As threats to the marine environment continue to remain high, and conventional resource-management techniques have been found wanting, marine protected areas (MPAs) are being seen as a tool to address the abuse and destruction of the environment. This study discusses the social dimensions of MPAs in Tanzania, using the case of the Mafia Island Marine Park and the socioeconomic, political and cultural contexts within which Mafia people live their lives. Water bodies located at 34º 58' S, 62º 58' W formed after 1980 by 30 % increasing rainfall during the last half century, were colonized by ten fish species which are a subset of the commonest species living in the pampasic lagunas. These new populations imply a displacement of the West of Pampasian fishes to areas of the western basins previously lacking fish.

As more people discover coastal and marine protected areas as destinations for leisure-time pursuits, the task of managing coastal resources while providing opportunities for high quality visitor experiences becomes more challenging. Many human impacts occur at these sites; some are caused by recreation and leisure activities on-site, and others by activities such as agriculture, aquaculture, or residential and economic development in surrounding areas. Coastal management professionals are continually looking for effective ways to prevent or mitigate negative impacts of visitor use. (PDF contains 8 pages) Most coastal and marine protected area managers are challenged with balancing two competing goals—protection of natural and cultural resources and provision of opportunities for public use. In most cases, some level of compromise between the goals is necessary, where one goal constrains or “outweighs” the other. Often there is a lack of clear agreement about the priority of these competing goals. Consequently, while natural resource decisions should ultimately be science-based and objective, such decisions are frequently made under uncertainty, relying heavily upon professional judgment. These decisions are subject to a complex array of formal and informal drivers and constraints—data availability, timing, legal mandate, political will, diverse public opinion, and physical, human, and social capital. This paper highlights assessment, monitoring, and planning approaches useful to gauge existing resource and social conditions, determine feasibility of management actions, and record decision process steps to enhance defensibility. Examples are presented from pilot efforts conducted at the Rookery Bay National Estuarine Research Reserve (NERR) and Ten Thousand Islands National Wildlife Refuge (NWR) in South Florida.

As part of a multibeam and side scan sonar (SSS) benthic survey of the Marine Conservation District (MCD) south of St. Thomas, USVI and the seasonal closed areas in St. Croix—Lang Bank (LB) for red hind (Epinephelus guttatus) and the Mutton Snapper (MS) (Lutjanus analis) area—we extracted signals from water column targets that represent individual and aggregated fish over various benthic habitats encountered in the SSS imagery. The survey covered a total of 18 km2 throughout the federal jurisdiction fishery management areas. The complementary set of 28 habitat classification digital maps covered a total of 5,462.3 ha; MCDW (West) accounted for 45% of that area, and MCDE (East) 26%, LB 17%, and MS the remaining 13%. With the exception of MS, corals and gorgonians on consolidated habitats were significantly more abundant than submerged aquatic vegetation (SAV) on unconsolidated sediments or unconsolidated sediments. Continuous coral habitat was the most abundant consolidated habitat for both MCDW and MCDE (41% and 43% respectively). Consolidated habitats in LB and MS predominantly consisted of gorgonian plain habitat with 95% and 83% respectively. Coral limestone habitat was more abundant than coral patch habitat; it was found near the shelf break in MS, MCDW, and MCDE. Coral limestone and coral patch habitats only covered LB minimally. The high spatial resolution (0.15 m) of the acquired imagery allowed the detection of differing fish aggregation (FA) types. The largest FA densities were located at MCDW and MCDE over coral communities that occupy up to 70% of the bottom cover. Counts of unidentified swimming objects (USOs), likely representing individual fish, were similar among locations and occurred primarily over sand and shelf edge areas. Fish aggregation school sizes were significantly smaller at MS than the other three locations (MCDW, MCDE, and LB). This study shows the advantages of utilizing SSS in determining fish distributions and density.

