Agenda 21, the 40-chapter action plan, agreed to by all nations participating in the 1992 Earth Summit represents an ambitious effort to provide policy guidance across the entire spectrum of environment, development, and social issues confronting mankind. In the area of oceans and coasts (Chapter 17 of Agenda 21), the Earth Summit underscored that the management of oceans and coasts should be ‘integrated in content and anticipatory in ambit.’ To assist those responsible for implementing the Earth Summit guidelines on ocean and coastal management, this article first reviews the fundamental shift in paradigm reflected in the Earth Summit agreements as well as the specific recommendations contained in Chapter 17. Next, the article examines the central concept of ‘integrated management,’ noting both its importance and its limits. A general or ‘synthesis’ model of ‘integrated coastal management’ is then presented, addressing such questions as management goals, what is being managed, where, how, and by whom. In a concluding section, methods are proposed whereby the general or ‘synthesis model’ can be tailored to diverse national contexts, involving varying physical, socio-economic, and political conditions.

During the Last Glacial Maximum, ice sheets covered large areas in northern latitudes, and global temperatures were significantly lower than today. But few direct estimates exist of the volume of the ice sheets, or the timing and rates of change during their advance and retreat. Here we analyze four distinct sediment facies in the shallow, tectonically stable Bonaparte Gulf, Australia - each of which is characteristic of a distinct range in sea level - to estimate the maximum volume of land-based ice during the last glaciation and the timing of the initial melting phase. We use faunal assemblages and preservation status of the sediments to distinguish open marine, shallow marine, marginal marine and brackish conditions, and estimate the timing and the mass of the ice sheets using radiocarbon dating and glacio-hydroisostatic modelling. Our results indicate that from at least 22,000 to 19,000 (calendar) years before present, land-based ice volume was at its maximum, exceeding today's grounded ice sheets by 52.5 x 10 exp 6 cu km. A rapid decrease in ice volume by about 10 percent within a few hundred years terminated the Last Glacial Maximum at 19,000 +/- 250 years.

Thematic Mapper (TM) and Enhanced Thematic Mapper (ETM)+ data have been successfully employed in the field of mineral exploration to identify key minerals over arid and semi-arid terrains. However, redundant vegetation and cloud may seriously interfere with the discrimination of the minerals with diagnostic features. Therefore, in this study, we use masking technique to eliminate the negative influence of vegetation and cloud and Crosta technique to identify the diagnostic features of hydroxyl-minerals, carbonate-minerals and iron oxides. Then the anomalies were endowed with special colours and overlapped with the remote-sensing and geochemical data, overlaying images as remote-sensing anomalies. The mineral exploration work was carried through by synthetic analysis of the remote-sensing images, geochemical data and structures. Finally, areas with high correlation between the occurrence of hydrothermal alteration and presence of main faults and geochemical anomalies were considered as mineral exploration targets worthy of further detailed exploration programmes.

Both commercial and scientific applications often need to transform color images into gray-scale images, e. g., to reduce the publication cost in printing color images or to help color blind people see visual cues of color images. However, conventional color to gray algorithms are not ready for practical applications because they encounter the following problems: 1) Visual cues are not well defined so it is unclear how to preserve important cues in the transformed gray-scale images; 2) some algorithms have extremely high time cost for computation; and 3) some require human-computer interactions to have a reasonable transformation. To solve or at least reduce these problems, we propose a new algorithm based on a probabilistic graphical model with the assumption that the image is defined over a Markov random field. Thus, color to gray procedure can be regarded as a labeling process to preserve the newly well-defined visual cues of a color image in the transformed gray-scale image. Visual cues are measurements that can be extracted from a color image by a perceiver. They indicate the state of some properties of the image that the perceiver is interested in perceiving. Different people may perceive different cues from the same color image and three cues are defined in this paper, namely, color spatial consistency, image structure information, and color channel perception priority. We cast color to gray as a visual cue preservation procedure based on a probabilistic graphical model and optimize the model based on an integral minimization problem. We apply the new algorithm to both natural color images and artificial pictures, and demonstrate that the proposed approach outperforms representative conventional algorithms in terms of effectiveness and efficiency. In addition, it requires no human-computer interactions.

