El presente estudio tiene como objetivo general problematizar los procesos de inclusión y exclusión escolar de jóvenes mujeres con discapacidad en escuelas públicas del sistema de educación tanto común como especial de la ciudad de La Plata y el Gran La Plata, provincia de Buenos Aires. Las mujeres con discapacidad constituyen uno de los grupos más oprimidos a lo largo de la historia, prueba de ello han sido los obstáculos y limitaciones en su proceso de escolarización. Las investigaciones sobre este grupo tanto en educación como en los estudios de género y de discapacidad resultan todavía escasas, por lo que consideramos relevante el abordaje de esta temática. Desde una perspectiva foucaultiana y feminista de la discapacidad procuraremos comprender e interpretar el punto de vista de las mujeres con discapacidad a fin de lo cual hemos recreado herramientas metodológicas específicas que nos permitan acceder a las voces de las jóvenes. La investigación describe al menos tres formas de incumplimiento del derecho a la educación inclusiva y la vida independiente en la escolarización de las mujeres con discapacidad: exclusión, segregación e integración (o exclusión en la inclusión). Asimismo, analiza diferentes formas en las que la escuela, en oportunidades en alianza con las familias de las jóvenes con discapacidad, actúa, de forma opresiva y deshumanizante, negándoles el derecho a la educación y la vida independiente

This paper explores the hitherto futile quest for developing disciplines on the trade- and investment-distorting effects of services subsidies. It sheds light on the multiplicity of factors that have weighed on the conduct of negotiations on subsidy disciplines in a services trade context at both the global and preferential levels, and advances a few thoughts on what the future may hold for the adoption of such disciplines. The analysis suggests that it is rather unlikely that WTO Members will any time soon reach a consensus on the matter of subsidy disciplines for services beyond those that currently (and timidly) obtain in the GATS and in many preferential trade agreements. The main reason behind such a conclusion stems from a marked rise in the value of preserving policy space in a trading environment characterized by considerably greater global market contestability than two decades ago.

This paper presents the rationale to build up a Telematics Engineering curriculum. Telematics is a strongly computing oriented area; then, the authors have initially intended to apply the common requirements described in the computing curricula elaborated by the ACM/EEEE-CS Joint Curriculum Task Force. This experience has revealed some problematic aspects in the ACM/IEEE-CS proposal. From the analysis of these problems, a model to guide the selection and specially the approach of the Telematics curriculum contents is proposed. This model can be easily generalized to other strongly computing oriented curricula, whose number is growing everyday

En este Trabajo de Fin de Grado se va a explicar el procedimiento seguido a la hora de estudiar, diseñar y desarrollar Ackuaria, un portal de monitorización y análisis de estadísticas de comunicaciones en tiempo real. Después, se mostrarán los resultados obtenidos y la interfaz gráfica desarrollada para una mejor experiencia de usuario. Ackuaria se apoyará en el uso de Licode, un proyecto de código libre desarrollado en la Universidad Politécnica de Madrid, más concretamente en el Grupo de Internet de Nueva Generación de la Escuela Técnica Superior de Ingenieros de Telecomunicación. Licode ofrece la posibilidad de crear un servicio de streaming y videoconferencia en la propia infraestructura del usuario. Está diseñado para ser totalmente escalable y su uso está orientado principalmente al Cloud, aunque es perfectamente utilizable en una infraestructura física. Licode a su vez se basa en WebRTC, un protocolo desarrollado por la W3C (World Wide Web Consortium) y el IETF (Internet Engineering Task Force) pensado para poder transmitir y recibir flujos de audio, video y datos a través del navegador. No necesita ninguna instalación adicional, por lo que establecer una sesión de videoconferencia Peer-to-Peer es realmente sencillo. Con Licode se usa una MCU (Multipoint Control Unit) para evitar que todas las conexiones entre los usuarios sean Peer-To-Peer. Actúa como un cliente WebRTC más por el que pasan todos los flujos, que se encarga de multiplexar y redirigir donde sea necesario. De esta forma se ahorra ancho de banda y recursos del dispositivo de una forma muy significativa. Existe la creciente necesidad de los usuarios de Licode y de cualquier servicio de videoconferencia en general de poder gestionar su infraestructura a partir de datos y estadísticas fiables. Sus objetivos son muy variados: desde estudiar el comportamiento de WebRTC en distintos escenarios hasta monitorizar el uso de los usuarios para poder contabilizar después el tiempo publicado por cada uno. En todos los casos era común la necesidad de disponer de una herramienta que permitiese conocer en todo momento qué está pasando en el servicio de Licode, así como de almacenar toda la información para poder ser analizada posteriormente. Para conseguir desarrollar Ackuaria se ha realizado un estudio de las comunicaciones en tiempo real con el objetivo de determinar qué parámetros era indispensable y útil monitorizar. A partir de este estudio se ha actualizado la arquitectura de Licode para que obtuviese todos los datos necesarios y los enviase de forma que pudiesen ser recogidos por Ackuaria. El portal de monitorización entonces tratará esa información y la mostrará de forma clara y ordenada, además de proporcionar una API REST al usuario.

