The paper proposes a methodology especially focused on the generation of strategic plans of action, emphasizing the relevance of having a structured timeframe classification for the actions. The methodology explicitly recognizes the relevance of long-term goals as strategic drivers, which must insure that the complex system is capable to effectively respond to changes in the environment. In addition, the methodology employs engineering systems techniques in order to understand the inner working of the system and to build up alternative plans of action. Due to these different aspects, the proposed approach features higher flexibility compared to traditional methods. The validity and effectiveness of the methodology has been demonstrated by analyzing an airline company composed by 5 subsystems with the aim of defining a plan of action for the next 5 years, which can either: improve efficiency, redefine mission or increase revenues.

This paper was developed with the intention of broadly demonstrating the complexity of the area known recently as character development, as a creative process methods and implementation. It searches the understanding of the character itself, its place in the narrative and its reception by the reader or target audience. It is a multidisciplinary tool that faces a multitude of challenges from an increasingly demanding public and with specific goals in mind, and yet it also gives us valuable insight over how we interact with one another and the world around us, teaching us how to transfer such knowledge into fiction promoting empathic bonds between the reader and the characters. The human tendency to create is limitless and as old as mankind itself, we create, recreate and reinterpret and then populate such tales with believable characters from who we learn, and experience events and tales that shape our very lives.

This paper presents a study carried out in order to evaluate the students' perception in the development and use of remote Control and Automation education kits developed by two Universities. Three projects, based on real world environments, were implemented, being local and remotely operated. Students implemented the kits using the theoretical and practical knowledge, being the teachers a catalyst in the learning process. When kits were operational, end-user students got acquainted to the kits in the course curricula units. It is the author's believe that successful results were achieved not only in the learning progress on the Automation and Control fields (hard skills) but also on the development of the students soft skills, leading to encouraging and rewarding goals, motivating their future decisions and promoting synergies in their work. The design of learning experimental kits by students, under teacher supervision, for future use in course curricula by enduser students is an advantageous and rewarding experience.

The way an employee behaves in his work can be influenced by the organisational and professional commitment. Nurses are professionals who are guided by organisational and professional goals and values. Among nurses, professional commitment may be an important antecedent of organisational citizenship behaviours. The study shows how organisational and professional commitment is related with nurses’ organisational citizenship behaviours. Data from a sample of 420 nurses working in two hospitals --- the Hospital of St. Marcos, Braga and the Hospital Centre of Alto Ave, Guimarães and Fafe units were collected. The main findings are as follows: (a) organisational commitment and professional commitment contribute to the explanation of nurses’ organisational citizenship behaviours, (b) affective organisational commitment, continuance organisational commitment --- personal sacrifice, affective professional commitment and continuance professional commitment explain 28.6% of variance of organisational citizenship behaviours. © 2013 Instituto Politécnico do Cávado e do Ave (IPCA). Purpose/objectives: This paper seeks to investigate whether performance management (PM) framework adopted in Portuguese local government (PLG) fit the Otley’s PM framework (1999). In particularly, the research questions are (1) whether PM framework adopted in PLG (SIADAP) fit the Otley´s framework, and (2) how local politicians (aldermen) see the operation of performance management systems (PMS) in PLG (focusing on the goal-setting process and incentive and reward structures). Theoretical positioning/contributions: With this paper we intend to contribute to literature on how the Otley’s PM framework can guide empirical research about the operation of PMS. In particular, the paper contributes to understand the fit between PMS implemented in PLG and the Otley´s PM framework. The analysis of this fit can be a good contribution to understand if PMS are used in PLG as a management tool or as a strategic response to external pressures (based on interviews conducted to aldermen). We believe that the Otley’s PM framework, as well as the extended PM framework presented by Ferreira and Otley (2009), can provide a useful research tool to understand the operation of PMS in PLG. Research method: The first research question is the central issue in this paper and is analyzed based on the main reforms introduced by Portuguese government on PM of public organizations (like municipalities). On the other hand, interviews conducted on three larger Portuguese municipalities (Oporto, Braga, and Matosinhos) show how aldermen see the operation of PMS in PLG, highlighting the goals setting process with targets associated and the existing of incentive and reward structures linked with performance. Findings: Generally we find that formal and regulated PM frameworks in PLG fit the main issues of the Otley’s PM framework. However, regarding the aldermen perceptions about PMS in practice we find a gap between theory and practice, especially regarding difficulties associated with the lack of a culture of goals and targets setting and the lack of incentive and reward structures linked with performance.

