This policy paper focuses on the sustainable management of some key natural resources in southern and eastern Mediterranean countries (SEMCs) under climate change and anthropogenic pressures. In a business-as-usual and even more so in a failed cooperation scenario, water resources, ecosystems and biodiversity in the region are under stress, with negative consequences for agriculture, food security, tourism and development. However, proper adaptation strategies are shown to be effective in reconciling resource conservation with GDP, trade and population growth. These need be implemented in different ways: technological, institutional, behavioural; and at different levels: regional, national and international. There is ample room for fruitful cooperation between the EU and SEMCs in this area, which can take the form of EU direct financial and technical support when resources in SEMCs are scarce, and of multilateral and bilateral cooperation programmes to improve resource efficiency. The EU could also take on the role of coordinating these different bilateral actions and, at the same time, support SEMCs to establish a structured programme focused on the communication and dissemination of emerging best practices.

Before Russia began its aggression against Ukraine, including the annexation of Crimea, Lithuania, Latvia and Estonia had felt a higher level of security due to their membership in NATO and the EU. This has now changed. The authorities of these states claim that Russia has been pursuing an aggressive policy towards them for a long time, using various instruments of pressure. They claim that Russia is now able to organise acts of sabotage against them in several areas and that these could threaten both their internal stability and the territorial integrity of the region. The Baltic states’ reaction to the threat from Russia has demonstrated that the level of cooperation between them is low. It has also revealed certain weaknesses in several areas of how these states function, which Moscow may be willing to use for its own purposes. Paradoxically, this has created a chance for the Baltic states’ governments to take measures which in different political circumstances would meet with resistance from society, such as strengthening the military sector and the level of energy security.

On January 26, 2004, the topic of the CES-Berlin Dialogues was "The 'New World Order': From Unilateralism to Cosmopolitanism." It was the second in a series of four meetings organized in Berlin under the med_title 'Redefining Justice.' The session was intended to examine successful and failed arenas of cooperation between the US and Europe; political misunderstandings and conscious manipulation; and models for future transatlantic relations. The presenters were Jeffrey Herf, Professor of History, University of Maryland, and Prof. Dr. Jürgen Neyer, Professor of International Political Economy, Ludwig-Maximilians-University of Munich, and Heisenberg Fellow of the Deutsche Forschungsgemeinschaft at the Department of Political and Social Sciences of the Freie Universität Berlin. Jeffrey Herf was asked to speak on the basic tenets of U.S. foreign policy in the administration of President George W. Bush, and Jürgen Neyer focused on the European view of international relations and conduct in the period since the invasion of Iraq.

Back in the autumn of 2014, the deal between Russia and Turkey on the Turkish Stream pipeline was expected to start a period of close energy cooperation between the two countries, potentially able to change the energy game in the region and consolidate political relations in a long-term perspective. One year later, after announcing the project’s size would be reduced by half, Moscow suspended the negotiations in retaliation to the downing of a Russian fighter jet by the Turkish Air Force at the border between Turkey and Syria. This seems to complement growing doubts about Turkish Stream, which already started as a result of Russia’s military involvement in Syria. From an EU perspective, recent developments raise doubts about Turkey’s role in the Union’s energy strategy.

The EU democratization policies have not achieved the expected results in Eastern Partnership (EaP) countries. On the contrary, they have led to the outbreak of the most important crisis in Europe after the end of the cold war. A new vision of cooperation in the field of democracy is necessary in the East, as long as even Georgia and Moldova, countries considered to be the most advanced among the EaP states, have not registered essential progress in the democratization of their societies. Assuming that democratization, as part of EU’s neighbourhood policies, can be considered a threat to Russia and hence a ‘destabilizing factor’ for the EU partners, this thesis tried to understand what changes can be made to EU policies and to what extent cooperation between EU and Russia is possible in the process developing democratization policies in Georgia and Moldova. While arguing for the revitalization of the instruments used for the implementation of the democratization policies, this thesis finds that cooperation between the EU and Russia in the field of democracy is excluded as long as the two geo-political actors have different values and different views on the notion of democracy. The most likely cooperation that might occur between EU and Russia is the establishment of a Common Economic Space ‘from Lisbon to Vladivostok’. Even though such a scenario would have the potential to reduce confrontation between the two actors in the common neighbourhood, this cooperation would, however, have a negative impact on the on-going democratic reforms in Georgia and Moldova.

Foreword. The Foreign Trade Association, which represents the European and international distribution and retail sector, commissioned this study in light of the importance of China as a sourcing country and its attractiveness as a rapidly growing consumer market. We believe that open borders and free trade can contribute to a broader choice and lower costs for consumers and create growth and employment in both Europe and China. This independent study aims to provide an in-depth contribution on the status of bilateral economic exchanges and persistent trade barriers that exist between the European Union and China. The second objective of the report is to encourage a frank and open dialogue, based on a scientific evaluation and without prejudice, on the possibility of a preferential trade agreement between the two sides. This study should be read by anyone who is interested in economic relations between the EU and China and in trade policy in general. The report provides many interesting findings and raises a number of surprising points. Overall, this study is one of the most significant contributions to the discourse on EU-China relations in recent years. We hope that this study will stimulate fresh thoughts on the benefits of closer future cooperation between two regions that have been interlinked since the times of antiquity and the first Silk Road.

