Latin America’s economic performance since the beginning of neo-liberal reforms has been poor; this not only contrasts with its own performance pre-1980, but also with what has happened in Asia since 1980. I shall argue that the weakness of the region’s new paradigm is rooted as much in its intrinsic flaws as in the particular way it has been implemented. Latin America’s economic reforms were undertaken primarily as a result of the perceived economic weaknesses of the region — i.e., there was an attitude of ‘throwing in the towel’ vis-à-vis the previous state-led import substituting industrialisation strategy, because most politicians and economists interpreted the 1982 debt crisis as conclusive evidence that it had led the region into a cul-de-sac. As Hirschman has argued, policymaking has a strong component of ‘path-dependency’; as a result, people often stick with policies after they have achieved their aims, and those policies have become counterproductive. This leads to such frustration and disappointment with existing policies and institutions that is not uncommon to experience a ‘rebound effect’. An extreme example of this phenomenon is post-1982 Latin America, where the core of the discourse of the economic reforms that followed ended up simply emphasising the need to reverse as many aspects of the previous development (and political) strategies as possible. This helps to explain the peculiar set of priorities, the rigidity and the messianic attitude with which the reforms were implemented in Latin America, as well as their poor outcome. Something very different happened in Asia, where economic reforms were often intended (rightly or wrongly) as a more targeted and pragmatic mechanism to overcome specific economic and financial constraints. Instead of implementing reforms as a mechanism to reverse existing industrialisation strategies, in Asia they were put into practice in order to continue and strengthen ambitious processes of industrialisation.

Helicoverpa zea is responsible for great losses to the corn, Zen mays L., crops final productivity, and the best way to control it is by improving genetic resistance. In collaboration with corn improvement and increasing resistance to insects through molecular marker assisted selection, this work had as an objective the selection of resistant (RP) and susceptible progenies (SP) to H. zea based on the RAPD technique. Molecular markers were Found, among the resistant progenies and it is suggested that linkage of these within the Zapalote Chico corn race, be used to extract resistance genes from this race as a donor. The progenies were selected from a population of half-sibs exhibiting a broader genetic base (FCAVJ-VF14). After DNA extraction, two sample bulks were formed; one made up of the six most resistant plants, the other of the six least resistant plants. Eighty-six primers were tested for PCR reactions with the resistant and susceptible bulks and analyzed on agarose electrophoresis for the detection of RAPD band polymorphism. The results of the banding patterns and similarity values indicated a nucleotide sequence amplified by the primer OPC-2 as a possible molecular marker for the identification of resistant progenies and a homology region between them and the Zapalote Chico corn race.

This study aimed to determine the late-season presence of weeds in reddish brown cotton (cultivar BRS Safira) and the critical times for removing weeds. The experiment was carried out in the area of Empresa Brasileira de Pesquisa Agropecuária (EMBRAPA) in Missao Velha-CE, Brazil, located at 7 degrees 42'07" S latitude and 39 degrees 24'18" WGr. longitude, during the 2007/2008 season. The treatments consisted of two control groups: weed-free crop during the initial period after crop emergency, and crop kept with weeds during initial period after plant emergency. Both consisted, 0; 20; 40; 60; 80 e 120 days after crop emergency (DAE), the weed community was evaluated by two phytosociological indices (relative dominance and relative importance). Regression analysis was performed as the model of sigmoidal Boltzman, using data from productivity separately within each type of competition, to identify the critical periods of competition, considering 2; 5 and 10% reduction in yield. The community of weeds was composed by 21 species, standing out among them: Richardia grandiflora, Amaranthus deflexus, Eleusine indica, Merremia aegyptia, Eragrotis pilosa, Cenchrus echinatus and Waltheria indica. Considering 2; 5 and 10% reduction in yield fiber as acceptable, the critical period before weed interference were, respectively, 8; 14 and 20 DAE. The critical period of weed interference, for those same levels of losses, were respectively, 100; 82 and 60 days.