It is known the power of ideas is tremendous. But there are employees in many companies who have good ideas but not put them into practice. On the other hand, there are many others who have good ideas and are encouraged to contribute their ideas for innovation in the company. This study attempts to identify factors that contribute to success in managing ideas and consequent business innovation. The method used was the case study applied to two companies. During the investigation, factors considered essential for the success of an idea management program were identified, of which we highlight, among others, evidences the results, involvement of the top management, establishment of goals and objectives; recognition; dissemination of good results. Companies with these implemented systems, capture the best ideas from their collaborators and apply them internally. This study intends to contribute to business innovation in enterprises through creation and idea management, mainly through collecting the best ideas of their own employees. The results of this study can be used to help improving deployed suggestions systems, as well as, all managers who wish to implement suggestions systems/ideas management systems.

A presente dissertação de mestrado incide sobre o radiojornalismo português. Para a concretizar foi feito um estudo comparativo entre as três rádios de carácter informativo de Portugal: Antena 1, Rádio Renascença e TSF. No sentido de melhor clarificar esta tese, são analisadas as grelhas de programação do programa da manhã destas estações. Está igualmente patente neste trabalho uma consideração sobre a história destas três emissoras e são evidenciados marcos que representam um verdadeiro e notório contributo para o jornalismo de rádio feito em Portugal. Para tal foi usada uma metodologia em que se fez um levantamento – a cada cinco anos - de todos os programas da manhã desde há trinta anos até hoje, no sentido de compreender as suas evoluções e comparar as diferenças das apostas de cada uma das rádios. As conclusões deste estudo apontam para o facto de as manhãs da rádio serem um período onde as notícias têm grande importância, bem como um período em que se tratam assuntos relativos à sociedade. Na Antena 1 e na TSF a inclusão de programas como “Antena Aberta” ou “Fórum TSF” faz com que a temática da sociedade, que engloba um grande número de temas e assuntos sejam a predominante. Na Rádio Renascença, apesar do seu cariz informativo, o entretenimento tem mais destaque. Uma observação notória foi também o evoluir da programação de 1985 a 2015, onde houve alterações consideráveis, tais como o aumento dos espaços dedicados a notícias e naturalmente assuntos sociais, dado que em 1985 não existia nenhum programa de opinião pública. Estes espaços foram sem dúvida, algo que marcou e fez uma mudança de paradigma no radiojornalismo português.

The use of Mobile and Wireless Information Technologies (MWIT) for provisioning public services by a government is a relatively recent phenomenon. This paper evaluates the results of MWIT adoption by IBGE (The Brazilian Institute of Geography and Statistics) through a case study. In 2007, IBGE applied 82,000 mobile devices (PDAs) for data gathering in a census operation in Brazil. A set of challenges for a large scale application of MWIT required intensive work involving innovative working practices and service goals. The case reveals a set of outputs of this process, such as time and cost reductions in service provision, improved information quality, staff training and increased organizational effectiveness and agility.

ABSTRACTSocial businesses seek financial, social and even environmental results. Academic knowledge on how such organizations operate, however, has emerged more recently. This article sought to investigate qualitatively the main tensions and dilemmas occurring throughout the history of Rede Asta, a pioneer social business in direct catalog sales of artisanal products in Brazil. Results indicate the Rede Asta managers have experienced tensions and dilemmas in three of the four categories identified by Smith, Gonin, and Besharov (2013): social and financial performance, organizational aspects and learning. One of the dilemmas involves organizational aspects and learning, since Asta achieves feasibility with two organizations: a nonprofit association and a for-profit corporation. On perceptions of belonging, stakeholders declared they felt they were a part of the organization’s social and environmental goals; some even as activists.

