This report presents a discussion of communications strategies to influence policy outcomes. It is based on a series of interviews with projects, NGOs and regional organisations to review current activities and assess the implications for STREAM of developing a communications strategy within a livelihoods framework. The main message of the report is that in order to fulfil its guiding principles. STREAM must acknowledge that policy change is related to governance and civil society, and requires a broad range of partnerships and a broad range of voices in the policy-making arena. We analyze the effects of capital income taxation on long-run growth in a stochastic, two-period overlapping generations economy. Endogenous growth is driven by a positive externality of physical capital in the production sector that makes firms exhibit an aggregate technology in equilibrium. We distinguish between capital income and labor income, and between attitudes towards risk and intertemporal substitution of consumption. We show necessary and sufficient conditions such that i) increments in the capital income taxation lead to higher equilibrium growth rates, and ii) the effect of changes in the capital income tax rate on the equilibrium growth may be of opposite signs in stochastic and in deterministic economies. Such a sign reversal is shown to be more likely depending on i) how the intertemporal elasticity of substitution compares to one, and ii) the size of second- period labor supply. Numerical simulations show that for reasonable values of the intertemporal elasticity of substitution, a sign reversal shows up only for implausibly high values of the second- period’s labor supply. The conclusion is that deterministic OLG economies are a good approximation of the effect of taxes on the equilibrium growth rate as in Smith (1996).

Planning in design processes is modeled in terms of connectivities between product developments. Each product development comprises a network of processes. Similarity between processes is analysed by a layered classification ranging from common components to shared design knowledge. The connectivities between products arising from similarities among products are represented by a multidimensional network. Design planning is described by flows or 'traffic' on this network which represents a structural model of complexity. Comparison is made with information based measures of the complexity of designs and processes.

Managing protected areas implies dealing with complex social-ecological systems where multiple dimensions (social, institutional, economic and ecological) interact over time for the delivery of ecosystem services. Uni-dimensional and top-down management approaches have been unable to capture this complexity. Instead, new integrated approaches that acknowledge the diversity of social actors in the decision making process are required. In this paper we put forward a novel participatory assessment approach which integrates multiple methodologies to reflect different value articulating institutions in the case of a Natura 2000 network site in the Basque Country. It integrates within a social multi-criteria evaluation framework, both the economic values of ecosystem services through a choice experiment model and ecological values by means of a spatial bio-geographic assessment. By capturing confronting social and institutional conflicts in protected areas the participatory integrated assessment approach presented here can help decision makers for better planning and managing Natura 2000 sites.
