Low-lying coastal areas are more vulnerable to the impacts of climate change as they are highly prone for inundation to SLR (Sea-Level Rise). This study presents an appraisal of the impacts of SLR on the coastal natural resources and its dependent social communities in the low-lying area of VellareColeroon estuarine region of the Tamil Nadu coast, India. Digital Elevation Model (DEM) derived from SRTM 90M (Shuttle Radar Topographic Mission) data, along with GIS (Geographic Information System) techniques are used to identify an area of inundation in the study site. The vulnerability of coastal areas in Vellar-Coleroon estuarine region of Tamil Nadu coast to inundation was calculated based on the projected SLR scenarios of 0.5 m and 1 m. The results demonstrated that about 1570 ha of the LULC (Land use and Land cover) of the study area would be permanently inundated to 0.5 m and 2407 ha for 1 m SLR and has also resulted in the loss of three major coastal natural resources like coastal agriculture, mangroves and aquaculture. It has been identified that six hamlets of the social communities who depend on these resources are at high-risk and vulnerable to 0.5 m SLR and 12 hamlets for 1 m SLR. From the study, it has been emphasized that mainstreaming adaptation options to SLR should be embedded within a coastal zone management and planning effort, which includes all coastal natural resources (ecosystem-based adaptation), and its dependent social communities (community-based adaptation) involved through capacity building

Nowadays there is a growing environmental concern and the business communities have slowly started recognising environmental protection and sustainable utilization of natural resources into their marketing strategies. This paper discusses the various Ecolabeling and Certification Systems developed world over to regulate and introduce Fair Trade in Ornamental Fish Industry. Ecolabeling and green certification are considered as part of these strategies implemented partly out of compulsion from the National and International Regulatory Bodies and Environmental Movements. All the major markets of ornamental fishes like European Union, USA and Japan have started putting restrictions on the trade to impose ecolabeling as a non tariff barrier like the one imposed on seafood and aqua cultured products. A review was done on the available Ecolabeling and Green Certification Schemes available at local, national and international levels for fisheries including aquaculture and ornamental fish trade and to examine the success and constraints faced by these schemes during its implementation. The primary downside of certification is the multiplicity of ecolabels and cost incurred by applicants for certification, costs which may in turn be passed on to consumers. The studies reveal serious inadequacies in a number of ecolabels and cast doubt on their overall contribution to effective fisheries management and sustainability. The paper also discusses the inititive taken in India to develop guidelines for Green Certification of Fresh water ornamental fishes.

In the past, natural resources were plentiful and people were scarce. But the situation is rapidly reversing. Our challenge is to find a way to balance human consumption and natures limited productivity in order to ensure that our communities are sustainable locally, regionally and globally. Kochi, the commercial capital of Kerala, South India and the second most important city next to Mumbai on the Western coast is a land having a wide variety of residential environments. Due to rapid population growth, changing lifestyles, food habits and living standards, institutional weaknesses, improper choice of technology and public apathy, the present pattern of the city can be classified as that of haphazard growth with typical problems characteristics of unplanned urban development. Ecological Footprint Analysis (EFA) is physical accounting method, developed by William Rees and M. Wackernagel, focusing on land appropriation using land as its currency. It provides a means for measuring and communicating human induced environmental impacts upon the planet. The aim of applying EFA to Kochi city is to quantify the consumption and waste generation of a population and to compare it with the existing biocapacity. By quantifying the ecological footprint we can formulate strategies to reduce the footprint and there by having a sustainable living. In this paper, an attempt is made to explore the tool Ecological Footprint Analysis and calculate and analyse the ecological footprint of the residential areas of Kochi city. The paper also discusses and analyses the waste footprint of the city. An attempt is also made to suggest strategies to reduce the footprint thereby making the city sustainable

