Este estudo visa analisar as interferencias do Banco Mundial na Educacao Brasileira a partir do estudo de seis teses (aqui identificadas pelas iniciais A,B,C, D, E e F) de doutorado relativas ao tema, defendidas na Universidade Estadual de Campinas (Unicamp), sendo quatro delas (A, B, C, e D) voltadas a area de educacao e duas (E e F) a area de Ciencias Sociais e Economia. O estudo das teses parte dos objetivos de cada uma, que podem ser resumidos da seguinte forma: a Tese A - ¡ªA Mundializacao da Educacao: o Projeto Neoliberal de Sociedade e de Educacao no Brasil e na Venezuela. (MELO, 2003) -, sob a orientacao do Prof. Dr. Nilson Joseph Demange, teve como objetivo investigar o processo de mundializacao da educacao como elemento de uma nova fase de internacionalizacao e acumulacao capitalista, conduzida hegemonicamente pelos sujeitos politicos coletivos que assumem o projeto neoliberal de sociabilidade, especialmente o Fundo Monetario Internacional e o Banco Mundial, que buscam ser condutores das reformas estruturais para a America Latina e Caribe; a Tese B . ¡ªO Capital Financeiro e a Educacao no Brasil. (DEITOS, 2005) -, sob a orientacao da Profa. Dra. Maria Elizabete Sampaio Prado Xavier, teve como objetivo definir quais as consequencias da consolidacao do projeto, para a redefinicao das politicas educacionais na America Latina e Caribe; a Tese C . ¡ªGlobalizacao e Descentralizacao: o Processo de Desconstrucao do Sistema Educacional Brasileiro pela Via da Municipalizacao. (ROSAR, 1995) -, sob a orientacao do Prof. Dr. Demerval Saviani, teve como objetivo analisar as reformas educacionais empreendidas no Brasil, no periodo de 1995-2002, particularmente a politica educacional nacional para o ensino medio e profissional, com financiamento externo do Banco Internacional para Reforma e Desenvolvimento (BIRD); a Tese D . ¡ªAs Politicas Educacionais para o Desenvolvimento e o Trabalho Docente. (SOUZA, 1999) ., sob a orientacao da Profa. Dra. Liliana Rolisen Petrilli Segnini, trata da politica educacional para o ensino de 1¨¬ grau, tracada segundo a visao de seu autor no ambito de projetos federais, com o objetivo de induzir a municipalizacao do ensino, transferindo encargos para o municipio, sem a realizacao de investimentos financeiros satisfatorios nessa instancia; a Tese E . ¡ªEconomia, poder e influencias externa: O Grupo Banco Mundial e as Politicas de Ajustes Estruturais na America Latina, nas Decadas de Oitenta e Noventa. (COELHO, 2002) ., sob a orientacao do Prof. Dr. Sebastiao Carlos Velasco e Cruz, teve como objetivo analisar as relacoes entre o projeto educacional implementado pelo governo estadual, no periodo entre 1995 e 1998 e suas concepcoes de politicas educacionais; a Tese F - ¡ªA Questao Social e os Limites do Projeto Liberal no Brasil. (GIMENES, 2007) ., sob a orientacao do Prof. Dr. Carlos Alonso Barbosa de Oliveira, teve como objetivo analisar a relacao entre a economia, o poder politico e a influencia externa, focalizando o Grupo Banco Mundial e os programas de ajustamento estrutural na America Latina. Por fim este estudo mescla teses brasileiras advindas da area da Educacao e da Economia; foca o banco mundial e sua influencia no Brasil, oferecendo uma visao das conexoes logicas existentes entre elas. A arte e a atividade criativa são alguns dos ingredientes essenciais para o crescimento individual, social e cultural do ser humano e, em consequência, da humanidade. Contudo, desde o século XVI vivemos fortemente influenciados pelos parâmetros da racionalidade cognitivo-instrumental. Particularmente na cultura ocidental tem sido predominante a supervalorização da objetividade, da racionalidade e das ciências duras em detrimento da criação artística. Esta pesquisa examina a ocupação racional da arte e sua influência na limitação da criatividade no ambiente escolar. Assim, analisa as diversas concepções de criatividade, à luz da evolução histórica e as influências herdadas do contexto sóciocultural. Considera ainda o conceito de Arte/Educação em sua relação com as condições históricas da inserção da educação formal no Brasil. Finalmente, esta dissertação identifica as marcas da racionalidade em processos educacionais correntes no Brasil, tendo como referência teorias contemporâneas. As conclusões deste trabalho poderão servir como base para fornecer subsídios à reflexão sobre a necessidade de renovação dos olhares sobre a criatividade, como instrumento de formação intelectual, no ensino de artes no contexto escolar.