The present study aimed to characterize the thermal profile of wood fired oven used by the red ceramic industry in Parelhas, in the Seridó region/RN, aiming to propose structural interventions that can contribute to increasing productivity and product quality, optimize wood consumption and mitigate existing losses during the burning process. The study was conducted at Cerâmica Esperança in the city of Parelhas -RN, Brazil, during the period from August 2012 to September 2013. Four treatments were performed with three replicates, ie, with, a total of 12 experimental units (burnings). In the first stage 4 treatments were performed with three replicates, totaling 12 experimental units (firings). In the second stage 2 treatments were performed with three replications, totaling 6 experimental units (firings). The physical characteristics of the wood were analyzed using standard NBR 11941 and NBR 7190 for basic density and moisture, respectively. The clay was used as a reference parameter for distinguishing treatments. For both the analysis and characterization was carried out using techniques of fluorescence X (XRF) rays, X-ray diffraction (XRD) analysis, particle size analysis (FA). In the first and second stages were monitored: the time during the firing process, the amount of wood used at each firing, the number of parts enfornadas for subsequent determination of the percentages of losses, but also product quality. To characterize the thermal profile of the oven, we measured the temperature at 15 points scored in the surface charge put into the oven. Measurements were taken every 30 minutes from preheat until the end of burning, using a pyrometer laser sight sighting from preheating until the end of burning. In the second step 12 metal cylinders distributed on the oven walls, and the cylinder end walls 8 of the furnace 2 and rollers on each side walls are installed equidistant to 17 cm from the soil and the surface 30 of the wall are installed. The cylinders distributed on the front were placed 50 cm above the furnace, and the base of the oven 20 cm distant from the ground. 10 also thermocouples were installed, and five thermocouples distributed 1.77 cm above the combustion chambers, and one thermocouple on each side, and three thermocouples in front of the oven. We carried out the measurements of the temperatures every 1 hour during the burning two hours in cooling the cylinders with a pyrometer and thermocouples for dattaloger. These were fixed with depth of 30 cm from the wall. After statistical analysis it was found that: the thermal profile of the furnace surface and at different heights was heterogeneous; and the ranges of density and moisture content of wood are within recommended for use as an energy source standards. We conclude that even at low temperatures reached during firing there was a significant production of good quality products, this is due to high concentrations of iron oxide and potassium oxide found in clay, which lowers the melting point of the piece. The average burn time for each step varied 650-2100 minutes wood consumption was on average 20 m3, product quality was on average 16% of first quality, 70% second, third and 5% to 10% loss . The distance between the wire and the surface of the oven was a significant parameter for all treatments, but with different variations, meaning that the wire should not be so generic and unique form, used as a criterion for completion of the burn process. The central part of the furnace was the area that reached higher temperature, and in a unified manner, with the highest concentration of top quality products. The ideal temperature curve, which provided the highest quality of ceramic products was achieved in the central part of the furnace

The total meat yield in a beef cattle production cycle is economically very important and depends on the number of calves born per year or birth season, being directly related to reproductive potential. Accumulated Productivity (ACP) is an index that expresses a cow's capacity to give birth regularly at a young age and to wean animals of greater body weight. Using data from cattle participating in the "Program for Genetic Improvement of the Nelore Breed" (PMGRN - Nelore Brasil), bi-trait analyses were performed using the Restricted Maximum Likelihood method based on an ACP animal model and the following traits: age at first calving (AFC), female body weight adjusted for 365 (BW365) and 450 (BW450) days of age, and male scrotal circumference adjusted for 365 (SC365), 450 (SC450), 550 (SC550) and 730 (SC730) days of age. Median estimated ACP heritability was 0.19 and the genetic correlations with AFC, BW365, BW450, SC365, SC450, SC550 and SC730 were 0.33, 0.70, 0.65, 0.08, 0.07, 0.12 and 0.16, respectively. ACP increased and AFC decreased over time, revealing that the selection criteria genetically improved these traits. Selection based on ACP appears to favor the heaviest females at 365 and 450 days of age who showed better reproductive performance as regards AFC. Scrotal circumference was not genetically associated with ACP. (C) 2007 Elsevier B.V. All rights reserved.

In mechanized harvesting of seeds can occur losses, which reduce productivity, decrease the profitability and can do serious damage to the producer. The objective of this work was to evaluate the quantitative seed losses of Crotalaria juncea depending on the harvester speed and the rotation of the threshing cylinder. The experiment was conducted in the area of Education, Research and Production Unesp/Jaboticabal, using a entirely casualized design on factorial away 2x3, with two-speed displacement of the machine (1.8 and 3.2 km h(-1)) and three rotations of threshing cylinder (750, 800 and 850 rpm), with 4 repetitions. It was concluded that the measures relating to the development of the plants showed homogeneous behavior, indicating little dispersion of the data. It was observed that the rate of displacement of the harvester and rotation of the drum track not affected the losses in the plataform of cutting. The largest losses of crotalaria seeds occurred on the plataform of cutting the harvester machine, in the form of pods not harvested. It was observed that the total losses in the harvest of crotalaria seed were high, and the losses in pods on the soil, responsible for almost all the losses encountered.

Tillage stimulates soil carbon (C) losses by increasing aeration, changing temperature and moisture conditions, and thus favoring microbial decomposition. In addition, soil aggregate disruption by tillage exposes once protected organic matter to decomposition. We propose a model to explain carbon dioxide (CO2) emission after tillage as a function of the no-till emission plus a correction due to the tillage disturbance. The model assumes that C in the readily decomposable organic matter follows a first-order reaction kinetics equation as: dC(sail)(t)/dt = -kC(soil)(t) and that soil C-CO2 emission is proportional to the C decay rate in soil, where C-soil(t) is the available labile soil C (g m(-2)) at any time (t). Emissions are modeled in terms soil C available to decomposition in the tilled and non-tilled plots, and a relationship is derived between no-till (F-NT) and tilled (F-Gamma) fluxes, which is: F-T = a1F(NT)e(-a2t), where t is time after tillage. Predicted and observed fluxes showed good agreement based on determination coefficient (R-2), index of agreement and model efficiency, with R-2 as high as 0.97. The two parameters included in the model are related to the difference between the decay constant (k factor) of tilled and no-till plots (a(2)) and also to the amount of labile carbon added to the readily decomposable soil organic matter due to tillage (a,). These two parameters were estimated in the model ranging from 1.27 and 2.60 (a(1)) and - 1.52 x 10(-2) and 2.2 x 10(-2) day(-1) (a(2)). The advantage is that temporal variability of tillage-induced emissions can be described by only one analytical function that includes the no-till emission plus an exponential term modulated by tillage and environmentally dependent parameters.
