本文提出基于浏览器/服务器(Browser/Server简写为B/S)海洋平台结构的远程监测控制系统,实现在客户端不间断对平台进行实时监视,获得现场采集数据,并以图形方式进行实时显示,从而为平台的安全运行和结构设计提供科学依据。

介绍了一种基于CAN总线的数据采集系统,讨论了该系统应用在海洋平台这类特殊环境下的系统结构和现场节点的具体设计。系统由上位监控机、CAN网卡、智能网桥节点和智能采集节点组成,采用总线方式的网络拓扑结构,构成一种基于CAN总线的分布式监控采集系统。智能节点以AT89S52单片机为微控制器,使用SJA1000作为CAN控制器,可构成上行和下行网络通信波特率分别为500kbps和250kbps的CAN网络。详细分析了该系统的硬件组成,应用层协议和通讯流程。系统已应用于某海上平台的环境载荷的监测,提高了数据传输的可靠性,为平台的安全运行和结构的优化设计提供了科学依据。

The general circulation pattern in the western boundary of the SW Atlantic is dominated by the opposite flows of Malvinas (-Falkland)and Brazil Current. In the Confluence region both currents separate from the continental slope and flow offshore creating an area of strong contracts and complex dynamics. The shelf-break fronts off Argentina mark the transition between shelf waters of mixed origin and nutrient rich Malvinas waters. Two areas deserve special attention due to the steep gradients introduced by the outflow of important sources of continental waters: the Rio de la Plata and the Magellan Strait to the north and south of the study area. Characteristics of the front is the high primary and secondary production, and the presence of important invertebrate and fish stocks that concentrate along the front to feed or spawn. The area comprises nearly 30 o/o (333 million U$S in 1995)of all Argentine catches of fish and squid. Resources in the area, beyond the EEZ limits, support international fisheries mainly of Russia, Poland and Spain. (Document contains 15 pages & figs)

A summary is presented of research conducted on beach erosion associated with extreme storms and sea level rise. These results were developed by the author and graduate students under sponsorship of the University of Delaware Sea Grant Program. Various shoreline response problems of engineering interest are examined. The basis for the approach is a monotonic equilibrium profile of the form h = Ax2 /3 in which h is water depth at a distance x from the shoreline and A is a scale parameter depending primarily on sediment characteristics and secondarily on wave characteristics. This form is shown to be consistent with uniform wave energy dissipation per unit volume. The dependency of A on sediment size is quantified through laboratory and field data. Quasi-static beach response is examined to represent the effect of sea level rise. Cases considered include natural and seawalled profiles. To represent response to storms of realistic durations, a model is proposed in which the offshore transport is proportional to the "excess" energy dissipation per unit volume. The single rate constant in this model was evaluated based on large scale wave tank tests and confirmed with Hurricane Eloise pre- and post-storm surveys. It is shown that most hurricanes only cause 10% to 25% of the erosion potential associated with the peak storm tide and wave conditions. Additional applications include profile response employing a fairly realistic breaking model in which longshore bars are formed and long-term (500 years) Monte Carlo simulation including the contributions due to sea level rise and random storm occurrences. Evaluation of the potential for remote sensing to detect a relationship between wave action factors and plant re-establishment after a habitat enhancement at Lake Kissimmee, Florida. Using Geographic Information Systems (GIS) and remote sensing, wave action factors were found to be inversely related to the probability of plant re-establishment. However, correlation of wave action factors with areal coverage of aquatic plants based on field measurements, were unable to detect a significant relationship. Other factors aside from wave action, including littoral slope and the presence of offshore vegetation, may have influenced plant re-establishment in these sites. Remote sensing techniques may be useful to detect large changes in plants communities, however small changes in plant coverages may not be detectable using this technique.

在近海管线的铺设、安装、使用过程中有多种作业状态:在位、悬跨、挖沟、提吊、铺管等。各种状态下管线的受力特点不同,加上管线结构、海况和海底土壤等因素又都很复杂,所以近海管线的强度分析难度大、内容多。分别采用解析方法、数值方法(有限元法、打靶法)和二者结合来解决理论上的(如几何非线性、动边界等)、实用性方面的难点。在理论分析的基础上,编制了符合产业部门工程师使用要求的近海管线强度分析软件。介绍了该软件进行力学分析时采用的理论以及软件界面。

The Channel Islands—sometimes called the Galapagos of North America—are known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness.
