Executive Summary: Circulation and Exchange of Florida Bay and South Florida Coastal Waters The coastal ecosystem of South Florida is comprised of distinct marine environments. Circulation of surface waters and exchange processes, which respond to both local and regional forcings, interconnect different coastal environments. In addition, re-circulating current systems within the South Florida coastal ecosystem such as the Tortugas Gyre contribute to retention of locally spawned larvae. Variability in salinity, chlorophyll, and light transmittance occurs on a wide range of temporal and spatial scales, in response to both natural forcing, such as seasonal precipitation and evaporation and interannual “El Niño” climate signals, and anthropogenic forcing, such as water management practices in south Florida. The full time series of surface property maps are posted at www.aoml.noaa.gov/sfp. Regional surface circulation patterns, shown by satellite-tracked surface drifters, respond to large-scale forcing such as wind variability and sea level slopes. Recent patterns include slow flow from near the mouth of the Shark River to the Lower Keys, rapid flow from the Tortugas to the shelf of the Carolinas, and flow from the Tortugas around the Tortugas Gyre and out of the Florida Straits. The Southwest Florida Shelf and the Atlantic side of the Florida Keys coastal zone are directly connected by passages between the islands of the Middle and Lower Keys. Movement of water between these regions depends on a combination of local wind-forced currents and gravitydriven transports through the passages, produced by cross-Key sea level differences on time scales of several days to weeks, which arise because of differences in physical characteristics (shape, orientation, and depth) of the shelf on either side of the Keys. A southeastward mean flow transports water from western Florida Bay, which undergoes large variations in water quality, to the reef tract. Adequate sampling of oceanographic events requires both the capability of near real-time recognition of these events, and the flexibility to rapidly stage targeted field sampling. Capacity to respond to events is increasing, as demonstrated by investigations of the 2002 “blackwater” event and a 2003 entrainment of Mississippi River water to the Tortugas. This survey was carried out to provide the Kainji Lake Fisheries Promotion Project (KLFPP), whose overall goal is the improvement of the standard of living of fishing communities around Kainji Lake, Nigeria, and an increase in the availability of fish to consumers, with nutritional status baseline data for long-term monitoring and evaluation of the overall project goal. In a cross-sectional survey, baseline anthropometric data was collected from 768 children, aged 3-60 months in 389 fisherfolk households around the southern sector of Kainji Lake, Nigeria. In addition, data was collected on the nutritional status and fertility of the mothers, vaccination coverage of children and child survival indicators. For control purposes, 576 children and 292 mothers from non-fishing households around Kainji Lake were likewise covered by the survey. A standardised questionnaire was used to collect relevant information, while anthropometric measurements were made using appropriate equipment. Data compilation and analysis was carried out with DATAEASE registered and EPI-INFO registered software, using NCHS reference data for the analysis of anthropometric measurements. The prevalence of stunted children in fishing households was high at 40%, while the prevalence of wasted and underweight children was likewise high at 10% and 29% respectively. Children from non-fishing households had a marginally lower prevalence of stunting, wasting and underweight with 37%, 7% and 25 % respectively, although these differences were not statistically significant. Considering the fact that the survey was carried out during a period of relative food abundance, the prevalence of wasting and underweight children is likely to be much higher during periods of food shortage. The prevalence of stunting, wasting and underweight was relatively high for children aged 3 to 23 months, suggesting an increased risk of malnutrition during this period, most likely associated with inadequate weaning practices. The prevalence of malnourishment amongst women of child-bearing age was relatively high, irrespective of occupation of the household, with an average of 11% undernourished and 6% wasted. Vaccination coverage was very low while infant and child mortality were extremely high with about 1 in 5 children dying before their fifth birthday. Based on the ethical obligation to maximise the potential benefits of the survey, recommendations