ABSTRACT State-owned enterprises (SOEs) are created to focus on domestic needs, and yet recent evidence points to increasing outward foreign direct investment by SOEs. Existing International Business (IB) theories focus on efficiency-based motives for internationalization; therefore, they do not fully capture SOEs' internalization dynamics, which are driven largely by political factors and social welfare considerations. We integrate public management and IB theories to develop propositions that combine these questions: why SOEs internationalize; what are their motivations; and what are the main managerial outcomes of SOEs' internationalization. Our findings suggest that SOEs display little hesitancy in entering international markets, and that SOE international expansion is not contradictory with the goals of state-ownership if the purpose is to adjust the company to changing institutional environments both in the domestic and international markets. Our propositions about SOE internationalization are based on an in-depth case study of the outward foreign direct investment conducted by Brazil's Petrobras over the past three decades.

In the past thirty years, a series of plans have been developed by successive Brazilian governments in a continuing effort to maximize the nation's resources for economic and social growth. This planning history has been quantitatively rich but qualitatively poor. The disjunction has stimulated Professor Mello e Souza to address himself to the problem of national planning and to offer some criticisms of Brazilian planning experience. Though political instability has obviously been a factor promoting discontinuity, his criticisms are aimed at the attitudes and strategic concepts which have sought to link planning to national goals and administration. He criticizes the fascination with techniques and plans to the exclusion of proper diagnosis of the socio-political reality, developing instruments to coordinate and carry out objectives, and creating an administrative structure centralized enough to make national decisions and decentralized enough to perform on the basis of those decisions. Thus, fixed, quantified objectives abound while the problem of functioning mechanisms for the coordinated, rational use of resources has been left unattended. Although his interest and criticism are focused on the process and experience of national planning, he recognized variation in the level and results of Brazilian planning. National plans have failed due to faulty conception of the function of planning. Sectorial plans, save in the sector of the petroleum industry under government responsibility, ha e not succeeded in overcoming the problems of formulation and execution thereby repeating old technical errors. Planning for the private sector has a somewhat brighter history due to the use of Grupos Executivos which has enabled the planning process to transcend the formalism and tradition-bound attitudes of the regular bureaucracy. Regional planning offers two relatively successful experiences, Sudene and the strategy of the regionally oriented autarchy. Thus, planning history in Brazil is not entirely black but a certain shade of grey. The major part of the article, however, is devoted to a descriptive analysis of the national planning experience. The plans included in this analysis are: The Works and Equipment Plan (POE); The Health, Food, Transportation and Energy Plan (Salte); The Program of Goals; The Trienal Plan of Economic and Social Development; and the Plan of Governmental Economic Action (Paeg). Using these five plans for his historical experience the author sets out a series of errors of formulation and execution by which he analyzes that experience. With respect to formulation, he speaks of a lack of elaboration of programs and projects, of coordination among diverse goals, and of provision of qualified staff and techniques. He mentions the absence of the definition of resources necessary to the financing of the plan and the inadequate quantification of sectorial and national goals due to the lack of reliable statistical information. Finally, he notes the failure to coordinate the annual budget with the multi-year plans. He sees the problems of execution as beginning in the absence of coordination between the various sectors of the public administration, the failure to develop an operative system of decentralization, the absence of any system of financial and fiscal control over execution, the difficulties imposed by the system of public accounting, and the absence of an adequate program of allocation for the liberation of resources. He ends by pointing to the failure to develop and use an integrated system of political economic tools in a mode compatible with the objective of the plans. The body of the article analyzes national planning experience in Brazil using these lists of errors as rough model of criticism. Several conclusions emerge from this analysis with regard to planning in Brazil and in developing countries, in general. Plans have generally been of little avail in Brazil because of the lack of a continuous, bureaucratized (in the Weberian sense) planning organization set in an instrumentally suitable administrative structure and based on thorough diagnoses of socio-economic conditions and problems. Plans have become the justification for planning. Planning has come to be conceived as a rational method of orienting the process of decisions through the establishment of a precise and quantified relation between means and ends. But this conception has led to a planning history rimmed with frustration, and failure, because of its rigidity in the face of flexible and changing reality. Rather, he suggests a conception of planning which understands it "as a rational process of formulating decisions about the policy, economy, and society whose only demand is that of managing the instrumentarium in a harmonious and integrated form in order to reach explicit, but not quantified ends". He calls this "planning without plans": the establishment of broad-scale tendencies through diagnosis whose implementation is carried out through an adjustable, coherent instrumentarium of political-economic tools. Administration according to a plan of multiple, integrated goals is a sound procedure if the nation's administrative machinery contains the technical development needed to control the multiple variables linked to any situation of socio-economic change. Brazil does not possess this level of refinement and any strategy of planning relevant to its problems must recognize this. The reforms which have been attempted fail to make this recognition as is true of the conception of planning informing the Brazilian experience. Therefore, unworkable plans, ill-diagnosed with little or no supportive instrumentarium or flexibility have been Brazil's legacy. This legacy seems likely to continue until the conception of planning comes to live in the reality of Brazil.

