Eficiência agrícola (EA) é utilizada como indicador do nível de desenvolvimento agrícola regional, expressando, por meio da relação entre as produtividades real e atingível, o nível tecnológico empregado nas culturas. Com base nisso, o objetivo deste estudo foi avaliar a EA das culturas da soja, do milho e do trigo para o estado do Rio Grande do Sul, entre os anos de 1980 e 2008, identificando os principais fatores que as condicionaram. A EA foi obtida pela relação entre a produtividade atingível (PA) e a real (PR). A PR foi obtida junto ao banco de dados do Instituto Brasileiro de Geografia e Estatística (IBGE). A PA foi obtida pela estimativa da produtividade potencial (PPf), pelo método de Zona Agroecológica da FAO, deflacionada pelo déficit hídrico em cada uma das fases da cultura. Verificou-se que as EAs médias para as culturas do milho, da soja e do trigo para o RS foram iguais a 54, 61 e 43%, respectivamente. Nas localidades de Santa Rosa, São Borja e Veranópolis, a EA para a soja foi, ao contrário das demais localidades, negativa. Os principais fatores que contribuíram para o aumento da EA, na maioria das localidades, foram: mudanças no uso e fertilidade do solo; uso de mecanização agrícola; preços pagos pelas commodities; investimentos em pesquisa e desenvolvimento; adoção do zoneamento de risco climático; e melhoramento genético.

A serological survey on Ehrlichia canis was conducted among dogs in the central area of the state of Rio Grande do Sul, where the tick Rhipicephalus sanguineus is a common parasite of dogs. Out of a total of 316 dogs attended at the veterinary teaching hospital in the municipality of Santa Maria, only 14 (4.43%) reacted positively to E. canis antigens in the indirect immunofluorescence assay, with the following endpoint titers: 80 (three dogs), 160 (five), 320 (four), 640 (one) and 1280 (one). Like in previous studies in other regions of the state of Rio Grande do Sul, only a very small portion of the dogs in Santa Maria presented antibodies reactive to E. canis, even though canine infestations due to R. sanguineus are very common in this study region. These results contrast with other regions of Brazil, where E. canis is endemic among canine populations, with seropositivity values generally higher than 30%. Genetic differences among the R. sanguineus populations in South America might be implicated in these contrasting results.

Cirrus clouds are an interesting point in the research of the atmosphere due their behavior and the effect on the earth radiation budget. They can affect the atmospheric radiation budget by reflecting the incoming solar radiation and absorbing the outgoing terrestrial radiation. Also, this cloud type is involved in the dehydration of the upper troposphere and lower stratosphere. So, it is interesting to increment the measurements of this type of clouds from the ground. During November and December 2012, through the CHUVA-SUL campaign, measurements with lidar in Santa Maria, Rio Grande do Sul were conducted. The system installed in Santa Maria site (29.8 °S; 53.7 °W, 100 m asl) was a single elastic-backscatter lidar using the wavelength of 532 nm. Some days with cirrus clouds lidar measurements were detected. Four days with presence of cirrus cloud are showed in the present study. These days, 7, 8, 19 and 28 November 2012, was selected due the persistence of cirrus clouds over many hours. The raw retrieval lidar signals and inverted backscatter coefficient profiles were analyzed for the selected days. Base and top height was obtained by analysis of raw signal and backscatter coefficient. Extinction coefficient profiles were obtained by the assumption of the lidar ratio. Cirrus cloud optical depth (COD) values were calculated, from the integration of the extinction coefficient between the base and top altitudes of the cirrus clouds.

This study used canine sentinel surveillance and collected a sample of adult mosquitoes to investigate the potential impact of West Nile virus (WNV) in human populations in the Rio Grande Valley along the Texas-Mexico border. Samples for this study were collected from juvenile dogs two months to one year of age in animal shelters located in the Rio Grande Valley. The sample was comprised of stray dogs in order to include animals with maximum nighttime exposures to Culex mosquitoes. Serum samples were collected following the 2007 WNV transmission season and were tested for IgG antibodies against WNV. Evidence of antibodies to WNV was found in 35.1% of the sample population consisting of 74 dogs. During this same time period, mosquitoes in Brownsville were trapped and morphologically identified to develop greater understanding of the mosquito populations in the region and to further understand other potential mosquito vectors for disease transmission. The vast majority of mosquitoes living in this area were Aedes albopictus (47.6%), Culex quinquefasciatus (23.7%), and Aedes aegypti (20.1%). This study shows that WNV and the vector responsible for WNV transmission are active in the Rio Grande Valley and pose a threat to the human and animal populations. ^