An investigation was conducted into the deaths of more than 220 bottlenose dolphins (Tursiops truncatus) that occurred within the coastal bay ecosystem of mid-Texas between January and May 1992. The high mortality rate was unusual in that it was limited to a relatively small geographical area, occurred primarily within an inshore bay system separated from the Gulf of Mexico by barrier islands, and coincided with deaths of other taxa including birds and fish. Factors examined to determine the potential causes of the dolphin mortalities included microbial pathogens, natural biotoxins, industrial pollutants, other environmental contaminants, and direct human interactions. Emphasis was placed on nonpoint source pesticide runoff from agricultural areas, which had resulted from record rainfall that occurred during the period of increased mortality. Analytical results from sediment, water, and biota indicated that biotoxins, trace metals, and industrial chemical contamination were not likely causative factors in this mortality event. Elevated concentrations of pesticides (atrazine and aldicarb) were detected in surface water samples from bays within the region, and bay salinities were reduced to <10 ppt from December 1991 through April 1992 due to record rainfall and freshwater runoff exceeding any levels since 1939. Prolonged exposure to low salinity could have played a significant role in the unusual mortalities because low salinity exposure may cause disruption of the permeability barrier in dolphin skin. The lack of established toxicity data for marine mammals, particularly dermal absorption and bioaccumulation, precludes accurate toxicological interpretation of results beyond a simple comparison to terrestrial mammalian models. Results clearly indicated that significant periods of agricultural runoff and accompanying low salinities co-occurred with the unusual mortality event in Texas, but no definitive cause of the mortalities was determined. Enhancing the handover process in broadband wireless communication deployment has traditionally motivated many research initiatives. In a high-speed railway domain, the challenge is even greater. Owing to the long distances covered, the mobile node gets involved in a compulsory sequence of handover processes. Consequently, poor performance during the execution of these handover processes significantly degrades the global end-to-end performance. This article proposes a new handover strategy for the railway domain: the RMPA handover, a Reliable Mobility Pattern Aware IEEE 802.16 handover strategy "customized" for a high-speed mobility scenario. The stringent high mobility feature is balanced with three other positive features in a high-speed context: mobility pattern awareness, different sources for location discovery techniques, and a previously known traffic data profile. To the best of the authors' knowledge, there is no IEEE 802.16 handover scheme that simultaneously covers the optimization of the handover process itself and the efficient timing of the handover process. Our strategy covers both areas of research while providing a cost-effective and standards-based solution. To schedule the handover process efficiently, the RMPA strategy makes use of a context aware handover policy; that is, a handover policy based on the mobile node mobility pattern, the time required to perform the handover, the neighboring network conditions, the data traffic profile, the received power signal, and current location and speed information of the train. Our proposal merges all these variables in a cross layer interaction in the handover policy engine. It also enhances the handover process itself by establishing the values for the set of handover configuration parameters and mechanisms of the handover process. RMPA is a cost-effective strategy because compatibility with standards-based equipment is guaranteed. The major contributions of the RMPA handover are in areas that have been left open to the handover designer's discretion. Our simulation analysis validates the RMPA handover decision rules and design choices. Our results supporting a high-demand video application in the uplink stream show a significant improvement in the end-to-end quality of service parameters, including end-to-end delay (22%) and jitter (80%), when compared with a policy based on signal-to-noise-ratio information.

The study examines the integration of cultural, economic and environmental requirements for fish production in Borno State, Nigeria. A reconnaissance survey was conducted transferring some selected Local Government Areas. 60 questionnaires were administered in the six Local Governments representing Southern Borno State with Biu and Shani, central Borno with Konduga & Jere and Northern Borno with Gubia and Kukawa respectively. There is no cultural constraint to fish production but about 63% prefers to invest in other farming activities than in fish farming. 33% are not aware that fish can be cultured apart from getting it from the wild. 35% have the impression that fish farming ventures can be handled by government only. The economic earnings for fish production are high especially in some parts of Northern Borno, but the Local market potentials throughout the state are great. Nigeria has suitable soil for ponds apart from few locations at the central and Northern Borno that are made by sandy soil. Numerous perennial and seasonal rivers, streams, lakes, pools and flood plains adequate for fish culture especially in Southern Borno exist. The mean annual rainfall can result in some water storage in ponds. In areas where the annual precipitation is less than 550mm, exist few flow boreholes with potentials for fish production. The temperature regime may support growth and survival of fish even during the hottest months of the year (March, April and May). With the understanding and manipulation of these requirements, fish production in Nigeria can be greatly enhanced