Este documento presenta el diseño de un proyecto para la asignatura de tecnología de tercero de educación secundaria obligatoria en un instituto de enseñanza bilingüe. Se perfilan una serie de tareas cíclicas que permitirán desarrollar a los alumnos una mayor comprensión sobre el uso de la energía y la importancia del medio ambiente a través de la lengua inglesa. Este ciclo de actividades organizadas en cuatro sesiones se fundamenta en la metodología del Aprendizaje Integrado de Contenidos y Lengua Extranjera, AICLE. A través de esta se persigue el doble objetivo del aprendizaje de la lengua a la par que el del contenido. Para ello, las estrategias que se proponen se centran en el alumno y se apoyan en el trabajo colaborativo, la interacción entre iguales y las metodologías activas y participativas en las que son los propios estudiantes los que diseñan los contenidos y los adaptan a su estilo de aprendizaje. Aunque sin resultados concluyentes, el trabajo supone una aportación más a las propuestas de actividades cooperativas que centran el aprendizaje en las aulas AICLE. This project presents the design of a teaching sequence for the subject of technology in the third grade in a bilingual high school. A task cycle is created with the double objective of providing students with a deeper understanding about the use of energy and the importance of the environment through the English language. The series of activities were organized in four sessions, attending to Content and Language Integrated Learning (CLIL) methodology. Throughout this double focussed objective of learning the language and the subject matter content at the same time, the strategies proposed are focused on the student and support collaborative work, peer interaction and active participatory methodologies, focussed in the students who are the real designers of the content materials based on their own learning style. Although no conclusive results are presented, this work aims to be a contribution to other cooperative task proposals as one of the main basis of CLIL methodology.

As an advocate for the elderly, Edna Chavis has made many improvements for matured people. She worked for the Social Security Administration for eleven years, where she recognized that “older people are the same as anyone else with the same wants and desires.” Since then, she gained educational experience to assist her in understanding the self-concept of older people. She earned a Bachelor of Arts Degree in Social Science and a teaching certificate from Eastern Michigan University in 1972, a Master of Science Degree in Adult Education from Tuskegee Institute in 1975, and a PhD Degree in Social Gerontology and Adult Education from the University of Missouri in 1979. Some of her accomplishments include her position as the head of the Missouri Delegates to the White House Conference on Aging and her lobbying efforts toward Missouri’s first Governor’s Conference on Aging. She was also awarded the Lt. Governor’s Nursing Home Task Force Certificate of Appreciation. As an adjunct instructor at Lincoln University, Chavis emphasizes to her students that aging is a natural process. She has had a great impact on her students, several of whom have continued on related career paths. Following her own advice that “Aging successfully is to never sit down and do nothing,” Chavis continues to teach, work as a gerontologist, and serve on committees within the Department of Health and Senior Services.

