Existem mais de 50 mil ONGs internacionalizadas no planeta. Tais entidades são muito importantes para a conscientização da sociedade, para o monitoramento de empresas e órgãos governamentais, para a ajuda na criação de organizações intergovernamentais internacionais, entre outras funções. Entretanto, apesar da internacionalização de empresas e da gestão do terceiro setor serem ambas estudadas há várias décadas, existem poucos trabalhos acadêmicos (especialmente com a lente da área de management) que exploram o cruzamento destes dois temas: a internacionalização de organizações não governamentais sem fins lucrativos. Sendo assim, o principal propósito desta pesquisa é o estudo da seguinte questão de pesquisa: por que as ONGs se internacionalizam e como são definidas as estratégias de internacionalização das mesmas? Após a revisão bibliográfica e entrevistas exploratórias iniciais, realizei pesquisas de campo através de estudos de caso (quatro casos foram estudados) e de uma survey (367 respondentes). Como principais “achados”, pode-se citar a percepção de que há mais benefícios do que custos ao se internacionalizar uma ONG, indícios mostraram que o processo de decisão é racional e que motivações “econômicas” estão entre as mais importantes na decisão de ir ao estrangeiro, de escolher um parceiro neste processo e de escolher quais serão os países de destino. Os estudos de caso revelaram também a forte influência do empreendedor social na internacionalização das entidades. Identificou-se um forte caráter “emergente” no processo de ida ao estrangeiro, em contraponto a uma estratégia de internacionalização mais planejada. Entretanto, identificou-se que quanto maior a maturidade internacional da ONG, mais planejado tende a ser o processo de expansão geográfica internacional. Quanto às parcerias e à rede das ONGs, constatou-se que os relacionamentos influenciam na internacionalização. As percepções levantadas na survey não só confirmaram as impressões dos casos, como apontaram alguns indícios interessantes. As principais motivações para a internacionalização de uma ONG citadas pelos profissionais foram: captar recursos no exterior, trazer boas práticas e atender necessidades no estrangeiro. Desconhecimento de formatos legais de atuação no estrangeiro foi a barreira apontada como mais relevante. Foram elencados também os principais critérios na escolha dos destinos da internacionalização e os principais motivadores para o uso de redes no processo. Sugeri diversos temas futuros de pesquisa que acredito que possam avançar alguns “tijolos” na construção do conhecimento ligado ao tema.

Esta dissertação objetiva mapear as estruturas e as práticas de governança adotadas pelos clubes de futebol profissional no Brasil, aprofundando em estudo de caso o Flamengo, o Vasco da Gama, o Fluminense e o Botafogo. A partir de levantamento da situação econômico-financeira dos clubes brasileiros e da literatura dedicada à governança de associações e de clubes de futebol, foi realizado levantamento de aspectos da governança dispostos no Estatuto dos clubes, e dirigentes anteriores dos clubes foram entrevistados sobre esses aspectos. Para a análise desse material, buscou-se identificar o tratamento vinculado a aspectos fundamentais da boa governança tratados em códigos nacionais e internacionais. Os resultados evidenciaram uma grande diferença entre as estruturas e as práticas de governança dos clubes e aquelas recomendadas pelos códigos, apontando a necessidade de melhorias, mas também de melhores identificação e definição de boas práticas de governança específica para os clubes.

Drawing upon Brazilian experience, this research explores some of the key issues to be addressed in using e-government technical cooperation designed to enhance service provision of Patent Offices in developing countries. While the development of software applications is often seen merely as a technical engineering exercise, localization and adaptation are context bounded matters that are characterized by many entanglements of human and non-humans. In this work, technical, legal and policy implications of technical cooperation are also discussed in a complex and dynamic implementation environment characterized by the influence of powerful hidden agendas associated with the arena of intellectual property (IP), which are shaped by recent technological, economic and social developments in our current knowledge-based economy. This research employs two different theoretical lenses to examine the same case, which consists of transfer of a Patent Management System (PMS) from the European Patent Office (EPO) to the Brazilian Patent Office that is locally named ‘Instituto Nacional da Propriedade Industrial’ (INPI). Fundamentally, we have opted for a multi-paper thesis comprising an introduction, three scientific articles and a concluding chapter that discusses and compares the insights obtained from each article. The first article is dedicated to present an extensive literature review on e-government and technology transfer. This review allowed the proposition on an integrative meta-model of e-government technology transfer, which is named E-government Transfer Model (ETM). Subsequently, in the second article, we present Actor-Network Theory (ANT) as a framework for understanding the processes of transferring e-government technologies from Patent Offices in developed countries to Patent Offices in developing countries. Overall, ANT is seen as having a potentially wide area of application and being a promising theoretical vehicle in IS research to carry out a social analysis of messy and heterogeneous processes that drive technical change. Drawing particularly on the works of Bruno Latour, Michel Callon and John Law, this work applies this theory to a longitudinal study of the management information systems supporting the Brazilian Patent Office restructuration plan that involved the implementation of a European Patent Management System in Brazil. Based upon the ANT elements, we follow the actors to identify and understand patterns of group formation associated with the technical cooperation between the Brazilian Patent Office (INPI) and the European Patent Office (EPO). Therefore, this research explores the intricate relationships and interactions between human and non-human actors in their attempts to construct various network alliances, thereby demonstrating that technologies embodies compromise. Finally, the third article applies ETM model as a heuristic frame to examine the same case previously studied from an ANT perspective. We have found evidence that ETM has strong heuristic qualities that can guide practitioners who are engaged in the transfer of e-government systems from developed to developing countries. The successful implementation of e-government projects in developing countries is important to stimulate economic growth and, as a result, we need to understand the processes through which such projects are being implemented and succeed. Here, we attempt to improve understanding on the development and stabilization of a complex social-technical system in the arena of intellectual property. Our preliminary findings suggest that e-government technology transfer is an inherently political process and that successful outcomes require continuous incremental actions and improvisations to address the ongoing issues as they emerge.

