O objetivo desta dissertação é constatar o nível de relacionamento entre civis e militares, antes e depois da criação do Ministério da Defesa, em 1999. Inicialmente descreve-se sobre o surgimento de cada Força Armada e verifica-se que Marinha do Brasil e Exército Brasileiro, nos anos 1820, foram criados por necessidade de segurança e defesa ao País, mas obtidas por iniciativa e vontade do povo. A Aeronáutica, nos 1940, originou-se da junção dos segmentos aeronáuticos da Marinha e do Exército. Constata-se que a sociedade não se envolve, como deveria, nas questões de segurança e defesa nacionais, muito menos durante e após o período dos Governos Militares. Percebe-se que esta apatia, por parte da sociedade, com o tema tem várias explicações. Há falta de informações sobre o assunto. Passados mais de vinte anos de os Governos Militares, a ferida ainda custa para ser cicatrizada e o estreitamento desejado, entre civis e militares, é questão a ser estudada. Após a criação do Ministério da Defesa, constatou-se que, de alguma forma, houve aproximação entre civis e militares. Inclusive na troca de conhecimentos. Houve conferências, simpósios, encontros, reuniões sobre as questões de defesa, e documentos de alto nível foram estudados e elaborados por civis e militares. A revisão da Política de Defesa Nacional, a elaboração da Estratégia Nacional de Defesa e os estudos para a confecção do Livro Branco de Defesa Nacional são exemplos que confirmam esta aproximação. Antes da existência do Ministério da Defesa isso não acontecia. O presente estudo objetiva avaliar a criação do Ministério da Defesa como possível ponto de inflexão na participação da sociedade nos assuntos de Defesa e a aproximação entre civis e militares.

Considerando que a análise do grau de democratização das relações civis- militares, conforme proposto por Barany (2012) está diretamente associada à análise das interações entre Estado e Forças Armadas; sociedade e Forças Armadas; e Estado e sociedade, e ainda, que o Brasil se encontra em estágio sólido de democratização, este trabalho buscou avaliar a influência política da Força Aérea Brasileira nas relações civis- militares, por meio de três aspectos: (1) a análise do orçamento da Força Aérea em relação ao Exército Brasileiro e a Marinha do Brasil, de 2004 a 2014, (2) a participação da Força Aérea em cargos do Executivo, comparada às demais Forças, de 2012 a 2013, e (3) a interação da Força Aérea com a Academia atualmente. A suposição de que a Força Aérea possui menos influência política em relação ao Exército e à Marinha foi rejeitada, por não terem sido identificadas evidências de precedência política de uma Força em relação às outras, nas medidas analisadas.

The study of the physical man characteristics and their variations have caught the man's interests since the ancient age. In Brazil, there are no studies which define the anthropometric profile of the Brazilian's head, hindering the development of ergonomic designs. One problem that occurs in the Brazilian armed forces is the use of protective helmets made with measurements of other countries, which causes great discomfort. Thus, this study aims to conduct a study to determine the anthropometric measurements of the head of the Brazilian Air Force military, assisting in the production of helmets more suitable. Therefore, it is presented ananthropometric survey in 576 students of the School of Aeronautics Expert, 286 females and 290 males, aged between 17 and 36 years. The study showed that the differences found between genders are less than 5%. In addition to the fact that the helmet Tues adjustments, there is no need for production of different helmets in relation to gender, but some changes are necessary measures in circumference and shape of the helmet.

Objective: To identify whether flight training activities cause postural changes in cadets and pilots of the Brazilian Air Force Academy (AFA). Methods: Eighty subjects were assessed through photographic images in anterior and right side views. Four groups of cadets (n=20 per group) divided according to the year since enlistment and a fifth group of fifteen pilots from the Air Demonstration Squadron (ADS) were included. Pictures were analyzed using the Postural Analysis Program (SAPO) and angles related to head vertical alignment (HVA), head horizontal alignment (HHA), acromion horizontal alignment (AHA) and anterior-superior iliac spine horizontal alignment (HAS) were plotted. Results: We did not find statistical significant differences in the angles: HVA, HHA and AHA. However, a significant difference was found for the HAS angle with pilots having lower values than cadets, suggesting greater postural stability for this variable in pilots. Conclusion: The horizontal alignment of the anterior-superior iliac spine was the only measure that showed significant difference in the comparison between pilots and cadets. The remaining alignments were not different, possibility because of the strict criteria used for admission of cadets at the AFA and the efficiency of the physical training that is performed periodically.