RESUMO: Na organização do tecido empresarial a sociedade contemporânea alcança o seu sucesso mediante a Coesão do Grupo. A Coesão de Grupo é hoje decisiva para qualquer organização. Um grupo começa quando as pessoas se juntam pelo desejo de pertencer a esse mesmo grupo, para ajudar e contribuir para o bem-estar dessa própria equipa. A Coesão no seio do Grupo é fundamental para se alcançarem resultados positivos. Para Weinberg e Gould (2001) “a Coesão relacionada à tarefa reflecte o grau em que os membros de um grupo trabalham juntos para alcançar objectivos comuns”. A Coesão interna aumenta se a equipa trabalha em busca dos mesmos objectivos com uma entrega total e absoluta em todo o trabalho que realizam. Quanto maior a cordialidade e a confiança transmitida e criada no meio do grupo, consequentemente maior será a Coesão e a produtividade da equipa. Com a Coesão de Grupo existe uma relação de interdependência, em termos de trabalho, nos elementos do grupo. O modelo de Coesão de Grupo acentua as semelhanças entre cada elemento e oferece também a oportunidade de participarem em todas as decisões. A Coesão de Grupo permite ainda que os membros permaneçam juntos, que os membros confiem e sejam leais uns aos outros e que também se sintam seguros. Torna-se determinante frisar que a Coesão permite que os membros se tornem influenciados pelo grupo em si, o que aumenta significativamente a satisfação dos seus membros e, à medida que o trabalho se desenvolve, que a interacção entre os membros do grupo se intensifique. Só assim se consegue provocar, manter e consolidar a Coesão dentro da organização. ABSTRACT: In the organization of business, the contemporary society achieves its success through group cohesion. The Group Cohesion is very important today, for any organization. A group begins when people come together by the desire to belong, to help and contribute to the welfare of own team. The Cohesion within a team is central to achieving positive results. To Weinberg and Gould (2001) “related to task Cohesion reflects the degree to which the group members work together to achieve common goals”. The Cohesion within the Group increases if the team works toward the same objectives, with a total and absolute in all the work they do. The greater the friendship and trust created and transmitted through the group, consequent greater Cohesion and team productivity. With the Group Cohesion there is a relationship of interdependence, in terms of labor among group members. With the group cohesion there is something similar between the group members and also the opportunity to participate in all decisions. The Cohesion of the Group allows members to stay together, that the members trust and be loyal to each other and also feel safe. I can only stress that Cohesion allows members to become influenced by the group itself, which increases the signification and satisfaction of its members, as the work develops, and that the interaction between group members to intensify. Only thus could lead to, maintain and strengthen the Cohesion within the organization.