Recent publications allow us to conclude that the economic relations between Germany and Central Europe have come to the ‘end of history’, and nothing new will happen. However, a deeper analysis of these relationships reveals interesting new trends. Since joining the European Union the states of Central Europe have not settled for maintaining the average level of economic development, but have continued to narrow the distance between them and Western Europe, something which the global financial crisis did not prevent. Their improved economic situation also affected their relations with Germany. The latest results from the Visegrád Group states show them to be Germany’s most important trading partner, and their balance of trade in goods is in a state of equilibrium, while many euro area countries have recorded high trade deficits with Germany. The aim of this report is to display the trends in trade and investment between Germany and Central Europe, based on the example of the Visegrád Group. The author will also attempt to answer the question of whether the advancing economic cooperation between Germany and the V4 countries will lead to the further modernisation of those countries’ economies, or whether it will run the risk of leaving them in the ‘middle income trap’.

Since mid-2015 Turkey has been affected by a deep internal crisis, caused by rising political polarisation, increased levels of terrorist threat (posed by the Kurds and Islamic radicals) and the revived conflict with the Kurdistan Workers’ Party (PKK). As a consequence of this crisis, over 350,000 residents of south-eastern Turkey have been forced to leave their homes. At the same time, due to the migration crisis and despite mutual distrust in relations between Turkey and the EU, cooperation between Ankara and Brussels has been intensifying. Turkey’s ongoing destabilisation does not challenge the status of the ruling Justice and Development Party (AKP), which is de facto controlled by President Recep Tayyip Erdoğan; paradoxically, it strengthens the party. The internal crisis which the authorities have been deliberately fuelling is an element of a plan to rubber-stamp political change by introducing a presidential system of government. This is happening amid a thorough reconstruction of the socio-political order which has been underway for over a decade. In the upcoming months it is expected to result in the constitution being changed and, as a consequence, the institutionalisation of Erdoğan’s autocratic rule.

O presente relatório decorreu durante a Prática de Ensino Supervisionada do Mestrado em Educação Pré-Escolar e é um reflexo das experiências no Jardim-de-Infância da Praceta, na cidade de Portalegre. O trabalho intitulado de “A Aprendizagem Cooperativa na Educação Pré-Escolar” teve comos principais objetivos: identificar e promover competências em crianças em idade pré-escolar; desenvolver competências sociais que permitam a cooperação entre crianças em idade pré-escolar (dos 3 aos 6 anos). Para tal, foram utilizados vários instrumentos de recolha de dados, e foram várias as atividades que promovemos com as crianças de modo a podermos refletir sobre esta metodologia que se baseia na cooperação e entreajuda. Metodologicamente foi usada a investigação-ação, o que permitiu uma reflexão em todos os momentos e que se constituiu como um apoio às nossas práticas enquanto estudantes de Mestrado e enquanto futuros profissionais de educação. Utilizámos um dilema social, não moral e uma entrevista semiestruturada, a fim de compreender melhor o mundo social e as competências sociais das crianças. Os resultados enfatizam que as crianças ainda se encontram entre o nível 0 – impulsivo e o nível 1 – unilateral, ou seja, que pensam na sua satisfação pessoal e tentam apaziguar o outro, respetivamente. Utilizámos ainda uma escala de avaliação do desenvolvimento da criança, de Alberto Sousa, a fim de avaliar as competências das crianças no que diz respeito à cooperação e ao relacionamento. Neste tópico os resultados que obtivemos demonstraram que a maioria das crianças se encontram num nível 3, no que diz respeito ao Relacionamento, e que na Cooperação as crianças obtêm valores mais baixos, isto é um reflexo da idade das crianças e da sua maturidade, pois a criança pré-escolar demonstra egocentrismo.

O conhecimento e a compreensão dos processos que ocorrem no interior do tubo de uma arma de fogo, desde a ignição da carga propulsora, até à saída do projétil, é importante no desenvolvimento do armamento, de uma forma económica e segura. Com a modelação matemática destes processos, que é uma abordagem muito utilizada atualmente, é possível otimizar a carga explosiva e os materiais utilizados. Este estudo foi realizado no âmbito do projeto FIREND, resultante da colaboração entre a Academia Militar e o Instituto Superior Técnico O modelo desenvolvido foi aplicado a um sistema, arma, carga propulsora e projétil, já existente, tendo os resultados obtidos sido validados com o software PRODAS e tabelas referentes ao presente sistema. Para melhor compreender a importância das variáveis envolvidas, é feita uma análise de sensibilidade a diversos parâmetros balísticos, mantendo constante as dimensões da arma em estudo. Na análise dos resultados verifica-se que a cinta de travamento é um elemento muito importante, alterando significativamente os valores da pressão e da velocidade. Verificou-se também que com cargas propulsoras de maior taxa de queima é possível obter valores mais elevados de pressão máxima e velocidade à saída. Atualmente, ferramentas e dados estatísticos são muito utilizados para avaliar as condições perigosas enquanto, por outro lado, as pessoas usam o julgamento para perceber o risco, que tem como base a cultura do risco. A percepção do risco muda conforme o ambiente no qual a pessoa está imersa, e se diferencia conforme a cultura. O objetivo desta pesquisa é conhecer qual o papel dos diversos atores envolvidos na gestão de riscos e como a resiliência ajuda nos eventos indesejáveis. Foram investigados onze eventos indesejáveis, com dez entrevistados em seis organizações, com o objetivo de identificar e analisar como a gestão de risco, a resiliência e a percepção do risco interagem. A análise multifacetada reforçou a importância dos aspectos de resiliência para uma gestão de risco eficaz. A participação dos possíveis envolvidos no evento, desde o contexto da gestão, reforçado pelo controle compartilhado, identificação das habilidades individuais não prescritas, incentivo à cooperação entre esses atores, comunicação eficaz e simplificação dos processos são aspectos integradores a uma gestão de risco. Como oportunidade de investigação futura, a pesquisa reforça a necessidade de analisar aspectos da cultura organizacional abrangendo as ciências sociais: antropologia, sociologia, psicodinâmica do trabalho, sociologia da ética e cultura país como agente consciente e experimentador da realidade.
