Estudos mostram que ao interagir a criança tem a oportunidade de desenvolver suas habilidades sociais. Dentre elas, o comportamento de cuidado se destaca como açoes diversas que se assemelham ao cuidado parental, que têm por objetivo dar suporte físico ou afetivo ao outro a partir de atitudes como ajudar, compartilhar e brincar de cuidar. No caso de crianças que estão vivendo e crescendo em instituições de Abrigo, estudos consideram que devido à sua condição peculiar de vulnerabilidade pessoal e social, elas podem se beneficiar da presença deste comportamento nas interações estabelecidas nesse tipo de ambiente e ou em outros, como o escola. Este estudo teve como objetivo investigar aspectos físicos e sociais do ambiente que concorrem para a manifestação do comportamento de cuidado entre pares observados em suas interações nos pátios da Escola e do Abrigo. Assim como, verificar e analisar características físicas e socioais dos sujeitos que participaram da pesquisa que podem igualmente ter influenciado a manifestação desta modalidade de comportamento pró-social. Participaram do estudo cinco crianças, entre quatro e seis anos, que moravam há mais de um ano no Abrigo e freqüentavam regularmente a Escola. Para a coleta de dados, cada sujeito focal e suas interações com outras crianças foram filmados ao longo de dez sessões de observação, durante cinqüenta minutos, em ambos os ambientes. Ao todo, foram 500 minutos de observação dos participantes da pesquisa. Quanto aos resultados derivados da observação dos sujeitos focais, constatou-se que todos os cinco participantes manifestaram comportamentos de cuidado nos ambientes da pesquisa. Ao todo, foram registrados 43 eventos comportamentais (sendo 26 na Escola e 17 no Abrigo), organizados em torno das seguintes subcategorias: Estabelecer Contato Afetuoso, Ajudar, Brincar de Cuidar e Entreter. A avaliação intragrupal mostrou que não houve diferença estatística na diferença dos percentuais do comportamento de cuidado observados nos pátios da Escola e do Abrigo. Quando se considera para análise o desempenho de uma a uma das categorias do cuidado, percebe-se que o comportamento de Ajudar quando emitido na Escola (n=14; 53.8%) apresentou freqüências maiores que no Abrigo (n=7; 41,2%). Contudo, o Teste Binomial indica que esta diferença não é estatisticamente significativa (p>0,05), sendo semelhantes os percentuais referentes a ações de ajuda em ambos os ambientes. O mesmo constata-se em relação ao comportamento Brincar de Cuidar, que em termos percentuais foi mais presente no Abrigo (n=4; 23.5%) do que na Escola (n= 2;7.7%). Entretanto, a análise estatística aponta que não houve variação estatística significativa entre os ambientes. A descrição da freqüência do comportamento Estabelecer Contato Afetuoso mostra que apresenta uma maior ocorrência na Escola (n=7; 26.9%) do que no Abrigo (n=6 ; 35.3%), porém, o teste mostra que não houve diferença estatística entre as médias quando se compara os ambientes. E por fim, verificou-se que o comportamento Entreter não teve nenhuma ocorrência no Abrigo, tendo sido observado somente no ambiente da Escola (n=3, 11.5%), não sendo possível assim a aplicação do teste estatístico. Os dados mostraram que cada ambiente predominou uma forma de cuidado, devido as características físicas e sociais de cada instituição. Bem como, as características dos participantes (a idade e o tempo de permanência dos sujeitos focais) e o sexo do receptores e o cuidado oferecido.