The reaction center (RC) from Rhodobacter sphaeroides converts light into chemical energy through the light induced two-electron, two-proton reduction of a bound quinone molecule QB (the secondary quinone acceptor). A unique pathway for proton transfer to the QB site had so far not been determined. To study the molecular basis for proton transfer, we investigated the effects of exogenous metal ion binding on the kinetics of the proton-assisted electron transfer kAB(2) (QA−•QB−• + H+ → QA(QBH)−, where QA is the primary quinone acceptor). Zn2+ and Cd2+ bound stoichiometrically to the RC (KD ≤ 0.5 μM) and reduced the observed value of kAB(2) 10-fold and 20-fold (pH 8.0), respectively. The bound metal changed the mechanism of the kAB(2) reaction. In native RCs, kAB(2) was previously shown to be rate-limited by electron transfer based on the dependence of kAB(2) on the driving force for electron transfer. Upon addition of Zn2+ or Cd2+, kAB(2) became approximately independent of the electron driving force, implying that the rate of proton transfer was reduced (≥ 102-fold) and has become the rate-limiting step. The lack of an effect of the metal binding on the charge recombination reaction D+•QAQB−• → DQAQB suggests that the binding site is located far (>10 Å) from QB. This hypothesis is confirmed by preliminary x-ray structure analysis. The large change in the rate of proton transfer caused by the stoichiometric binding of the metal ion shows that there is one dominant site of proton entry into the RC from which proton transfer to QB−• occurs.

O sistema microPET/CT é um importante equipamento utilizado nas pesquisas de imagem diagnóstica em pequenos animais. O radiofármaco mais usado nesta tecnologia é o fluordeoxiglicose marcado com flúor-18. Este estudo tem como objetivo efetuar o controle radiológico no laboratório de pesquisa microPET/CT do Centro de Radiofarmácia do IPEN-CNEN/SP, de forma a satisfazer tanto as normas nacionais como as recomendações internacionais. O laboratório está classificado pela equipe de radioproteção da instalação como área supervisionada, nas quais embora não seja obrigatória a adoção de medidas específicas de proteção e segurança, devem ser submetidas reavaliações regulares das condições do ambiente de trabalho. Visando assegurar a proteção radiológica dos trabalhadores diretamente envolvidos no manuseio do equipamento, realizou-se o monitoramento do local de trabalho e a avaliação do controle de dose individual. Inicialmente foi feito o monitoramento pré-operacional, isto é, o levantamento radiométrico no laboratório. Além disso, mediu-se nível de radiação externa nas instalações do laboratório e suas adjacências, por meio da colocação de nove dosímetros termoluminescentes (TL) de CaSO4:Dy, em locais previamente selecionados. Os indivíduos ocupacionalmente expostos foram avaliados mensalmente por meio do uso de dosímetros TL posicionados no tórax e por medidas de corpo inteiro, tomadas a cada seis meses. O período do estudo foi de dois anos, com início em abril de 2014. Para o controle do microPET/CT realizou-se testes de desempenho de acordo com o protocolo padrão do equipamento e em conformidade com a norma desenvolvida pela força tarefa para estudos com PET em animais Animal PET Standard Task Force. O presente estudo permitiu demonstrar que os níveis de radiação das áreas (estimativas de dose ambiente e dose efetiva), assim como a blindagem do equipamento estão adequados de acordo com os limites da exposição ocupacional. Ressalta-se a importância de se seguir rigorosamente os princípios de radioproteção, já que se trata de pesquisas com fontes radioativas não seladas.