Die vorliegende Studie befasst sich mit der Ressourcennachhaltigkeit der traditionellen, auf Wanderfeldbau beruhenden Subsistenzwirtschaft in zwei Drfern (Hongphoy und Minyakshu) in Nagaland im Nordosten Indiens. Hierbei werden die Cerealien Produktion, der Feuerholz Konsum und auch die Folgen der intensivierten Bewirtschaftung (Forstdegradation und Bodenverarmung) im Hinblick auf das Bevlkerungswachstum diskutiert. Whrend das traditionelle System des Wanderfeldbaus (Jhum) seit Jahrzehnten die Bedrfnisse der ehemals kopfjagenden Stmme Nagalands erfllte, ergab unsere Studie durch Interviews und Feldaufnahmen in 2004 und 2005, dass die steigende Nachfrage einer wachsenden Bevlkerung nach Cerealien und Feuerholz als wichtigste Ressourcen der Subsistenzwirtschaft zu einer verkrzten Brachezeit und letztlich der Degradation von Naturressourcen gefhrt hat: Pro Hektar Ernten sind reduziert und der Zuwachs der Holzvorrte auf den Feldern kann durch die verkrzten Bracheperioden nicht mehr die Feuerholz Nachfrage decken. Eine Nahrungsmittelknappheit wurde durch die Gegenberstellung des Energiebedarfs einer Person und die jhrlichen pro-Kopf Erntemengen und unter Bercksichtigung des Zukaufs von Reis reflektiert: In Hongphoy ergab dies ein Defizit auf Dorfebene von 130 Tonnen Reis, in Minyakshu von 480 Tonnen, die nicht durch Ernten gedeckt werden konnten. Diese Nahrungsmittelknappheit erweist sich vor allem vor dem Hintergrund eines Bevlkerungswachstums von 6.7% und marginalen Einknften als problematisch. Fr fnf verschiedene Waldformationen (zwei Brachewlder, zwei Dorfwlder und ein Naturwald) wurden die unterschiedliche Artenzusammensetzung (Diversitt) und Bestandesvolumina durch Forstinventuren beschrieben. Der dem Bestandesvolumen der Brachewlder gegenbergestellte pro-Kopf Feuerholz Bedarf ergab ein jhrliches Defizit von 1,81m in Hongphoy und 0.05m in Minyakshu. Der Unterschied dieses Defizits zwischen beiden Drfern wurde in einer abweichenden Bestandesstruktur (Dominanz der N2 fixierenden Baumart Alnus nepalensis in den Brachewldern Minyakshus) begrndet. ber den erhobenen Feuerholzbedarf wurde ein theoretischer pro-Kopf Flchenbedarf an Brachewald errechnet, der ntig wre um den gesamten Feuerholz Bedarf innerhalb des Wanderfeldbau Systems zu decken. Das daraus resultierende Defizit wurde mit den Feuerholzvolumina der Dorfwlder und des verbliebenen Naturwalds gegenber gestellt. Hieraus ergibt sich die Bedeutung der Feuerholzernte und des Wanderfeldbau als Ursache fr die fortschreitende Entwaldung und Forstdegradation in Nagaland. Mit Hilfe dieser Informationen und aktuellen Angaben zum Bevlkerungswachstum werden die Ergebnisse anhand einschlgiger Literatur diskutiert und letztendlich die Nachhaltigkeit und Tragfhigkeit des Wanderfeldbau Systems in dieser Region bestimmt. Mgliche Verbesserungsstrategien um der zunehmenden Ressourcendegradation zu begegnen, werden andiskutiert.