The number of people with end-stage-renal-disease (ESRD) and living with dialysis is a growing public health concern. Most studies about the impact of ESRD on people’s lives have placed attention on the medical and clinical dimension of ESRD. Very few have given attention to the environmental and cultural context in which people with ESRD live, the adaptation that these individuals must make to adjust to living with ESRD and dialysis, or the occupations in which they engage. Additionally these studies have not focused on Mexican Americans who are disproportionately affected by this illness and condition. This qualitative study explores the needs, perceptions, and issues facing Mexican Americans with ESRD living with dialysis as well as their families. Participants were residents of the Lower Rio Grande Valley and included individuals with ESRD, family members, and the healthcare providers who give care to them. The Health Belief Model and Lifestyle Performance Model served as the theoretical frameworks. The study also explored the daily occupations of this population. ^ In-depth interviews were conducted on 15 Mexican Americans with ESRD living with dialysis, 15 family members, and six dialysis healthcare providers. A video documentary of the day-to-day life of three individuals with ESRD and their families was produced. Such data do not currently exist and will greatly enhance the understanding of the human experience of living with ESRD. The results suggest that a collective effort of the family unit is at work to deal with the demands of dialysis. An imbalance and disharmony exist among the occupational activities, which creates occupational deprivation and disruption for both the individuals and family members. Implications for practice and recommendations for further research are described. ^

A review of 1985 neonatal death statistics in the Lower Rio Grande Valley of Texas revealed an excessive perinatal death rate among Hispanics compared to Anglos. In order to identify factors contributing to perinatal mortality in the region and to determine if existing perinatal services were adequate, a confidential inquiry into each 1988 perinatal death was performed.^ Medical risk factors in the mothers were infrequent. The most commonly noted pregnancy complication was polyhydramnios. This complication is often associated with anencephalus which was the most frequent birth anomaly detected in the region.^ The study results did not reveal an association between lay midwife deliveries in the region and excessive perinatal mortality nor did perinatal mortality appear to be associated with a lack of neonatal intensive care facilities. Lack of prenatal care was the most commonly encountered preventable factor associated with perinatal death. It was not possible to determine if the level of care for Anglos and Hispanics differed because of the low number of Anglo deaths although the socioeconomic level of deaths in each of the ethnic groups was the same. ^

This paper has as objective to analyze the foundry work politics made by the Olívio Dutra's government in the state of Rio Grande do Sul-Brazil, being taken into account their guidelines, the dynamics of the political struggle promoted between the social leaders from the rural area and the achieved global results. This government's freshness is related to the fact of it was being sustained and supported by a coalition of left wing parties and by a group of social movements and also by syndical entities of the field, which was decisive in the presentation of an antagonistic program to the neoliberal politics on energy in a national extent. Hence this government became committed in adopting an own foundry work politics, being opposed to the program of market land reform extolled by Cardoso's government, in national wide. Therefore, the results presented along the article demonstrate that in spite of the assumed commitments and, in face of legal, institutional and economical limitations and also its existent politics, the space of the state governments' performance can only be thought about its complemental character on the federal government's actions.

The preservation of tangible cultural heritage does not guarantee effective revitalisation of urban historic areas as a whole. The legacy of our history consists not only of paintings, sculptures, architectural monuments and public spaces, but also the safeguarding of immaterial aspects of social life, such as oral traditions, rituals, practices, knowledge and craft skills. From 1999 to 2013, 26 Brazilian cities benefited from the Monumenta Programme - a national cultural policy that involved institutions, the private sector and the local community. The purpose of the programme was to stimulate economic growth and increase cultural and social development of the historic centres. Moreover, it sought to increase the number of residents in the benefited areas as defined in its agenda (IDB, 1999; MinC & Programa Monumenta, 2006). Using the Historic Centre of Porto Alegre as a case study, this paper examines how this cultural programme enables demographic change through the promotion of intangible cultural heritage, e.g. by supporting educational projects. The demographic flow was analysed using the microdata of the Populations Censuses (years 2000 and 2010) available from the Brazilian Institute of Geography and Statistics. The results showed an increase in low-income residents the areas that participated in the programme. This increase may have been motivated by a set of cultural-educational projects under the auspices of the Monumenta Programme. The retraining of artisans of Alfândega Square, the training of low-income youth for restoration work and the implementation of the "Black Route Museum in Porto Alegre" (Bicca, 2010) are just some examples of what was done to improve the local community's economy, to encourage social cohesion and to enhance the awareness of cultural diversity as a positive and essential value in society.