A frase de uma educadora: maestro a música mudou a vida desse menino foi o elemento que instigou o desenvolvimento da presente pesquisa. Os questionamentos que se seguem a partir dessa constatação abordaram os aspectos inerentes ao ensino da arte nas escolas brasileiras, angariados a partir de dados oficiais que apresentam um reduzido número de arte-educadores frente a legislação pertinente à obrigatoriedade do ensino da música em toda a educação básica a partir de 2011 através da Lei 11.769/08. A pesquisa se desenvolveu diante da suspeita que o ensino da arte nas escolas brasileiras tem se mostrado insuficiente no que diz respeito a promoção do educando em relação ao fazer artístico, culminando com o baixo interesse pela disciplina artes, refletindo posteriormente na formação de um número reduzido de arte-educadores que provavelmente tiveram sua iniciação artística fora do ambiente escolar. Sendo assim interessou a esta pesquisa aferir a relevância da disciplina artes ou educação artística na trajetória formativa dos arte-educadores em música. A pesquisa utilizou como referencial teórico os dados expostos em Barbosa (2008) e Snyders (2008) visando compreender as concepções inerentes ao ensino da arte, da música, e o processo histórico da linguagem artística no Brasil. Visando angariar elementos para a pesquisa foram desenvolvidas entrevistas com arte-educadores, tendo como referência teórica Nóvoa e Finger (2010) além de Bosi (1987). O capítulo I apresenta considerações sobre o fazer artístico, e o desenvolvimento histórico do ensino da arte no Brasil. O capítulo II trata de experiências práticas relacionadas à educação estética. O capítulo III explicita a fundamentação teórica sobre a metodologia utilizada. O capítulo IV apresenta as histórias de vida de três arte-educadores em música, enquanto o capítulo V expõe as devidas conclusões fundamentadas nas entrevistas com os arte-educadores.

The urgent need for teachers led the Florida legislature in 1887 to establish the Florida State Normal College at DeFuniak Springs. The college closed in 1905 with passage of the Buckman Act, which mandated a complete reorganization of state-supported higher education and ended coeducation for white students. This small college, open for eighteen years, was uniquely situated in time and place to examine larger questions in American educational history as well as contribute to the history of higher education in Florida, which developed differently than in other states.^ This historical case study used archival sources to examine this institution, and contribute to the history of the origins of Florida's system of higher education. Key questions guiding the research were the nature of the students, fundamental aspects of school life, the impact of the school on the students, and the role of the school in the development of higher education in Florida. Original sources included the Catalogs, Register and Minutes of the school. The census of 1900 was used to develop information on the backgrounds of the students. Findings were: DeFuniak Springs was chosen for the school because of the Florida Chautauqua; the school was coeducational and had few rules but the internalized social codes of the students resulted in almost no difficulties with discipline; the students, a majority of whom were women, were from middle-class southern families; the college compared favorably in faculty, facilities and curriculum to institutions elsewhere; although few students graduated, alumni played a key role in shaping Florida's common schools; and, the Buckman Act entirely changed the nature of higher education in Florida.^ Implications were: The coeducational nature of the college a hundred years ago significantly changes the picture of Florida's higher education; the school was small, but its influence far outlasted the institution; and, the school struggled with issues which continue to trouble modern educators such as finances, the legislature, student retention, underpreparedness, and the proper structuring of a curriculum, which indicates the persistence of these issues. ^

The modern rhetoric of reform in education has been in the forefront since the 1980s, but it has now taken on a new meaning, a greater importance to both students and teachers, a new urgency for change, and a sense of hope that this time reform will truly make a difference. The major purpose of this study was to compare historical reform initiatives to the current Florida state initiative, Blueprint 2000: A System of School Improvement and Accountability.^ Five questions were considered: (1) how similar were historical and current reform initiatives; (2) what aspects of reform were actually accomplished; (3) what are the elements of a profession; (4) what implications might this research have for university programs and inservice training programs regarding their role in the preparation of teachers; and, (5) what implications might research have on the promotion of professional practice. ^