Pinus pinaster Ait. es la conífera con mayor área de distribución en la Península Ibérica y es, a día de hoy, la única especie resinada en nuestro país. La inducción del flujo de resina al exterior para su recolección a través de distintos tipos de heridas ha sido practicada desde hace miles de años por distintas culturas. En todos los casos, las técnicas desarrolladas se basan en la estimulación del característico sistema de defensa de las pináceas. En los últimos siete años se viene observando una tendencia de incremento sustancial de la superficie resinada en España, acompañada por avances tecnológicos dirigidos a la mecanización y mejora de estimulantes. El aprovechamiento resinero se perfila como un sector estratégico en la generación de empleo rural y la conservación de ecosistemas. La industria resinera demanda métodos de extracción más eficaces, una selvicultura adecuada y actualizada, y condiciones laborales de los resineros más dignas con objeto de llegar a ser competitiva en el mercado internacional. Este trabajo se centra en ampliar el conocimiento sobre el sistema de defensa de P. pinaster, concretamente sobre las estructuras y procesos que pueden afectar a la producción de resina. Se analizan las relaciones entre las características anatómicas del xilema, destacando las relacionadas con los canales resiníferos, las variables dendrométricas y dasométricas de la masa y el flujo de resina (objetivo 1). Se estudia cómo estas relaciones son moduladas por las heridas de resinación dependiendo de la técnica de resinación aplicada (objetivo 2), el clima y el balance hídrico del suelo (objetivo 3). El material vegetal, las muestras de suelo y los datos de producción de resina y climáticos usados en esta tesis han sido recogidos en tres montes de utilidad pública; MUP 101 en Armuña, MUP 108 en Melque de Cercos y MUP 117 en Nieva (en esta última solo se recogieron los datos de producciones), todos ellos pinares monoespecíficos de P. pinaster localizados en la denominada Tierra de Pinares Segoviana. En los árboles de nuestro estudio se han aplicado cuatro métodos de resinación: método de pica de corteza con estimulante y método mecanizado con estimulante, ambos en sentido ascendente y descendente. En los trabajos realizados para el análisis de la influencia de la anatomía constitutiva en la producción de resina (objetivo 1) y el efecto del clima (objetivo 3), se obtuvieron muestras del xilema de 26 árboles resinados en Melque de Cercos y Armuña y 12 árboles control sin resinar. Para caracterizar los pies estudiados, se midió la altura, diámetro normal y porcentaje de copa viva. Las muestras de tejido fueron recogidas en una zona del tronco a una distancia del límite de la herida considerada en la bibliografía como no afectada (anatomía constitutiva). Para el análisis de las alteraciones anatómicas inducidas por la herida (objetivo 2), se recogieron muestras en ocho de los individuos en los que se habían realizado los distintos métodos de resinación descritos y en cinco árboles control. Se obtuvieron ocho muestras de tejido distribuidas en la parte superior, inferior, lateral y centro de la herida de cada uno de los árboles resinados. Para establecer las diferencias en la producción de resina según el método de resinación, se analizaron las producciones de 561 árboles resinados en 2012 con estos cuatro métodos en Nieva. Los principales resultados de estos trabajos muestran que la producción de resina está ligada al volumen de canales (axiales y radiales) y a la frecuencia de canales radiales existentes en el árbol antes de efectuar ninguna herida (sistema constitutivo). De esta manera, los árboles grandes productores de resina mostraron una red de canales más densa que aquellos con producciones medias. Una vez realizada la herida de resinación, observamos una disminución del ancho del anillo de crecimiento y del tamaño medio de los canales axiales a la vez que se incrementaba la frecuencia y área ocupada por mm2 de anillo de estos canales. Estos cambios perduraron en el árbol durante al menos tres años y fueron distintos dependiendo de la localización en el entorno de la herida y del método de resinación. Las respuestas más intensas a la herida se observaron el año siguiente a la realización de la misma, en dirección axial, para las distancias más próximas al límite de la herida y para los métodos de resinación en sentido ascendente. Además, se ha constatado que como consecuencia de las heridas de resinación se produjeron cambios en la anatomía del xilema en zonas alejadas de la herida, tanto en el año de la herida como años posteriores. Es decir, se observó una respuesta sistémica del árbol. Respecto al papel del clima como regulador de la respuesta del árbol, se ha evidenciado que la temperatura, la radiación y la ETP influyeron en la producción de resina, no solo durante la campaña de resinación, sino también durante los meses anteriores. El déficit hídrico favoreció la producción y la formación de canales axiales pero, a partir de un determinado umbral, esa relación se invirtió y las lluvias estivales incrementaron la producción. Algunas de estas variables climáticas se asociaron a cambios en el tamaño y frecuencia de las estructuras secretoras, las cuales posiblemente modulan la respuesta defensiva de la planta. La dendrometría del árbol (evaluada a través del diámetro normal, altura y porcentaje de copa viva), la densidad de la masa y el tipo de suelo influyeron en el potencial de producción de resina de P. pinaster. Árboles más vigorosos, parcelas con menores densidades y suelos con más capacidad para la retención de agua y nutrientes presentaron producciones mayores. Estos trabajos se complementan en anexos con una caracterización del sistema socio-ecológico del pinar en resinación. En ese trabajo se identifican sus potenciales servicios ecosistémicos y se evalúa su grado de vinculación con el aprovechamiento resinero con objeto de valorar su funcionalidad y aproximar una valoración económica de modo que sea posible apreciar la importancia económica de los mismos. Para concluir, podemos resaltar que son necesarios más trabajos de carácter científico para avanzar en