A lo largo de la historia republicana de Colombia el debate sobre la pena de muerte siempre ha estado presente, directa o indirectamente. A pesar de que se abolió oficialmente en 1910, ha sido frecuente escuchar voces que se muestran favorables a una reaplicación de la pena de muerte. Uno de los momentos más significativos, quizá el más importante hasta la fecha, ocurrió en 1925. El objetivo de este artículo es reflexionar sobre el proceso histórico del cadalso en Colombia, buscando examinar las posiciones presentadas por abolicionistas y defensores de la pena de muerte en los primeros años del siglo XX. El artículo se divide en dos partes. La primera aborda reflexiones filosóficas sobre la pena de muerte, alrededor de Hobbes y Spinoza, incluyendo algunas referencias sociológicas de Durkheim. La segunda se concentra en estudiar algunas polémicas a favor y en contra del restablecimiento de la pena de muerte en Colombia.-----Throughout Colombia’s republican history the debate on the death penalty has always been present, either directly or indirectly. Despite it being officially abolished in 1910, many have frequently been heard favoring a reestablishment of the death penalty. One of the most significant events, and perhaps the most important to date, took place in 1925. The purpose of this article is to reflect on the historic process of scaffolding in Colombia, seeking to examine the opinions presented by abolitionists and defenders of the death penalty during the early years of the 20th century. It is divided into two parts. The first addresses the philosophical questions regarding the death penalty, from Hobbes and Spinoza, and including some sociological references to Durkheim. The second concentrates on studying some of the polemics in favor and against the reestablishment of the death penalty in Colombia.

La Asamblea Nacional Constituyente de 1991 dedicó un capítulo al tema de la función pública. Es la primera vez en la historia de la nación colombiana que se eleva a mandato superior, con tanto detalle, un tema de vital importancia para la vida de los colombianos, la consolidación del Estado y la modernización de la administración pública. Del análisis de este tema se ocupa el presente libro y para lograrlo se plantea la siguiente hipótesis: sólo contando con la presencia activa de recursos humanos sólidamente formados, sistemáticamente actualizados y comprometidos éticamente con el manejo de los recursos públicos, se pueden desarrollar de manera segura procesos de transformación de nuestras realidades y su consecuente proyección hacía mejores estadios de desarrollo. El libro tiene cinco capítulos, así: el primero desarrolla los aspectos generales de la gestión de los recursos humanos; el segundo se ocupa de la función pública; el tercero, del marco constitucional y legal; el cuarto desarrolla el tema de la gerencia pública y el quinto se refiere al Código de Ética del servidor público. Este trabajo se inscribe en la línea investigación “Institucionalidad y Democracia” del Centro de Estudios Políticos e Internacionales de la Universidad del Rosario (CEPI) y es el producto de la permanente reflexión y discusión del tema en pregrado y posgrado, y de varios años de experiencia en la dirección administrativa de entidades del Estado.-----The National Constituent Assembly in 1991 devoted a chapter to the subject of Public Duties. For the first time in the National Colombian history a subject of vital importance to the lives of Colombians, i.e. the consolidation of the State and modernization of the Public Administration, is raised in such detail to a Superior mandate. This book concentrates on the analysis of this topic and with this aim the following hypothesis is formulated: only with the active presence of solidly trained Human Resources who are systematically kept up to date and ethically committed to the management of public resources can the processes of transformation of our reality and its consequent projection towards better development stages be safely developed. The book contains five chapters: the first develops the general aspects of Human Resource management; the second deals with public duty; the third with constitutional and legal framework; the fourth develops the public management topic and the fifth refers to the public officer’s code of ethics. This paper is registered on the CEPI’s “Institutionalism and Democracy” line of research and is product of the permanent thought and discussion of the topic at undergraduate and postgraduate levels, as well as the various years of experience in administration of public entities.

Determinar si las transfusiones de glóbulos rojos en niños en cuidados intensivos se asocian a aumento de la morbimortalidad. Materiales y Métodos: Estudio observacional analítico de cohorte. Se incluyeron niños con anemia de 1 mes a 18 años de edad en un periodo de 10 meses. Resultados: 134 niños con anemia fueron incluidos. En el 51.5% la anemia se desarrolló posterior a su ingreso. De éstos, 66 niños recibieron una transfusión de glóbulos rojos y la mediana de hemoglobina pretransfusión fue de 7.5 g/dl. El 6% de los pacientes transfundidos presentó una Reacción adversa. Entre el grupo de pacientes expuesto a transfusión y los no expuestos existió diferencia significativa en la hemoglobina de ingreso, cantidad de sangre extraída y edad en el análisis bivariado. Los pacientes transfundidos tuvieron mayor mortalidad (15.2% vs. 2.9%, p =0.013). El desarrollo de falla multiorgánica también fue más frecuente en el grupo transfundido (62.1% vs. 16.2%, p < 0.001). La mediana de los días de estancia en la UCI y el tiempo de ventilación mecánica fue mayor en los niños transfundidos que en los no transfundidos, 8 vs. 4 días p< 0.001, y 6 vs. 3 días p<0.001 respectivamente. Un análisis multivariado mostró asociación de transfusión de glóbulos rojos con mortalidad y falla multiorgánica. Conclusión: Las transfusiones de glóbulos rojos se asocian con un aumento en la Mortalidad y en el desarrollo de falla multiorgánica. La estancia en la UCI y el tiempo de ventilación mecánica fue mayor en los niños transfundidos.