Coastal storms, and the strong winds, heavy rains, and high seas that accompany them pose a serious threat to the lives and livelihoods of the peoples of the Pacific basin, from the tropics to the high latitudes. To reduce their vulnerability to the economic, social, and environmental risks associated with these phenomena (and correspondingly enhance their resiliency), decision-makers in coastal communities require timely access to accurate information that affords them an opportunity to plan and respond accordingly. This includes information about the potential for coastal flooding, inundation and erosion at time scales ranging from hours to years, as well as the longterm climatological context of this information. The Pacific Storms Climatology Project (PSCP) was formed in 2006 with the intent of improving scientific understanding of patterns and trends of storm frequency and intensity - “storminess”- and related impacts of these extreme events. The project is currently developing a suite of integrated information products that can be used by emergency managers, mitigation planners, government agencies and decision-makers in key sectors, including: water and natural resource management, agriculture and fisheries, transportation and communication, and recreation and tourism. The PSCP is exploring how the climate-related processes that govern extreme storm events are expressed within and between three primary thematic areas: heavy rains, strong winds, and high seas. To address these thematic areas, PSCP has focused on developing analyses of historical climate records collected throughout the Pacific region, and the integration of these climatological analyses with near-real time observations to put recent weather and climate events into a longer-term perspective.(PDF contains 4 pages)

The study focused on men and women involved in artisanal fisheries in some selected areas of Ikorodu Local government in Lagos State. The random sampling technique was used to select 50 fishermen each at Ibeshe and Baiyeku sites. The results revealed that majority of the fishermen were male, christian, semi-illiterate, and married. Data were collected on capital sources, labour used, income, gear techniques and type of fish caught. Analysis showed that the highest sources of capital were from personal savings (50%). Majority of labour used were hired labour, 44% at Ibeshe and 50% at Baiyeku. Highest monthly income ranged between N10, 000 - N25, 000 at both sites. Planks were mostly used at both sites for fishing boats as well as means of transport (Ibeshe 68%, Baiyeku 72%). Common fishing gear was the gill net, The fishes caught were found to be of various tyupes. Ethalmalosa fimbriata constituted the highest fish species caught by weight and number at both sites (50%). However, the problems of capital source were most peculiar coupled with high cost of fishing materials and labour scarcity

Fundamental studies of magnetic alignment of highly anisotropic mesostructures can enable the clean-room-free fabrication of flexible, array-based solar and electronic devices, in which preferential orientation of nano- or microwire-type objects is desired. In this study, ensembles of 100 micron long Si microwires with ferromagnetic Ni and Co coatings are oriented vertically in the presence of magnetic fields. The degree of vertical alignment and threshold field strength depend on geometric factors, such as microwire length and ferromagnetic coating thickness, as well as interfacial interactions, which are modulated by varying solvent and substrate surface chemistry. Microwire ensembles with vertical alignment over 97% within 10 degrees of normal, as measured by X-ray diffraction, are achieved over square cm scale areas and set into flexible polymer films. A force balance model has been developed as a predictive tool for magnetic alignment, incorporating magnetic torque and empirically derived surface adhesion parameters. As supported by these calculations, microwires are shown to detach from the surface and align vertically in the presence of magnetic fields on the order of 100 gauss. Microwires aligned in this manner are set into a polydimethylsiloxane film where they retain their vertical alignment after the field has been removed and can subsequently be used as a flexible solar absorber layer. Finally, these microwires arrays can be protected for use in electrochemical cells by the conformal deposition of a graphene layer.