En América Latina, y en Brasil en particular, las ocupaciones informales de la tierra urbana se tornaran un fenómeno generalizado en todas las ciudades, hecho que evidencio una serie de problemas urbanos y de ineficiencia en el proveimiento de los derechos básicos de los ciudadanos, principalmente el derecho a la morada digna, con eso, trajo la necesidad de priorización de política publicas curativas, como los programas de regularización urbana, cuyo objetivo es la inserción de las ocupaciones informales en la ciudad formal, con todos los impactos que eso genera: urbanísticos, legales, sociales y económicos. La ley federal intitulado Estatuto da Cidade (EC), reglamentada en 2001, es entendida como un avanzo jurídico por justamente intentar contrabalancear ese contexto, trayendo una serie de principios e instrumentos que buscan garantizar la función social de la propiedad y de la ciudad. Esa nueva lógica, en la teoría, tiene que ser la base de todas las políticas urbanas del país. Con eso, esa tesis tiene como objetivo evaluar si, realmente, los programas de regularización urbana desarrollados en Brasil cumplen con los dictámenes de dicha legislación. Para eso, fue elegido la metodología del estudio de caso, que fue desarrollado en la ciudad de Porto Alegre, capital del Rio Grande do Sul. Primero fue analizado el Estatuto da Cidade, para la definición de los principios de evaluación, luego, fue propuesto un sistema de evaluación, que fue aplicado en los dos casos estudiados: un anterior a la promulgación del EC, el Condominio dos Anjos, que serbio como parámetro referencial, y otro desarrollado tras la promulgación de dicha legislación, el Programa Integrado Entrada da Cidade (PIEC). Tras los análisis, se puede concluir que la legislación federal efectivamente no ha tenido el reflejo necesario, como conclusiones principales se puede citar: que la legislación municipal de Porto Alegre desde la década 90 ya tenía avances considerables, incluso algunos sirvieron de ejemplo en la elaboración del EC, luego, eso puede explicar el bajo impacto percibido; y que el principal fiscalizador y delineador de la política urbana es el financiador del programa, luego, muchas estrategias y dibujos proyectuales dependen de la línea de dicha financiación. ABSTRACT In Latin America, and Brazil in particular, informal urban land occupations pervasive be turned into all cities, a fact evidenced a series of urban problems and inefficiency to provide the basic rights of citizens, mainly the right to a decent housing, with that, brought the need for prioritization of public policy, such as urban regularization programs, aimed at the inclusion of informal occupations in the formal city, with all the impacts that generates: urban, legal, social and economic. Federal law entitled Estatuto da Cidade (EC), regulated in 2001, is understood as a legal advanced for just try to counterbalance this context, bringing a number of principles and instruments that seek to guarantee the social function of property and the city. This new logic, in theory, has to be the basis of all urban policies of the country. With that, this thesis aims to assess whether urban regularization programs developed in Brazil, actually, comply with the dictates of that legislation. For that, it was elected the methodology of the case study, which was developed in the city of Porto Alegre, capital of Rio Grande do Sul, Brazil. It was first analyzed the EC, for defining the principles for evaluation, then, was proposed an evaluation system, which was applied in two case studies: one before the promulgation of the EC, the Condominio dos Anjos, which used as a reference parameter, and another developed following the enactment of this legislation, the Program Integrate Entrada da Cidade (PIEC). After the analysis, it can be concluded that the federal legislation has not actually had the reflection necessary, main conclusions can be cited: the municipal legislation in Porto Alegre, since the early 90s, had considerable progress, including some served as an example in developing the EC, then, that may explain the low perceived impact; the principal auditor and eyeliner urban policy is the founder of the program, of course, many strategies and project drawings depend on the line of financing.

