This article contests Sean McMeekin’s claims concerning Russian culpability for the First World War. McMeekin maintains that Ottoman rearmament, particularly the purchase of several battleships released onto the global arms market by South American states, threatened to create a situation where the Russian Black Sea Fleet would be outclassed by its Ottoman opposite number. Rather than waiting for this to happen, the tsarist regime chose to go to war. Yet, contrary to McMeekin’s claims, the Ottoman naval expansion never assumed threatening dimensions because the Porte was unable to purchase battleships from Chile or Argentina. As a result, it provided no incentive for Russia to go to war in 1914.

The TOMO-ETNA experiment was devised to image of the crust underlying the volcanic edifice and, possibly, its plumbing system by using passive and active refraction/reflection seismic methods. This experiment included activities both on-land and offshore with the main objective of obtaining a new high-resolution seismic tomography to improve the knowledge of the crustal structures existing beneath the Etna volcano and northeast Sicily up to Aeolian Islands. The TOMO ETNA experiment was divided in two phases. The first phase started on June 15, 2014 and finalized on July 24, 2014, with the withdrawal of two removable seismic networks (a Short Period Network and a Broadband network composed by 80 and 20 stations respectively) deployed at Etna volcano and surrounding areas. During this first phase the oceanographic research vessel “Sarmiento de Gamboa” and the hydro-oceanographic vessel “Galatea” performed the offshore activities, which includes the deployment of ocean bottom seismometers (OBS), air-gun shooting for Wide Angle Seismic refraction (WAS), Multi-Channel Seismic (MCS) reflection surveys, magnetic surveys and ROV (Remotely Operated Vehicle) dives. This phase finished with the recovery of the short period seismic network. In the second phase the Broadband seismic network remained operative until October 28, 2014, and the R/V “Aegaeo” performed additional MCS surveys during November 19-27, 2014. Overall, the information deriving from TOMO-ETNA experiment could provide the answer to many uncertainties that have arisen while exploiting the large amount of data provided by the cutting-edge monitoring systems of Etna volcano and seismogenic area of eastern Sicily.

An economy of effort is a core characteristic of highly skilled motor performance often described as being effortless or automatic. Electroencephalographic (EEG) evaluation of cortical activity in elite performers has consistently revealed a reduction in extraneous associative cortical activity and an enhancement of task-relevant cortical processes. However, this has only been demonstrated under what are essentially practice-like conditions. Recently it has been shown that cerebral cortical activity becomes less efficient when performance occurs in a stressful, complex social environment. This dissertation examines the impact of motor skill training or practice on the EEG cortical dynamics that underlie performance in a stressful, complex social environment. Sixteen ROTC cadets participated in head-to-head pistol shooting competitions before and after completing nine sessions of skill training over three weeks. Spectral power increased in the theta frequency band and decreased in the low alpha frequency band after skill training. EEG Coherence increased in the left frontal region and decreased in the left temporal region after the practice intervention. These suggest a refinement of cerebral cortical dynamics with a reduction of task extraneous processing in the left frontal region and an enhancement of task related processing in the left temporal region consistent with the skill level reached by participants. Partitioning performance into ‘best’ and ‘worst’ based on shot score revealed that deliberate practice appears to optimize cerebral cortical activity of ‘best’ performances which are accompanied by a reduction in task-specific processes reflected by increased high-alpha power, while ‘worst’ performances are characterized by an inappropriate reduction in task-specific processing resulting in a loss of focus reflected by higher high-alpha power after training when compared to ‘best’ performances. Together, these studies demonstrate the power of experience afforded by practice, as a controllable factor, to promote resilience of cerebral cortical efficiency in complex environments.