Costaria costata (C. Agardh) Saunders is one of common kelps distributed in many coastal areas worldwide; however, in China, no reports have been made on cultivation of the genus. To investigate potential cultivation of the species in the northern part of China, trials on isolation and preservation of the gametophytes were conducted using C. costata from Korea; growth and development of the gametophytes were observed. We showed that at 10 +/- 1A degrees C, 60 mu mol m(-2)s(-1) and 12:12 h (L:D), freshly released zoospores settled down within 1 hour, and then developed into the primary cell during the following 2 days. After a vegetative growth phase lasting 6-8 days, female gametophytes became 3-4 times larger in diameter than that of the primary cell, but still remained at a unicellular stage, while male gametophytes divided into 4-10 cells with only a slight change in size. Fertilization occurred within 10 days after the zoospores were released from the sporangia, and the apical and basal tissues of the juvenile sporophyte divided and differentiated into the blade and stipe. Temperature and irradiance influenced gametophytic vegetative growth and developmental patterns. Generally, low irradiance (15 mu mol m(-2)s(-1) and 30 mu mol m(-2)s(-1)) was unfavorable to the induction of fertility, but it enhanced female gametophyte division. The optimal conditions for vegetative growth were 15A degrees C and 30 mu mol m(-2)s(-1). After transplantation of the juvenile seedlings and after eight months cultivation, the harvested mature blade reached 194 cm in length and 32.7 cm in width. Our study proves that it is feasible to implement propagation and large scale cultivation of C. costata in northern China.

Concentrations and carbon isotopic (C-14, C-13) compositions of black carbon (BC) were measured for three sediment cores collected from the Changjiang River estuary and the shelf of the East China Sea. BC concentrations ranged from 0.02 to 0.14 mg/g (dry weight), and accounted for 5% to 26% of the sedimentary total organic carbon (TOC) pool. Among the three sediment cores collected at each site, sediment from the Changjiang River estuary had relatively high BC contents compared with the sediments from the East China Sea shelf, suggesting that the Changjiang River discharge played an important role in the delivery of BC to the coastal region. Radiocarbon measurements indicate that the ages of BC are in the range of 6910 to 12250 years old B. P. (before present), that is in general, 3700 to 9000 years older than the C-14 ages of TOC in the sediments. These variable radiocarbon ages suggest that the BC preserved in the sediments was derived from the products of both biomass fire and fossil fuel combustion, as well as from ancient rock weathering. Based on an isotopic mass balance model, we calculated that fossil fuel combustion contributed most (60%. 80%) of the BC preserved in these sediments and varied with depth and locations. The deposition and burial of this "slow-cycling" BC in the sediments of the East China Sea shelf represent a significant pool of carbon sink and could greatly influence carbon cycling in the region.

The Bohai Sea costal area is one of the most developed zones of China and the sewage water from populous and developed cities, including Beijing, Tianjin. Qinhuangdao and Dalian is discharged into the Bohai Sea. Additionally, its semi-enclosed characteristic restricts water exchange, which leads to high accumulation of pollutants in the environment. This overview presents the residues of 6 classes of Persistent Organic Pollutants (POPs). including PAHs, DDTs. HCHs, PCBs and PCDD/Fs. in the sediments and mollusks of the Bohai Sea through analyzing previous literatures. In the sediments. the highest PAH concentrations were detected in the vicinities of Qinhuangdao, while the northeast corner of the Bohai Bay possessed the highest levels of DDTs and PCBs. The investigations on HCHs and PCDD/Fs distributions on the whole sea scale have not been reported. In mollusks, PAH concentrations were in the same order of magnitude in the whole Bohai Sea, so were DDTs. HCHs and PCBs, while the outlier maximum values of PCDDs and PCDFs occurred in Yingkou. In general, the POPs residues in mollusks collected from Shandong Province were higher than the other areas. The compositions of DDTs, HCHs and PCBs in sediments indicated their recent usage. By comparing POP concentrations in sediments with the recommended criterions, it was shown that some individual PAH compounds occasionally associated with adverse biological effects in the vicinities of the Liaodong Bay and Qinhuangdao, and the Liaohe River Estuary were heavily contaminated with DDTs, but PCBs were all below the thresholds. In order to reveal the transference and transformation of POPs in the environment, further studies concerning with their behavior, fate and bioaccumulation in the different trophic levels should be programmed. Moreover, laws and regulations should be enforced to ban the illegal usage of POPs-containing pesticides to guarantee health of the environment and human. (C) 2008 Elsevier Ltd. All rights reserved.

Elemental (TOC, TN, C/N) and stable carbon isotopic (delta(13)C) compositions and n-alkane (nC(16-38)) concentrations were measured for Spartina alterniflora, a C-4 marsh grass, Typha latifolia, a C-3 marsh grass, and three sediment cores collected from middle and upper estuarine sites from the Plum Island salt marshes. Our results indicated that the organic matter preserved in the sediments was highly affected by the marsh plants that dominated the sampling sites. delta(13)C values of organic matter preserved in the upper fresh water site sediment were more negative (-23.0+/-0.3) as affected by the C-3 plants than the values of organic matter preserved in the sediments of middle (-18.9+/-0.8) and mud flat sites (-19.4+/-0.1) as influenced mainly by the C4 marsh plants. The distribution of n-alkanes measured in all sediments showed similar patterns as those determined in the marsh grasses S. alterniflora and T. latifolia, and nC(21) to nC(33) long-chain n-alkanes were the major compounds determined in all sediment samples. The strong odd-to-even carbon numbered n-alkane predominance was found in all three sediments and nC(29) was the most abundant homologue in all samples measured. Both delta(13)C compositions of organic matter and n-alkane distributions in these sediments indicate that the marsh plants could contribute significant amount of organic matter preserved in Plum Island salt marsh sediments. This suggests that salt marshes play an important role in the cycling of nutrients and organic carbon in the estuary and adjacent coastal waters. (C) 2003 Elsevier Ltd. All rights reserved.