Esta Tesis tiene como objetivo demostrar que los programas de preservación del patrimonio, durante su fase de implementación, deben someterse a un análisis multidisciplinar que haga un balance de su ejecución. Dicho análisis permitirá identificar resultados significativos, capaces de fundamentar la rectificación de las bases conceptuales de la política pública en cuestión. Este reajuste podrá darse, por lo tanto, durante su vigencia y, de forma más relevante, posteriormente, sus motivos y resultados permitirán elaborar nuevas estrategias que serán aplicadas en futuros programas de intervención. Por otro lado se indagó, además, si las ciudades participantes en un programa nacional de preservación del patrimonio, regidas por normas y metas comunes, podrían alcanzar resultados diferentes. Para atender a estos objetivos, la investigación se encuentra enfocada a la realidad brasileña, siendo seleccionado como objeto de estudio el Programa Monumenta. Este Programa formó parte de la política pública cultural del Ministerio de Cultura con una importante implicación del Banco Interamericano de Desarrollo. Implementado a partir de 1999, procuró promover un proceso de recuperación urbana sostenible y de preservación del patrimonio de 26 Sitios Históricos Urbanos o Conjuntos de Monumentos Urbanos protegidos por el Instituto del Patrimonio Histórico y Artístico Nacional (Iphan). El Programa contó con el apoyo de la Unesco y del Iphan, así como con la participación de las Administraciones Municipales y/o Estatales, sectores privados y la sociedad civil. Las hipótesis planteadas en esta Tesis Doctoral fueron: (a) el análisis de los resultados en la fase de implementación de un programa de preservación del patrimonio es imprescindible, porque permite extraer conclusiones preliminares y orientar sus reformas; (b) los objetivos a corto plazo establecidos por el Programa Monumenta fueron alcanzados de modo diferenciado en las distintas ciudades beneficiadas; (c) a pesar de las diferencias, el Programa Monumenta presentó resultados preliminares positivos y significativos en la preservación del patrimonio histórico urbano brasileño. Los procedimientos metodológicos se centraron en un análisis cuantitativo, cualitativo y comparativo de los resultados alcanzados por tres ciudades beneficiadas por el Programa Monumenta, seleccionadas según su tamaño poblacional: Pelotas, Porto Alegre (Estado de Rio Grande do Sul) y São Francisco do Sul (Estado de Santa Catarina). Estos procedimientos fueron aplicados en los siguientes indicadores: utilización de los equipamientos culturales, características de la población y de los domicilios, variación de las actividades económicas, financiación destinada al sector privado para la recuperación de inmuebles y el fomento de la seguridad urbana. La Tesis ha englobado discusiones y conceptos abordados en las disciplinas de la Sociología Urbana, Geografía Urbana, Historia, Economía y Estadística de modo que se atribuye al objeto de investigación una visión interdisciplinar que ayudará a la comprensión de la teoría y la práctica preservacionistas. El análisis de la varianza, la regresión lineal y el análisis factorial fueron las herramientas estadísticas aplicadas sobre los datos con el objetivo de constatar la significación de los resultados y la relación de correspondencia entre algunas variables. Esta Tesis contribuye a la elaboración de una metodología analítica que puede ser aplicada en el cálculo de la superficie ocupada por las actividades económicas, con base en el método estadístico del Diagrama de Caja y Bigotes, de John Wilder Tukey. Las conclusiones corroboran las hipótesis planteadas y pretenden contribuir al diseño de las nuevas políticas públicas de preservación de sitios históricos de carácter urbano, enfatizando, con ello, la necesidad de evaluaciones más profundas de los resultados durante su fase de implementación. ---------------------------------------------------------------------------------- RESUMO--------------------------------------------------------------------------- A presente Tese apresenta como objetivo principal demonstrar que os programas de preservação do patrimônio histórico, durante a sua fase de implementação, necessitam de uma análise multidisciplinar sobre a sua execução. Essa análise permite identificar resultados significativos, capazes de fundamentar a retificação das bases conceituais da política pública em questão. A correção poderá, portanto, ser realizada tanto durante a sua vigência como posteriormente, ao permitir a elaboração de novas estratégias a serem aplicadas nos futuros programas de intervenção. Por outro lado, indagou-se se cidades participantes de um mesmo programa nacional de preservação do patrimônio histórico, regidas por normas e metas comuns, poderiam alcançar resultados não similares. Para atender tais objetivos, a investigação enfoca a realidade brasileira, tendo sido selecionado o Programa Monumenta como objeto de estudo. Esse Programa fez parte de uma política pública cultural do Ministério da Cultura, que atuou em parceria com o Banco Interamericano de Desenvolvimento. Implantado em nível nacional, a partir de 1999, visava promover um processo de recuperação urbana sustentável, bem como a preservação do patrimônio de 26 Sítios Urbanos Históricos ou Conjuntos de Monumentos Urbanos, protegidos pelo Instituto do Patrimônio Histórico e Artístico Nacional (Iphan). O Programa contou com o apoio da Unesco e do Iphan, além da participação das Administrações Municipais e/ou Estaduais, setores privados e sociedade civil. Os procedimentos metodológicos se centraram em análises quantitativa, qualitativa e comparativa dos resultados alcançados em três cidades beneficiadas pelo Programa Monumenta, selecionadas de acordo com o tamanho populacional: Pelotas, Porto