la comprensión de los procesos anatómicos y fisiológicos que regulan la secreción de resina en P. pinaster y sus interacciones con el medio. Esto permitiría avances certeros hacia el desarrollo de métodos de extracción más eficaces, una selvicultura óptima, el reconocimiento de los beneficios socio-ecológicos y económicos del aprovechamiento y, de manera general, una bibliografía amplia y fiable para la consulta y desarrollo de futuras mejoras que posibiliten la reactivación y conservación de la resinación como aprovechamiento rentable. ABSTRACT Pinus pinaster Ait. is the most widespread conifer in Spain and is now the only species tapped for its oleoresin. External induction of resin secretion, based on the defense system of Pinus trees, has been performed by humans since Classical times through various methods. The socio-economic implication of this practice in Spain justifies a new approach to improve tapping methodology and understand the effects of this activity on the tree. In the last five years, sharp increases in the price of natural resins, accompanied by technological advances directed toward mechanization, have made resin tapping a strategic activity for rural development and forest conservation. The resin industry demands more efficient tapping methods and forest management plans as a way to increase competitiveness in a global market. In this way, this work focuses on the study of the defense system of P. pinaster, with the aim to understand the effects of anatomical and physiological characteristics and environmental conditions on resin yield. The relationships between anatomical variables -with special focus on resin canals-, dendrometric and dasometric variables, and resin yield will be evaluated (objective 1). The tapping wound effects (objective 2) and the intra- and inter-annual variability of climate conditions and soil water availability influence (objective 3) on resin yield will be also studied. The plant and soil material and the resin yield and climatic data used in this thesis have been collected in stands of three public forests of P. pinaster; Armuña, Melque de Cercos and Nieva, located in Segovia (Central Spain). Trees were tapped using two different methods: mechanized or traditional tool, in both upwards and downwards direction. Twenty-six tapped trees of contrasting resin yield classes and twelve non-tapped (control) trees, growing in two locations (Armuña y Melque de Cercos) with the same climate but different stand density and soil characteristics, were selected for studying the role of tree size, xylem anatomy at distal parts aside from the tapping wound (objective 1) and climate influence (objective 3) on resin yield. Concerning the tree defenses induced by the tapping wound (objective 2), the xylem of eight trees, tapped with the two described methods in both upwards and downwards direction, were analyzed. From each tapped tree, eight cores were collected at different locations and varying distances from the tapping wound. In each core, a histological analysis was made. Growth ring width, earlywood and latewood width, and axial canal frequency, area, mean size and location were measured. The effect of the tapping method on resin yield was assessed in 561 P. pinaster tapped trees in a stand in Nieva. In tissues not affected by the tapping wound, the frequency of radial resin canals and the total volume of resin canals were related to resin yield. The frequency of radial canals and the resin yield were strongly related to tree diameter and percentage of live crown. High area of axial resin canals per mm2 was related to high yielding trees, but only in the location with higher plant density and poorer soil quality. In tapped trees, an increase in axial canal frequency and area was found during the three years following the start of tapping activity, suggesting that canal formation is a systemic induced response to wounding. The highest mean annual resin yield was found using the traditional tool in upwards direction, which also induced the highest increase in axial canal frequency and area. The lowest yield was found for mechanized tapping, which showed no differences between the upwards and downwards directions. The strongest induction of systemic induced responses in terms of resin canal frequency and area was detected one year after tapping for upwards tapping. This suggests the involvement of signaling processes that spread mainly upwards, and the importance of adaptive processes as a defense against periodic insect attacks. Intra-annual variation in resin yield was strongly correlated with temperature, solar radiation, potential evapotranspiration and soil water deficit. Inter-annual variation in resin yield and resin canal abundance were correlated with temperature and water deficit in spring, but above a certain threshold of cumulated water deficit in summer rainfall favored resin yield. Under adverse climate scenarios where resource optimization is desirable, a reduced tapping season during the warmest months (June–September) would be advisable, assuming a very small production loss relative to traditional tapping season. Similarly, in years with a rainy summer and/or dry spring, a slightly longer tapping season could be suggested, as resin yield increases after these events. Tree diameter and percentage of live crown, and radial resin canal frequency could be useful criteria for estimating resin yields in P. pinaster. Vigorous trees in lower density stands and growing up in good quality soils will be the most productive. These conclusions could be applied to improve tapping management and breeding programs. These works are complemented with socio-ecological characterization, the identification of the main ecosystem services and an assessment of the possible economic impact derived from the tapping practice. To conclude, more scientific studies are necessary for understanding the anatomical and physiological processes behind resin synthesis and their interactions with the environment. This would afford further progresses towards an extensive and reliable bibliography and improved tapping methods and optimal selvicultural guide lines.