Experimental results of flow around a circular cylinder with moving surface boundary-layer control (MSBC) are presented. Two small rotating cylinders strategically located inject momentum in the boundary layer of the cylinder, which delays the separation of the boundary layer. As a consequence, the wake becomes narrower and the fluctuating transverse velocity is reduced, resulting in a recirculation free region that prevents the vortex formation. The control parameter is the ratio between the tangential velocity of the moving surface and the flow velocity (U-c/U). The main advantage of the MSBC is the possibility of combining the suppression of vortex-induced vibration (VIV) and drag reduction. The experimental tests are preformed at a circulating water channel facility and the circular cylinders are mounted on a low-damping air bearing base with one degree-of-freedom in the transverse direction of the channel flow. The mass ratio is 1.8. The Reynolds number ranges from 1600 to 7500, the reduced velocity varies up to 17, and the control parameter interval is U-c/U = 5-10. A significant decreasing in the maximum amplitude of oscillation for the cylinder with MSBC is observed. Drag measurements are obtained for statically mounted cylinders with and without MSBC. The use of the flow control results in a mean drag reduction at U-c/U = 5 of almost 60% compared to the plain cylinder. PIV velocity fields of the wake of static cylinders are measured at Re = 3000. The results show that the wake is highly organized and narrower compared to the one observed in cylinders without control. The calculation of the total variance of the fluctuating transverse velocity in the wake region allows the introduction of an active closed-loop control. The experimental results are in good agreement with the numerical simulation studies conducted by other researchers for cylinders with MSBC. (C) 2012 Elsevier Ltd. All rights reserved.

This Article reports a combined experimental and theoretical analysis on the one and two-photon absorption properties of a novel class of organic molecules with a pi-conjugated backbone based on phenylacetylene (JCM874, FD43, and FD48) and azoaromatic (YB3p2S) moieties. Linear optical properties show that the phenylacetylene-based compounds exhibit strong molar absorptivity in the UV and high fluorescence quantum yield with lifetimes of approximately 2.0 ns, while the azoaromatic-compound has a strong absorption in the visible region with very low fluorescence quantum yield. The two-photon absorption was investigated employing nonlinear optical techniques and quantum chemical calculations based on the response functions formalism within the density functional theory framework. The experimental data revealed well-defined 2PA spectra with reasonable cross-section values in the visible and IR. Along the nonlinear spectra we observed two 2PA allowed bands, as well as the resonance enhancement effect due to the presence of one intermediate one-photon allowed state. Quantum chemical calculations revealed that the 2PA allowed bands correspond to transitions to states that are also one-photon allowed, indicating the relaxation of the electric-dipole selection rules. Moreover, using the theoretical results, we were able to interpret the experimental trends of the 2PA spectra. Finally, using a few-energy-level diagram, within the sum-over-essential states approach, we observed strong qualitative and quantitative correlation between experimental and theoretical results.

This paper investigates the effect of solvent-induced conformational changes of poly(3,6-phenanthrene) on their two-photon absorption (2PA). Such effect was studied employing the wavelength-tunable femtosecond Z-scan technique and modeled using the sum-over-essential states approach. We observed a strong reduction of the 2PA cross-section when the sample was prepared in hexane (poor solvent) in comparison to chloroform (good solvent), which is related to the conformation adopted by the polymer in each case. In chloroform it adopts a random coil conformation, as opposed to the one-handed helix conformation in hexane. Our results pointed out that the coil to helix conformation change decreases the degree of molecular planarity of the polymer pi-conjugated backbone, which is primarily responsible for their optical nonlinearity, contributing to diminishing the effective transition dipole moments and, consequently, the 2PA cross-section. Moreover, by studying the nonlinear response with different light polarization, we showed that, although the solvent-induced conformational change does not alter the molecular symmetry of the polymer, it modifies considerably the direction of the transition dipole moments between the excited states.