Mental stress is known to disrupt the execution of motor performance and can lead to decrements in the quality of performance, however, individuals have shown significant differences regarding how fast and well they can perform a skilled task according to how well they can manage stress and emotion. The purpose of this study was to advance our understanding of how the brain modulates emotional reactivity under different motivational states to achieve differential performance in a target shooting task that requires precision visuomotor coordination. In order to study the interactions in emotion regulatory brain areas (i.e. the ventral striatum, amygdala, prefrontal cortex) and the autonomic nervous system, reward and punishment interventions were employed and the resulting behavioral and physiological responses contrasted to observe the changes in shooting performance (i.e. shooting accuracy and stability of aim) and neuro-cognitive processes (i.e. cognitive load and reserve) during the shooting task. Thirty-five participants, aged 18 to 38 years, from the Reserve Officers’ Training Corp (ROTC) at the University of Maryland were recruited to take 30 shots at a bullseye target in three different experimental conditions. In the reward condition, $1 was added to their total balance for every 10-point shot. In the punishment condition, $1 was deducted from their total balance if they did not hit the 10-point area. In the neutral condition, no money was added or deducted from their total balance. When in the reward condition, which was reportedly most enjoyable and least stressful of the conditions, heart rate variability was found to be positively related to shooting scores, inversely related to variability in shooting performance and positively related to alpha power (i.e. less activation) in the left temporal region. In the punishment (and most stressful) condition, an increase in sympathetic response (i.e. increased LF/HF ratio) was positively related to jerking movements as well as variability of placement (on the target) in the shots taken. This, coupled with error monitoring activity in the anterior cingulate cortex, suggests evaluation of self-efficacy might be driving arousal regulation, thus affecting shooting performance. Better performers showed variable, increasing high-alpha power in the temporal region during the aiming period towards taking the shot which could indicate an adaptive strategy of engagement. They also showed lower coherence during hit shots than missed shots which was coupled with reduced jerking movements and better precision and accuracy. Frontal asymmetry measures revealed possible influence of the prefrontal lobe in driving this effect in reward and neutral conditions. The possible interactions, reasons behind these findings and implications are discussed.

O objetivo da simulação é confrontar os instruendos com situações que permitam recriar as condições mais próximas da realidade, para que o processo de aprendizagem possa atingir os objetivos da formação. As polícias estrangeiras já utilizam simuladores nas áreas do ensino da condução, tiro, inativação de engenhos explosivos e fiscalização rodoviária. Cada equipamento ensina e desenvolve as capacidades dos agentes policiais, que por sua vez, contribui para a promoção da eficácia policial. Este estudo estabelece a ligação entre os conceitos de simulação e de formação no sentido de tentar desenvolver as linhas orientadoras da formação policial da GNR com recurso à simulação. Abstract: The intent of simulations is to immerse trainees in situations wich provide to recreate conditions similar to reality, for the purpose that the training process would reach training objectives. Law enforcement agencies abroad already use simulators for driver training, shooting, explosive ordinance disposal and road and transport enforcement. Each equipment teaches and enhance skills of individual officers which, in turn, will contribute to promote police effectiveness. This study aims to link the concepts of simulation and training in order to develop the guidelines of the GNR police training using simulators.

La comedia nació como forma de expresión dramática donde lo innombrable o prohibido, podía ser expuesto de manera más agradable para el público. Moliere, uno de los grandes comediantes de la historia, criticaba a las monarquías del pueblo francés de manera directa y controversial. Su obra, patrimonio histórico de Francia, fue apreciada entre los altos estratos sociales. En la actualidad, la comedia en el cine trabaja mayormente con mofas y usa temáticas estereotípicas para facilitar la identificación del público con los personajes, sin ser necesariamente adecuado. La comedia es utilizada como principal género cinematográfico comercial, siguiendo la fórmula de Hollywood para el entretenimiento masivo. También existen comediantes, como Woody Allen, que hacen uso del género a manera de terapia para el autodescubrimiento y catarsis de conflictos que los agobian como personas y artistas. El interés por desarrollar esta tesis nace cuando su autor termina la filmación del cortometraje promocional para su proyecto de serie de televisión: Medicina. En tono de comedia. En este proyecto, los personajes protagonista y coprotagonista funcionan como una misma fuerza en función de alcanzar un objetivo; sin embargo, sucede que el segundo existe en función del conflicto del primero, lo que abre las puertas para desarrollar un trabajo dramatúrgico complejo que exige un análisis teórico amplio. Esta tesis tiene como fin aportar al entendimiento de los códigos que hacen de la comedia un género complejo y expresivo. Estos conocimientos serán aplicados en el guión del episodio piloto de Medicina.

In the 1990s, the police service in Victoria, Australia, faced a crisis of community confidence due to a spate of civilian deaths from police shootings. In that decade, twice as many civilians died at the hands of the police in Victoria than in every other Australian state combined. Most of those killed were mentally ill and affected by drugs and alcohol, and were rarely a serious threat except to themselves. The problem was also almost entirely an urban phenomenon. Shootings in rural communities, where mentally ill people were more likely to be personally known to local police, were (and remain) almost unknown. The large number of fatalities was recognised as a serious threat to public confidence, and Victoria Police introduced a ground-breaking training programme, Operation Beacon. Operating procedures and weapons training were fundamentally changed, to focus on de-escalation of conflict and avoiding or minimising police use of force. In the short term, Operation Beacon was successful. Shooting incidents were dramatically reduced. However, during the first decade of the new century, the number of civilians being killed again increased. This article examines Operation Beacon, both as a successful model for reducing civilian deaths at the hand of police and as a cautionary tale for police reform. We argue that the lessons of Operation Beacon have been gradually forgotten and that old habits and attitudes resurfaced. Fatal shootings of mentally ill civilians can be prevented, but if success is to be other than temporary, the Beacon philosophy must be continually reemphasised by police management.