When Juanita Kidd was growing up in Wewoka, Oklahoma, she never saw a female lawyer, never mind a black female lawyer. At 16, Stout graduated from high school, but had to leave Oklahoma to find an accredited college, and later a law school that would accept her. Stout made an appearance at Lincoln University from 1935-1937, when she reigned as Queen of the Quill in 1936, but completed her Bachelor’s of Arts degree in Music from the University of Iowa. In 1948, Stout graduated from Indiana University’s School of Law. Juanita Stout paved the way for many aspiring female lawyers. In 1959, Stout was the first black female to be elected to a court of record in the United States. She also became the first black woman in history to serve on a state (Pennsylvania) Supreme Court.

Esta tese estuda o sentido do simbolismo religioso da imagem do arquétipo da Grande Mãe ao interpretar a poesia de Cecília Meireles (1901-1964). As imagens da Grande Mãe estão presentes nos escritos de Cecília Meireles bem como o seu simbolismo religioso. Observou-se certa sintonia entre maternidade e simbolismo religioso na criação poética ceciliana. O objetivo prin-cipal desta tese foi de mostrar qual o sentido do arquétipo da Grande Mãe no simbolismo religi-oso ao interpretar a poesia de Cecília Meireles. A pesquisa foi bibliográfica focada no grupo de Eranos através do pensamento de Carl Gustav Jung (arquétipo), Paul Tillich (símbolo religioso), Gaston Bachelard (imagem literária), Gilbert Durand (mitocrítica), Mircea Eliade (símbolo). Cecília Meireles perdeu sua família prematuramente e foi morar com sua avó Jacinta Garcia Benevides, natural da Ilha de São Miguel (Açores, Portugal). Educada num ambiente de acon-chego e amor, ouvia constantemente as histórias contadas pela avó açoriana sobre a Ilha de São Miguel e a da Índia. Além disto, sua babá Pedrina, de forma mágica e divertida, introduziu-lhe no rico folclore brasileiro com suas crendices. Crescida neste ambiente de perdas e sofrimentos, mas amparada por estas duas mulheres, a poeta construiu no interior de seu ser um espaço mís-tico de encontro profundo com sua poesia. A Ilha do Nanja é este espaço místico onde a poeta entra quando quer se desligar das mazelas do mundo. Esta Ilha do Nanja é um refúgio, um rega-ço acolhedor materno onde seu ser encontra com o útero gerador de poesias. É o íntimo do mais íntimo do místico e lírico ceciliano. Cecília Meireles criou sua Ilha do Nanja que para ela é a Ilha de São Miguel transfigurada aos poucos pelo sonho. Além deste simbolismo, observou outros, tais como: a família (mãe, avó, babá no convívio em casa), santos/santas, Nossa Senhora, a terra. Com esta tese concluiu-se que o arquétipo da Grande mãe é um dos elementos centrais da poesia de Cecília Meireles por causa das perdas humanas, especialmente a figura materna. Mas há de ressaltar que a poeta não ficou apenas presa a esta perda para construir sua fortuna poética. Ela foi muito além conhecendo outros espaços geradores de sua poesia.

