The article represents a theoretical and methodological approach to the analysis of organizational dynamics of political parties today, based on a study of the Party of Brazilian Social Democracy (PSDB) in the State of Sao Pãulo (period between 1988 to 2006). It is hypothesized that the structure and the institutional rules of a particular party, or even their election results, are insufficient to explain the inner workings, such as the role of party organization in the electoral system. An approach that articulates the relationship patterns, election results and posts held in the party, identified the factors that explain the political capital that circulated within the party and ensured its organizational dynamics over the period analyzed.

The aim of this article is to discuss the competence model present in the current world of work and organizations and its possibilities to strengthen democracy. The goal here is to investigate the ambiguities of such a model according to some reflections on the meaning it has assumed since the last decades of the XXth century. Next, the intention is to discuss the way the Brazilian educational system has absorbed this model and, finally, the objective is to question whether
Políticas públicas municipais de saúde: fortalecendo a democracia em pequenos municípios brasileiros

This article presents the endeavors of health municipal teams in building services that meet citizens’ demands, in a small municipality from a less developed area of the state of São Paulo. Beyond health services practice characterization and organization, our study assesses the challenges and advances in the implementation of public, health policies in Brazil. In this way it is possible to perceive how the family health strategy needs to overcome impasses in the service work processes, as well as more dynamic local and regional relations to provide comprehensive care to citizens. Health care exemplifies how, in democracy building, municipal action is indispensable to strengthen the effectiveness of public actions.

The article searches to launch some analyses and investigations on the historical reach of produced participative processes in Spain and Brazil. Evidently, both the processes if had uncurled in historical, social, economic contexts and distinct politicians, but, exactly thus, keep some approaches that we intend to give prominence in the present article. How much to the dismantlement of the State of social welfare, we present, still, that in the case of Spain occurred a decentralization of its formulator power to decide arrangement of public politics that started to count on the participation of social actors in the called relational city (BECERRA, 2011). In the case of Brazil, the dictatorial period (1964-1985), the fast urban growth and the generation of precarious peripheries in the main cities, the distension and the Constituent (1986-1988) had generated the enough forces of pressure so that, gradually, if it incorporated the participative arrangement in the power to decide process.

The internet, with its hypertext and multimedia features, can be a support for the dissemination of information in an attractive way, which may contribute to the strengthening of democracy. Recent innovation, social networks have been explored also as a resource to attract the interest of the broader public to information about public policies. This paper presents and discusses the results of an empirical study which assessed, through content analysis, the breadth and depth of information offered by the Sao Paulo state government and the federal government in texts accessed through Twitter to publicize purposes, lines of action and limits of public policy in the areas of welfare, health, education and environment . The results indicate that the information available tend to focus mainly on goals, resources and current actions of policies, whereas there can be found few data on planned features, relation between cost and effectiveness and user satisfaction.

Information and communication technology have contributed to the realization of the ideals of citizen participation in public decisions, as well as to help in fighting corruption and wrongdoing in government. After all, democracy entails the right to information. The government, in many spheres, has encouraged the responsible use of the internet. Conduct manuals and standards have been published for public segments to direct the responsible use of these tools by their agents. This article aims to determine whether the manuals comply with the principles of digital democracy. Conduct manuals were analyzed in digital media from four Brazilian public organizations: Embrapa; Department of Communication of the Federal Government; Judiciary and Health Department of the Federal District. As a methodology, content analysis, based on criteria focused on transparency and encouraging civic engagement was used.

Public communication comprises the dissemination of information on the various aspects of public management, with transparency and accountability, including the use of the existing technological resources. Particularly in the field of cultural policies, the right to information must be exercised as a contribution to political participation and economic expansion. This paper presents the results of research that was investigated, through analysis of the content under thirteen categories of evaluation, of the quality of information on cultural policies in web portals of the different spheres of government in Brazil. The results show the lack of information on the processes of development and implementation of policies in that field.

Preserving the organizational memory of public institutions means keeping the history of a society alive, managing communication, strengthening institutional image and thus build a good reputation. Therefore, institutions such as the Brazilian Senate and the United Kingdom Parliament are investing in virtual spaces to preserve the memory. A comparative study between those tools and the ways adopted for the memory preservation by both institutions is the main objective of the present work. The methodology consisted in the elaboration of categories that concern three priorities: democracy, internet and memory.
