The purpose of the Official Statement Addendum is to set forth the details of sale of the $150,000,000 General Obligation Bonds, Series of April 2007 (the "Bonds"), sold by the State of Illinois (the "State") on April 16, 2007. The Bonds will mature on April 1 of each of the years in the amounts and bearing interest as follows: ... Payment of the principal of the interest on the Bonds naturing on April 1, 2013 through April 1, 2032, inclusive (the "Insured Bonds"), when due, will be guaranteed by a municipal bond insurance policy issued by Financial Guaranty Insurance Company(the "Insurer" or "FGIC") simultaneously with the delivery of the Bonds.

Areas of concern: This notification is based on information Illinois EPA has found while investigating, monitoring and working on two landfill sites in the Chicago Heights/South Chicago Heights area. Tests from groundwater and surface water at one landfill site showed levels of vinyl chloride greater than state Class I groundwater standards - the state standards that are designed to protect groundwater for use as drinking water. Vinyl chloride is from a family of chemicals known as volatile organic compounds (VOCs), which are common man-made chemicals found in cleaning solvents, gasoline and oil. These chemicals can travel in groundwater long distances from where they were spilled or dumped.

In October 2009, the Illinois General Assembly directed this study of the Monetary Award Program (MAP) while restoring a 50 percent reduction in MAP funding occasioned by the state's poor fiscal climate. House Joint Resolution 75 (HJR 75) requires that the Illinois Board of Higher Education (IBHE), in consultation with the Illinois Student Assistance Commission (ISAC)) and the Illinois Community College Board (ICCB), study and provide recommendations on the efficiency and sustainability of MAP. The purpose of the study is to ensure that alternatives to current aid delivery methods are considered so that the State can be assured that student access, choice, and success will be met in the most effective and practical manner.