A GIRL FROM OHIO is a dark and comic novel about the plight of an older woman who wants to connect with a special man in post-9/11 New York City. Fortyeight year old Kathy has had boyfriends-but the wrong ones. She wants to find a good man for genuine love and commitment while at the same time doubting such a man exists. As she engages in her search via writing an ad for an Internet dating site, she recollects growing up in Ohio, past transgressions and an array of ill-fated relationships. When her interest with a special man, Jim, develops, Kathy struggles to trust herselfand Jim. After realizing that Jim is the real deal, Kathy softens her hardened exterior and opens herself to the possibility of having true love. In the end, Kathy learns that she has to allow herself to change. She must let love in.

Research on the transition to adulthood dates back nearly four decades, but a growing body of research has taken a new approach by investigating multiple demographic markers in the transition to adulthood simultaneously. Using the life course perspective, this dissertation is built on the literature by first examining contemporary young adults’ pathways to adulthood from ages 18 to 30 and their differences by gender. Data for this study were drawn from the National Longitudinal Survey of Youth 1997; the final sample included 2,185 men and 2,086 women. The college-educated single workers pathway, the college-educated married working parents pathway, and the high-school-educated single parents pathway were identified in both genders. For men, the study also identified the high-school-educated single workers pathway and the high-school-educated married working parents pathway. For women, the study also identified the high-school-educated workers pathway and the high-school-educated married parents pathway. Not only did the definitions of some pathways differ by gender, but even in the pathways with the same definition, gender differences were found in the probabilities of being married, of being a parent, or of being employed full-time. Based on the pathways to adulthood identified, this research examined the family and adolescent precursors and whether race moderates the associations between family structure experiences and young adults’ pathways to adulthood. Parental education, family structure, GPA, delinquency, early sexual activity, and race/ethnicity were the family and adolescent precursors that distinguished among pathways taken by the youth. Two interactions between race and family structure/instability were identified. The positive association between growing up in a single-parent family and the odds of taking the high-school-educated single workers pathway compared to the college-educated married working parents pathway was weaker for Black males than for White males. The positive association between family instability and the odds of taking the college-educated single workers pathway compared to the college-educated married working parents pathway was weaker for Black females than for White females. This dissertation accounted for changes in the multiple statuses related to becoming an adult by following contemporary young adults for 12 years. More research on contemporary young adults’ pathways to adulthood and subgroup differences in the effects of precursors are recommended. Limitations and implications of this study are discussed.

L’elaborato si propone di esaminare le tappe principali della formazione intellettuale di Ezio Raimondi (Lizzano in Belvedere, 22 marzo 1924 – Bologna, 18 marzo 2014). Dopo aver illustrato i riflessi dei maestri (Lorenzo Bianchi, Franco Serra, Roberto Longhi, Carlo Calcaterra) nella produzione critica dello studioso, il nostro lavoro, grazie al materiale archivistico dell’Accademia della Crusca, ha tentato di ricostruire da una parte le dinamiche del dialogo instaurato da Ezio Raimondi con Gianfranco Contini, Giorgio Pasquali e Francesco Pagliai, e dall’altra i criteri ecdotici e filologici fissati nell’edizione critica dei Dialoghi di Torquato Tasso (1958). La lunga consuetudine con uno dei massimi poeti nostri, e con un testo di grande rilievo nella storia della cultura nell’età della Controriforma, offrì al giovane studioso la prospettiva più felice, e insieme un saldo fondamento filologico e storico, all’interesse che era venuto crescendo in lui per il Manierismo. Con il sostegno dei documenti del Fondo Riccardo Ricciardi editore, conservati al Centro Apice di Milano, non è sembrato inopportuno discutere, tramite il carteggio tra Ezio Raimondi e Gianni Antonini, le ‘scelte di canone’ dell’antologia Trattatisti e narratori del Seicento (1960). L’analisi della corrispondenza tra Charles Singleton ed Ezio Raimondi si è rivelata, invece, particolarmente stimolante per avanzare qualche proposta interpretativa sulla critica simbolica, della quale lo studioso fu uno dei maggiori promotori. La tesi si conclude con un’Appendice, in cui compare, per la prima volta, un elenco provvisorio del materiale documentario allegato ai libri del professore, da noi inventariato dopo che l’archivio culturale Ezio Raimondi è stato donato dagli eredi dello studioso alla biblioteca del Dipartimento di Filologia Classica e Italianistica dell’Università di Bologna.