for activities to improve community nutrition and health were made for communication to relevant authorities. This survey was carried out to provide the Kainji Lake Fisheries Promotion Project (KLFPP), whose overall goal is the improvement of the standard of living of fishing communities around Kainji Lake, Nigeria, managing the fisheries on a sustainable basis, with follow-up data for long-term monitoring and evaluation of the overall project goal. A similar survey, conducted in 1996, provided the baseline against which data from the current survey was evaluated. In a cross-sectional survey, anthropometric data was collected from 576 children aged 3-60 months in 282 fisherfolk households around the southern sector of Kainji Lake, Nigeria. In addition, data was collected on the nutritional status and fertility of the mothers, vaccination coverage of children and child survival indicators. For control purposes, 374 children and 181 mothers from non-fishing households around Kainji Lake were likewise covered by the survey. A standardised questionnaire was used to collect relevant data, while anthropometric measurements were made using appropriate equipment. Data compilation and analysis was carried out with a specially designed Microsoft Access application, using NCHS reference data for the analysis of anthropometric measurements. Statistical significance testing was done using EPI-INFO" software. The results of the follow-up survey indicate a slight increase in the percentage of stunted pre-school children in fishing households around Kainji Lake, from 40% in 1996 to 41% in 1999. This increase is however not statistically significant (p= 0.704). Over the same period, the percentage of stunted children in non-fishing households increased from 37% to 39% (p= 0.540), which is also not statistically significant. Likewise, there were no statistically significant differences between the 1996 and 1999 results for the prevalence of either wasted or underweight children in fishing households. The same applies to children from non-fishing households. In addition, vaccination coverage remains very low while infant and child mortality rates continue to be extremely high with about 1 in 5 children dying before their fifth birthday. There has been no perceptible and lasting improvement in the standard of living of fishing households over the course of the second project phase as indicated by the persistently high prevalence of stunting. The situation is the same for the control group, indicating that for the region as a whole, a number of factors beyond the immediate influence of the project continue to negatively impact on the standard of living. The results also show that the project activities have not had any negative long-term effect on the nutritional status of the beneficiaries. (PDF contains 44 pages)

A formação é necessária a todos os profissionais da educação, visto que o ser humano nunca está pronto ou acabado. No contexto das constantes transformações sociais, a formação continuada ganha nova força na atual conjuntura social, cultural e econômica do país e a escola passa a ser entendida como um locus privilegiado para essa formação. Contudo, para que essa formação ocorra no sentido proposto por Vera Candau, a escola necessita ser de fato um lugar de reflexão, capaz de identificar os problemas, discuti-los e, coletivamente, resolvê-los. Paralelamente à discussão sobre formação continuada, nos deparamos com os resultados da avaliação nacional, que insistem em evidenciar os baixos desempenhos dos estudantes das escolas públicas. A Prova Brasil, em especial, tem divulgado os resultados para cada escola com o objetivo de envolver os professores e demais funcionários na reflexão sobre a qualidade da educação e da aprendizagem de seus alunos. Com a finalidade de buscar compreender como a escola interpreta os resultados da Prova Brasil, favorecendo a formação continuada de seus docentes, foi feita a análise das ações de uma escola pública situada no município de Nova Iguaçu, que atende alunos do primeiro segmento do Ensino Fundamental. A pesquisa, portanto, é de natureza qualitativa, envolvendo observações participantes, questionários com os sujeitos escolhidos: professores, coordenação pedagógica, direção e coleta de dados na Secretaria Municipal de Educação. O referencial teórico desta discussão está embasado nas discussões acerca da valorização da escola e da importância desta como locus privilegiado de formação continuada. Assim, autores como Candau, Imbernón, dentre outros, são fundamentais. Os resultados dos levantamentos educacionais podem ser excelentes instrumentos para fomentar a discussão sobre o ensino e a aprendizagem dos estudantes na escola.