Objetivos: Determinar si las transfusiones de glóbulos rojos en niños en cuidados intensivos se asocian a aumento de la morbimortalidad. Los pacientes transfundidos tuvieron mayor mortalidad (12.9% vs. 2.5%, p =0.014). El desarrollo de falla multiorgánica también fue más frecuente en el grupo transfundido (57.1% vs. 13.9%, p < 0.001). La mediana de los días de estancia en la UCI y el tiempo de ventilación mecánica fue mayor en los niños transfundidos que en los no transfundidos, 8 vs. 4 días p< 0.001, y 6 vs. 3 días p<0.001 respectivamente. This article examines the mismatch between labor supply and demand for educational qualificationsin the Uruguayan labor market during 2000-2009. It attempts to measure the phenomenonof under-qualification and overqualification by occupation type based on educational requirementfor each occupation. Following the previous literature, the empirical work concentrates onthe determinants of over-education and its impact on wages.

The article is the result of an attempt to define universal categories which permit a nonandrocentric conceptualization of the natural environment, in which femenine experience in environmental topics is unveiled and emphatized as a collective heritage. The theoretic content concentrates on defining and outlining the characteristics of two basic concepts: the femenine model of conscience and environmental actionr and ccwomen's ecologismn. The potential of both concepts for structuring research in genderlenvironment relations is demostrated. Finally, the article offers reasoned criticism of the androcentric nature of the guide-lines which predominate in environmental management and proposes, as the basis of an alternative model, the recognition of the legitimacy and authority of feminine experience in environmental affairs

Dynamic optimization methods have become increasingly important over the last years in economics. Within the dynamic optimization techniques employed, optimal control has emerged as the most powerful tool for the theoretical economic analysis. However, there is the need to advance further and take account that many dynamic economic processes are, in addition, dependent on some other parameter different than time. One can think of relaxing the assumption of a representative (homogeneous) agent in macro- and micro-economic applications allowing for heterogeneity among the agents. For instance, the optimal adaptation and diffusion of a new technology over time, may depend on the age of the person that adopted the new technology. Therefore, the economic models must take account of heterogeneity conditions within the dynamic framework. This thesis intends to accomplish two goals. The first goal is to analyze and revise existing environmental policies that focus on defining the optimal management of natural resources over time, by taking account of the heterogeneity of environmental conditions. Thus, the thesis makes a policy orientated contribution in the field of environmental policy by defining the necessary changes to transform an environmental policy based on the assumption of homogeneity into an environmental policy which takes account of heterogeneity. As a result the newly defined environmental policy will be more efficient and likely also politically more acceptable since it is tailored more specifically to the heterogeneous environmental conditions. Additionally to its policy orientated contribution, this thesis aims making a methodological contribution by applying a new optimization technique for solving problems where the control variables depend on two or more arguments --- the so-called two-stage solution approach ---, and by applying a numerical method --- the Escalator Boxcar Train Method --- for solving distributed optimal control problems, i.e., problems where the state variables, in addition to the control variables, depend on two or more arguments. Chapter 2 presents a theoretical framework to determine optimal resource allocation over time for the production of a good by heterogeneous producers, who generate a stock externalit and derives government policies to modify the behavior of competitive producers in order to achieve optimality. Chapter 3 illustrates the method in a more specific context, and integrates the aspects of quality and time, presenting a theoretical model that allows to determine the socially optimal outcome over time and space for the problem of waterlogging in irrigated agricultural production. Chapter 4 of this thesis concentrates on forestry resources and analyses the optimal selective-logging regime of a size-distributed forest.

El texto que aquí se presenta es una aproximación inicial al tema de los festivales de la Revolución francesa durante la década revolucionaria, entre 1789 y 1799. Se concentra en algunas similitudes y diferencias entre los festivales y las fiestas tradicionales populares del antiguo régimen, y examina el uso de la simbología retórica revolucionaria en las celebraciones de la Revolución. El trabajo argumenta, a su vez, que los festivales revolucionarios, definidos como rituales, no lograron cumplir cabalmente su propósito, esto es, servir de estrategia político-pedagógica efectiva.

Este ensayo analiza ciertas normas dictadas por la Corona con el propósito de regular la vida urbana a lo largo del período colonial. El artículo centra su estudio en algunas disposiciones que buscaban refrenar el desorden público y mantener el orden y las normas del ""buen vivir"". Bajo esta perspectiva, se analizan algunas prácticas culturales que se apartaban de estas regulaciones, entre las que se incluyeron los albazos y carnavales. Muchas de estas manifestaciones fueron percibidas por el poder colonial como muestras de primitivismo latente. No obstante, el juego de carnaval, entre otras prácticas, se mantuvo reacio a acatar estas regulaciones.

