This article examines social, cultural and technological change in the systems and economies of educational information management. Since the Sumerians first collected, organized and supervised administrative and religious records some six millennia ago, libraries have been key physical depositories and cultural signifiers in the production and mediation of social capital and power through education. To date, the textual, archival and discursive practices perpetuating libraries have remained exempt from inquiry. My aim here is to remedy this hiatus by making the library itself the terrain and object of critical analysis and investigation. The paper argues that in the three dominant communications eras—namely, oral, print and digital cultures—society’s centres of knowledge and learning have resided in the ceremony, the library and the cybrary respectively. In a broad-brush historical grid, each of these key educational institutions—the ceremony in oral culture, the library in print culture and the cybrary in digital culture—are mapped against social, cultural and technological orders pertaining to their era. Following a description of these shifts in society’s collective cultural memory, the paper then examines the question of what the development of global information systems and economies mean for schools and libraries of today, and for teachers and learners as knowledge consumers and producers?

A location-based search engine must be able to find and assign proper locations to Web resources. Host, content and metadata location information are not sufficient to describe the location of resources as they are ambiguous or unavailable for many documents. We introduce target location as the location of users of Web resources. Target location is content-independent and can be applied to all types of Web resources. A novel method is introduced which uses log files and IN to track the visitors of websites. The experiments show that target location can be calculated for almost all documents on the Web at country level and to the majority of them in state and city levels. It can be assigned to Web resources as a new definition and dimension of location. It can be used separately or with other relevant locations to define the geography of Web resources. This compensates insufficient geographical information on Web resources and would facilitate the design and development of location-based search engines.

We motivate and study the robustness of fairness notions under refinement of transitions and places in Petri nets. We show that the classical notions of weak and strong fairness are not robust and we propose a hierarchy of increasingly strong, refinement-robust fairness notions. That hierarchy is based on the conflict structure of transitions, which characterizes the interplay between choice and synchronization in a fairness notion. Our fairness notions are defined on non-sequential runs, but we show that the most important notions can be easily expressed on sequential runs as well. The hierarchy is further motivated by a brief discussion on the computational power of the fairness notions.

Understanding the business value of IT has mostly been studied in developed countries, but because most investment in developing countries is derived from external sources, the influence of that investment on business value is likely to be different. We test this notion using a two-layer model. We examine the impact of IT investments on firm processes, and the relationship of these processes to firm performance in a developing country. Our findings suggest that investment in different areas of IT positively relates to improvements in intermediate business processes and these intermediate business processes positively relate to the overall financial performance of firms in a developing country.

Global software development teams expressed dissatisfaction with their structures. Job satisfaction was reduced by the inefficiencies of communication technologies and from the functional structures imposed by the management. This led to a reduced contextual understanding of projects which could be improved if employees were to participate in the work designs.

This paper explores how we may design located information and communication technologies (ICTs) to foster community sentiment. It focuses explicitly on possibilities for ICTs to create new modalities of place through exploring key factors such as shared experiences, shared knowledge and shared authorship. To contextualise this discussion in a real world setting, this paper presents FIGMENTUM, a situated generative art application that was developed for and installed in a new urban development. FIGMENTUM is a non-authoritative, non-service based application that aims to trigger emotional and representational place-based communities. Out of this practice-led research comes a theory and a process for designing creative place-based ICT’s to animate our urban communities.