Resumo: A intervenção em crianças disléxicas nem sempre é fácil uma vez que, à partida, serão crianças desmotivadas por insucessos repetidos, complexos de inferioridade, timidez, baixa autoconfiança e auto-estima, com pouca capacidade de atenção e concentração. A família, a escola e a sociedade em geral têm um papel decisivo, não deverão exigir nem impor metas complicadas, adaptando sempre uma postura de compreensão da criança. A criança disléxica aprende num ritmo diferente, como tal, precisa que a escola adeqúe as suas práticas educativas tendo em conta as suas características e especificidades. Pretende-se com este trabalho aprofundar conhecimentos sobre a temática da dislexia e sua aplicação, dentro da sala de aula, na disciplina Educação Visual e Tecnológica, numa turma do 2º Ciclo do Ensino Básico que inclui uma aluna considerada disléxica. Começámos por caracterizar a turma, a aluna e os contextos envolventes em que as mesmas se inserem, seguidamente fez-se uma intervenção estruturada, a longo e curto prazo, numa dinâmica de planificação, acção e reflexão, numa perspectiva de educação inclusiva, com práticas educativas cooperativas e diferenciadas. Ao longo das sessões de trabalho, a turma teve a oportunidade de se manifestar nas assembleias de turma, na negociação das actividades, de trabalhar em pares, em grande e pequeno grupo, criando desta forma um clima de inter-ajuda e de cooperação na sala de aula, funcionando com as duas professoras da disciplina, partilhando momentos de aprendizagem e socialização de saberes. A aluna considerada disléxica passou a interagir na turma com os colegas, de forma positiva, e estes com ela. As suas dificuldades foram superadas com a ajuda dos colegas, partilhando os seus saberes, dúvidas e experiências. Foi uma experiência positiva para o grupo, para a aluna e para as professoras da turma. Abstract: The intervention in dyslexic children is not always easy from the start, a priori, children will be discouraged by repeated failures, inferiority complexes, shyness, low selfconfidence and self- esteem, with little attention span and concentration. The family, school and society in general have a decisive role, should not require or impose complicated goals, always adapting an attitude of understanding of the child. The dyslexic children learn at a different pace, as such, requires the school to adjust its educational practices in view of their characteristics and specificities. The aim of this work to deepen knowledge on the subject of dyslexia and its application in the classroom, Visual and Technological Education as the subject, in a class of the 2nd Cycle of Basic Education that includes a student considered dyslexic. We have began by characterizing the class, the student and the surrounding contexts in which they are involved, then became a structured intervention in the long and short term, in order of creating a dynamic planning, action and reflection, with a inclusive education perspective, with cooperative practical education and differentiated. During the work seasons, the class had the opportunity to express themselves in class meetings, the negotiation activities, working in pairs, in large and small groups, thus creating a climate of mutual help and cooperation in the classroom, working with two teachers of the subject, sharing moments of learning and socialization of knowledge. The student consider as dyslexic has started to interact in the class with the colleagues in a positive way, and they with her. Their difficulties were overcome with the help of colleagues, sharing their knowledge, doubts and experiences. It was a positive experience for the group, to the student and the teachers of the class.