This is a historical case study on school desegregation and power in Broward County, Florida from 1970 to 1998. The purpose of this study is to describe, explain and analyze types of power used by the School Board of Broward County, Florida and community activists, in their efforts to influence desegregation decisions from 1970 to 1998. In addition, this study explains who benefited and who won from the School Board's desegregation decisions and who governed those decisions? ^ A historical case study approach was used as the method for conducting this study. Data sources included 11 interviews of individuals who were involved in school desegregation issues as either School Board officials or community activists and 10 archival data sources. ^ The theoretical models of Russell, Galbraith, Wartenberg and Domhoff were used to determine the different types of power techniques used by School Board officials and community activists and to answer the questions: who benefited and who won from the School Board's desegregation decisions and who governed those policies and practices? ^ The primary beneficiaries of school desegregation policies and practices in Broward County were: white, affluent communities and the builders, developers, realtors and other businesses in the western suburban communities. All of the data sources indicated that the black community did not benefit from the School Board's desegregation policies. ^ The primary power techniques used by School Board officials to influence desegregation policies and practices was “power over opinions” and compensation. These power techniques were manifested by the School Board publicly disputing the allegations raised by community activists and by compensating those who supported and promoted the School Board's desegregation policies and practices. ^ The power techniques primarily used by community activists were coercive force and “power over opinions.” They effectively used these power techniques to change the School Board's policies and practices they felt were detrimental to black children and the black community. ^ Based on the analysis of the qualitative data, it can be concluded that black children did not benefit from school desegregation in Broward County, Florida and the community continues to suffer residual effects from past desegregation policies and practices. ^

The study of mortality by various differentials has been an important tool to guide public health policies, due to better describing the events of deaths in a population. This research aims to seek disparities in mortality according to educational level, sex and adulthood in large Brazilian regions and consequently for Brazil as a whole. A vast literature has shown that people with more education tend to have lower risk of death. Studies on inequalities in mortality by level of education in Brazil are still very specific and has still known very little about Brazil about mortality according to educational level, due to lack of information about the well-filled school in the records of deaths arising from the Mortality Information System (MIS) of the Ministry of Health. This data source has shown improvement in the coverage of sub reports in the last decade, however, it has still perceived negligence in completing the question regarding schooling of death (about 30% of registered deaths in 2010 to Brazil, Given this scenario, this work contributes to the national literature on the behavior of adult mortality differentials having as proposed, using data from the new variable mortality of the 2010 Census (CD 2010), assuming the characteristics of education of the head the household for deaths occurring in the same. It is therefore considered that the probability of mortality is homogeneous within the household. Events of deaths were corrected only for the records come from households where the head possessed levels of schooling and Instruction Elementary Education No Incomplete and Primary Education and Secondary Education Complete Incomplete through the Generations Extinct Adjusted method. With deaths already corrected, probabilities of death were calculated between 15 and 60 years life, as well as tables by sex and level of education to all regions of Brazil. No que se refere às probabilidades de morte por idade, nas idades entre 15 e 60 anos as maiores probabilidades seguem um gradiente, maior probabilidade para os menos escolarizados. Results corroborate the literature, the more educated the population is, the greater the life expectancy. In all Brazilian regions, life expectancy of the female population is greater than that of men at all levels of schooling. With respect to probabilities of death by age between the ages of 15 and 60 years the most likely follow a gradient, most likely to the least educated. At older ages (from 70 years), this behavior has presented another pattern, the lowest level of education has the lowest odds in the regions, North, Northeast, South and Midwest, except in the Southeast region

This article aims to critically review the regulatory frameworks that guided the institutionalization of distance education (DE) course offerings in higher education institutions in Brazil, taking as a reference 50 (fifty) documents which were analyzed for the research titled Expansion of Higher Education pos-LDB 96. The need for systematization of DE, legitimated by this Act (LDB-96), proved to be part of the guidelines of international agencies as a strategy for expansion of higher education and that the first initiatives of the Brazilian government were associated with the use of technology in education. A contextualized analysis of regulatory frameworks showed, initially, the quantitative and massified explosion of DE, without the state having proper instruments for its effective regulation. From 2005, new regulatory acts and the creation of the Open University of Brazil seek to maintain this expansion without losing quality.

The objective of this thesis is to understand how a certain social condition becomes relevant enough to be regarded as an issue worthy of government action and how certain proposed initiatives prevail while others are discarded. More specifically, the goal is to discuss public policy for education and check whether the analytical models employed are significant enough to explain how the literacy issue became part of the policy agenda of the government of the State of Ceará in Brazil, and how the Literacy Program at the Right Age (PAIC) developed over time. From the empirical perspective about public policy for education in Brazil, this is a relevant case when one takes into account that, historically, the literacy policies are focused on teenagers and adults, implying a lack of specific initiatives towards children at the proper age of learning to read and write. In order to understand what drove this issue to the top of the state government agenda, this thesis is primarily based on the literature about public policy analysis, with focus on the agenda setting process and development of proposals. A hybrid approach is used, combining analytical tools from Kingdon’s Multiple Streams Model (1995), the Advocacy Coalition Framework by Sabatier and Jenkins Smith (1993) and the historical new institutionalism lens. The research method is qualitative and based on the single case study method. The data set was assembled from institutional PAIC-related documents, tachygraphy notes from sessions at Ceará’s State House of Representatives, press clippings, academic studies and interviews with key participants from several organizations. The conclusion of this thesis is that, given the complexity of the case in point, the combination of the three analytical methods is adequate and necessary to understanding the multiple drivers for this issue to have entered Ceará’s state government agenda and the design of the PAIC itself. Particularly relevant are the ideas and the policy entrepreneurs, the processes of problem recognition for the composition of a wide coalition and for the specification of alternatives, and the path dependence of the education policy in Ceará. This study adds, as a result, to a better understanding of the stages that make up the agenda setting in public policy, in particular in the field of education.