Anecdotally, the fast pace at which the USA men's basketball team played at the 2008 Olympics was the main reason for their dominance, although there is no way of quantifying what a fast pace is or how it contributed to point differentials. The aim of this study was to examine the game-related statistics that discriminate between fast- and slow-paced games, as well as to identify key performance factors relating to point differentials. We analysed game-related statistics for each quarter of the eight games played by the USA using a k-means cluster analysis to classify game pace using ball possessions per game quarter. We then tested for differences in game statistics between slow- and fast-paced game quarters using analysis of variance and discriminant analysis. How differences in game-related statistics affected point differentials was examined using linear regression. The largest structure coefficient between game paces for the USA was for recovered balls (0.33, < 0.001). The biggest contributors to the point differences in games were recovered balls (16.9, P < 0.001) and field goals (22.2, P < 0.001). We conclude that when the USA play a fast-paced game, they are able to recover more balls from opponents that they then turn into effective field-goal shooting.

In the last 20 years, India has witnessed visible, and often acrimonious, contests between global and local, modernity and tradition, markets and the State. The economic domain has seen a shift from a protected capitalist economy that tried to mix planning with a market-based economy, to a regime increasingly marked by neoliberalism and declining welfare state. This is a period of high economic growth, prosperity for some groups, and an increase in inequality levels in the country. We also witness an ongoing agrarian crisis in rural India, where the majority lives, contributing to more than 200,000 farm suicides in the last two decades. In the political domain, there is a distinct rightward shift with an unprecedented rise of Hindu majoritarianism that has recently culminated in the elevation of Narendra Modi to the post of Prime Minister. On the one hand, the new India is trying to be assertive as it tries to find its place as a global power and is stridently militaristic in its geopolitical interactions. On the other hand, it is trying to integrate into the global capitalist economy to catch up with the richer nations of the world as it strives for greater growth. In the socio-cultural sphere, marketization comes mixed with emphases on Hindu notions of good life and India’s mythical past, as the country witnesses a heady cocktail of religion and neoliberal capitalism that defines its political economy.

Electrical impedance tomography is applied to the problem of detecting, locating, and tracking fractures in ballistics gelatin. The hardware developed is intended to be physically robust and based on off-the-shelf hardware. Fractures were created in two separate ways: by shooting a .22 caliber bullet into the gelatin and by injecting saline solution into the gelatin. The .22 caliber bullet created an air gap, which was seen as an increase in resistivity. The saline solution created a fluid filled gap, which was seen as a decrease in resistivity. A double linear array was used to take data for each of the fracture mechanisms and a two dimensional cross section was inverted from the data. The results were validated by visually inspecting the samples during the fracture event. It was found that although there were reconstruction errors present, it was possible to reconstruct a representation of the resistive cross section. Simulations were performed to better understand the reconstructed cross-sections and to demonstrate the ability of a ring array, which was not experimentally tested.

The purpose of this study was to compare moment-to-moment appraisals and coping strategies of 4 non-elite and 2 elite male trap shooters during competitions and in particular during periods of competition perceived as critical to performance. Appraisals and coping patterns of trap shooters were captured via verbal reports of thinking provided between sets of shots during major competitions. Verbal reports were coded according to an appraisal and coping typology. Coded data as well as shooting performance data were subjected to a sequential analysis of probabilities of pairs of events. Fewer reports of negative appraisals (NEGAs) and more frequent reports of problem-focused coping (PFC) were observed among both elite athletes compared to non-elite athletes. After making a NEGA, non-elite shooters often progressed to the next target without attempting to cope, whereas elite shooters used both PFC and emotion-focused coping (EFC) before proceeding to the next target. After missing a target, the non-elite athletes used more EFC than expected. These results indicate that elite athletes are more likely to cope with NEGAs than non-elite athletes using a wider variety of coping strategies. Athletes might benefit from increased awareness of the potentially detrimental impact of NEGAs on performance and by integrating coping strategies within preparatory routines.

This report provides a summary of the species, number of hunters, ducks per hunter, shots fired, cripples lost, and percentage lost of waterfowl hunted in the management areas.