The main objective of this PhD research study is to provide a perspective on the urban growth management and sustainable development in Palestine, and more specifically in Hebron district as a case study. Hebron is located 36 km south of Jerusalem, with an overall population size of around 600,000 people living in a total area around1246km2. Hebron is the biggest Palestinian district that has 16 municipalities and 154 localities. The research discusses and analyzes the urban planning system, economical and environmental policies and the solution required to manage and integrate the development elements to develop a sustainable development plan for Hebron. The research provides answers for fundamental questions such as what kind and definition of sustainable development are applicable to the Palestinian case?. What are the sustainability problems there and how the Israeli occupation and unstable political condition affect the sustainable development in Palestine? What are the urban growth management and sustainability policies and actions required from government, public and privets sector in Palestine? The fast urban growth in Palestine is facing many problems and challenges due to the increase in the population size and the resulting impact of this increase including, but not limited to, the demand of new houses, need for more infrastructure services, demands on new industrial, commercial, educational and health projects, which in turn reduces the area of agricultural lands and threatens the natural resources and environment. There are also other associated sustainability problems like the absence of effective plans or regulations that control urban expansion, the absence of sufficient sustainable development plans at the national levels for the district, new job requirements, Israeli restrictions and occupation for more than 60 years, existence of construction factories near residential areas, poor public awareness and poor governmental funds for service projects and development plans. The study consists of nine chapters. Chapter One includes an introduction, study objectives, problems and justifications, while Chapter Two has a theoretical background on sustainability topic and definitions of sustainability. The Palestinian urban planning laws and local government systems are discussed in Chapter Three and the methodology of research is detailed in Chapter Four. As for Chapter Five, it provides a general background on Hebron District including demographical and economical profiles, along with recommendations related to sustainable development for each profile Chapter Six addresses the urban environment, sustainability priorities and policies required. Chapter Seven discusses and analyzes infrastructure services including transportation, water and wastewater. As for Chapter Eight, it addresses the land use, housing and urban expansion beside the cultural heritage, natural heritage with relevant sustainable development polices and recommendations. Finally, Chapter Nine includes a conclusion and comprehensive recommendations integrating all of urban and sustainability event in one map. Hebron has a deep history including a rich cultural heritage aged by thousands of years, with 47% of Hebron district population under 14 years old. Being the biggest Palestinian district, Hebron has thousands of industrial and economical organizations beside a large agricultural sector at Palestine level. This gives Hebron a potential to play major roles in developing a national sustainability plan, as the current urban planning system in Palestine needs urgent reform and development to fulfill the sustainability requirement. The municipalities and ministers should find permanent financial aid for urban planning and development studies so as to face future challenges. The Palestinian government can benefit from available local human resources in development projects; hence Palestinian people have sufficient qualifications in most sectors. The Palestinian people also can invest in the privet sector in Palestine in case businessmen have been encouraged and clear investment laws and plans have been developed. The study provides recommendations associated to the sustainable development in Palestine in general and Hebron, as a case study, in specific. Recommendations include increasing the privet sector as well as the public involvement in urban growth management, and stopping unplanned urban expansion, subjecting granting building permits of new projects to the no-harm environmental impact assessment, increasing the coordination and cooperation between localities and central bodies, protection and renovation of old cites and green areas, increasing the quality and quantity of infrastructure services, establishing district urban planning department to coordinate and organize urban planning and sustainable development activities. Also, among recommendations come dividing Hebron into three planning and administrative areas (north, central and south), and dividing the sustainable development and implementation period (2010 to 2025) into three main phases. Finally, the study strongly recommends benefiting from the same urban development plans in similar districts at national and international levels, also to use new technologies and information systems in urban planning process.

We study the role of natural resource windfalls in explaining the efficiency of public expenditures. Using a rich dataset of expenditures and public good provision for 1,836 municipalities in Peru for period 2001-2010, we estimate a non-monotonic relationship between the efficiency of public good provision and the level of natural resource transfers. Local governments that were extremely favored by the boom of mineral prices were more efficient in using fiscal windfalls whereas those benefited with modest transfers were more inefficient. These results can be explained by the increase in political competition associated with the boom. However, the fact that increases in efficiency were related to reductions in public good provision casts doubts about the beneficial effects of political competition in promoting efficiency.

