twelve years since the AKP has been in power, Turkey’s political landscape has experienced significant changes, with periods of extensive democratic reforms punctuated by regression in certain areas, notably freedom of expression and the right to protest. State repressive measures coupled with Recep Tayyip Erdoğan’s reluctance to exit the political stage have been the focus of much commentary and analysis. This article argues, however, that under AKP rule the Kurdish issue – critical to ensuring the normalization of politics and democratization in Turkey – has been brought in from the political cold and assesses the creation and role of the HDP (Halkların Demokratik Partisi), a Kurdish political party that is endeavoring to situate itself in the mainstream of Turkey’s political landscape. We posit that the HDP can be viewed as the offspring of this “democratic opening,” a project that was meant to ensure a radical transformation of the Kurdish issue in Turkey. Through analysing the historical trajectory of both AKP and HDP and the militant democratic arguments that led to their predecessors’ exclusion from the public sphere, this article engages with the key question of the extent to which the AKP’s treatment of the Kurdish issue has provided a vehicle for broader democratisation and facilitated a reconsideration of the Kurdish question in Turkey.

In the United States, most unions are recognized by a majority vote of employees through union representation elections administered by the government. Most empirical studies of individual voting behavior during union representation elections use a rational choice model. Recently, however, some have posited that voting is often influenced by emotions. We evaluate competing hypotheses about the determinants of union voting behavior by using data collected from a 2010 representation election at Delta Air Lines, a US-based company. In addition to the older rational choice framework, multiple regression results provide support for an emotional choice model. Positive feelings toward the employer are statistically significantly related to voting ‘no’ in a representation election, while positive feelings toward the union are related to a ‘yes’ vote. Effect sizes for the emotion variables were generally larger than those for the rational choice variables, suggesting that emotions may play a key role in representation election outcomes.

Since the election of the Labour Government in 1997 there have been a series of policy initiatives emphasising the importance of co-ordinated and integrated approaches to the delivery of urban regeneration and in particular Sustainable Communities. This changing policy context has given rise to a shortage of practitioners with both the technical skills to deliver specific programmes, and more especially the generic skills to work in multi-disciplinary teams in conjunction with partnership-based management boards. This paper discusses the origins of the debate about skills shortages and deficiencies and reviews the main government reports which have advocated a new approach to the provision of skills for community regeneration. It focuses particularly on the work of the Planning Network which was funded by the Centre for Education in the Built Environment (CEBE) to examine the contribution of higher education to the wider skills debate. It concludes by arguing that higher education has an important part to play in the provision of a more appropriate skills set for professional practice within a broader and more inclusive strategy involving all key stakeholders. However, employers also have a major responsibility in ensuring that key skills are maintained and enhanced within their own organisations.

In the past two decades governments in Britain have launched a series of initiatives designed to reduce the disparities between areas of affluence and deprivation. These initiatives were funded by central government and were delivered through a series of partnership boards operating at the neighbourhood level in areas with high levels of deprivation. Drawing on similar approaches in the US War on Poverty, the engagement of residents in the planning and delivery of projects was a major priority. This chapter draws on the national evaluations of three of these programmes in England: the Single Regeneration Budget, the New Deal for Communities and the Neighbourhood Management Pathfinders. The chapter begins by identifying the common characteristics of these programmes, known as area-based initiatives because they targeted areas of concentrated deprivation with a population of about 10,000 people each. It then goes on to discuss the three national programmes and summarises the main findings in relation to how far key indicators changed for the better. The final section sets out the ways in which policy objectives changed in 2010 after the election of a coalition government. This produced a shift to what was called the ‘Big Society’ where the rhetoric favoured a transfer of power away from central government towards the local, neighbourhood, level. This approach favoured self-help and a call to volunteering rather than channelling resources to the areas in greatest need. The chapter closes by reviewing the relatively modest achievements of this centralist, big-state approach to distressed neighbourhoods of 1990–2010.

Opposition is rarely a good preparation for government. The only post‐war government to enter office confident, well‐acquainted with the Civil Service and with a fund of administrative experience to draw on was the Attlee administration formed in 1945. The longer a party spends in opposition the more these assets disappear. Labour, by the end of the long period of Conservative rule in 1951–64, was largely unfamiliar with the burdens of office. This formed the background to the formulation of the Douglas‐Home rules, whereby informal contact is permitted between the Civil Service and the Opposition in advance of a general election. Since 1964 this arrangement has gradually become more extensive (especially after Neil Kinnock complained that the period for contact was too brief during the run‐up to the 1992 election) and more formalised. In late 1993 John Major agreed that contacts could be made from early 1996 in advance of the next election, rather than only during the last six months of a parliament, as had by then become the convention.’ The object of this short paper is, however, to explain how these rules originated.