RESUMO: O trabalho que se apresenta no âmbito desta dissertação, é direcionado para a problemática da Água, do Saneamento Básico e dos Resíduos Sólidos Urbanos «RSU» em São Tomé e Príncipe. Num contexto de desenvolvimento e indo ao encontro dos anseios da Organização das Nações Unidas «ONU» e da sua perspetiva de alcançar os Objetivos do Milénio nesta área tão importante. Elegeu-se como primordial objetivo, conhecer as indicações técnico políticas instituídas em São Tomé e Príncipe, para a gestão dos problemas acima enumerados. Entender esses problemas, identificar as dificuldades sentidas pelo governo e pela generalidade dos seus habitantes no acesso à água, ao saneamento básico, à recolha e tratamento de RSU. Outra vertente será direcionada para apontar caminhos nestas áreas, onde a capacidade institucional tarda em dar resposta às necessidades básicas destes setores, inviabilizando um desenvolvimento sustentado destes ramos. Esta dissertação, assenta ainda no reconhecimento e na importância estratégica em se valorizar e consolidar redes técnico-científicas no âmbito da Linha de Investigação em Estudos Africanos e Pós-Coloniais, inserida na Unidade de Estudos e Investigação em Ciência, Tecnologia e Sociedade «UEICTS» da Universidade Lusófona de Humanidades e Tecnologias «ULHT».ABSTRACT: The work presented in this dissertation, is directed to the problem of Water Sanitation and Solid Waste «RSU» in Sao Tome and Principe. In a context of development, fulfillment of the wishes of the United Nations «UN» and its prospect of achieving the Millennium Goals in this important area. The prime objective, is, to know the indications and technical policies in place in Sao Tome and Principe for the management of the problems listed above. Understanding these problems, identifying the difficulties faced by government and by most of its residents in relation, to access to water, sanitation, collection and treatment of Solid Waste. Another aspect, is directed, to point, to ways, in these subjects where institutional capacity is slow to respond to basic needs of these sectors, preventing a sustained development of these industries. This dissertation focus on the recognition and strategic importance in considering and consolidate technical and scientific networks in the line of Research in African and Lusophone, inserted at the Unit for Studies and Research in Science, Technology and Society «UEICTS» Lusophone University of Humanities and Technology «ULHT».

RESUMO: É longínqua e indiscutível a ligação que se estabelece entre Portugal e os Países Africanos de Língua Oficial Portuguesa. No entanto, a manutenção dos laços de entreajuda e cooperação, embora desejada e expressamente manifestada por ambas as partes, nem sempre se consubstancia em acções concretas. É neste contexto que se insere o presente trabalho, tendo como objectivo investigar de que modo se materializa a Política de Cooperação entre Portugal e os Países Africanos de Língua Oficial Portuguesa, ao nível do Ensino Superior. Avaliamos concretamente a actuação das Instituições de Ensino Superior Politécnico, junto dos alunos oriundos daqueles países, no domínio da Acção Social e de que modo pode existir uma acção diferenciadora entre Instituições, capaz de captar alunos e de os acolher em melhores condições. Perante as carências e fragilidades encontradas naquela população, concluímos que existe um vasto campo de actuação onde as Instituições de Ensino Superior podem realizar os propósitos enunciados nos Acordos de Cooperação, estabelecidos com aqueles Países. Actuando em prol destes alunos efectivam assim as resoluções enunciadas para a Política de Cooperação Portuguesa em matéria de educação e divulgação da língua e cultura portuguesas, contribuindo ainda, para o desenvolvimento daqueles países. ABSTRACT: It is far and indisputable the link established between Portugal and the African Countries of Portuguese Official Language (PALOP). However, the maintenance of ties of mutual aid and cooperation, though desired and explicitly expressed by both sides, has not always been embodied in concrete actions. It is this context that frames the present work, aiming to investigate how the policy of cooperation between Portugal and the African Countries of Portuguese Official Language is materialized at the Higher Education level. We specifically evaluate the performance of Polytechnic Higher Education Institutions with the students from those countries in the field of social aid and how a differentiator action between institutions can be in place, capable of capturing students and welcoming them in a better way. In face of the needs and weaknesses found in that population, we conclude that there is a vast field of activity where HEI can realize the goals set out in the Cooperation Agreements established with those countries. Acting on behalf of these students they put to practice the resolutions set out for the Portuguese Cooperation Policy in education and dissemination of the Portuguese language and culture, thus contributing to the development of those countries.