Public Policy and Ageing in Northern Ireland: Identifying Levers for Change Judith Cross, Policy Officer with the Centre for Ageing Research Development in Ireland (CARDI)��������Introduction Identifying a broad range of key public policy initiatives as they relate to age can facilitate discussion and create new knowledge within and across government to maximise the opportunities afforded by an ageing population. This article looks at how examining the current public policy frameworks in Northern Ireland can present opportunities for those working in this field for the benefit of older people. Good policy formulation needs to be evidence-based, flexible, innovative and look beyond institutional boundaries. Bringing together architects and occupational therapists, for example, has the potential to create better and more effective ways relevant to health, housing, social services and government departments. Traditional assumptions of social policy towards older people have tended to be medically focused with an emphasis on care and dependency. This in turn has consequences for the design and delivery of services for older people. It is important that these assumptions are challenged as changes in thinking and attitudes can lead to a redefinition of ageing, resulting in policies and practices that benefit older people now and in the future. Older people, their voices and experiences, need to be central to these developments. The Centre for Ageing Research and Development in Ireland The Centre for Ageing Research and Development in Ireland (CARDI) (1) is a not for profit organisation developed by leaders from the ageing field across Ireland (North and South) including age sector focused researchers and academics, statutory and voluntary, and is co-chaired by Professor Robert Stout and Professor Davis Coakley. CARDI has been established to provide a mechanism for greater collaboration among age researchers, for wider dissemination of ageing research information and to advance a research agenda relevant to the needs of older people in Ireland, North and South. Operating at a strategic level and in an advisory capacity, CARDI�۪s work focuses on promoting research co-operation across sectors and disciplines and concentrates on influencing the strategic direction of research into older people and ageing in Ireland. It has been strategically positioned around the following four areas: Identifying and establishing ageing research priorities relevant to policy and practice in Ireland, North and South;Promoting greater collaboration and co-operation on ageing research in order to build an ageing research community in Ireland, North and South;Stimulating research in priority areas that can inform policy and practice relating to ageing and older people in Ireland, North and South;Communicating strategic research issues on ageing to raise the profile of ageing research in Ireland, North and South, and its role in informing policy and practice. Context of Ageing in Ireland Ireland �۪s population is ageing. One million people aged 60 and over now live on the island of Ireland. By 2031, it is expected that Northern Ireland�۪s percentage of older people will increase to 28% and the Republic of Ireland�۪s to 23%. The largest increase will be in the older old; the number aged 80+ is expected to triple by the same date. However while life expectancy has increased, it is not clear that life without disability and ill health has increased to the same extent. A growing number of older people may face the combined effects of a decline in physical and mental function, isolation and poverty. Policymakers, service providers and older people alike recognise the need to create a high quality of life for our ageing population. This challenge can be meet by addressing the problems relating to healthy ageing, reducing inequalities in later life and creating services that are shaped by, and appropriate for, older people. Devolution and Structures of Government in Northern Ireland The Agreement (2) reached in the Multi-Party Negotiations in Belfast 1998 established the Northern Ireland Assembly which has full legislative authority for all transferred matters. The majority of social and economic public policy such as; agriculture, arts, education, health, environment and planning is determined by the Northern Ireland Assembly at Stormont. There are 11 Government Departments covering the main areas of responsibility with 108 elected Members of the Legislative Assembly (MLA�۪s). The powers of the Northern Ireland Assembly do not cover ��� reserved�۪ matters or ��� excepted�۪ matters . These are the responsibility of Westminster and include issues such as, tax, social security, policing, justice, defence, immigration and foreign affairs. Northern Ireland has 18 elected Members of Parliament (MP�۪s) to the House of Commons. Public Policy Context in Northern Ireland The economic, social and political consequence of an ageing population is a challenge for policy makers across government. Considering the complex and diverse causal factors that contribute to ageing in Northern Ireland, there are a number of areas of government policy at regional, national and international levels that are likely to impact in this area. International The Madrid International Plan of Action on Ageing (3) and the Research Agenda on Ageing for the 21st Century (4) provide important mechanisms for