The general election of 29 October 1924 saw Winston Churchill return to Parliament as Constitutionalist MP for Epping after two years in the political wilderness. It also saw Stanley Baldwin swept back to Number 10 on a Conservative landslide. Speculation about whether Baldwin would cement Churchill’s drift from the Liberal fold by offering him office surfaced during the election campaign. Churchill nevertheless thought ‘it very unlikely that I shall be invited to join the Government, as owing to the size of the majority it will probably be composed only of impeccable Conservatives’. [ 1 ] Because of his anti-socialist credentials, his ability to reassure wavering Liberals through his opposition to protectionism – dropped by Baldwin after its rejection in the 1923 general election – and concern he could prove a rallying point for backbench malcontents, there was however much to commend giving Churchill a post. To his surprise, Baldwin offered Churchill the long-coveted office of Chancellor of the Exchequer, briefly held by his father before his ill-conceived resignation in 1887. Having arranged a meeting with his Labour predecessor, Philip Snowden, about outstanding business the new Chancellor set to work. Marking his political transition, a few days later Churchill resigned from the National Liberal Club.

AIMS: The aim of this study was to evaluate the impact of the administration of microencapsulated Lactobacillus plantarum CRL 1815 with two combinations of microbially derived polysaccharides, xanthan : gellan gum (1%:0·75%) and jamilan : gellan gum (1%:1%), on the rat faecal microbiota. METHODS AND RESULTS: A 10-day feeding study was performed for each polymer combination in groups of 16 rats fed either with placebo capsules, free or encapsulated Lact. plantarum or water. The composition of the faecal microbiota was analysed by fluorescence in situ hybridization and temporal temperature gradient gel electrophoresis. Degradation of placebo capsules was detected, with increased levels of polysaccharide-degrading bacteria. Xanthan : gellan gum capsules were shown to reduce the Bifidobacterium population and increase the Clostridium histolyticum group levels, but not jamilan : gellan gum capsules. Only after administration of jamilan : gellan gum-probiotic capsules was detected a significant increase in Lactobacillus-Enterococcus group levels compared to controls (capsules and probiotic) as well as two bands were identified as Lact. plantarum in two profiles of ileum samples. CONCLUSIONS: Exopolysaccharides constitute an interesting approach for colon-targeted delivery of probiotics, where jamilan : gellan gum capsules present better biocompatibility and promising results as a probiotic carrier. SIGNIFICANCE AND IMPACT OF STUDY: This study introduces and highlights the importance of biological compatibility in the encapsulating material election, as they can modulate the gut microbiota by themselves, and the use of bacterial exopolysaccharides as a powerful source of new targeted-delivery coating material.

La cal es un material producido a partir de la calcinación de la roca caliza y tiene diversas utilidades en el mundo de la industria como la siderúrgica, papelera, alimentaria, en la construcción, entre otras. Es fundamental conocer todas las características de la caliza para poder determinar su grado de calcinación. Con el presente trabajo se pretende estudiar las propriedades de la caliza para su posterior calcinación y el dimensionamento de una planta de producción de cal desde que el mineral llega de la explotación hasta que sale al mercado.Para determinar los equipos se calularon sus dimensiones para una producción de 600 t/h de cal, sabiendo que la planta principal de machaquero solo trabajará 5 días de la semana en jornadas de 8 horas, mientras que a partir del horno de calcinación estará en funcionamento los 7 dias de la semana, 24 horas al día. A partir de esas consideraciones se obtienen las dimensiones de todos los equipos y se realiza un estudio para la elección de un horno, o un horno de eje vertical y un horno rotativo, así como el combustible empleado, ya que es una parte fundamental para determinar los costes para la producción de cal.Tmbién fue objeto de este trabajo, el estudio ambiental de la instalación de la planta, en función de la mezcla de combustible empleada y del impacto en el entorno de la lisma, así como un estudio de viabilidad de la planta, estimando unos costes de la misma y un precio de mercado "ex Works".