Poverty in Brazil has been gradually reduced. Among the main reasons, there are public policies for universalization of rights. On the other hand, the municipalities' Human Development Index indicates scenarios of growing inequality. In other words, some regions, basically of rural character, were left behind in that process of development. In 2008, the “Territórios da Cidadania” (Territories of Citizenship) Program was launched by the federal government, under high expectations. It was proposed to develop those regions and to prioritize the arrival of ongoing federal public policies where they were most demanded. The program has shown an innovative arrangement which included dozens of ministries and other federal agencies, state governments, municipalities and collegialities to the palliative management and control of the territory. In this structure, both new and existing jurisdictions came to support the program coordination. This arrangement was classified as an example of multi-level governance, whose theory has been an efficient instrument to understand the intra- and intergovernmental relations under which the program took place. The program lasted only three years. In Vale do Ribeira Territory – SP, few community leaderships acknowledge it, although not having further information about its actions and effects. Against this background, the approach of this research aims to study the program coordination and governance structure (from Vale Territory, considered as the most local level, until the federal government), based on the hypothesis that, beyond the local contingencies in Vale do Ribeira, the layout and implementation of the Territories of Citizenship Program as they were formulated possess fundamental structural issues that hinder its goals of reducing poverty and inequality through promoting the development of the territory. Complementing the research, its specific goal was to raise the program layout and background in order to understand how the relations, predicted or not in its structure, were formulated and how they were developed, with special attention to Vale do Ribeira-SP. Generally speaking, it was concluded that the coordination and governance arrangement of the Territories of Citizenship Program failed for not having developed qualified solutions to deal with the challenges of the federalist Brazilian structure, party politics, sectorized public actions, or even the territory contingencies and specificities. The complexity of the program, the poverty problem proposed to be faced, and the territorial strategy of development charged a high cost of coordination, which was not accomplished by the proposal of centralization in the federal government with internal decentralization of the coordination. As the presidency changed in 2011, the program could not present results that were able to justify the arguments for its continuation, therefore it was paralyzed, lost its priority status, and the resources previously invested were redirected.

The purpose of this study is to understand how different members manage risk in the global supply chain. Through a multi-case study of the Brazilian mango exportation chain to the United States, four actors of this chain were investigated: supplier, exporter, importer and logistics operator. A research protocol was developed based on previous research conducted by Christopher, et al. (2011). Main results show that risk management is heterogeneous among members of the mango chain, the exporter is the most penalized by the results of the risk chain and collaboration is the main mitigation strategy observed