furthering research into ageing. The United Kingdom has signed up to these. The Madrid International Plan of Action on Ageing commits member states to a systematic review of the Plan of Action through Regional Implementation Strategies. The United Kingdom�۪s Regional Implementation Strategy covers Northern Ireland. National At National level, pension and social security are high on the agenda. The Pensions Act (5) became law in 2007 and links pensions increases with earnings as opposed to prices from 2012. Additional credits for people raising children and caring for older people to boost their pensions were introduced. Some protections are included for those who lost occupational pensions as a result of underfunded schemes being wound up before April 2005. In relation to State Pensions and benefits, this Act will bring changes to state pensions in future. The Act now places the Pension Credit element which is up-rated in line with or above earnings, on a permanent, statutory footing. Regional At regional level there are a number of age related public policy initiatives that have the potential to impact positively on the lives of older people in Northern Ireland. Some are specific to ageing such as the Ageing in an Inclusive Society (6) and others by their nature are cross-cutting such as Lifetime Opportunities: Governments Anti-Poverty Strategy for Northern Ireland (7). The main public policy framework in Northern Ireland is the Programme for Government: Building a Better Future, 2008-2011(PfG) (8) . The PfG, is the overarching high level policy framework for Northern Ireland and provides useful principles for ageing research and public policy in Northern Ireland. The PfG vision is to build a peaceful, fair and prosperous society in Northern Ireland, with respect for the rule of law. A number of Public Service Agreements (PSA) aligned to the PfG confirm key actions that will be taken to support the priorities that the Government aim to achieve over the next three years. For example objective 2 of PSA 7: Making Peoples�۪ Lives Better: Drive a programme across Government to reduce poverty and address inequality and disadvantage, refers to taking forward strategic action to promote social inclusion for older people; and to deliver a strong independent voice for older people. The Office of the First Minister and deputy First Minister (OFMDFM) have recently appointed an Interim Older People�۪s Advocate, Dame Joan Harbison to provide a focus for older peoples issues across Government. Ageing in an Inclusive Society is the cross-departmental strategy for older people in Northern Ireland and was launched in March 2005. It sets out the approach to be taken across Government to promote and support the inclusion of older people. The vision coupled with six strategic objectives form the basis of the action plans accompanying the strategy. The vision is: ���To ensure that age related policies and practices create an enabling environment, which offers everyone the opportunity to make informed choices so that they may pursue healthy, active and positive ageing.� (Ageing in an Inclusive Society, Office of the First Minister and Deputy First Minister, 2005) Action planning and maintaining momentum across government in relation to this strategy has proved to be slower than anticipated. It is proposed to refresh this Strategy in line with Opportunity Age ��� meeting the challenges of ageing in the 21st Century (9). There are a number of policy levers elsewhere which can also be used to promote the positive aspects of an ageing society. The Investing for Health (10) and A Healthier Future:A 20 Year Vision for Health and Well-being in Northern Ireland (11), seek to ensure that the overall vision for health and wellbeing is achievable and provides a useful framework for ageing policy and research in the health area. These health initiatives have the potential to positively impact on the quality of life of older people and provide a useful framework for improving current policy and practice. In addition to public policy initiatives, the anti-discrimination frameworks in terms of employment in Northern Ireland cover age as well as a range of other grounds. Goods facilitates and services are currently excluded from the Employment Equality (age) Regulations (NI) 2006 (12). Supplementing the anti-discrimination measures, Section 75 of the Northern Ireland Act 1998 (13), unique to Northern Ireland, places a statutory obligation on public authorities in fulfilling their functions to promote equality of opportunity across nine grounds, one of which is age(14). This positive duty has the potential to make a real difference to the lives of older people in Northern Ireland. Those affected by policy decisions must be consulted and their interests taken into account. This provides an opportunity for older people and their representatives to participate in public policy-making, right from the start of the process. Policy and Research Interface ���Ageing research is vital as decisions in relation to policy and practice and resource allocation will be made on the best available information�. (CARDI�۪s Strategic Plan 2008-2011) As outlined earlier, CARDI has been established to bridge the gap to ensure that research reaches those involved in making policy decisions. CARDI is stimulating the ageing research agenda in Ireland through a specific research fund that has a