The scope and enforcement of copyright in the digital environment have been among the most complex and controversial subjects tackled by lawmakers all over the world for the last decade. Due to the ubiquitous use of digital technology, modern regulation of copyright inherently touches on numerous areas of law and social and economic policy, including communications privacy and Internet governance. Modernising the EU’s copyright framework is considered a key step towards achieving the goal of an EU Digital Single Market in the context of the ‘Digital Agenda for Europe’, an initiative launched by the European Commission in May 2010. How can the EU make copyright fit for purpose in the Internet age? What are the most suitable and realistic policy options to achieve the objective of a Digital Single Market in the creative content sectors? To give comprehensive answers to these questions, the CEPS Digital Forum formed a Task Force on Copyright in the EU Digital Single Market to foster a multi-stakeholder dialogue on the major challenges for copyright law in the online content sector today. Drawing on the discussions and input gathered by the Task Force, this report contains the conclusions and policy recommendations organised around three main themes: licensing rules and practices in the online music and film sectors, the definition and implementation of copyright exceptions in the digital environment and the present and future of online copyright enforcement in Europe.

With the Stockholm Programme coming to an end in 2014, the “Brussels Community” is increasing agitated with a recurring question: what will replace the Stockholm Programme? Paradoxically, this uncertainty is fuelled by the existence of a new and clear Treaty provision – Article 68 TFEU – which states “The European Council shall define the strategic guidelines for legislative and operational planning within the area of freedom, security and justice”. Clear in its wording, this provision may lead to different understandings and unclear implications in practice. In order to provide more clarity, the European Policy Centre (EPC) set up a Task Force to reflect on the impact of this provision and more generally the future of the area of freedom, security and justice after 2014. Results of this process are reflected in this discussion paper which addresses the process and content regarding the definition of future strategic guidelines.

The Armed Forces of the Russian Federation have been more active than usual since mid- -February this year, holding a number of previously unannounced military exercises aimed at testing combat readiness. They have also maintained, for many months, a Russian warship task force in the Mediterranean in connection with the civil war in Syria. Those activities stand out of the usual training routine of the Russian army. They have no precedent in Russia’s recent history in terms of the size of the forces involved, the measures employed, the territorial span, the number of exercises, or the scheduling and mode of carrying out the drills. The last combat-readiness tests on this scale were carried out by the Soviet army in the 1980s. The intensity of the Russian Navy’s activities in the Mediterranean and the military means engaged are comparable, in due proportion, with the activities of the Soviet fleet during the Vietnam war. The Russian leadership, including president Vladimir Putin, has been directly following the recent activities of the Russian Armed Forces and their evolution.

The exploitation of coltan in Central Africa can be considered a case of conflict minerals due to its nature. Many international organizations and bodies, national governments and private sector organizations seek to address this conflict, in particular via transparency, certification and accountability along the material supply chain. This paper analyses the international trade dimension of coltan and gives evidence on the dimension of illicit trade of coltan. The authors start from the hypothesis that illicit trade of coltan sooner or later will enter the market and will be reflected in the statistics. The paper is structured in the following manner: first, a short section gives a profile of coltan production and markets; second, an overview of the mining situation in the Democratic Republic of Congo (DRC) and related actors. The third section addresses mechanisms, actors and measurement issues involved in the international trade of coltan. The final part draws lessons for certification and conflict analysis and offers some guidance for future research. The paper identifies two main possible gateways to trace illegal trade in coltan: the neighbouring countries, especially Rwanda, and the importing countries for downstream production, in particular China. Our estimation is that the value of such illicit trade comes close to $ 27 million annually (2009), roughly one fifth of the world market volume for tantalum production. With regard to any certification the paper concludes that this will become challenging for business and policy: (a) Central Africa currently is the largest supplier of coltan on the world market, many actors profit from the current situation and possess abilities to hide responsibility; (b) China will need to accept more responsibility, a first step would be the acceptance of the OECD guidelines on due diligence; (c) better regional governance in Central Africa comprises of resource taxation, a resource fund and fiscal coordination. An international task force may provide more robust data, however more research will also be needed.