The effectiveness of development assistance has come under renewed scrutiny in recent years. In an era of growing economic liberalisation, research organisations are increasingly being asked to account for the use of public funds by demonstrating achievements. However, in the natural resources (NR) research field, conventional economic assessment techniques have focused on quantifying the impact achieved rather understanding the process that delivered it. As a result, they provide limited guidance for planners and researchers charged with selecting and implementing future research. In response, pathways or logic models have attracted increased interest in recent years as a remedy to this shortcoming. However, as commonly applied these suffer from two key limitations in their ability to incorporate risk and assess variance from plan. The paper reports the results of a case study that used a Bayesian belief network approach to address these limitations and outlines its potential value as a tool to assist the planning, monitoring and evaluation of development-orientated research.

REDD (reduced emissions from deforestation and degradation) aims to slow carbon releases caused by forest disturbance by making payments conditional on forest quality over time. Like earlier policies to slow deforestation, REDD must change the behaviour of forest degrading actors. Broadly, it can be implemented with payments to forest users in exchange for improved forest management, thus creating incentives; through payments for enforcement, thus creating disincentives; or through addressing external drivers such as urban charcoal demand. In Tanzania, community-based forest management (CBFM), a form of participatory forest management, was chosen by the Tanzania Forest Conservation Group, a local NGO, as a model for implementing REDD pilot programmes. Payments are made to villages that have the rights to forest carbon. In exchange, the villages must demonstrably reduce deforestation at the village level. In this paper, using this pilot programme as a case study, combined with a review of the literature, we provide insights for REDD implementation in sub-Saharan Africa. We pay particular attention to leakage, monitoring and enforcement. We suggest that implementing REDD through CBFM-type structures can create appropriate incentives and behaviour change when the recipients of the REDD funds are also the key drivers of forest change. When external forces drive forest change, however, REDD through CBFM-type structures becomes an enforcement programme with local communities rather than government agencies being responsible for the enforcement. That structure imposes costs on local communities, whose local authority limits the ability to address leakage outside the particular REDD village.

Este trabalho tem por objetivo demonstrar, atravs de um estudo de caso desenvolvido no Grupo Lachmann, por meio de entrevistas, questionrios e workshops realizados junto diretoria e aos funcionrios, que a mudana eficaz ocorrida nas organizaes a nvel dos modelos de Administrao de Recursos Humanos - ARH fruto de uma estratgia empresarial. O Grupo Lachmann, lder na Amrica Latina, no setor de agenciamento e transporte martimo de mercadorias, viu-se diante de um impasse com o desaparecimento repentino de seu presidente: seria capaz de responder aos desafios de reestruturaes internas, associados s presses ambientais geradas pela crescente competitividade do setor? A expectativa era que sim. Mas como? Como mudar uma cultura organizacional sem descaracterizar-se? Como proceder a esta mudana e simultaneamente responder, com sucesso, s demandas crescentes de um mercado onde a concorrncia se acirra a olhos vistos? A resposta a tais questionamentos foi sendo desenvolvida atravs de um processo de mudana planejada, onde a rea de Recursos Humanos desempenhou um papel-chave realizando suas aes em sintonia com o planejamento estratgico da corporao e contribuindo para o alcance de seus objetivos. O resultado obtido na pesquisa, realizada no Grupo Lachmann, respaldado pelo exame bibliogrfico, permite concluir que a ARH tem uma misso importante no contexto das organizaes do mundo contemporneo, porm sua eficcia est vinculada diretamente integrao de seu planejamento ao planejamento estratgico das organizaes. Esta associao, por sua vez, no se faz de forma casual, mas resultado de uma estratgia empresarial onde os aspectos de recursos humanos so projetados no planejamento estratgico da organizao, fornecendo elementos valiosos para a tomada de deciso pela alta direo.

Since the 80s huge efforts have been made to utilize renewable energy sources to generate electric power. An important issue about using renewable energy sources is a Distribution Management System (DMS) in presence of dispersed generators. This paper reports some aspects of integration of the dispersed generators in the DMS. Besides, an investigation of impact of the dispersed generators on the overall performances of the distribution systems in steady state is performed. In order to observe losses in the distribution networks with dispersed generators, several loss allocation methods are applied. Results obtained from case study using IEEE test network, are presented and discussed. 2003 IEEE.