The Cladocera assemblages in two cascade reservoirs located in the Paranapanema River in Brazil were studied during two consecutive years. Upstream Chavantes Reservoir is an accumulation system, with a long water retention time, high depth and oligo-mesotrophic status. The downstream Salto Grande Reservoir is a small, run-of-river reservoir, with a short water retention time, shallow depth and meso-eutrophic status. The goal of this study was to determine the inter- and intra-reservoir limnological differences with emphasis on the Cladocerans assemblages. The following questions were posed: (i) what are the seasonal dynamics of the reservoir spatial structures; (ii) how dynamics, seasonally, is the reservoirs spatial structure; and (iii) are the reservoir independent systems? A total of 43 Cladoceran species were identified in this study. Ceriodaphnia silvestrii was the most abundant and frequent species found in Chavantes Reservoir, while C. cornuta was most abundant and frequent in Salto Grande Reservoir. The Cladoceran species richness differed significantly among sampling sites for both reservoirs. In terms of abundance, there was a significant variation among sampling sites and periods for both reservoirs. A cluster analysis indicated a higher similarity among the deeper compartments, and the intermediate river-reservoir zones was grouped with the riverine sampling sites. For the smaller Salto Grande Reservoir, the entrance of a middle size tributary causes major changes in the system. A distinct environment was observed in the river mouth zone of another small tributary, representing a shallow environment with aquatic macrophyte stands. A canonical correlation analysis between environmental variables and Cladoceran abundance explained 75% of the data variability, and a complementary factorial analysis explained 65% of the variability. The spatial compartmentalization of the reservoirs, as well as the particular characteristics of the two study reservoirs, directly influenced the structure of the Cladoceran assemblages. The conditions of the lacustrine (dam) zone of the larger Chavantes Reservoir were reflected in the upstream zone of the smaller downstream Salto Grande Reservoir, highlighting the importance of plankton exportation in reservoir cascade systems. The comparative spatial-temporal analysis indicated conspicuous differences between the two reservoirs, reinforcing the necessity of considering tropical/subtropical reservoirs as complex, multi-compartmental water systems. © 2010 The Authors. This paper adjusts decentralized OPF optimization to the AC power flow problem in power systems with interconnected areas operated by diferent transmission system operators (TSO). The proposed methodology allows finding the operation point of a particular area without explicit knowledge of network data of the other interconnected areas, being only necessary to exchange border information related to the tie-lines between areas. The methodology is based on the decomposition of the first-order optimality conditions of the AC power flow, which is formulated as a nonlinear programming problem. To allow better visualization of the concept of independent operation of each TSO, an artificial neural network have been used for computing border information of the interconnected TSOs. A multi-area Power Flow tool can be seen as a basic building block able to address a large number of problems under a multi-TSO competitive market philosophy. The IEEE RTS-96 power system is used in order to show the operation and effectiveness of the decentralized AC Power Flow. ©2010 IEEE.

The main concern in Wireless Sensor Networks (WSN) algorithms and protocols are the energy consumption. Thus, the WSN lifetime is one of the most important metric used to measure the performance of the WSN approaches. Another important metric is the WSN spatial coverage, where the main goal is to obtain sensed data in a uniform way. This paper has proposed an approach called (m,k)-Gur Game that aims a trade-off between quality of service and the increasement of spatial coverage diversity. Simulation results have shown the effectiveness of this approach. © 2012 IEEE.

Este trabalho faz uma reflexão sobre a coordenação de projetos na indústria da construção de edifícios, identifica as etapas do processo de projeto, aponta a participação da equipe de projeto, durante as atividades de coordenação, apresenta a atuação do coordenador de projetos e sistematiza os procedimentos de controle e retroalimentação. Para desenvolver a pesquisa, foram realizados estudos bibliográficos sobre a Gestão e Coordenação de Projetos, no desenvolvimento do processo de projeto na construção civil. Também foram feitos estudos de campo, envolvendo 10 empresas de construção civil na área urbana da cidade de Belém-PA, com atuação nos mercados de incorporação e/ou construção de obras privadas ou públicas, visando propor diretrizes da gestão de projetos, integrada ao processo de desenvolvimento e coordenação dos mesmos. Como resultado, vimos que 100% das empresas pesquisadas afirmou que o planejamento técnico do projeto é dividido por etapas, conforme apresentação de fluxogramas distintos. 77,77% das empresas em questão respondeu que realiza a coordenação de projetos através de reuniões com as equipes responsáveis. Também 100% das empresas aponta como funções do coordenador de projetos a compatibilização entre os projetos e a manutenção do fluxo de informações entre os projetistas. Em 88,88% das empresas, foi possível observar que a retroalimentação do projeto acontece através do controle por meio de check list e planilhas. Por fim, são desenvolvidas e apresentadas diretrizes para aplicação da coordenação de projeto, como forma de melhorar o desempenho do desenvolvimento do processo de projeto e a execução dos edifícios, com a valorização do projeto e conseqüente economia de recursos, tempo e dinheiro, evitando erros, desperdício e trabalho nos empreendimentos.

Habitat loss and fragmentation of landscapes endanger the planet’s biodiversity. Strategies for identify priority areas for conservation and restoration of biodiversity rich areas becomes essential for the planning of the management of these landscape become successful. This study aims to propose a novel, transparent and replicable method for choosing priority areas for restoration, and includes the following steps: (a) identification of regional biodiversity hotspots for conservation; (b) identification of priority areas for restoration with the greatest potential to increase the connectivity of the fragments already existing; (c) estimate the potential richness of understory birds before and after restoration, analyzing the gain of species for the future scenario. In order to identify the corridors to be restored in a future scenario we considered the approach of multiple corridors, which aimed to connect the main fragments within the region through analysis of multi-paths. Already existing regression models were applied to estimate the richness of the landscape considering three models: a) species richness as a function of patch area of the fragment selected as hotspots; b) richness as a function of areas connected by structural corridors and c) connected area for species which are able to access nearby fragments within 20m. The gain of species for future scenario which consider the potential restoration of selected areas was estimated. Based on our results we observed that species that use corridors showed the highest increment of species richness of understory birds. As a result it had to restore corridors to model species with the ability to use forest corridors was the highest gain potential species richness of understory birds.