With the aid of the German Research Association in the central programme 'Sand movements in the German coastal region', an investigation into the current conditions in the shallow water areas of the coasts of the south-eastern North Sea between Sylt and the Weser estuary was carried out by the author. Foundations of the work are 19 continuous current recordings in five profiles normal to the coast from years 1971 to 1973. Off the coasts of the south-eastern North Sea varying tidal currents impinge; they are currents whose directions may vary periodically through all points of the compass. They are caused by the circulating tides in the North Sea (Amphidromien). The turning flow movement experiences a deformation in the very shallow coastal waters, and as it happens the flow turning movement in the case of high tide continues right up onto the outer flats, while here and in the fore-lying shallow water areas around the time of low water (on account of the small depths of waters), there prevails a more variable current. A result of this hydrodynamical procedure is the development of counter currents. This partial translation of the original paper provides the summary of this study of of the mudflat areas between the Elbe and Weser.

It has long been known that tunas frequently associate with floating objects, such as trees washed out to sea during periods of heavy rainfall, and fishermen have taken advantage of this behavior to facilitate the capture of fish. In some coastal areas, such as the Philippines, artisanal fishermen construct anchored fish-aggregating devices (FADs) to attract fish. More recently, large numbers of free-floating FADs have been constructed for deployment by large purse seiners on the high seas. The FADs often can be interrogated by the seiner and located at great distances using radio telemetry and/or GPS (Global Positioning System) technologies. In some cases a fleet of fishing vessels has a tender vessel which deploys and maintains the FADs, and notifies the fishing vessels when fish are seen around them. This workshop was convened by the Inter-American Tropical Tuna Commission and sponsored by Bumble Bee Seafoods, Inc., for the purpose of bringing together scientists and fishermen who have studied the association of tunas with floating objects. Special efforts were made to get participants from all the areas in which tunas associated with floating objects are the targets of fisheries. Thus the "regional review papers" include contributions for the eastern Atlantic, the southern Caribbean Sea, the Indian Ocean, and the eastern and western Pacific Oceans. Many of these reviews and other contributed papers are published in this proceedings volume. Other papers discussed in the workshop were published elsewhere; these papers are cited in the list of background documents in the Report of the Workshop.

Cada vez são mais comuns problemas relacionados a movimentos de massa nas encostas de clima tropical no Estado do Rio de Janeiro, especialmente na Serra do Mar, provocados por acumulados pluviométricos intensos. A ocupação humana desordenada de áreas sensíveis a tais processos geomorfológicos, bem como as condicionantes geológicas, geomorfológicas, pedológicas e de uso e cobertura do solo são apontadas como fatores cruciais na explicação desses processos. O maior conhecimento da dinâmica pluviométrica bem como suas interações com tais aspectos físicos ligados ao relevo parece ser a chave dessa maior compreensão desses fenômenos. Assim foram realizadas pesquisas relacionadas aos volumes e intensidades das chuvas na região do Alto Curso do Rio São João, bem como uma análise dos movimentos de massa identificados através de imagens de satélite e in loco, como forma de fornecer subsídios à melhor gestão do espaço dessas regiões montanhosa estão vulneráveis a movimentos de massa. A correlação entre os acumulados e a intensidade pluviométrica com fenômenos climáticos de escala global, como El Niño e La Niña também foi contemplada nessa pesquisa, mostrando uma relação mais alta com relação à intensidade da chuva mensal para anos de El Niño e para anos de La Niña uma reduzida ocorrência dessas intensidades pluviométricas. Os estudos revelaram que os tipos de solos e sua cobertura e uso têm uma grande influência na deflagração de movimentos de massa. Foram observados um número reduzido de movimentos de massa em áreas naturais e uma maior proporção desses movimentos em áreas utilizadas para a atividade da pecuária na região. Grande parte dos movimentos de massa ocorreram em áreas de Cambissolos (áreas mais elevadas) e Latossolos (áreas de encostas em menores altitudes). Ambos os solos são mais espessos do que os encontrados em áreas mais declivosas, apresentando maior acúmulo de materiais a serem mobilizados durante grandes acumulados pluviométricos, gerando movimentos de massa. A análise mostrou também que áreas mais chuvosas e com maior ocorrência de acumulados pluviométricos extremos, acima de 100 mm/dia e acima de 30mm/mês concentraram um número maior de movimentos de massa, como a região mais próxima da estação de Quartéis (porção leste). Por outro lado áreas bastante elevadas, com altas declividades, porém com predomínio de Mata Atlântica e áreas com solos menos espessos, como os Neossolos Litólicos, se mostraram com um número reduzido desses processos. Enfim esse estudo mostrou a necessidade de se gerir melhor os espaços dessas áreas sensíveis sob o ponto de vista geomorfológico, até por que são áreas na periferia de regiões densamente habitadas e cujas demandas tendem a se tornar cada vez mais marcantes, o que pode gerar problemas locais, atingindo sua população e economia, com sérias conseqüências para o ambiente.