Ligularia, a highly diversified genus in the eastern Qinghai-Tibet Plateau and adjacent areas, was chosen as a suitable subject in which to study speciation patterns in this 'hot spot' area at the chromosomal level. Chromosome numbers and karyotypes were studied in 23 populations of 14 species, most of which are endemic to this area. The basic number x = 29 was confirmed for all species. Ligularia virgaurea was found to have diploid and triploid cytotypes, 2n = 58 and 87. Other species are only diploid, with 2n = 58. The karyotypes of all populations within any species, and all species spanning most sections and covering most of the morphological range in Ligularia, are very similar to each other, belonging to type 2A according to Stebbin's classification. This karyotype was also found in its close allies, e.g. Cremanthodium, Ligulariopsis, Parasenecio, and Sinacalia. Aneuploid reduction of chromosome number from 2n = 60 to 58 and karyotypic variation was found in Ligularia and its allies. Such a chromosomal pattern with few polyploids infers that variation of karyotype structure at the diploid level seems to be the predominant feature of chromosomal evolution in this group and sympatric speciation via hybridization and polyploidization has played a minor role in its species diversity. Firstly, established sequence stratigraphy of Sinian System-Middle Triassic Series framework in Sichuan basin,be divided into 21 second-level sequence stratigraphy and 105 third-level sequence stratigraphy.From many aspects,discussed sequence stratigraphy characteristic. On the foundation of structure unconformity and fission track analysis, on the ground of An county-Shuinin county regional seismic section, using the positive evolution equilibrium principle technology, comprehensivly be mapped structure evolution of Sichuan basin. It can be divided into seven stages, that is :Pre-Sinian basement stage, cratonic depression basin(Z1-S)stage, cratonic rifted basin(D-T2)stage, passive continental margin(T3x1-3)stage, foreland basin(T3x4-6)stage, depression basin (Jurassic Period-Miocene Epoch) stage, formed basin (Holocene Epoch) stage. Analysis on structure evolution history,burial history,source rocks thermal evolution history, Maoba changxing formation gas pool forming process can be classified into four stages: ancient lithological oil pool stages in Indosinian-early Yanshanian period(T-J1-2), ancient structure- lithological gas pool stages in middle Yanshanian period(J3-K1), structure- lithological gas pool setting stages in last Yanshanian period(K2), structure- lithological gas pool adjusting and transformation stages in Himalayan period(R-Q). Maoba feixianguan formation gas pool forming process can be classified into two stages: second structure gas pool stages in last Yanshanian period(K2),second structure gas pool physical adjusting and transformation stages in Himalayan period(R-Q),and summarize reservoir formation model. On the base of newest exploration achievement and petroleum geologic comprehensive research , demonstrate how structure controls hydrocarbon accumulation. Structure controlling source rocks behaves structure controlling main source rocks’sedimentary facies, medium-large pools mainly located at center or margin of hydrocarbon generation. Structure controlling palaeo-karst reservoirs ,reef and beach facies reservoirs, fault and fracture reservoirs. Structure controlling palaeo-uplift, and palaeo-uplift controlling hydrocarbon migration, active reservoirs’forming, palaeo-structure traps forming. Structure controls distribution of mudstone and gypsolith, controls preservation. Structure controls hydrocarbon conducting, structure traps forming and hydrocarbon accumulation. Whether or no, Structure controls total process of basin forming-source rocks’generation- hydrocarbon accumulation. It is direct effect results of structure movements that large traps’ conditions, conducting migration conditions, high quality preservation. source rocks’condition and reservoirs’ condition are the indirect effect results. In the last analysis, “source rock controlling theory”, “high quality reservoir mainly controlling theory”, “palaeo-uplift controlling theory” and “current structure deciding theory” are structure controlling hydrocarbon accumulation. There are high variability and complex mechanisms in Sichuan basin , but the regional hydrocarbon accumulation conditions are very well, such as abundant source rocks, matching process of hydrocarbon accumulation and many exploration areas. By means of integrated analysis, put forward hydrocarbon exploration direction and large-middle targets of China Petroleum and Chemical Corporation .Thus, more and more hydrocarbon proved reserve and output in Sichuan basin will be contributed to China energy industry in a long future time.