Investigar a forma como a Congregação da Escola Normal se legitimou no cenário político-educacional nos últimos anos do século XIX e nos primeiros anos do século XX é o objetivo de meu estudo. Surgida no Regulamento de criação da Escola Normal a Congregação, era composta pelos professores da instituição que ministravam aulas no curso de formação de professores para as escolas públicas primárias da cidade do Rio de Janeiro. Estes professores eram intelectuais de procedências diversas, com experiência educacional, que se reuniam em sessões, sob a presidência e convite do Diretor da Escola Normal. A legitimação da Congregação foi conquistada pelo Regulamento de 1880, outorgado pelo Governo Imperial e, face ao trabalho e experiência dos congregados à frente desta instituição durante todo um ano, foi-lhes conferido ainda mais poder político, pela elaboração de um novo Regulamento para a Escola Normal, criando-se, então, um grupo diferenciado formado no campo intelectual, pelo conhecimento da formação de professores primários. A Congregação foi extinta em 1888. (Re) conquistando a legitimidade foi criado o Regulamento de 1890, elaborado por Benjamin Constant Botelho de Magalhães, ex- congregado, ex- presidente da Congregação por cinco anos consecutivos e na República ocupando o cargo de Ministro da Instrução Pública, Correios e Telégrafos. Esta pesquisa foi instigada por alguns documentos, ainda não investigados, do Centro de Memória Institucional do Instituto Superior de Educação do Rio de Janeiro, que possibilitaram conhecer a ação política- educacional desses intelectuais da Congregação. Tais fontes, confrontadas com outras de várias instituições de guarda de memória, possibilitaram uma visão não só da ação dos congregados, como de sua rede de sociabilidade dentro e fora da Escola Normal, assim como sua procedência, as estratégias utilizadas como instrumento político e o papel de Benjamin Constant Botelho de Magalhães, líder mais antigo deste grupo. A intervenção política da Congregação, advinda do trabalho realizado na Escola Normal, possibilitou que criassem uma autoimagem de executores do processo civilizador em curso no final do Império e início da República. Os embates travados por este grupo mostram a defesa intransigente da legitimação e o uso de instrumentos próprios da intelectualidade para não perdê-la outra vez.

The potential for changes to onboard handling practices in order to improve the fate of juvenile school prawns (Metapenaeus macleayi) discarded during trawling were investigated in two Australian rivers (Clarence and Hunter) by comparing a purpose-built, water-filled sorting tray against a conventional dry tray across various conditions, including the range of typical delays before the start of sorting the catch (2 min vs. 15 min). Juvenile school prawns (n= 5760), caught during 32 and 16 deployments in each river, were caged and sacrificed at four times: immediately (T0), and at 24 (T24), 72 (T72), and 120 (T12 0) hours after having been discarded. In both rivers, most mortalities occurred between T0 and T24 and, after adjusting for control deaths (<12%), were greatest for the 15-min conventional treatment (up to 41% at T120). Mixed-effects logistic models revealed that in addition to the sampling time, method of sorting, and delay in sorting, the weight of the catch, salinity, and percentage cloud cover were significant predictors of mortality. Although trawling caused some mortalities and comparable stress (measured as L -lactate) in all school prawns, use of the water tray lessened the negative impacts of some of the above factors across both the 2-min and 15-min delays in sorting so that the overall discard mortality was reduced by more than a third. When used in conjunction with selective trawls, widespread application of the water tray should help to improve the sustainability of trawling for school prawns.

Sand seatrout (Cynoscion arenarius) and silver seatrout (C. nothus) are both found within the immediate offshore areas of the Gulf of Mexico, especially around Texas; however information is limited on how much distributional overlap really occurs between these species. In order to investigate spatial and seasonal differences between species, we analyzed twenty years of bay and offshore trawl data collected by biologists of the Coastal Fisheries Division, Texas Parks and Wildlife Department. Sand seatrout and silver seatrout were distributed differently among offshore sampling areas, and salinity and water depth appeared to correlate with their distribution. Additionally, within the northernmost sampling area of the gulf waters, water depth correlated significantly with the presence of silver seatrout, which were found at deeper depths than sand seatrout. There was also an overall significant decrease in silver seatrout abundance during the summer season, when temperatures were at their highest, and this decrease may have indicated a migration farther offshore. Sand seatrout abundance had an inverse relationship with salinity and water depth offshore. In addition, sand seatrout abundance was highest in bays with direct passes to the gulf and correlated with corresponding abundance in offshore areas. These data highlight the seasonal and spatial differences in abundance between sand and silver seatrout and relate these differences to the hydrological and geological features found along the Texas coastline.
