In this paper we try to present the main trends of evolution of the ICT sector. Its dynamics, supported by a constant technical progress in ICs, compounded with “non convexities” such as network effects and high sunk costs, may either lead to a Schumpeter Mark I or Schumpeter Mark II competition regime. This means that in some segments, the market will be more competitive (Mark I), while in other it will be more monopolistic (Mark II). But a key trend is also the so called “convergence”. But digitization makes it cost effective to integrate different communications, information processing and entertainment systems and devices. Hence, Schumpeter Mark II grows at the core where software production dominates, while Schumpeter Mark I is established at the periphery. In this context, the European ICT industry is potentially smashed between two forces: the cost advantages of Asian countries on one hand, the inventiveness and dynamism of the US industry on the other hand. The way out of this very difficult situation is to create in Europe the conditions of restoring knowledge accumulation in a key sub-sector of ICT, that is software production. To do this, Europe can rely on its tradition of cooperation and knowledge sharing and on a set of institutions that have shown their ability to stimulate inter-regional cooperation. By concentrating on an ambitious project of open source software production in embarked systems and domestic networks, Europe could reach several objectives: to make freely accessible an essential facility, to stimulate competition, to help reaching the Lisbon objectives and to restore the European competitiveness in ICT.

Objective: To introduce a new technique for co-registration of Magnetoencephalography (MEG) with magnetic resonance imaging (MRI). We compare the accuracy of a new bite-bar with fixed fiducials to a previous technique whereby fiducial coils were attached proximal to landmarks on the skull. Methods: A bite-bar with fixed fiducial coils is used to determine the position of the head in the MEG co-ordinate system. Co-registration is performed by a surface-matching technique. The advantage of fixing the coils is that the co-ordinate system is not based upon arbitrary and operator dependent fiducial points that are attached to landmarks (e.g. nasion and the preauricular points), but rather on those that are permanently fixed in relation to the skull. Results: As a consequence of minimizing coil movement during digitization, errors in localization of the coils are significantly reduced, as shown by a randomization test. Displacement of the bite-bar caused by removal and repositioning between MEG recordings is minimal (∼0.5 mm), and dipole localization accuracy of a somatosensory mapping paradigm shows a repeatability of ∼5 mm. The overall accuracy of the new procedure is greatly improved compared to the previous technique. Conclusions: The test-retest reliability and accuracy of target localization with the new design is superior to techniques that incorporate anatomical-based fiducial points or coils placed on the circumference of the head. © 2003 International Federation of Clinical Neurophysiology. The paper presents our considerations related to the creation of a digital corpus of Bulgarian dialects. The dialectological archive of Bulgarian language consists of more than 250 audio tapes. All tapes were recorded between 1955 and 1965 in the course of regular dialectological expeditions throughout the country. The records typically contain interviews with inhabitants of small villages in Bulgaria. The topics covered are usually related to such issues as birth, everyday life, marriage, family relationship, death, etc. Only a few tapes contain folk songs from different regions of the country. Taking into account the progressive deterioration of the magnetic media and the realistic prospects of data loss, the Institute for Bulgarian Language at the Academy of Sciences launched in 1997 a project aiming at restoration and digital preservation of the dialectological archive. Within the framework of this project more than the half of the records was digitized, de-noised and stored on digital recording media. Since then restoration and digitization activities are done in the Institute on a regular basis. As a result a large collection of sound files has been gathered. Our further efforts are aimed at the creation of a digital corpus of Bulgarian dialects, which will be made available for phonological and linguistic research. Such corpora typically include besides the sound files two basic elements: a transcription, aligned with the sound file, and a set of standardized metadata that defines the corpus. In our work we will present considerations on how these tasks could be realized in the case of the corpus of Bulgarian dialects. Our suggestions will be based on a comparative analysis of existing methods and techniques to build such corpora, and by selecting the ones that fit closer to the particular needs. Our experience can be used in similar institutions storing folklore archives, history related spoken records etc.

The paper presents an ongoing effort aimed at building an electronic archive of documents issued by the Bulgarian Ministry of Education in the 40ies and 50ies of the 20th century. These funds are stored in the Archive of the Ministry of the People’s Education within the State Archival Fund of the General Department of Archives at the Council of Ministers of Bulgaria. Our basic concern is not the digitization process per se, but the subsequent organization of the archive in a clear and easily-searchable way which would allow various types of users to get access to the documents of interest to them. Here we present the variety of the documents which are stored in the archival collection, and suggestions on their electronic organization. We suggest using ontologies- based presentation of the archive. The basic benefit of this approach is the possibility to search the collection according to the stored content categories.

After many years of scholar study, manuscript collections continue to be an important source of novel information for scholars, concerning both the history of earlier times as well as the development of cultural documentation over the centuries. D-SCRIBE project aims to support and facilitate current and future efforts in manuscript digitization and processing. It strives toward the creation of a comprehensive software product, which can assist the content holders in turning an archive of manuscripts into a digital collection using automated methods. In this paper, we focus on the problem of recognizing early Christian Greek manuscripts. We propose a novel digital image binarization scheme for low quality historical documents allowing further content exploitation in an efficient way. Based on the existence of closed cavity regions in the majority of characters and character ligatures in these scripts, we propose a novel, segmentation-free, fast and efficient technique that assists the recognition procedure by tracing and recognizing the most frequently appearing characters or character ligatures.

The article gives an account of the various microfilming initiatives taken in Malta during the last thirty years. Various archives have managed to microfilm their holdings under co-operation agreements with international societies, or manuscript libraries. The advent of digital technology is now posing new challenges and opportunities for the archives sector. The idea of a National Memory Project that will try to bridge the different approaches in the preservation of records in the various public, private, and ecclesiastical archives in Malta is discussed. Technical challenges are highlighted, as are the opportunities that arise from collaboration and active participation in international projects such as the European Visual Archives (EVA), and the SEEDI initiative.

The first part presented at the meeting by A. Dipchikova is a brief report of the role of the National library as an institution in collecting, preserving and making accessible the national written heritage. Problems of digitization are examined from the point of view of the existing experience in cataloguing. Special attention is paid to the history and the significance of international standards, the experience in the field of development and maintenance of authority files on national and international level as well as in markup languages. Possibilities of using MARC and XML in the library are discussed. The second part presented here by E. Moussakova is giving an overview of the latest activities of the Library in the sphere of digitisation of the old Slavic manuscripts which are component of the national cultural heritage. It is pointed out that the current work is rather limited within the scope of preparation of metadata than being focused on digital products.