O estoque de matéria orgânica de superfície refere-se a todo material orgânico decomposto ou em decomposição sobreposto ao solo mineral, bem como ao material orgânico misturado às partículas minerais do horizonte A. Este serve como indicador da funcionalidade e integridade de ecossistemas florestais quando o analisamos sob a perspectiva das "Formas de Húmus". Nesta perspectiva o material orgânico se presenta como disposto em camadas internas que variam no peso e espessura de acordo com a atuação dos agentes decompositores locais, e expressa a ciclagem de nutrientes que se dá a partir dos dois principais processos que sintetizam e/ou modulam o funcionamento dos ecossistemas, a produção e a decomposição da matéria orgânica. O modelo de formas de húmus segue uma classificação desenvolvida na Europa que não se aplica perfeitamente às áreas tropicais pela alta variabilidade de ambientes. Estima-se que fatores locais e particulares como características edáficas, estrutura e composição da vegetação, relevo e o microclima podem distorcer esta classificação e diferir significativamente do modelo global. Esta pesquisa buscou o refinamento deste modelo, buscando entender de que modo a pluviosidade efetiva (chuva que atravessa a copa das árvores e chega ao solo), como fenômeno de natureza microclimática, se relaciona com o estoque de matéria orgânica de superfície (sob a perspectiva das formas de húmus) em ambiente de floresta ombrófila montanhosa urbana.Para tal foram executadas análises físicas sobre o estoque de matéria orgânica de superfície, monitoramento da pluviosidade efetiva com pluviômetro experimentais adaptados para esta demanda e análises químicas sobre a água da chuva após lixiviação da matéria orgânica. Foi montada uma estrutura composta de quinze pluviômetros experimentais em uma encosta florestada no Parque Nacional da Tijuca (Rio de Janeiro - RJ) e instalação de pluviômetros eletrônicos em ambientes de céu aberto em áreas adjacentes a esta encosta pertencentes à área do parque. Os resultados indicam que da chuva que cai na floresta, cerca de 15% é interceptada pelas copas e o restante, parte é interceptada pela matéria orgânica do solo. A camada MFB (ou H) é a que retém mais água, indicando que, florestas que a decomposição é rápida no processo de fragmentação e lenta na mineralização, terão mais água retida no estoque de matéria orgânica. As diferentes camadas vão nutrir o solo de maneira diferenciada quando este processo deriva da lixiviação, como o cálcio que é liberado em a maior quantidade pelas camadas mais fragmentadas como a F e a MFB, o potássio e magnésio têm maior disponibilização quando deriva da camada L, indicando que durante este processo estes nutrientes são mais consumidos do que liberados. Foi perceptível que o sódio é bastante abundante na chuva antes mesmo de atingir a matéria orgânica, confirmando estudos anteriores. A utilização deste sistema proposto de pluviômetros experimentais possibilitou entender como esta estratificação interna do estoque de matéria orgânica de superfície acumula água, pois os métodos tradicionais não se baseiam no modelo de formas de húmus, e possibilitou ainda, o a análise do processo de lixiviação e liberação de nutrientes para o solo.