This study was guided by the following question: Is it possible to prepare good teachers for Basic School in Distance Learning (DL) online? The over all objective of this study was to identify and systematize the essential knowledge and skills for the practice of teaching in basic education as well to investigate whe ther the Distance Learning courses which train and prepare future teachers include all the knowledge and skills necessary for teaching practice. This is a qualitative the oretical and bibliographic research that aims to analyze the current stageof the knowledge on this theme. We selected recent papers on this subject, in order to study what has been written by the authors as well to know which are their significant findings. Data were collected from dissertations, thesis and books published on the theme. Preliminarily, the theme of the presentation and contextualization has been made and the argument about the relevance of the study for education. In the second section, we present an overview of the Distance Education in Brazil: coargumentncepts, characteristics, emergence, evolution and regulation. The third section the working environmentin training teachers and students in on line education, targeting to be familiar to Learning Virtual Environments (LVE), analyzing how these new learning spaces are settled and how students and teachers be have in front of the new settings of teaching and learning using Information and Communication Technologies (ICT). In the fourth section aimed to identify which are the essential knowledges and skills that the teacher must master in order to work competently as well to discover which are the personal and professional characteristics of a good teacher in the XXI century. The fifth section studied and analyzed the current situation with in Distance Education is carried out in Brazil. We identified the most significant contributions of Distance Learning to Brazilian Education System in order to contribute to advances in the debate on the effectiveness of teacher training courses in distance education mode online.Finally in the sixth section were made final remarks and presented the study results.

Ao estudarmos a evolução histórica e o panorama atual do ensino religioso no Brasil, nos deparamos hoje com o problema da exclusão mútua de duas visões do seu tratamento na escola pública: ou deve existir o ensino religioso confessional ou não deve existir nenhum tipo de ensino religioso. Superando uma visão de laicidade de abstenção ao afirmar que o religioso, por definição, não nos diz respeito ou não diz respeito à ciência, e admitindo uma laicidade de inteligência ao defender que é nosso dever ou dever da ciência compreendê-lo como expressão humana e social, o ensino do fenômeno religioso pode superar essas duas visões, a partir de uma base epistemológica sólida para esta área de conhecimento, como já é prevista pela nossa legislação. Ele garante o respeito à diversidade e à pluralidade cultural da sociedade brasileira e contribui para a compreensão do fenômeno religioso como “objeto de cultura”. Ele é capaz de subsidiar práticas de ensino do fenômeno religioso no sistema de ensino laico, sem prejuízo de sua laicidade, mas a favor dela. A educação laica para a cidadania não pode ignorar as religiões pela sua forte presença e função na sociedade. É preciso decodificar criticamente as representações e práticas religiosas em nome da convivência mais construtiva entre as pessoas e extrair das tradições religiosas valores que contribuam para a vida humana na sua plenitude. Este modelo de ensinar a religião como fenômeno antropológico, social e cultural pode ainda cumprir uma função específica no que se refere ao conhecimento de si mesmo (identidade) e do outro para a aceitação do diferente (alteridade) apontando para a construção de valores éticos e de cidadania. Esta pesquisa se baseia em um grande levantamento bibliográfico e entrevistas com especialistas em laicidade e ensino do religioso a partir da proposta de Régis Debray adotada na França. Ela nos leva a concluir que o ensino do fenômeno religioso na escola pública do Brasil não é apenas necessário, mas até indispensável, se queremos uma educação que contribua para a formação dos nossos alunos e alunas para a convivência solidária.

This article discusses the concept of right and its identification with the power to coerce, to show a reciprocity between the original contract and the right, as a manifestation of the reciprocity between moral law and freedom, as Kant states in its Second Critique. The demonstration of this view will allow a republican stance evident in the legal and political thought of Kant, since the right of a people can only exist while the town itself is unified to enact.