Alegre (Estado do Rio Grande do Sul) e São Francisco do Sul (Estado de Santa Catarina). Esses procedimentos foram aplicados nos seguintes indicadores: utilização dos equipamentos culturais, características da população e dos domicílios, atividades econômicas, financiamento destinado ao setor privado para a recuperação dos imóveis e, ainda, o fomento da segurança urbana. A Tese inclui discussões e conceitos abordados nas disciplinas de Sociologia Urbana, Geografia Urbana, História, Economia e Estatística, de modo a atribuir ao objeto de investigação uma visão interdisciplinar e uma compreensão entre a teoria e a prática preservacionista. A análise de variância, regressão linear e análise fatorial foram as técnicas estatísticas aplicadas sobre os dados, com o objetivo de constatar a significação dos resultados e a relação de correspondência entre algumas variáveis. Esta Tese contribui com a elaboração de uma metodologia aplicada no cálculo da superfície ocupada pelas atividades econômicas, utilizando como método estatístico o Diagrama de Caixa e Bigodes, de John Wilder Tukey. As conclusões corroboram com as hipóteses estabelecidas e pretendem contribuir para o desenho de novas políticas públicas de preservação de sítios históricos de caráter urbano, enfatizando a necessidade de avaliações mais profundas dos resultados durante a sua fase de implementação. ---------------------------------------------------------------------------------- ABSTRACT ---------------------------------------------------------------------------------- The main goal of this PhD. Thesis is to demonstrate that a multidisciplinary analysis is needed during the implementation phase of preservation of heritage programmes. Such analysis allows the identification of significant results, which in turn can serve as the foundation for the conceptual bases of the public policy at hand. Thus, any corrections can be made both during the programme and afterward, by introducing new strategies to be applied in future intervention programmes. On the other hand, this project also asks whether cities participating in the same national preservation of heritage programme with common rules and goals can achieve distinct results. In order to meet these objectives, the project chose Brazil as its focus and Monumenta Programme for its object of study. This Programme is part of the Ministry of Culture’s public cultural policy, and was developed with cooperation by the Inter-American Development Bank. Implemented at the national level in 1999, the Programme aimed at promoting a process of sustainable urban renewal and the preservation of 26 urban historic sites or urban monumental ensembles, protected by the National Historic and Artistic Heritage Institute (IPHAN). UNESCO and IPHAN supported the Programme, and participants included municipal and state offices, private businesses, and local residents. The hypotheses established in this Doctoral Thesis were: (a) the analysis of the results in the implementation phase of a cultural public policy is imperative, because it enables preliminary conclusions to be drawn and orientate reforms; (b) the short-term objectives set out in the Monumenta Programme were achieved differently in the benefitted cities; (c) despite the differences, the Monumenta Programme displayed significant positive preliminary results in the conservation of the urban historic heritage in Brazil. Methodology procedures centered around quantitative, qualitative, and comparative analyses of the results achieved in three benefiting cities, selected according to population size: Pelotas, Porto Alegre (Rio Grande do Sul State) and São Francisco do Sul (Santa Catarina State). These procedures were applied to the following indicators: the use of the cultural facilities, characteristics of the population and the residential housing, variation of the economic activities, financing destined for the recovery of real estate, and promoting urban safety. The Thesis includes discussions and concepts addressed in urban sociology, urban geography, history, economics, and statistics, in order to examine the object of study with an interdisciplinary eye and an understanding between preservation theory and practice. Variance analysis, linear regression, and factorial analysis were the statistical techniques applied to the data, with the goal of defining the significance of the results and the correspondence ratio between some of the variables. This Thesis attempted to elaborate an applied methodology for calculating the space occupied by economic activities, using John Wilder Tukey's statistical method of Box-and-Whisker Plot. The conclusions corroborated the hypotheses established and are meant to contribute to the design of new public policies of historical site preservation in urban settings, emphasizing the need for deeper evaluations of the results during the implementation phase.

Através de pesquisa qualitativa, com estudo de caso descritivo sobre a Casa de Cinema de Porto Alegre, o objetivo do projeto é analisar se o cinema produzido no Rio Grande do Sul desenvolve características próprias ou regionais e observar se a identidade regional gaúcha é retratada nas produções cinematográficas. A Casa de Cinema de Porto Alegre é uma das maiores empresas produtoras e distribuidoras de cinema do Rio Grande do Sul. Situada na cidade de Porto Alegre/RS, a Casa de Cinema foi criada em dezembro de 1987 por um grupo de cineastas gaúchos. Estes trabalhavam em cinema desde o início dos anos 80, e ainda atuam no mercado cinematográfico brasileiro. Para esta análise, optou-se por um recorte na filmografia entre 1981 a 2001, por ser este, segundo críticos, pesquisadores e diretores de cinema do Rio Grande do Sul, um período de adaptações e transformações dentro do cinema gaúcho.(AU)
