Monetary Policy by Committee:Consensus, Chairman Dominance or Simple Majority?

This paper studies the theoretical and empirical implications of monetary policy making by committee under three different voting protocols. The protocols are a consensus model, where super-majority is required for a policy change; an agenda-setting model, where the chairman controls the agenda; and a simple majority model, where policy is determined by the median member. These protocols give preeminence to different aspects of the actual decision making process and capture the observed heterogeneity in formal procedures across central banks. The models are estimated by Maximum Likehood using interest rate decisions by the committees of five central banks, namely the Bank of Canada, the Bank of England, the European Central Bank, the Swedish Riksbank, and the U.S. Federal Reserve. For all central banks, results indicate that the consensus model is statically superior to the alternative models. This suggests that despite institutionnal differences, committees share unwritten rules and informal procedures that deliver observationally equivalent policy decisions.

La question du consensus en situation de collaboration interorganisationnelle : le cas de la Table québécoise de la sécurité routière

Ce mémoire propose de décrire et comprendre les pratiques communicationnelles menant à la prise de décision consensuelle d’une collaboration interorganisationnelle (CI) spécifique, la Table québécoise de la sécurité routière (TQSR). Nous adoptons la perspective de la communication constitutive des organisations (CCO) développée par « l’École de Montréal » pour appréhender les dimensions constitutives de ces pratiques de communication et de ce mode privilégié de décision en CI. Après un aperçu de la littérature disponible en matière de CI et concernant la notion de consensus, nous proposons de nous concentrer sur les pratiques communicationnelles du consensus en adoptant la perspective du consensus par absence d’opposition d’Urfalino (2014). L’analyse de conversation et les principes d’une approche rhétorique sont ensuite mobilisés pour rendre compte des pratiques de communication qui permettent l’accomplissement du consensus lors d’une séance plénière du troisième cycle de travail de la TQSR, spécifiquement consacrée à la rédaction de son rapport final. Nous verrons que 1) les pratiques communicationnelles mobilisées facilitent l’arrêt de la décision et que 2) celles-ci sont constitutives du consensus qui favorise l’unité du collectif de collaboration.

Median computation in graphs using consensus strategies

Following the Majority Strategy in graphs, other consensus strategies, namely Plurality Strategy, Hill Climbing and Steepest Ascent Hill Climbing strategies on graphs are discussed as methods for the computation of median sets of pro¯les. A review of algorithms for median computation on median graphs is discussed and their time complexities are compared. Implementation of the consensus strategies on median computation in arbitrary graphs is discussed

Consensus strategies for signed profiles on graphs

The median problem is a classical problem in Location Theory: one searches for a location that minimizes the average distance to the sites of the clients. This is for desired facilities as a distribution center for a set of warehouses. More recently, for obnoxious facilities, the antimedian was studied. Here one maximizes the average distance to the clients. In this paper the mixed case is studied. Clients are represented by a profile, which is a sequence of vertices with repetitions allowed. In a signed profile each element is provided with a sign from f+; g. Thus one can take into account whether the client prefers the facility (with a + sign) or rejects it (with a sign). The graphs for which all median sets, or all antimedian sets, are connected are characterized. Various consensus strategies for signed profiles are studied, amongst which Majority, Plurality and Scarcity. Hypercubes are the only graphs on which Majority produces the median set for all signed profiles. Finally, the antimedian sets are found by the Scarcity Strategy on e.g. Hamming graphs, Johnson graphs and halfcubes

She was delivering the inaugural address at the International Conference on Semigroups, Algebras and Applications (ICSA 2015) organized by Dept. of Mathematics, Cochin university of Science and Technology on Thursday. Mathematics plays an important role in the development of basic science. The academic community should not delay in accepting and appreciating this, Dr. Letha added. Dr. Godfrey Louis, Dean, Faculty of Science presided over the inaugural function. Prof. P. G. Romeo, Head, Dept. of Mathematics, Prof. John C. Meakin, University of Nebraska-Lincoln, USA, Prof. A. N. Balchand, Syndicate Member, Prof. K. A. Zakkariya, Syndicate Member, Prof. A. R. Rajan, Emeritus Professor, University of Kerala and Prof. A. Vijayakumar, Dept. of Mathematics, Cusat addressed the gathering. Around 50 research papers will be presented at the Conference.Prof. K. S. S. Nambooripad, the internationally famous mathematician with enormous contributions in the field of semigroup theory, who has attained eighty years of age will be felicitated on 18th at 5.00 pm during a function presided over by Dr. K. Poulose Jacob, Pro-Vice Chancellor. Dr. Suresh Das, Executive President, KSCSTE, Dr. A. M. Mathai, Director, CMSS and President, Indian Mathematical Society, Dr. P. G.
