Catharina Sørensen observes in this new EPIN Commentary that the most significant result of the Danish elections on June 18th was not the change of government from centre-left to centre-right, but rather the possibility that the anti-immigration, anti-European integration Danish People’s Party (DPP) would also enter government. While its leadership elected not to do so, but rather to exercise influence from outside, the author further notes that one positive outcome of a new pro-European government that is dependent on a largely eurosceptic supporting party could be that EU issues will finally get the prominence in Danish politics that they deserve.

The aim of the present article is to understand the dynamics underlying the birth, the development and the eventual failure of the Duff proposal of 2009-2012, an ambitious attempt to change the provisions governing the elections for the European Parliament. In particular, the way agenda-setting on electoral reform is shaped in the European Union will be analysed, trying to understand if the current stalemate on the issue can be explained in light of factors specific to the EU. The report presented by liberal MEP Andrew Duff at the beginning of the seventh legislature called on Member States to gather a Convention, in order to introduce fundamental improvements in the way Members of the European Parliament are elected. Among the envisaged changes, the creation of a pan-European constituency to elect twenty-five Members on transnational lists represented the most controversial issue. After having analysed its main elements, the path of the Duff report from the committee of Constitutional Affairs (AFCO) to the plenary will be analysed. It will be concluded that a sharp contrast exists between the way electoral issues are raised in the AFCO committee and the way the Parliament as a whole deals with them. Moreover, diverging interests between national delegations inside groups seem to play a decisive role in hampering electoral reform. While further research is needed to corroborate the present findings, the analysis of the Duff proposal appears to shed light on the different barriers that ensure electoral reform is taken off the agenda of the Union, and on the relative weight each of them carries.

Enquadramento:A formação continuada é entendida como a formação recebida por for-mandos já profissionalizados e com uma vida ativa, tendo como base a adaptação contínua para a mudança de conhecimentos, técnicas e condições de trabalho, melhorando as quali-ficações profissionais e, por conseguinte, a sua promoção profissional e social. Objetivos: O objetivo geral foi avaliar o impacto do programa de formação continuada, oferecido pela Secretaria Municipal de Educação de Maceió-AL aos professores de educa-ção física, no período de 2005 a 2011. Os objetivos específicos foram:caracterizar o perfil do grupo pesquisado, compreender os itinerários formativos e identificar os principais fato-res profissionais e sociais na formação realizada. Métodos: Realizamos um estudo transversal descritivo de natureza quantitativa, com a seleção dos participantes elaborada com base no rol das unidades escolares que atendem a educação básica. A amostra final foi de 48 professores licenciados e concursados na área de educação física, por amostragem baseada em agrupamento e com aplicação de questio-nários de perguntas fechadas e abertas para coleta de dados, revelando: qual a modalidade de formação preferida, a participação do professor no programa de formação, principais motivações para participação, principais efeitos alcançados e qual a satisfação na formação realizada. Resultados: Entre as modalidades de formação analisadas a preferida foi a ‘oficina’com uma percentagem de 42,35%, seguida pelo ‘círculos de estudo’ com 24,71%. Os motivos referidos como muito importante pelos professores para a participação na formação foram os ‘emancipatórios’ com 66,67% e logo após motivos ‘pedagógicos’em 54,17%. Os três principais aspectos positivos na formação, mencionados pelos participantes foram a quali-dade do formador (16,60%), partilhar experiências (15,35%) e conviver/recordar colegas (14,11%). Quanto aos aspectos negativos indicados apontam duração da formação (22,58%), horário da formação (20,43%) e local da formação (15,05%). O grau de satisfa-ção quanto as dimensões exploradas (instrução, gestão/organização, clima relacional e dis-ciplina) na formação os professores encontram-se satisfeitos variando entre 43,75% e 66,67% para os diferentes itens das dimensões. Conclusão: Considerações finais apontam a frequência maior do género feminino, os pro-fessores com experiência profissional de 15 a 29 anos de atuação no magistério, e vincula-ção expressiva com outra instituição de ensino. Quanto aos itinerários formativos elegeram a modalidade formativa oficina como a preferida; quanto aos aspectos positivos valoriza-ram a qualidade do formador e negativo a duração da formação. Principalmente nas dimensões de instrução e gestão/organização da prática docente. A formação continuada da SEMED contribuiu satisfatoriamente para a prática educativa dos professores de educação física ao longo deste período. After the electoral reform in 1994, Japan saw a gradual evolution from a multi-party system toward a two-party system over the course of five House of Representatives election cycles. In contrast, after Taiwan’s constitutional amendment in 2005, a two-party system emerged in the first post-reform legislative election in 2008. Critically, however, Taiwan’s president is directly elected while Japan’s prime minister is indirectly elected. The contributors conclude that the higher the payoffs of holding the executive office and the greater degree of cross-district coordination required to win it, the stronger the incentives for elites to form and stay in the major parties. In such a context, a country will move rapidly toward a two-party system. In Part II, the contributors apply this theoretical logic to other countries with mixed-member systems to demonstrate its generality. They find the effect of executive competition on legislative electoral rules in countries as disparate as Thailand, the Philippines, New Zealand, Bolivia, and Russia. The findings presented in this book have important implications for political reform. Often, reformers are motivated by high hopes of solving some political problems and enhancing the quality of democracy. But, as this group of scholars demonstrates, electoral reform alone is not a panacea. Whether and to what extent it achieves the advocated goals depends not only on the specification of new electoral rules per se but also on the political context—and especially the constitutional framework—within which such rules are embedded.

In the fall of 2003, Governor Blagojevich unveiled Opportunity Returns, a regional economic development plan that is the most aggressive, comprehensive approach to creating jobs in Illinois' history. The Governor divided the state into 10 economic development regions -- finding areas with common economic strengths and needs, and is developing plans for each region that include specific actions to make these regions more accessible and more attractive to business. This grassroots effort is a product of significant outreach with economic development leaders, local elected officials and business and community leaders. Each Opportunity Returns economic development plan is designed to be flexible and effective and tailored to deliver real results that local businesses will see, feel, and hopefully profit from.

In June 2000, the Authority convened a Criminal Justice Planning Assembly in which policy makers, service providers, researchers, practitioners, and elected officials participated. The goals and objectives for the criminal justice system, which came out of the Assembly, were refined in the following months and recommended action steps to address identified priorities were developed. This work resulted in a Criminal Justice Plan for the State of Illinois. A primary purpose of the Plan was the development of a framework for a comprehensive statewide approach to coordinating the allocation and expenditure of all federal and state funds appropriated to the Authority and made available for juvenile and criminal justice purposes. The Plan as well as past funding initiatives, the latest data on drug and violent crime in Illinois, and new criminal justice issues that have arisen in the last several years were taken into account in the development of the strategy. The strategy describes the role that Illinois' Anti-Drug Abuse Act Edward Byrne Memorial Fund award plays in the larger plan for Illinois, coordinating research, policy, and the legislative activities with funding initiatives.