The paper looks at the setting up of media services for British Army forces engaged in Operation Granby, the British participation in Operation Desert Storm, the liberation of Kuwait from Iraqi occupation in 1991. In particular, the piece focuses on the creation of a force newspaper and radio station.There is far more involved in the organisation of modern war than simply battles themselves One aspect is the importance of creating and maintaining morale, which can be achieved in a number of ways, especially by keeping troops informed of their progress, purpose and mission as operations unfold. This was specifically recognised by commanders in the Gulf War, who ensured the smooth transmission of information by the provision of media services for forces personnel throughout the War. Here S J Anglim concentrates on the difficulties inherent in setting up and running the Gulf Forces newspaper, The Sandy Times, a Radio service and producing video reviews, all of which played their part in ensunng high morale. He concludes that there are lessons to be learnt and implemented for the success of any future conflicts.

This chapter describes the present status and future prospects for transgenic (genetically modified) crops. It concentrates on the most recent data obtained from patent databases and field trial applications, as well as the usual scientific literature. By these means, it is possible to obtain a useful perspective into future commercial products and international trends. The various research areas are subdivided on the basis of those associated with input (agronomic) traits and those concerned with output (e.g., food quality) characteristics. Among the former group are new methods of improving stress resistance, and among the latter are many examples of producing pharmaceutical compounds in plants.

A model of sugarcane digestion was applied to indicate the suitability of various locally available supplements for enhancing milk production of Indian crossbred dairy cattle. Milk production was calculated according to simulated energy, lipogenic, glucogenic and aminogenic substrate availability. The model identified the most limiting substrate for milk production from different sugarcane-based diets. For sugarcane tops/urea fed alone, milk production was most limited by amino acid followed by long chain fatty acid availability. Among the protein-rich oil cake supplements at 100, 200 and 300 g supplement/kg total DM, cottonseed oil cake proved superior with a milk yield of 5.5, 7.3 and 8.3 kg/day, respectively. This was followed by mustard oil cake with 5.1, 6.5 and 7.6 kg/day, respectively. In the case of a protein-rich supplement (fish meal), milk yield was limited to 6.6 kg/day due to a shortage of long chain fatty acids. However, at 300 g of supplementation, energy became limiting, with a milk yield of 6.7 kg/day. Supplementation with rice bran and rice polishings at 100, 200 and 300 g restricted milk yield to 4.3, 4.9 and 5.5 and 4.5, 5.3 and 6.1 kg/day, respectively, and amino acids became the factor limiting milk production. The diet comprising basal sugarcane tops supplemented by leguminous fodder, dry fodder (e.g. rice or wheat straw) and concentrates at levels of 100, 200 and 300 g supplements/kg total diet DM proved to be the most balanced with a milk yield of 5.1, 6.7 and 9.0 kg/day, respectively.

This paper reviews a series of alternative lixiviant systems for the recovery of gold from ores and concentrates. For over 100 years, cyanide has been the leach reagent of choice in gold mining because of its high gold recoveries, robustness and relatively low costs. The environmental damages resulting from its mismanagement, however, have initiated widespread research aimed at identifying and developing less toxic leaching agents. The most widely-researched alternative lixiviants for gold ores are examined in this paper, but it is evident that none has yet made any significant inroad into the dominant position of cyanide as the reagent of choice at the vast majority of gold mines worldwide. This investigation determines the accuracy of estimation of methanogenesis by a dynamic mechanistic model with real data determined in a respiration trial, where cows were fed a wide range of different carbohydrates included in the concentrates. The model was able to predict ECM (Energy corrected milk) very well, while the NDF digestibility of fibrous feed was less well predicted. Methane emissions were predicted quite well, with the exception of one diet containing wheat. The mechanistic model is therefore a helpful tool to estimate methanogenesis based on chemical analysis and dry matter intake, but the prediction can still be improved.

A study was carried out on 92 smallholder farms in Kwale district in Coast Province of Kenya to estimate the milk yield. The effect of concentrate feed supplementation on milk yield was also evaluated. Data were collected during a one-year observational longitudinal study. Analysis was done for 371 observations following 63 calving events. The mean annual milk offtake was estimated at 2021 kg/cow. Forty-nine (77.8%) of the lactating cows were supplemented with concentrate feeds at varying rates of 0.5-3.0 kg/cow per day. Supplementary feeding of lactating cows led to a significantly higher mean daily milk yield compared to non-supplemented cows throughout the year (p<0.05). The mean annual milk offtake from supplemented cows (2195 kg/cow) was 18.6% more than offtake from non-supplemented cows, a difference that was statistically significant (p<0.05). Therefore, supplementary feeding of commercial feed concentrates was a rational management practice. It was also concluded that milk production from smallholder dairy cows in the coastal lowlands of Kenya was comparable to that from similar production systems but lower than national targets.