policy and practice focus. My work is presently focusing on helping to build a greater awareness of the key policy levers and providing opportunities for those within research and policy to develop closer links. The development of this shared understanding by establishing these links between researchers and policy makers is seen as the best predictor for research utilization. It is important to acknowledge and recognise that researchers and policy makers operate in different institutional, political and cultural contexts. Research however needs to ���resonate�۪ with the contextual factors in which policy makers operate. Conclusions Those working within the public policy field recognise all too often that the development of government policies and initiatives in respect of age does not guarantee that they will result in changes in actual provision of services, despite Government recommendations and commitments. The identification of public policy initiatives as they relate to age has the potential to highlight persistent and entrenched difficulties that social policy has previously failed to address. Furthermore, the identification of these difficulties can maximise the opportunities for progressing these across government. A focus on developing effective and meaningful targets to ensure measurable outcomes in public policy for older people can assist in this. Access to sound, credible and up-to-date evidence will be vital in this respect. As well as a commitment to working across departmental boundaries to effect change. És àmpliament conegut que l'europeïtzació ha guanyat molt terreny en els estudis europeus. Des de finals de la dècada de 1990, ha gaudit d'una important expansió per tal d'avaluar l'eficàcia de les polítiques a escala europea en l'àmbit intern. En aquest procés la política energètica ha jugat un paper molt paradoxal, sent persistentment exclosos de l'agenda de recerca de la europeïtzació, encara que la seva creixent importància en l'elaboració de polítiques comunitàries. No obstant això, la realitat és que, tot i haver estat reconegut recentment com una àrea de la UE amb l'aplicació del Tractat de Lisboa, també ha estat influenciat, directament o indirectament, pels efectes de l'europeïtzació. Com a resultat d'això, la política energètica ha estat considerat com un "cas especial" de l'europeïtzació, portant fins al moment per a la construcció d'un sector caracteritzat la política energètica europea. En aquest context, el present treball pretén explicar l'europeïtzació de les polítiques energètiques nacionals en l'elaboració de l'actuació de la UE per mitjà de la seva competència ambiental. Més explícitament, aquesta investigació tracta de la naturalesa de la reglamentació comunitària en matèria d'energia renovable com un mecanisme d'europeïtzació amb especial èmfasi en el seu impacte a Espanya. Babies, bodies and entitlement: gendered aspects of access to citizenship in the Republic of Ireland

Since the mid-1990s, automatic citizenship for children born in the Republic has been a source of growing debate against a backdrop of increasing immigration and the peace process. In June 2004, the debate culminated in a referendum, opening the way to a constitutional amendment that attaches residence qualifications to the hitherto unfettered entitlement to citizenship available through ius soli. Arguments for the amendment were couched in terms of a threat posed by Third World women having babies in Ireland to obtain residence, and a putative obligation to the EU to harmonise citizenship laws. This article explores how pregnant foreign women’s bodies became a site of perplexity about the borders of the twenty-first century Irish nation. It is therefore suggested that neither the ‘racial state’ theories nor feminist theories of the nation-state account fully for this. On closer inspection, the seemingly sui generis case of the Irish referendum is therefore fruitful in that it demands further reflection in terms of bridging gaps in the existing theory.

The extraordinary growth of the Irish economy since the mid-1990s - the 'Celtic Tiger' - has attracted a great deal of interest, commentary and research. Indeed, many countries look to Ireland as an economic development role model, and it has been suggested that Ireland might provide key lessons for other EU members as they seek to achieve the objectives set out in the Lisbon Agenda. Much of the discussion of Ireland's growth has focused on its possible triggers: the long term consequences of the late 1980s fiscal stabilisation; EU structural funds; education; wage moderation; and devaluation of the Irish punt. The industrial policy perspective has highlighted the importance of inflows of foreign direct investment, but a notable absence from the discourse on the 'Celtic Tiger' has been any mention of the role of new business venture creation and entrepreneurship. In this paper we use unpublished Irish VAT data for the years 1988 to 2004 to provide the first detailed look at national trends in business birth and death rates in Ireland over the 'take-off' period. We also use sub-national VAT data to shed light on spatial trends in new venture creation. Our overall conclusions are that new business formation made no detectable contribution to the acceleration of Ireland's growth in the late 1990s, although we do find evidence of spatial convergence in per capita business stocks.
